Turkey's media agenda mostly consists of European relations, the Middle East question and Iraq. The rest of this agenda is predominantly economic news. Because of its geographical location, it is difficult for environmental problems to be perceived as leading problems and find places in Turkey's national newspapers. The importance of the local media arises in creating awareness about the environmental issues and forming public opinion in order to find solutions. Due to the immediacy component of news, creating public opinion about the environment through local as opposed to national media is considered to be a more effective method. It is purpose of researcher to determine whether this which is seen to be effective theoretically will also have the same effect in practice. In this research, content analysis will be applied to three local newspapers in Turkey. It has seen that the local media reports environmental news, its source are government and city hall. It has given information to form awareness to the environmental issues.  相似文献

Labor was a significant factor in Taiwanese politics. In history, some of the most important unions in Taiwan were built around a core of members resolutely loyal to a political ideology. However, with time many tenets of labor and political history have undergone a change. The alliances between trade unions broke the links with their respective political parties or groups. The centralized and traditional union structures fell short of workers' expectation amid the mounting pressures of political democratization in Taiwan, thereby giving way to "independent" union bodies. This paper examines the experiences of"independent" trade unions in Taiwan in a historical context and attempts to trace the conditions that are instrumental in the growth of such unions. The case of one "independent" union in Taiwan--the Chunghwa Telecom Workers' Union (CTWU) depicts the ways and means by which independent rank-and-file led unions have proven their collective strength time and again. The case analysis in the present paper suggests that the continuing economic liberalization in Taiwan may bring about the proliferation of "independent" unions with far greater collective voice and less monopoly effects than the current situation.  相似文献

This paper examines the nature and intensity of regional and ethnic minority demands on the example of voting preferences for ethnoregionalist parties in select regions across Europe. It argues that territorial distinctiveness and cultural identities are insufficient to explain minority demands for political representation. The political preferences of ethnoregional groups reflect overlapping and cross-cutting functional, territorial, and symbolic differences, which collectively form the determinants of electoral support for ethnoregionalist parties across Europe. The relative weight and additive effects of territorial and functional cleavages may vary according to national context but the pattern is consistent. The paper conducts cross-national comparison of representative territorial structures spanning across the West-East divide in European studies by including regional configurations in Western Europe (Scotland in the UK and Flanders in Belgium) and ethnic minorities in Eastern Europe (the Hungarian minority in Romania and the ethnic Turkish minority in Bulgaria). The findings suggest that ethnoregional groups do not necessarily pursue cultural distinctiveness and/or regional autonomy. They are also likely to seek representation and access to government based on socioeconomic status, ideology, and political attitudes. Ethnoregionalist demands for representation thus reflect the growing overlap between the territorial, cultural, and ideological aspects of political conflict.  相似文献

This paper deals with the relationship between high education and labor market in Western Balkan countries. Having in mind that all these countries are in transitional process, suffering from poor economics, poor level of investments, and high unemployment rates, it would be wise that the governments and political elites put the quality of knowledge high on agenda, regarding it as the vital incentive instrument for economic and social development. All social and political subjects should be devoted to procuring good quality of knowledge, which is sensitive to the labor market's needs in all fields. This study attempts to find answer on the question why it is not so, making qualitative, quantitative, and empirical research. It analyzes the relationship between high education and labor market's needs, identifies main factors which influence this relationship, focusing on main influence of political interests and values. The paper presents rare good cases, as lessons from experience for the future.  相似文献

Parallel to the advancements in information and communication technologies, certain risks and security problems also arise, one of which is the authentication problem. In order to control who can have access to information sources, it is of utmost importance to develop an advanced authentication mechanism. It is through this mechanism that one can protect personal information, and prevent unauthorized access to the information or services provided. Likewise, this mechanism can block unauthorized persons to change or release information that is not public. All the work being undertaken in this field can be named as access control. The concept of authentication is among those concepts that have been studied for a long time in Turkey in the context of rapidly growing e-transformation efforts. In the process of e-transformation, the transformation circle is completed by first defining the concept of modeling business processes, followed by the formation of automation process, and lastly, providing services in electronic medium.  相似文献

