This paper provides a theoretical explanation for lobbying as interpersonal rhetorical communication based on the tenets of symbolic convergence theory (SCT). SCT is a general theory of communication in the symbolic interactionism paradigm. Nowhere in the extant communication literature, including the scholarly public relations research, is lobbying explicated in this way. This paper utilises a health care public policy case study to illustrate SCT in lobbying practice. The emphasis here is on how lobbyists use homo narrans, or human storytelling, in influential face‐to‐face information exchange with public policy decision makers to be persuasive on behalf of their clients. The ultimate aim of this paper is to build the current body of theoretical and practical knowledge about lobbying, to advance more positive perceptions of lobbyists and lobbying and to improve the practice of lobbying in producing effective public policy outcomes. This paper contends that John W. Hill, founding partner of Hill and Knowlton, based his philosophy of public relations on four signal elements of issues management: strategic business planning sensitive to the threats and opportunities of public policy; high standards of corporate responsibility; issues monitoring; and issues communication. His philosophy, now nearly one‐half century old, was enlightened in that it fares well against the standards of ethics, symmetry and sensitive relationship management championed in public relations literature today. This analysis is based on the philosophy Hill expressed in his two books, which establish him as one of the founders of modern issues management.   • Many corporations use legal rather than ethical standards for decision making in issues management. The Enron collapse provides a case example of why legal standards should never be used as a substitute for ethical principles. As we illustrate in this discussion of Enron, seeking loopholes in the law can lead to ethical violations that are ultimately more severe than legal infractions. We use systems theory and rhetorical rationales to discuss the issues management function as the proper location in an organization for ethical decision making and corporate responsibility. Both systems theory and rhetoric support the argument that an organization must be good internally and make decisions from an outside‐in perspective; management at Enron heeded neither idea. This research recommends a deontological approach, based on Kantian norms of moral autonomy and good intention as a basis for ethical issues management, and uses the Enron case for illustration of these principles. We conclude this discussion by offering a matrix simplifying the principles of both ethical and legal decision making based on systems theory and rhetorical approaches to public policy.

Abstract: Agenda management is a process in which governments attempt to prevent policy issues from emerging, to influence the public perception of issues and to shape or delete issues on the current agenda of policy making. Numerous techniques are available and governments may often resort to them for political purposes. Unemployment policy from 1976–82 provides a case study for assessing the significance of agenda management in the policy process. The many initiatives and announcements of the government and their presentation in the media are described. It is concluded that the government often appeared to employ agenda management techniques such as tokenism, symbolic reassurance, postponement and the selective presentation of social indicators. It is noted that the government's handling of the issue followed an annual cycle, superimposed on which was an electoral cycle. Its attempts to influence public perceptions of the issue had direct links with the nature of policy outputs.  相似文献

This study considers the social media visual messaging of four candidates in the 2012 U.S. Republican presidential primary campaign. The analysis is guided by symbolic convergence theory, its method of fantasy theme analysis, and visual rhetoric theory. Using a schema of visual attributes, this study analyzes a rhetorical strategy of candidates' campaigns: the pictorial “public diary” found on their official Facebook and Twitter pages. It reveals how the credibility character traits of trustworthiness and expertise appear in the candidates' visual narratives, what messages dominate, and how candidates differ in succeeding or failing to visually communicate credibility. This study has important implications for how political management can use images in crafting and assessing messaging strategies in a competitive environment.  相似文献

Nonperforming assets (NPAs) crisis in Indian public sector banks is one of the biggest challenges before the current government in 2017. The finance ministry, Government of India, and the central bank, the Reserve Bank of India, are worried about the surging NPAs in Indian public sector banks because of their huge macroeconomic impact and systemic risk to the financial system. If not paid timely attention, it can hamper the economic and financial stability of the nation. Rising NPAs in Indian public sector banks are a result of bank specific, macroeconomic, and political factors. In order to control the surging NPAs in Indian public sector banks, the government and the Reserve Bank of India have implemented new crisis management framework which however is not immune to several challenges. This paper looks at NPAs crisis from the lens of crisis management, stakeholder's engagement, government relations, and issue management. Harris and Fleisher ( 2016 ) identify crisis management, stakeholder engagement, government relations, and issues management as important organizational activities that constitute part of public affairs. This paper follows a tripartite structure where it first investigates the causes of NPAs in Indian public sector banks. Second, it examines the crisis management framework developed by the policy makers and highlights the key challenges. Third, in light of these challenges, it makes recommendations to tackle the NPAs crisis in Indian public sector banks.  相似文献

