Correct voting in elections has been extensively analysed in the recent past. However, thus far, correct voting in direct legislation has hardly been investigated. This is all the more surprising since direct legislation is a more demanding form of democracy and, thus, to vote one's true preferences in direct legislation represents a greater challenge than picking the “right” party or the “right” candidate at elections. Moreover, the few researches on the correctness of individual referendum votes used a measurement method that we think has some methodological shortfalls. Instead, we want to propose another better‐suited method of measuring correct voting in direct legislation settings. This method makes use of voters' stances on the issue at stake. Besides, we will scrutinize the share of correct voting as well as its determinants on the Swiss popular vote of November 2009, which included three rather different propositions. The study shows that a majority of Swiss voters are indeed able to vote their true preferences. The ability to vote correctly depends primarily on the individual voter's project‐specific knowledge, but also, under certain circumstances, on the use of heuristics.  相似文献

Literature claims that scientific evidence makes better democracies. This paper analyses whether and which voters choose empirical evidence in the form of policy evaluation results when informing themselves about issue‐specific votes. The analysis is based on a split‐ballot survey where participants chose media items with different content to make a decision on a specific issue. Results show that voters do indeed choose evidence‐based information, especially if their involvement with the issue is high and if they are well educated and that they choose a higher amount of such information if they are also politically engaged. In a setting that fosters political engagement and provides policy‐relevant information, the findings imply that voters want to be informed when making a democratic issue choice. Involved and engaged voters might be a solution to sceptics against direct democracy out of fear of uninformed decisions and post‐factual populism.  相似文献

While the bulk of the literature focuses on the vote for parties from different blocs, the purpose of our article is to study the vote for two parties that are ideologically very close to each other: The Social Democrats and the Greens in Switzerland. To that end, we develop a two‐step model, where voters first make a selection of parties that are acceptable to them and then make their electoral choice out of this set of acceptable alternatives. We use voting propensities as a measure of the first, consideration step and we show that they strongly depend on the distance between voters and parties on the Left–Right scale. With regard to the second, choice stage of the electoral process we hypothesize about the factors that may account for the varying ability of the two parties to convert potential voters into real voters. Our empirical tests provide encouraging support for our hypotheses regarding the impact of socio‐demographic variables and issue voting. Strategic considerations, by contrast, do not seem to matter.  相似文献

This article studies invalid voting, which has received very little attention so far, given the broad interest and substantial relevance of voting behaviour research. Existing evidence is mostly limited to rather specific and hardly representative countries. Yet, the extent of invalid ballots is not negligible. Despite undemanding electoral rules, more invalid votes are cast in German general elections than votes for niche parties. Against this backdrop, the article describes prevalence of invalid voting in the mixed electoral system of Germany and tests explanations of its variation between constituencies. Analysing data from the most recent Bundestag Election, results give clear support to politico-institutional explanations: voters are more willing to waste their vote if second-order elections are held concurrently. Specifically under the plurality rule, more (first) votes are wasted if there are large shares for parties without direct candidates and many competing candidates.  相似文献

In elections, voters sometimes compensate for post‐election bargaining processes by electing parties that are more extreme than themselves. We investigate compensatory voting in direct democracy. Our goals are to develop and test a measure of compensatory voting in direct legislation and assess its extent of compensatory voting. Empirically, we draw on the case of Switzerland, a country with frequent popular votes. We operationalize compensatory voting as voting ‘yes’ on a popular initiative in spite of endorsing arguments that speak against this initiative, under the condition of being well‐informed about the initiative. Using data from post‐ballot surveys on 17'570 individuals having voted on 63 popular initiatives in the period 1993 to 2015, our analysis shows that compensatory voting has not significantly increased in Switzerland in this period.  相似文献

This article examines the evolution of party images in Taiwan between 1992 and 2004. It shows that party images are not immutable, as while the DPP gained more positive images, the other parties gained more negative images during the research period. The results show that the Taiwanese parties have quite distinct party images. Taiwanese voters often tend to use ethnic background and the cross-Strait relations to define the parties. Party images also play a significant role in Taiwanese voting behaviour, even when other variables are controlled. Voters tend to vote for the parties that they have favourable impressions of. The results also have implications for how political parties package themselves to attract more votes and on the development of the party system in Taiwan.  相似文献

Second-order election (SOE) theory has been used to explain voting behaviour in European elections. Voters believe that less is at stake in some elections and some voters hence tend to cast a protest vote. However, most studies on the topic have focused on the demand side of SOEs – i.e. on the voters – and have ignored or only partially tackled the supply side – i.e. the strategic behaviour of parties – and excluded small and marginal parties (SMPs). However, SMPs may have greater incentive to seriously compete in SOEs. The 2019 European Parliament elections in Germany were particularly interesting to SMPs as there was no voting threshold, thereby increasing the chances of SMPs. To capture whether SMPs view European elections as first-order elections and therefore expend more resources than parliamentary parties on these elections, I analysed campaign expenditures and manifestos. Results indicate that SMPs act within a rational actor framework, though not unequivocally.  相似文献