In reflecting on the case of the South Caucasus (Armenia, Azerbaijan, and Georgia), one of the most popular perspectives is its lack of a common identity. The main argument is that it is a culturally diverse region with old-fashioned, ethnically exclusive nationalism. From this point of view, the process of the formation of a European identity in the region acquires particular importance. A European identity could act as a catalyst for bringing the region together. This identity could be considered as based on much more than just political orientation but fundamentally grounded in common values. This comprehensive integration in the South Caucasus can be achieved through the formulation and acceptance of a common political identity based on the political orientations of the South Caucasian States and their citizens. The main question that this study tries to answer is how people in the South Caucasian countries identify themselves in terms of a European identity. A suitable analysis is increasingly important at both the micro and the macro levels. The author examines the people's attitudes in the three South Caucasian states toward Western culture, states, and organizations, drawing on opinion polls conducted by the Caucasus Research Resources Center (CRRC). The author seeks to analyze attitudes toward the West in the South Caucasus on a macro as well as on a micro level. The author seeks also to provide a much-needed analysis for decision making, based on empirical data that help understand public opinion toward the European Union (EU) in the countries of the South Caucasus, and that can contribute to the refinement of integration strategies.  相似文献

For two decades, the questions of what really motivates foreign investors to invest in a certain country remain unanswered and a controversial issue. Moreover, previous studies have overwhelmingly treated FDI (foreign direct investment) as unidimensional rather than multidimensional. In reality, FDI is rather multidimensional in that it is composed of components (equity capital, reinvested earnings, and other capital), each with its intrinsic characteristics in response to the same economic fundamentals, such as growth, institutional quality, exchange rate, taxes, market size, skill abundance, etc. Therefore, the main objective of this study was to seek the major determinants of the total FDI inflows in Turkey by treating total FDI as multidimensional to avoid a distorted empirical prediction concerning the total FDI, which is greatly neglected in the FDI literature. Accordingly, the author employed the panel corrected standard error (PCSE) model for annual data between 2003 and 2012, he found that FDIs are responsive to the country risk (CR) indices of both Turkey and EU (European Union) and to the tax measures of 2006.  相似文献

Globalization has increased significantly over the past two decades, provoking different political reactions. Increasing trade and financial openness as well as intense global economic competition have forced governments to intervene in order to deal with its different negative consequences such as budget deficits or growing unemployment. Over the last two decades, almost all OECD (Organization for Economic Co-operation and Development) countries have undertaken structural changes within their tax systems. However, two main problems appear. The first one concerns "tax competition" understood as improvements made by different countries in the field of investment climate especially in the field of economic freedom. The second one refers to the effective tax revenue resources that help maintain the welfare state properly. In the developed countries, this is certainly easier as richer societies afford to do it through their fiscal systems. The main aim of this paper is to examine the impact of globalization on tax policy--its nature and its transformations. The main conclusions are as follows: Globalization is an incredible opportunity for the private sector to take advantage of free movement of goods, services, capital, and people. At the same time, it is a great challenge for the public sector to maintain sound public finance. The analysis is based on statistical data and qualitative research methods.  相似文献

In this paper, it is set out that projects in the historical centers of the large European cities are characterized either by historical truth, by authenticity, or by spectacle (d6cor). There is always a formatting of space and behaviors, but it is either for culture or for entertainment ("atmospheres"). This is confirmed when companies using Internet, which are specialized in "events", manage historical monuments. Also, a monument can be used for entertainment, as if it was a piece of d6cor. Possibly, preservation of heritage leads to d6cor. Therefore, the question of the limits of the trend toward d6cor is posed, and the topic is dealt with in the paper. The ideas of the French philosopher Lipovetsky are used. In a society with these characteristics, democracy, individualism and consumption, when in a group tastes and desires are shared, it can obtain decisions in accordance with the preferences of its members. The opinion of consumers (visitors or tourists) and inhabitants is paramount. Therefore, the set of the projects in the historical center of some cities should be somewhere in a triangle made up of historical truth, authenticity and spectacle. It is because if there is a need of entertainment, there is also a need of authenticity (and memory). This ambiguity exists for a long time in tourism, architecture and even in the science called history. No wonder if it exists also in the projects chosen to fashion the historical centers.  相似文献