This article develops two propositions. First, that the public sector needs new stories that make sense of recent storms of change. Second, that focusing on ‘public value’ helps tell a useful new story. Much contemporary commentary comes from analysts working within a particular field of thought. However, problems of public policy and management are hard to discipline. Public value is not the property of particular political parties, public service institutions, academic disciplines or professions. Public value is defined and redefined through social and political interaction. Such interaction involves politicians, officials and communities. Focusing on public value enables one to aggregate issues for scholarly analysis in terms that should also make sense to citizens and communities, political activists and people responsible for delivering public services. The article argues that: recent agendas for public sector change overlap and that implementation is incomplete; the skills of analysts and activists in the public sector, and in associated sectors delivering public services, need large components of expertise in interpreting ambiguous patterns and the management of complex relationships; and that the cumulative impact of succeeding agendas is to widen the scope of issues in play. Large components in both reform and agendas have involved bringing the public sector firmly under political control. However, the later emphasis on consultation and participation places political executives under great pressure. The more deliberation is promised the more is demanded. There is increasing pressure for the task of exploring for public value to be shared more widely. The article develops its key propositions by exploring three main themes: first, the notion of public value and the emphasis in it on search and interaction as a basis for political and managerial leadership; second, the contested impacts of recent agendas of change in the public and other affected sectors which have widened the scope of issues in play but have left key institutional and policy issues unresolved; and, third, a sample of current and emerging issues in which asking questions about public value may help activists, politicians and managers more creatively focus their attention. Focusing on public value can help communities, service providers and political leaders ask and answer a new and wider range of questions while continuing to learn from recent experience, however complex and contested.  相似文献

Racist humour is frequently the subject of media and public debate in relation to issues of offence and acceptability. Despite this, little has been done to analyse it or its relationship to other forms of racism. I argue that an analysis of racist humour needs to account for the rhetorical structures of humour – to consider humour as a rhetorical device similar to metaphor or metonym – that has a persuasive potential. Using jokes from four US websites, the rhetorical aspects of humour are unpacked through the use of rhetorical discourse analysis and semiotic theories of humour. I then identify an important effect of racist humour. Zygmunt Bauman's ideas on the problem of ambivalence for dichotomous discourse and category formation are employed to argue that racist humour expresses racist dichotomies and has the potential, among others, to “hide” the ambivalence to which such dichotomies are prone. The article then considers the meaning and ambivalence of less severe racist joking.  相似文献

This paper explores the development and broadening scope of public affairs practice within the United States of America and charts the factors that have influenced its current development. To understand the scope of how public affairs has developed in the United States, it is necessary to examine the historical evolution of the function in the USA and the early 20th century influence of the US government on defining and regulating its definition of public relations and public affairs, which resulted in the still‐in‐effect Gillett Amendment. Since then, public affairs has expanded into the private as well as the public sectors as corporations and organisations recognise the need to gain public trust for their ventures. Political scientists have increasingly looked to the role that disgust plays in shaping public opinion and attitudes. This emotion plays an important role in building and reinforcing boundaries in the polity. It is particularly important in shaping attitudes toward gay rights. We analyze data from the 1993 American National Election Studies (ANES) data and two original studies. We find that disgust is a powerful but contingent rhetorical tool. It can powerfully shape public attitudes, especially on issues of sexual purity, but that efficacy must come with a strong caveat: our findings show that some members of the public will reject disgust rhetoric as an indignant reaction against the speaker.  相似文献

Graduate programs in public policy offer a variety of ethics courses focusing on framework theories, topical applications, and duties of office. Brown gives four reasons for making these types of courses an integral part of education for public service: they provide a common civic vocabulary; they give an essential perspective on analytical techniques; they challenge students' own presuppositions about public policy; and they help distinguish between empirical and conceptual issues. He argues that the growing emphasis in the policy programs on public management further enhances the importance of education in ethics, and that the current dearth of such courses in some programs seriously impedes their graduates.  相似文献

After some failed attempts to regulate the lobbying, the Israeli Parliament—the Knesset—passed the Lobbyist Law on April 2nd 2008. Although lobbying is a common and legitimate part of the democratic process, it raises issues of trust, equality of access, and transparency. What motivated the MKs to regulate lobbying—public interest, private interest, or symbolic politics? The MKs claimed that the law was needed for improving transparency whereas MK Yechimovich declared that it balances the strength of the rich, represented by lobbyists and the wide public. Assessing the achieved transparency in the comparative framework of other lobbying regulatory regimes, we see that the law confers tangible benefits on powerful interest groups, while providing only symbolic gestures to the public. Lack of information available for MKs creates a need for lobbyists for political intelligence and MKs need to identify the interests in play to guarantee for themselves the necessary legislative subsidy. Solar energy is the most abundant of all renewable energy sources, and the development pressures for solar farms have grown rapidly in the last 5 years within the UK. With this in mind, this paper outlines the characteristics of solar farms, describes their development within the UK, examines some of the issues raised by these developments and offers a concluding discussion of the contributions that public and media relations firms can make to the development of solar farms. The paper reveals that solar farms have been developed on both agricultural land and brownfield sites and that the development pressures are greatest in the South West and South East of England. The findings reveal that proposals to develop solar farms have generated a wide range of environmental, community and economic issues and that public relations companies have an important role to play in fostering the transition from fossil fuels to renewable sources of energy. Abstract.  Efforts by governments to affect foreign public opinion through direct communication – and in competition with rival governments – have been a stable and consistent feature of international diplomacy since the turn of the twentieth century. Yet public diplomacy and its use in propaganda wars has not been sufficiently theorized, a lacuna that this article seeks to address by means of the social-psychological theory of self-presentation and impression management. The discussion suggests that public diplomacy is a form of self-presentation for social empowerment, in which rhetorical strategies and associated tactics are means of addressing image predicaments in foreign public opinion. The analysis is illustrated by means of the recent Israeli-Palestinian conflict and its presentation in the official websites of the parties.  相似文献

