Our article explores the contribution of local initiatives to the creation of path dependencies for energy transition in Germany and Japan in the face of resistance from entrenched incumbents at the national level. We use a process‐tracing methodology based partly on interviews with local participants. In particular, we explore the role of local initiatives in securing “socio‐political space” for the expansion of renewable energy (RE) and in embedding themselves in “ecosystems” of public and private institutions. German energy activists were more successful than their Japanese counterparts in expanding this space and creating positive feedback in part because they were able to build horizontal networks that anchored the energy transition firmly in local communities. Although problems with grid technology have led to retrenchment in both cases, Japanese activists' reliance on vertical networks has limited their ability to weather a backlash from national government and utility actors. Our study demonstrates the interaction of political, economic/technological, and legitimation paths to energy transition and highlights the importance of the latter two.  相似文献

Germany is an exemplary case of an energy transition from nuclear energy and fossil fuels toward renewables in the electricity sector, but it also demonstrates repeated, increasingly successful countermobilization by energy incumbents and their allies. The course for Germany's energy transition was largely set with the adoption of a feed‐in tariff law in 1990, but since then the energy transition has been altered by a series of policy‐making episodes, each of which was shaped by the outcomes of the previous episodes; there has been a combination of reinforcing and reactive sequences. This article uses policy windows and advocacy coalition theory, supplemented by work on resistance to carbon pricing, to analyze the four periods in which opponents of the energy transition had the greatest opportunities to limit or reverse it. It makes three main arguments intended to influence future research on energy transitions: (1) episodes of opposition to the feed‐in tariff policy occurred when problem awareness and political commitment converged, (2) the outcomes of those conflicts depended on the balance of mobilization by advocacy and opposing coalitions, and (3) rising household costs due to the renewable energy surcharge drove both problem awareness and the composition of the opposing coalition, which helped lead to a more far‐reaching retrenchment of renewable energy policy in 2014 than in earlier periods.  相似文献

Members of parliament are key actors for the implementation of energy transitions, such as phasing out nuclear power. Before legislators can cast their maybe decisive vote in parliament, they need to run for office and actively strive for election. This paper assesses what political candidates oppose renewable energy transitions and questions whether the energy issue matters in national elections, and thus has consequences for the implementation of new sustainable energy sources. We analyze these questions by first describing the specific characteristics of political candidates. The paper then evaluates the relevance of the energy issue for electoral success in three national elections in Switzerland (2007, 2012, and 2015). Based on candidate data from the voting advice application smartvote.ch, we find that female candidates support ETs more than men do; that especially the French‐speaking part of the country is more in favor of a nuclear phase‐out, and that younger candidates are also more open toward restructuring the energy system than older candidates are. Our models further show that the energy issue does not matter in elections, independently from its salience in the respective election campaigns. Candidates are thus relatively free to choose their position on the issue and do not have to fear consequences at the ballot. However, candidates of center parties, in contrast to the pole parties, are sensitive to the energy issue and reflect public mood in their positions.  相似文献

Innovation is the central element of climate change policy in many jurisdictions. Reduced to technology development and linked to market‐driven priorities, innovation accommodates the interests of large emitters in the energy sector and underpins a sustainable development discourse that denies ecological limits to economic growth. This study examines the use of innovation as a key component of climate change policy in the case of Alberta's Climate Change Emissions Management Corporation, utilizing a political economy approach to explain the drivers of government funding priorities. An analysis of this technology fund's investments over nine years, under two different governments, revealed that nearly half of the revenue has been used to subsidize R&D in the fossil fuels industry in the name of clean energy development, and that this priority has continued despite recent government commitments under the Paris CoP agreement. The carbon levy system that generates revenue for the fund has been unsuccessful in incentivizing facility reductions, pointing to the need for more stringent regulation. Innovation as a framework for transition to a post‐carbon economy is severely limited by its exclusion of the roles of social knowledge and citizen participation in envisaging and designing paths for change.  相似文献