The civic education policy at the school level in Hong Kong had emerged before the Second World War, but the Hong Kong Education Department did not really implement this civic education policy. From the statist and colonial perspectives, this phenomenon was due to several factors, such as: (1) how the Hong Kong Government coped with the whole historical period and scenarios; (2) how it implemented the related policy; (3) whether civic education policy really became part of the government agendas; and (4) whether education did clarify some crucial historical questions. This paper wants to make certain about these questions. In fact, the Republic of China adopted modern schooling system which civic education was one of school subject. But it was not the education policy of the colonial Hong Kong Government. Historical reasons about this issue require reconstructive explanation. Under this study, the understanding of misinterpreted history can be amended correctly.  相似文献

This paper compares the educational system in the United States with those in two other countries. One is Sweden, a developed country that enjoys peace and social tranquility; the other is Iraq, a developing country that is torn by wars and tyrannical political systems. Based on such comparison and while acknowledging historic differences between the three countries, this paper will identify "cost of education" as a major causal agent in producing two social groups. The first group is a small, elitist cluster emerging as the leading force in all aspects of society and governance; the second group is a larger under-educated cluster, suffering from insufficient resources and forced into marginalization as voiceless, non-productive, non-competitive and expendable segment in society while plagued by poverty, or under unemployment, crime and economic hardship. In recognizing the limitation of access to education by the second group as the primary causal element in such disparity, this paper recommends "free access to quality education" as a fundamental right for all Americans and as an equalizer in correcting the American regime values in order to remain competitive in challenging.  相似文献

The article focuses on the reform of the Mexican pension system, in particular the analysis of the regulatory agency created (Comision Nacional de Ahorro para el Retiro, CONSAR) and a pension fund administrator designed as a PPP (Administrador de Fondos para el Retiro, AFORE SIGLO XXI). We argue that this type of reforms is embedded in a specific political and administrative context. By using a policy transfer model, this article seeks to explore the paradox and the institutional design scenario. The main findings are a degree of horizontal specialization, potential lack of accountability and transparency, as well as the competing values in public servants.  相似文献

This paper aims to draw a conceptual framework about combining the diffusion of innovations literature with the use of e-government applications that are being used newly in Turkey. In recent years, their development still continues to grow rapidly. Thus, these applications can be accepted as innovations. In order to understand the patterns of diffusion that depend on a time process, we argue that the characteristics of e-government applications have effects on diffusion and rate of diffusion itself. With the combining efforts of literature and characteristics of e-government applications, some propositions are suggested with the help of diffusions of innovations literature and the validity of the conceptual framework that is drawn by the study that is aimed to be tested empirically for Turkey in further studies.  相似文献

This article is a just study about political situation in the Near East. Everything that is connected with Israel and Palestine is analysed shortly. Starting with the explanation of a Jewish concept, the society of the State of Israel is described. Being a non-integral society, it has deep roots in the Bible--in Jewish traditions. It is the only nation whose start of history is described in the Old Testament. So, Jews are not occupants who come from a strange country. Their ancestors used to live in Palestine for already 4000 years. A national or Zionistic movement united them for a great struggle--to re-establish the State of Israel. At the beginning of the 20th century, Jews used to be a minority in the land of Palestine while the majority was comprised by Palestinians. It is a wonderful national and religious phenomenon that Jews survived the horrors of Holocaust and did not lose the hope--to return to the land of Abraham. The war started between the Palestinians and Jews when independence of Israel was proclaimed. In the other part, the author will review the relations between the Jewish State and the Arabian world, and political system, and will try to provide the ways of solutions of the conflict for the peace and security in the Near East.  相似文献