Despite its performance and popularity, the German electoral system is partly still subject to critique. However, most critics focus on mechanics and results, thereby largely neglecting the perspective of the voter. This article argues that certain ways of split-ticket voting in German Bundestag elections point to the fact that a considerable part of the electorate is ignorant of the functions of the two votes. It analyses whether this flaw could be corrected by shifting to a very similar system, but one which only provides a single vote ballot, such as the Baden-Württemberg state electoral system. For this purpose, the Baden-Württemberg system is scrutinised in regard to possible misunderstandings on the side of the voters. Although a close examination of this globally unique system does not show symptoms that would indicate such a problem, the article cautions against a rash adoption of the Baden-Württemberg system at the federal level. On the one hand, this is due to limitations of the methods used in analysing voting behaviour. On the other hand, the state system suffers from shortcomings which make it unsuitable for use as a model. Finally, the article assesses the possible benefits of reform at the federal level and how far-reaching it should be.  相似文献

Many countries are forging ahead with convenient balloting methods, in particular electronic and postal voting, in order to re‐engage voters. In this paper, we test whether the cost reductions through postal voting increase turnout. The empirical analysis is based on a newly collected data set on the introduction of postal voting in Swiss cantons. We take advantage of the unique fact that voting by mail was introduced at different times across cantons. This allows identifying the impact of postal voting on turnout, independent of time, issue and canton‐specific effects. The estimated average effect on turnout is roughly 4.1 percentage points for an average turnout of 43 percent between 1970 and 2005.  相似文献

This article studies voter behavior in Argentina. Do voters vote based on issues? Do they vote based on economic performance? What segments of the population are more or less likely to do so? What is the relative impact of issues and the economy in vote choice? To provide a reliable answer to these questions, this study uses a mixed‐logit model of spatial voting with nonpolicy components. Contrary to the common belief, the analysis finds that issue voting is a statistically significant and important factor. Economic voting is prevalent in the middle and upper classes, but not among poor voters.  相似文献

This paper assesses collective voting as a specific mode of democratic decision‐making and compares it to secret voting. Under collective voting, voters gather in one place and decide by the show of hands. We theorise two potential advantages and two disadvantages of collective voting so defined. We then draw on original survey data from one of the largest polities practising collective voting, the citizen assembly of the Swiss canton of Glarus. We find that both the promises and pitfalls of non‐secret voting are exaggerated. Non‐secret voting’s suspected pitfalls – social pressure and abstention – do not generally materialise in our sample, although for women they do appear to be relevant to some extent. However, the promises of collective voting – enabling cue‐taking and discursive bridging and bonding – are equally realised to a limited extent only.  相似文献

How do political parties in Pakistan aggregate votes and connect to voters, especially in rural areas? Most explanations for party-voter linkages in rural Pakistan can be grouped into four broad categories: (a) political parties are made up of powerful landlords who use economic power to collect votes from dependent voters; (b) parties are conglomerations of clientelist networks; (c) parties are large aggregations of kinship networks; and (d) parties function by building links with specific types of constituencies across large parts of the country, and voters forge links with political parties based on ideology and party identification. These are, at best, only partial explanations. How is it that they can all co-exist? The answer lies in the level of analysis employed. I argue that when viewed in aggregated form at a macro-level of analysis, such as that of national politics, these varied explanations of party-voter linkages appear to be distinct and sometimes mutually exclusive. However, when disaggregated and examined at a micro-level of analysis, that of village-level politics, it becomes obvious how it is possible for all of these linkages to not only co-exist but often even work together. I adopt this micro-level of analysis through a longitudinal study of one village in Pakistan's most populous and politically most important province, Punjab. Using the case study of Sahiwal, I argue that the reason for the varied explanations is that the link between political parties and their voters is rarely direct. Instead, it is mediated by different types of local actors. As the national political arena changes, different actors gain precedence, leading to multiple explanations of what is really going on in rural Pakistan between political parties and their voters.  相似文献

Crime and violence have made public security a major concern to voters throughout Latin America. Existing research predicts that such widespread concerns should make public security a consistently successful issue in presidential election campaigns. Yet recent empirical reality in Latin America has been more varied. This study argues that success on public security is not so automatic. Human rights concerns combine with low trust in security forces to make success on security contingent on the correct conditions. Two key conditions affect the use of the issue: the degree to which security threats are organized and the degree to which recent repression has occurred. Then, winning votes depends on two further conditions: having a civilian background and a campaign that balances security with other issues. Together, these factors explain the dramatic variation in success, and suggest a key change from Latin America's past.  相似文献

