Cross-systems collaboration between child welfare, education, and the courts benefits when challenges and priorities are identified early. We measured perceptions of educational stability in foster youth with a statewide survey of 1,603 professionals in education, child welfare, and the courts. Results reveal commonalities among perceived challenges to collaboration across systems (e.g., multiple foster care placements; school changes) and differences in perceived importance or significance of a given issue by professional group. Results guided collaborative work in Kansas and may assist other states seeking strategies that inform cross-systems collaboration to improve educational well-being for youth in foster care.  相似文献

This study examined factors associated with youth remaining in extended foster care. Cohorts of youth in care in California at age 17 years were defined for the period from 2003–2012. Multivariable generalized linear models documented factors associated with remaining in care through age 19. Findings indicate that: a) the population of youth in care at age 17 has declined over time; b) youth in care at age 17 in 2012 were qualitatively different from those a decade earlier; c) a larger proportion of youth who do not exit to permanency are remaining in extended foster care; and d) although the characteristics of youth who remain in foster care as non-minor dependents continue to vary relative to those who age out, differences have diminished. Findings highlight the potential to target subgroups of youth who may benefit from the extension of care but are remaining in care at lower rates.  相似文献

Using a sample of 16-year-old youth placed with kinship foster families in California, the current study examines the relationship between kinship foster family structure and foster youth's biological family contact and support. Latent class analysis was used to examine differences in family structure based on the relatedness between foster youth and other members of the kinship family household. Subsequently, the respective relationships among household structure and foster youths' characteristics, experiences, and biological family contact and support were examined. We find that the kinship families serving foster youth are represented by four distinct household types, including sibling and grandparent households. Kinship family household type is found to be statistically significantly associated with youths' contact with siblings, closeness to caregivers, and perceived social support. Implications for kinship foster family scholarship are discussed.  相似文献

Research has shown that youth aging out of the foster care system experience an increased risk for several adverse adult outcomes (e.g., homelessness, unemployment, low educational attainment). Yet, fewer studies have examined the impact of homelessness on adult outcomes. The current study uses National Youth in Transition Database (NYTD) to examine the associations between homelessness and two outcomes, post-secondary education and employment status, for transition-aged foster youth (N = 4,235). This study found that youth who experienced homelessness between 19 and 21 years were less likely to have post-secondary education or full-time employment, controlling for individual and foster care characteristics.  相似文献

Foster care is an integral component of the child welfare system. However, little is known about factors germane to conceptualizing successful foster care. This study utilized Concept Mapping (CM) to delineate a conceptual domain for what success in foster care means from the perspective of those most impacted: foster youth. CM couples multi-dimensional scaling with hierarchical cluster analyses to form factors relevant to an area of study. Pictorial representations of the data were generated using the Concept Systems software. Results indicate that youth conceptualize success based on several distinct domains. The final analyses yielded a multi-cluster solution, or Concept Map.  相似文献

Youth aging out of foster care are assumed to embody a disempowered group, for whom civic engagement opportunities are rare. Utilizing a targeted initiative, this study explores individual- and community-level outcomes derived from foster youth civic engagement. Data were collected via: (a) interview and survey research with foster youth advisory board leaders; (b) interview and survey research with civic youth workers; and, (c) non-participant observation of five foster youth advisory board meetings. Directed content analysis revealed three emergent themes, which transcended the data inductively (Opportunity through Access; Positive Conceptions of New Jersey's Department of Children and Families; and, Participatory Competence). These themes support and extend our current understanding of empowering outcomes for this population. Implications for research, policy, and practice are discussed.  相似文献

The purpose of this study is to examine the permanency experiences of older youth, age 18–21 in out-of-home placements and placement characteristics that influence age of exit from child welfare. Findings suggest a difference between age groups with more 18-year old youth exiting to emancipation than youth who exit at age 21. A higher number of spells in care and a higher number of placement changes during the last spell were associated with exit to emancipation. Additional study findings suggests that youth who leave care before the age of 21 may be more vulnerable than youth who stay through age 21. Implications for practice are discussed.  相似文献

Each year in the United States, as adolescents age out or are emancipated from the foster care system, they are at risk of experiencing homelessness. It is essential that services and programs focus on encouraging and supporting youth in transition from foster care to a life of independence, and The Transition Resource Action Center (TRAC) strives to provide these services. The researchers sought to determine if TRAC's residential program provides their clients with a chance of a stable life (e.g., housing, employment, health care). Findings suggest that fewer clients of TRAC became homeless and more acquired transitional or temporary housing from screening 1 to screening 2, demonstrating promise that these services have fostered change in the lives of their clients.  相似文献

Individual interviews and focus groups with 35 experienced foster parents explored strategies that facilitate the functional adaptation of children transitioning into their care. Findings from this qualitative study suggest functional adaptation is enhanced by unconditional commitment by foster parents, “claiming” behaviors of foster children and parents, establishment of routines, support of birth family relationships, and advocacy for the youth across systems. Implications of this study support the vital role that foster parents have in helping children adapt to placement, and indicate that agencies can provide increased support for foster parents to better meet the needs of foster youth.  相似文献