The U.S. electric power sector has experienced a substantial shift of the generation mix since the turn of the century, moving from heavy reliance on coal‐powered generation to one drawing more from natural gas and, more recently, renewables. This transition has been forged by a mix of macroeconomic factors (recession and recovery); technological breakthroughs (horizontal drilling coupled with hydraulic fracturing; improvements in natural gas plant efficiency); clean energy policies at federal, state, and local levels of government; and private sector demands for carbon‐free energy sources. These factors have combined to reduce carbon emissions from electric power generation substantially this century. In this article we examine the extent of this transition, its causes, as well as the distinct American institutional factors steering it, including energy and environmental federalism, electoral politics, and the political economy of clean energy policy enactment and resistance.  相似文献

This study assesses the direct, indirect, and total impacts of political partisanship on state‐level utilities' investment in energy efficiency. This subject is of utmost importance because energy efficiency improvement has become a linchpin in worldwide efforts to combat climate change and other environmental challenges. Analysis of data on 51 electric utilities nested within 31 U.S. states indicates that political partisanship influences utilities' energy efficiency policies. There is strong evidence that electric utilities in states dominated by the Republican Party are less likely to invest in energy efficiency than those in states governed by the Democratic Party. This finding suggests that political partisanship may be shaping the policy and regulatory frameworks put in place by state governments to incentivize or compel the participation of private‐sector entities' in environmental management and/or resource conservation.  相似文献

The adoption of climate policies with visible, substantial costs for households is uncommon because of expected political backlash, but British Columbia's carbon tax and California's cap‐and‐trade program imposed such costs and still survived vigorous opposition. To explain these outcomes, this article tests hypotheses concerning policy design, framing, energy prices, and elections. It conducts universalizing and variation‐finding comparisons across three subcases in the two jurisdictions and uses primary sources to carry out process tracing involving mechanisms of public opinion and elite position‐taking. The article finds strong support for the timing of independent energy price changes, exogenous causes of election results, reducing the visibility of carbon pricing, and using public‐benefit justifications, as well as some support for making concessions to voters. By contrast, the effects of the use of revenue, industry exemptions/compensations, and making polluters pay are not uniform, because the effects of revenue use depend on how it is embedded in coalition building efforts and a middle path between exempting or compensating industry and burdening it appears to be more effective than pursuing just one or the other approach.  相似文献

This article examines the role that overlapping committee jurisdictions play in fostering or hindering attention to environmental and energy issues in the U.S. Congress. The Select Energy Independence and Global Warming Committee, created by House Democrats in 2007 , and its chairman Rep. Ed Markey took advantage of opportunities within the existing jurisdictional arrangement to increase attention to these issues despite lacking any legislative authority. Data from the 110th and 111th Congresses show that the Select Committee held more hearings on climate change and alternative energy, and on environmental and energy policy generally, than any other committee. The committee also increased the range of sources informing debate on these issues by calling different witnesses than other committees. These findings have important implications for the relationship between institutional structure and agendas and for Congress' policy‐making role on energy and the environment.  相似文献

The Nordic countries pursue ambitious energy transition goals through national energy policies and in the framework of Nordic cooperation. We propose that the transition is realistic only if it involves the public, private, and nongovernmental organization sectors as regulators, innovators, and advocates of relevant policies and solutions representing the multitude of interests involved. We examine these interests through Q methodological experiments, where 43 expert stakeholders’ rank‐order statements concerning their preferred policy measures vis‐à‐vis the electric energy system. Factor analysis of these subjectively held views produces three distinct views. The first two enjoy strong inter‐Nordic support. The first view prioritizes market and grid development, and the second view prioritizes electric transport, and solar and wind power. The third, “Finnish” view seeks to enhance security of supply, also via microgrids, and prioritizes biofuels over electric transport. Examining the common ground among the three views, we find that enhanced cooperation requires reinforced stakeholder interaction and policy coordination.  相似文献