This paper analyses the connection between economic context, voters’ individual assessment of the economy, and party identification, taking the German national elections of 2009 as an example. Based on the results of multinomial and multilevel regression models, the article shows that partisanship moderates how the economy affects the vote. In cases of increasing unemployment in the constituency, voters are less likely to vote for the Social Democrats instead of the CDU and the opposition. This effect is particularly strong amongst voters who report that they identify with the Social Democrats. Regarding the effect of voters’ assessment of the national economy, the results are different. In this case, a better evaluation of the regional economy increases the probability to vote for right-wing parties – notably amongst voters without partisanship. These findings suggest that the moderating effect of partisanship on the economy’s impact on voting behaviour should not be overestimated. What is more, this analysis implies that research on economic voting should always account for both contextual factors and voters’ personal assessment of the economy, as these measures reveal different dimensions of economic voting.  相似文献

We use electoral data to analyze the ethno-political consequences that may arise from the fact that the region surrounding the city of Vilnius is dominated by residents with a Polish identity, while those who move to the suburbs are mainly ethnic Lithuanians. In the suburban ring we found increasing voting turnout, a decreasing share of votes for the Polish party, and an increase of the absolute number of votes for this party. The changing electoral behavior might be an indicator of growing ethno-political tensions and the zones of the most intense changes identify areas of potential social tensions between ethnic groups.  相似文献

Most policy‐making decisions taken in parliamentary democracies are essentially matters of party competition. Yet, in some policies, the linkage function of political parties is limited by purpose, which is frequently the case in free votes with a morality dimension. This has led to a debate in the literature on the determinants of Legislators’ preferences in free votes. The present research note adds to this debate by analyzing the parliamentary procedure to regulate pre‐implantation genetic diagnosis (PGD ) in Switzerland. By assessing whether and to what degree MP s based their decision on their personal characteristics and on the preferences of their constituents, the contribution shows that not only are MP s’ voting decisions determined by these individual level factors, but also that these factors have detectable effects on the legislative outcome.  相似文献

Charismatic leaders are often assumed to drive the electoral success of populist radical right parties. Yet, little attention is given to how voter evaluations of leaders influence individual voting behavior. To our knowledge, no systematic and comparative tests of this empirical question exist. In this paper, we test to what extent voters’ support for populist radical right parties is fueled by leaders' appreciation. In order to examine leader effects on the populist radical right vote, we rely on an original dataset pooling 29 National Election Studies from ten established West European parliamentary democracies (1985‐2018). Our analysis finds that: (1) voters’ evaluation of party leaders is significantly associated with voting for populist radical right parties; (2) leader evaluations are more important than left‐right self‐placement when it comes to voting for the populist radical right, and (3) leader effects are more important for populist radical right voters than for other voters.  相似文献

This article explains political radicalism by the number of voters who are biased towards a party. With little voters biased in favor of a party, this party has to rely more heavily on its programmatic distance to other parties. Because large parties – i.e.: parties with a high number of biased voters – gain votes when they move to the center of the political spectrum, parties with a lower number of voters that are biased in their favor are forced to the edges of the policy space. We draw on a computational model of political competition between four parties in a two‐dimensional policy space to investigate this relationship. We use panel corrected OLS estimates to analyze the data generated by the computer simulation. Our results substantiate the hypothesis of a negative relationship between the number of biased voters and the inclination of a party to adopt a more extreme policy stance.  相似文献

The Swiss party system has become strongly polarized over the last decade, following the rise of the Swiss People's Party and the electoral losses of center parties. This article suggests that these developments are, at least in part, a consequence of strategic behaviour among voters. As the government policy is the result of institutionalized multiparty bargaining, voters have incentives to compensate for this watering‐down by supporting parties whose positions are more extreme than their own. This article empirically tests extent and conditions of compensatory voting in the 2007 National Council Elections using Selects survey data. Our results suggest that compensatory voting generally outweighs voting based on ideological proximity and increases with rising district magnitude.  相似文献

Vertically simultaneous elections to state-wide and regional legislatures provide us with a naturally occurring experiment in which to examine regionalism and multi-level voting. We examine the 2006 vertically and horizontally simultaneous state-wide and regional elections in Ukraine to determine how the internal dynamics of regionalism within a state account for the dissimilarity of voting behavior across electoral levels. Drawing on the party competition literature, we demonstrate that variations in both supply (parties) and demand (voters) produce considerable dissimilarity between regional and state results, with lower levels of consolidation and greater fractionalization at the regional level. We show that political cleavages operate differently across levels, that regional distinctiveness rather than regional authority better predicts first order-ness in regional elections, and that voters display varying tolerance for polarization at the regional and state level.  相似文献