In the United States of America, women make up almost 15% of active duty forces, while they form 11% of the soldiers in Iraq and Afghanistan. It is also the first time in history that women have been directly involved in torturing men, with sexual identity and gender being used as instruments of torture. This paper focuses on post-traumatic stress disorder (PTSD) and female veterans by reviewing the available literature. Studies examining the psychological and physical health of women veterans as well as women's working and living conditions in the army are presented. The paper highlights the psychological processes women marines go through to establish themselves in the male dominated army environment and the implications such processes may have on their perception of female identity and on their psychological well-being. Studies on deployment experiences in relation to the emergence of PTSD in female military personnel are presented. Finally, the effects of veterans' PTSD on their familial relationships and psychological adjustment of family members are also considered, stressing the lack of relevant research with female veterans. In this new historical reality and as these women are called on, upon their return home, to resume female care giver roles, to become the primary caregivers to children, the elderly and those who are ill, we conclude by highlighting the urgent need for further research into the emergence of PTSD in female military returnees from and on their families. This article consolidates the efforts of the Information Systems Research Group for the construction of a reference model for the management of agreements celebrated based on the Brazilian federal government's voluntary funds transfers. It presents the Reference Model for covenants' processes, which is the product of the third phase of this research project. This model will be used as reference in the fourth phase of this project, when it will be applied to a sample of covenants. Experience gained in this step will allow the consolidation of the Reference Model. An important contribution of this work is to facilitate the understanding of proposals, so processes analyzed can be improved and redesigned. Processes information, from organization to details of each activity, can then be disseminated to all interested parties. Results here presented are not final. They will serve as input to the next stage of the project, which is the Assessment of the Reference Model by selected Stadual and municipal governments. Each entity will contribute with its own perspective to improving the idealized model.  相似文献

Children involving in boxing were highlighted as a problem in the country report of Thailand to the UN committee on the rights of the child. At present, there are approximately more than 20,000 children under 15 years old practicing Thai boxing. This thesis is designed to test the hypothesis that it is essential to bring human rights-based approach into the notion of children boxing in Thailand in order to find the possible solutions over the child protection in boxing areas, and that banning is not the absolute solution to solve the child boxing problem but should be done by applying children rights and "the best interest of the child" to the amendment of the laws and its enforcement. The research methodology of this study is mixed of qualitative and quantitative. The samples survey comprised 400 Thai people randomly on the subject of public awareness of this issue. The observation part was conducted on the random method by visiting 6 boxing camps; 3 in Bangkok and the other 3 in Kalasin province (northeastern area) and 3 children boxing matches; 2 local boxing stadiums and 1 national boxing stadium. Based on data gathering, although it was found that children practicing boxing are proved as dangerous and considered as child labor, they can hardly be banned because people in the boxing business, including children themselves, sees it as a necessity to practice at the young age and as a mean to escape poverty. In addition, a number of public opinion saw this as a benefit to preserve national cultural heritage. Therefore, allowing children to continue professional boxing, the government and sport authorities must implementing child rights in the professional boxing context based on law enforcement. The principle of the best interest of the child, based on the Article 3 in the Convention of Children Rights, has to be applied. This study recommended for the emendation of the National Boxing Act 1999 to provide specific chapter concerning children's engagement in boxing as a separate section from adult boxers.  相似文献

This paper develops the issue of economic transition linked to a democratic transition that a developing country, Tunisia, is living following the revolution of 2011. Tunisia has made a profound change, it is currently developing new institutions, however, it is not an annuitant country, its activities and economic performances depend on political stability and the choice of the implemented politico-economic system. The question is whether the operating political forces will affect the direction of structural changes, thus toward a transition of breakage or the direction of adaptive transition. Neo-liberalism, practiced for 30 years, has developed an entrepreneurship structured as small and medium enterprises, whose performances are variable according to the sector and the state role. With the revolution, the country entered in a phase of political, social, and economic instability. A new constitution is passed, the political system installs the multiparty system, the country has a tradition of openness to the rest of the world, the challenges are numerous and the question of the role of the state in the economic sphere is very acute. The analysis is based on the observation of facts and the review and analysis of data relating to politics and economy, observed in the period before the revolution and after the revolution.  相似文献