In the wake of the COP21 conference in Paris, the transition to a low‐carbon energy supply remains a central issue on the political agenda. The deployment of renewable energies is often challenged by multiple issues (e.g., public acceptance, landscape protection, and so forth). Political actors try to overcome such challenges with various measures; however, the policy instruments used vary greatly in their strength. This article questions what factors lead to the adoption of strong policy instruments promoting hydroelectricity. Explanatory factors are derived from Kingdon's multiple streams framework and are analyzed with fuzzy‐set qualitative comparative analysis within the Swiss cantons. The findings show that the strength of policy promoting hydroelectricity depends on the conjunction of mainly two factors: ambitious climate targets and an already well‐established hydroelectricity sector that generates large tax revenues for the cantons. Depending on the context, the strength of left‐wing and green parties as well as the current level of exploitation play an important role with the aforementioned factors.  相似文献

This article examines variation in local‐level energy‐efficiency grants and corresponding initiatives from the American Reinvestment and Recovery Act (ARRA) in the United States. The analysis is based upon a hurdle model of counts of energy‐efficiency grants received by 348 local governments that received these grants from 2009 to 2013, as well as 348 matched local governments that did not receive such funds. City‐level characteristics including amount of federal financial support, per capita income, signaling of preferences for sustainability policies, manufacturing, and political influences are shown to be empirically important determinants of variation in local energy‐efficiency initiatives. The evidence suggests that all else held equal, the $21.8 billion in ARRA funds expended with the intent of increasing local energy‐efficiency programs and policies successfully led to this end.  相似文献

The decline of carbon intensive technologies is a key element in the ongoing energy transition and our attempts to tackle climate change. At the same time, our understanding of technology decline and of the associated policies and politics is still limited. This paper builds on the sustainability transitions perspective, a novel approach to analyze socio‐technical transformation, including the complex interplay of policy and technology change. We study the decline of coal‐fired power generation in the United Kingdom from 2000 to 2017 by analyzing the discourse in The Guardian. We find scientists and environmental NGOs criticizing coal for climate and health reasons. Government and incumbent businesses tried to re‐legitimate coal but eventually, their resistance collapsed and coal was almost completely abandoned in just a few years. Particularly devastating for coal were failed promises around carbon capture and storage, rapid diffusion of wind energy, and pressure from various policies. This study contributes to better understanding the contested nature of decline, and the interplay of discursive struggles, technology change, and public policy in sustainability transitions.  相似文献

This thesis analyzed the cross‐section data of 630 non‐financial listed enterprises and adopts a logit model to estimate the relationships between political relations and corporate environmental behavior. The paper also adopts an ordered logit method to estimate the marginal impact of political connections to enterprises’ disclosure of information on environment and sustainable development. Through analysis, this thesis found that political connections lower the probability for enterprises to disclose information on environment and sustainable development. With the Level III scoring method, this article classified the performances of disclosing corporate environmental information into three levels. It is found that corporate political connections increase the probability for enterprises not to disclose any environmental information and lower the probability for enterprises to refer to GRI Sustainability Reporting Guidelines.  相似文献

On‐bill financing (OBF) schemes have been welcomed as innovative mechanisms for encouraging the adoption of low‐carbon energy technologies. Yet while the potential effects of these schemes have received growing attention, less is known about their actual performance. Departing from New Institutional Economics and insights from Behavioral Economics, this theory‐driven assessment examines the How$mart® program in Kansas (United States) and the Green Deal in the United Kingdom. The study identifies the mechanisms designed to trigger behavioral change and technology adoption. We focus on market agents, and related market failures and behavioral anomalies that often prevent energy efficiency improvements. The paper adds to our theoretical and empirical understanding of public and utility‐driven OBF programs applied to the residential sector. Our findings suggest that simple, carefully designed on‐bill programs, where the financing of efficient technologies takes the form of a service rather than a loan, are more effective for the diffusion of low‐carbon energy technology and the reduction of transaction costs. At the same time, on bill‐financing schemes challenge the core business of utilities, and given the complexities and dynamics of energy efficiency markets and energy use, other policy interventions are needed.  相似文献