The objective of this study was to investigate the association between antipsychotic initiation and placement transitions among youth in foster care with attention-deficit/hyperactivity disorder and other disruptive behavior disorders (ADHD/DBD). Data were obtained from child welfare administrative records and Medicaid claims in one Mid-Atlantic state from January 1, 2010, through March 31, 2014. Cox proportional hazard model was conducted to estimate the risk of time to first placement transition during the 180-day follow-up among new antipsychotic users and propensity score matched nonusers. Results showed youth initiating antipsychotics had no significant reduction in foster placement transitions within the 180-day follow up (Hazard Ratio = 1.1; 95% CI = 0.7–1.6). Although antipsychotics are widely used for aggressive behaviors, a better understanding of clinical management of youth in foster care is needed to promote stable foster placement.  相似文献

ABSTRACT

Most literature on the education of foster youth focuses on their individual outcomes and characteristics. A small body of literature documents a lack of collaboration between the child welfare and education systems. This study explores commonalities and differences in perspectives between child welfare and education system stakeholders. It draws on findings from a multi-county exploratory study on educational services for foster youth. The findings in this study identify several systemic barriers including placement instability within the child welfare system, limited financial resources of schools, and poor inter-agency communication. In addition, differences in the perceptions of school and child welfare agency personnel regarding the needs of foster children in school, problems encountered in enrolling children in school, and the role and motives of each agency in addressing these needs and problems are identified. These differences point to both the challenges involved in improving communications and collaboration between the two systems, as well as the opportunities to improve educational services to children in foster care.  相似文献

This paper presents an overview of the benefits and risks of Web-based interactions for youth. As an illustrative example, the psychosocial effects of online grooming practices which are designed to lure and exploit children are discussed. High rates of children involved with the child welfare system are prescribed psychotropics. In response, federal legislation has mandated state child welfare agencies to develop policies to improve the coordination and oversight around the use of psychotropics. This project aimed to support such policies by developing and pilot-testing a field guide for team discussions and decision-making related to the use of psychotropics among youth in child welfare. We used a community-based participatory research (CBPR) framework to engage a team of local stakeholders, including former youth in foster care and parents, in the research. We developed a field guide to facilitate team discussions and decisions around the individual needs and preferences of youth and families, and we pilot-tested the field guide with child welfare staff, parents, and care team members in seven team meetings. Parents and care team members, in particular, highly valued the guide and found it useful to increase knowledge and improve practices such as side effect monitoring and information sharing. Child welfare responses were more mixed, and some reported feeling burdened by the additional tasks. More work is needed to integrate the guide into routine child welfare practice and reduce burden on staff.  相似文献

This study explores perspectives on mental health treatment experiences and expectations for youth in foster care and their foster parents. In-depth interviews were conducted and identified for major themes: (1) the dual stigma of foster care and mental health care; (2) the lack of engagement in mental health therapy; (3) trust issues with the therapist and other individuals; and (4) the desire to integrate mental health services with primary care services. These results have implications for mental health service delivery and suggest opportunities to improve mental health treatment through an integrated care approach.  相似文献

This study examined the prevalence of mental health and substance abuse disorders and service utilization among a racially and ethnically diverse group of foster youth. Self-report data on symptoms and service receipt were used to identify whether groups of adolescents defined by their race and ethnicity were equally likely to receive services given the presence of a mental health or substance use disorder. Study findings showed that Caucasians are more likely to receive mental health services than African Americans. Race was not a significant predictor of accessing substance abuse services. Hispanic ethnicity was not a predictor of receipt of mental health or substance abuse treatment services. Implications for future research, practice, and policy are discussed.  相似文献

LGBTQ youth are largely overrepresented in the child welfare system. The experiences of LGBTQ youth have largely been overlooked. LGBTQ youth often encounter a number of challenges and disparities as they navigate the child welfare system. Many report experiences of discrimination, marginalization, and an overall lack of acceptance. The permanency and placement options have historically been limited for many LGBTQ youth, often leading to an over reliance on congregate settings and aging out of foster are. The current article provides a synthesis of the existing research on the experiences and outcomes of LGBTQ youth in care, as well as an exploration of the policy and practice initiatives aimed at creating a more inclusive system of care.  相似文献

Each year, a significant number of adolescents become pregnant in the United States, with more than half of these pregnancies resulting in live births. Adolescent parenting is associated with poor outcomes, including increased risk of child maltreatment. Youth “aging out” of the foster care system may be at greater risk of maltreating their children due to their experiences of child maltreatment, a lack of social support, and little preparation for parenthood. This article examines current programs and policies targeting pregnant and parenting youth aging out and presents a research agenda that focuses on pregnancy prevention and positive parenting.  相似文献

Many students with autism spectrum disorders (ASD) are educated separately from their typically developing peers, while others are placed in inclusive classes but without supports that would help them benefit from less restrictive placements. The needs of students with ASD who are in inclusive settings are often not planned for or met appropriately, resulting in continuing problems and movement to increasingly restrictive environments or private placements. There is a critical need for school models to fill the gap in appropriate services for this population of children with ASD. These models should include those that are inclusive and academically challenging, that can be implemented by many school districts, and that are responsive to the unique combination of strengths and deficits in these students. In the current article, the authors describe the development and core components of the model, and implementation of the ASD Nest program in public schools in New York City.  相似文献