Much research in the field of public management is distinguished by its rejection of the politics-administration dichotomy and its emphasis on the public manager's responsibility for political management. By rejecting the dichotomy, however, scholars in public management have reopened debate over an old question: Why is it right for public managers to exercise political power in the policymaking process? It is argued that the dichotomy served as a rhetorical strategy for allaying public concern about bureaucratic power, and that public management scholars must now invent a new strategy to take its place. This article evaluates one strategy, proposed by Moore and Reich, which is premised on the idea that managers may legitimize the exercise of discretion by showing it to be consistent with a mandate that is produced through a fair process of deliberation. It is argued that the new strategy may overestimate the ability to build mandates, the ability to build deliberative processes that are manifestly fair, and the willingness of dissentient citizens to defer to such mandates. The new strategy will also bind public managers to a demonstration of neutrality not unlike that imposed by the politics-administration dichotomy.  相似文献

In the December 1997 issue of this journal our editors expressed concern about the decline in teaching of public administration. This does not reflect any decline in the overall level of involvement by government in the economy or society. Rather it seems to reflect changing perceptions of what is needed to succeed in public administration.
This in turn raises the very important issue of what we as a society expect from our future public administrators. While many management skills are common to both business and the public sector, public administration needs to extend beyond the limits of business management to comprehend issues such as accountability, probity and policy processes. Indeed it is increasingly being recognised that what is at stake is not just management per se, but rather the broader array of relationships involved in good governance.
The Institute of Public Administration Australia has over the years played an important role in bringing practitioners and teachers together to help foster a better appreciation of these issues. Now more than ever, when the public sector is experiencing considerable change, there needs to be a lively forum where these broader issues of public administration can be debated and new approaches can be tested.
The National Council of the Institute has accordingly been considering how the Institute might encourage a wider public appreciation of good governance. In order to assist in this process and to provide some guidance to spokepersons, the Council has agreed the following Statement. We hope that all members of the Institute will find this Statement helpful and will be encouraged to promote the ideals it seeks to uphold.  相似文献

We investigate how material and symbolic campaign appeals may motivate segments of the electorate to be more engaged with the unfolding presidential campaign; this engagement is a first step toward bringing these populations into an electoral coalition. We pair two massive new data collections—the National Annenberg Election Study capturing public opinion across an entire campaign and The Wisconsin Advertising Project recording and cataloging the political commercials aired by campaigns—to examine how the candidates’ choice of issues affects who gets into the game. We find evidence that appeals to symbolic interests are more likely than appeals to material interest to selectively engage targeted groups.  相似文献

ABSTRACT

Systematic research comparing the views of populist radical-right parties with respect to gender issues is still scarce. Akkerman’s article aims to fill this gap by comparing the positions of the six most successful populist radical-right parties in Western Europe. Her focus is on gender issues in the policy domain of family relations, on the one hand, and in that of immigration and integration, on the other. A combination of quantitative and qualitative analyses of external and internal party documents has been used to assess the positions of the main populist radical-right parties with regard to these two policy domains. Akkerman's analysis shows that, in the domain of family relations, the parties are traditionally conservative or adopt a more flexible modern conservative position. Compared to mainstream right-wing parties, which are consistently more liberal than their radical-right counterparts, conservatism on issues relating to the family sets the radical parties clearly apart. Yet, as this particular profile tends to become less salient over time, it is doubtful that gender issues in this traditional policy domain will continue to be a defining characteristic of these parties. Gender issues have gained importance for populist radical-right parties in the domain of immigration and integration policies but, in this context, the parties do not display a conservative profile. They tend to emphasize the principles of gender equality and sometimes also gay rights, although these commitments are mainly rhetorical and instrumental to anti-immigration and anti-Islam agendas. Conservative views of gender remain the defining, albeit less salient, characteristic of these parties.  相似文献

Think tanks are non‐profit policy research organisations that provide analysis and expertise to influence policy makers. Since the early twentieth century, US think tanks have played a major role in framing policy issues and providing analysis, but in the last thirty years, there has been a veritable think tank proliferation. This paper chronicles and analyses the development of think tanks; classification, organization, staffing and funding; marketing, public relations and public engagement, current trends.