Self‐driving cars (also known as driverless cars, autonomous vehicles, and highly automated vehicles [HAVs]) will change the regulatory, political, and ethical frameworks surrounding motor vehicles. At the highest levels of automation, HAVs are operated by independent machine agents, making decisions without the direct intervention of humans. The current transportation system assumes human intervention though, including legal and moral responsibilities of human operators. Has the development of these artificial intelligence (AI) and autonomous system (AS) technologies outpaced the ethical and political conversations? This paper examines discussions of HAVs, driver responsibility, and technology failure to highlight the differences between how the policy‐making institutions in the United States (Congress and the Public Administration) and technology and transportation experts are or are not speaking about responsibility in the context of autonomous systems technologies. We report findings from a big data analysis of corpus‐level documents to find that enthusiasm for HAVs has outpaced other discussions of the technology.  相似文献

What is the relationship between political institutions and air pollution generated by the power sector? Here we focus on the association between democracy and power generated from coal, the most polluting of all fossil fuels. Using a new dataset on coal‐fired power plants commissioned between 1980 and 2016 in 71 countries, we find that the relationship between democracy and coal varies according to the environmental Kuznets curve logic. Democratic political institutions at lower levels of economic development are correlated with increased commissioning of coal power plants, as governments seek to appeal to an electorate prioritizing economic growth and affordable energy access. As a country becomes richer, democracy comes to have a negative association with coal power, as clean air becomes a more salient issue for the public.  相似文献

Addressing climate change requires consideration of mitigation and adaptation opportunities at multiple spatial scales. This is particularly true in the built environment, defined here to include individual buildings, neighborhoods, and the spaces between. The current U.S. political environment portends fewer resources and coordinating services for mitigation and adaptation at the federal level, however, reinforcing the relevance and necessity of actions at subnational levels. In this study, we evaluate the applicability of a polycentric model of governance to the implementation of mitigation and adaptation practices, as well as the presence of polycentric systems in the built environment. We assemble a database of practices with the potential to achieve both mitigation and adaptation objectives, as well as those that may be cross‐purposed or that may achieve one but not the other. We review practices to gauge the applicability of a polycentric model of governance to mitigation and adaptation practices in the built environment, and examine the attributes of three existing adaptation and/or mitigation programs to assess the extent to which they exhibit polycentric attributes. We conclude with recommendations for a broader research agenda, including efforts to develop more in‐depth examinations into individual programs and comparative analysis of performances of different governance attributes.  相似文献

Previous research emphasizes the importance of path dependence for sustainable energy transitions, but their strategic nature is frequently overlooked. We examine formally how exogenous shocks, such as changes in international energy prices, interact with positive reinforcement factors, such as the growing strength of the renewables advocacy coalition. We find that political competition modifies the effect of path dependence on policy and outcomes. Specifically, while “green” governments can use positive reinforcement mechanisms to lock in policy commitments (by creating green constituencies), “brown” governments strategically underprovide public support for renewable energy (to avoid creating green constituencies). The effect of positive reinforcement also decreases with international energy prices. Our empirical analysis shows that (1) political competition conditions the policy response to exogenous shocks and market failures, while (2) governments strategically exploit path dependence for political gain.  相似文献

Despite calls to increase federal oversight of hydraulic fracturing (HF), the U.S. Congress has maintained a regulatory system in which environmental regulatory authority is devolved to the states. We argue that this system is characterized by a long‐standing “policy monopoly”: a form of stability in policy agenda‐setting in which a specific manner of framing and regulating a policy issue becomes hegemonic. Integrating theories on agenda‐setting and environmental discourse analysis, we develop a nuanced conceptualization of policy monopoly that emphasizes the significance of regulatory history, public perceptions, industry–government relations, and environmental “storylines.” We evaluate how a policy monopoly in U.S. HF regulation has been constructed and maintained through a historical analysis of oil and gas regulation and a discourse analysis of eleven select congressional energy committee hearings. This research extends scholarship on agenda‐setting by better illuminating the importance of political economic and geographic factors shaping regulatory agendas and outcomes.  相似文献
