The idea of a learning organization emerges from organizational cybernetics and results in agency staff having the means to use their skills and expertise to meet the needs of the organization's clients. Relevant to Title IV-E training programs, such organizational processes would maximize the use of knowledge and skills the graduates bring back to the agency. This article uses focus group data to explore how Title IV-E graduates perceive the potentialities of their agency as a learning organization. This analysis results in recommendations to improve organizational performance without impinging on existing agency resource constraints.  相似文献

Using data from the National Survey of Child and Adolescent Well-being (NSCAW), this study explores the characteristics of child welfare involvement for children (N = 639; aged 3–17.5 years) with at least one developmental disability. In addition, a central focus of this exploration was to examine respective differences in how caregivers and caseworkers initiated referrals for services for children with disabilities. The sample was divided into three exclusive groups based on type of developmental disability: learning disability (weighted percentage 70.3%); Mental Retardation (now referred to as Intellectual Disability), Downs Syndrome, or; developmental delay (weighted percentage 1.8%); and presence of multiple types of disabilities, including autism (weighted percentage 27.9%). Results from the logistic regression analyses indicate children in this population who are placed in out-of-home care receive more referrals than those residing in-home with biological caregivers; older children and children with multiple disabilities are also more apt to obtain referrals to formal assessments. On the other hand, children who were considered in the “other” race category (includes children who identify as: multi-racial; Asian; Pacific Islander; Native American) were significantly less likely to be referred for a formal assessment. Regarding the association between specific maltreatment type and assessment referrals, children with reports of emotional maltreatment had significantly higher odds of being referred for formal assessments.  相似文献

Differential response is a growing approach in child welfare that aims to maintain children safely in their homes when possible. This study examined how the implementation of differential response varies between counties with improved child safety outcomes compared to counties with poorer outcomes. Data was collected from nine counties through semi-structured focus groups with workers and interviews with supervisors. Results indicated that counties with improved outcomes had integrated the following implementation strategies: use of comprehensive assessment protocols; integrated supervisory support and on-going coaching of effective practices; and increased mobilization of resources, including enduring supports for parents, supports to help families meet basic needs and culturally responsive services for families.  相似文献

The relationship between maltreatment in childhood and delinquency in adolescence is recognized. However, the data available do not reveal what proportion of children under the supervision of child protection services (CPS) later transfer to youth legal services, nor the sequence of services provided by these two systems. This study sketches a preliminary portrait of Youth Criminal Justice Act (YCJA) incidence among Quebec children and adolescents as a consequence of a first crime after initial CPS case closure (N = 14,252). It quantifies the scope of the phenomenon and identifies the best predictors of YCJA incidence from among the administrative data available. Survival analysis revealed a 15.4% YCJA incidence for the entire cohort in the five and a half years following termination of initial intervention; boys between 12 and 17 years old when their initial CPS cases were closed were at the greatest risk (27.2%).  相似文献

Child welfare is provided within an organizational context that both supports and thwarts the efforts of workers and administrators to meet the myriad of goals established by federal, state, and local regulation and professional bodies. Simulation-based training is often used to prepare health practitioners and is increasingly employed to train child welfare workers. This scoping review systematically searched the published and grey literature for studies that evaluated training for child welfare practitioners and used simulation methods that included standardized actors. Three studies met inclusion criteria, all documenting improvement in participants' use of specific skills. Other outcomes were mixed, possibly reflecting the heterogeneity of samples, study methods, measures, training of actors, theoretical frameworks, and content areas. Though results were mostly positive, the small number of studies indicates a substantial need for further research.  相似文献

Dramatic growth in health and human service contracting over the past two decades has increased the need for managerial competency in the development and sustainment of effective cross-sector partnerships. Although the quality of relations between partnering agencies can affect client outcomes, few macro-level interventions for strengthening cross-sector partnerships have been described or tested in the literature. This article describes a facilitated, strategic planning process implemented in five different states and presents pre-post test results of its effect on different factors known to affect partnership success. Implications for child welfare administrative practice and research are discussed.  相似文献

This qualitative meta-synthesis of materials from three national projects that had examined more than 75 American Indian/Alaska Native child welfare programs sought to articulate how culture is expressed within tribal child protective services (CPS)work and to uncover whether there are cultural elements of tribal child welfare practice that are distinct from practice in non-tribal settings. Through the meta-synthesis, a framework emerged outlining a cultural approach to practice that incorporates: (a) a culturally-distinct definition of Native child well-being; (b) tribal values that form a foundation for practice; (c) practice intentions linking child protection with cultural and community health; and (d) two specialized worker skills.  相似文献
