As Abe was replaced by Fukuda, Japan's domestic and foreign policies were also amended. Abe's "proactive diplomacy" has been replaced by Fukuda's "synergy diplomacy" which emphasizes strengthening the Japan-U.S. alliance and Japan's ties with Asia. Abe's diplomacy toward Asia was characterized by "value oriented diplomacy", whereas Fukuda seeks to carry out "active diplomacy toward Asia" after his cabinet was formed. The changes in foreign policy of the Abe and Fukuda cabinets show that Japan's nationalist foreign policy is evolving in twists and turns from being radical to being more rational against the backdrop of domestic and international political reality. To explore this change and its causes is conducive to the better understanding of some features of Japan's diplomacy toward Asia.  相似文献

Unlike his predecessor George W. Bush whose Latin America policy is characterized with strong unilateralism, President Obama, while putting Latin America higher on his foreign policy agenda, has adopted an accommodating approach to the region in the aim of improving once rigid, even tense relations with countries in the region. It is of great significance to study the diplomacy and security strategies of the Obama administration which took office on 20th January 2009, not only because of the current global financial crisis but also because of Obama's "politics of change", a slogan raised by him in the campaign. How to lead America out of the seemingly "still deteriorating domestic financial and economic dilemma is not only the most important criterion for judging Obama's governance capability but also the biggest obstacle affecting the new Democrat administration's domestic and foreign policies. To analyze the adjustments of the Obama administration's foreign and security policies, we must focus our attention on how it will take corresponding measures to overcome the financial crisis and how to put its campaign slogan "politics of change" into practice. In retrospect of the Obama administration's first three-month performance, the "politics of change" promised by him has dramatically evolved into the "diplomacy of change" first. In the following sections, we will thoroughly analyze the trend of the new administration's diplomatic and security strategies on the basis of its first one-hundred-day performance.  相似文献

1.The Korean Nuclear Issue Tests Obama's Asia Diplomacy,.by Shi Yongming, Senior Researcher, China Institute of International Studies and Guest Researcher of CPDS. Obama's Asia policy has just shown an outline of its "smart diplomacy", i.e., on the premise of sticking to the basic strategy, it attaches great importance to strengthening relationship with the newly-emerging powers and seeks to extend the U.S. influence on Asia by means of dialogue and cooperation. However, the Korean nuclear issue, which is very likely to reach a complicated and even dangerous impasse, is now testing Asia policy of the U.S. new administration. The issue is not only a strategic bottleneck that is a reflection of U.S.-DPRK relationship, but also is constrained by Japan and ROK, whose interests are closely related to the changes of the situation, as well as by some political elements in the U.S.  相似文献

The European Union (EU) is widely regarded as an important international actor, and usually referred to as a big power like the U. S. , Russia, China and Japan. So naturally the foreign policy of the EU has caught attention of both officials and scholars over the world. However, the EU is also a combination of sovereign states, its foreign policy is different from others, and perhaps this is often ignored. For instance, unlike a single nation state, the EU's influence and power are different in various policy fields due to its different ways of decision-making and implementation. Also, different from the common currency, the forming of the common foreign policy of the EU doesn't mean the disappearance of respective member state's foreign policy. Only seeing or emphasizing one respect will lead to a misunderstanding of the EU. Moreover, as a unique "supranational and intergovernmental" organization in the world, the EU has too many complex institutions, names and terms. Of course, the situation is not better in the field of foreign policy, and it easily leads to confusion and misunderstanding. It is also necessary to point out that the EU is still in the process of evolvement, and in particular, as one of the major reforms of the EU in recent years, the foreign policy-making mechanism has been in the center of change and adjustment. It is no doubt that this adds to the difficulties of studying and understanding the EU's foreign policy. In a word, the author thinks it is necessary to raise some major issues related to the EU's foreign policy and delve into it in connecting with the EU's current development.  相似文献

In recent three decades, due to the revival of the evangelicalChristianity and "political awakening" of the religious right-wing in the United States, religion has played an increasingly important role in U.S. domestic and foreign policy. Regarding U.S. foreign policy, a landmark event of religious influence on American politics was the adoption of the International Religious Freedom Act of 1998 (IRFA 1998). And in respect of domestic policy, religious influence was demonstrated in the American presidential election in 2004. The IRFA 1998 was one of the most comprehensive human rights acts in American history. The adoption and implementation of the Act fully reflected the religious influence on U.S. foreign policy since the end of the Cold War. The American presidential election in 2004 provided a stage for the political mobilization of the evangelicals and religious right-wing. "Values voters" and "four million white evangelical voters to return to the polling station" were considered a key factor contributing to the victory of the Republican Party.  相似文献

In particular, since the launch of the reform and opening-up policy and its accession to the World Trade Organization, China has made great achievements in economic diplomacy, which has grown and improved in terms of patterns, objectives and contents. In the 21st century, globalization offers both opportunities and challenges, and international economic cooperation and competition have played an important role in foreign relations. China is playing a crucial role in the Obama administration's attempt to build a "multi-partner world" based on cooperation and shared responsibilities. In light of the profound geo-economic transformations of 2008-2009, the United States has little choice but to strive for partnership, especially with the country that is Washington's major creditor. Obama's foreign policy approach, however, goes beyond a mere pragmatic adaptation to the new realities and constitutes a unique window of opportunity for the establishment of an unprecedented level of U.S.-China cooperation. From a European perspective, the positive evolution in U.S.-China cooperation has been welcomed as a key contribution to the resolution of the global problems confronting the planet. The European Union has nevertheless reacted with apprehension to the suggestions by American commentators for the creation of a U.S.-China "G-2". In the 60 years since the founding of the People's Republic of China, the country has pursued a peace-oriented foreign policy. After the end of the Beijing Olympics in October 2008, China's foreign relations began to take on a new look. The country now participates more actively in global and regional issues, forging multilateral and bilateral relationships, and entering into discussions on maritime rights and military strategy. It could be said that China is now showing more initiative, independence, confidence, transparency and a greater sense of responsibility, and strengthening cooperation with all partners. These changes are mainly due to China's increasing comprehensive national strength and its need to integrate into the international system in a peaceful and harmonious manner with benefits to all. China has redefined its identity and reassessed its interests. These changes are ongoing, and the nation's diplomacy is still not perfect, but the general direction has now been set.  相似文献

Under the impact of the sovereign debt crisis, the European Union pays less attention to its foreign policy and the Common Foreign Policy tends to be "renationalized"; the EU is again embracing "geo-economics" with an enhanced tendency of highlighting economic ties and trade in its external relations; EU countries have greatly cut their defence expenditures, making it more difficult to implement the EU’s Common Security and Defence Policy (CSDP) in future. The author holds that the prospects of economic growth in the Eurozone countries, European integration under the pressure of structural changes in international relations, and competition and collaboration in a multiple structure of foreign policy establishments are combined to shape the EU’s foreign policy in the coming years.  相似文献
