Under standard assumptions equilibria with three parties normally do not exist in spatial models of electoral competition. In this paper I show that such equilibria are possible if it is assumed that voters are uncertain about the exact policies parties will adopt once elected. Substantive predictions can be derived from the model, explaining some features of three-party competition. First, the least risk party will always take the most moderate position. Second, this position is also winning. Third, the two riskier parties are always on opposite sides of the median voter and also of the moderate party.  相似文献

The assignment of ministerial portfolios to parties is one of the most contested and consequential processes in coalition politics. Accordingly, a great deal of scholarship has investigated how many portfolios different parties obtain in coalition negotiations as well as which parties are assigned which portfolios. However, to our knowledge, no one has ever examined how voters perceive the outcomes of this process – perceptions which must be fundamental to any assessment of policy responsibility in systems with coalition government. This article uses original survey data from four Western European countries to examine voter perceptions of the distribution of cabinet portfolios across parties. In addition to describing the extent to which voters know this distribution, the article also examines whether their perceptions are consistent with a number of different heuristics that voters might use to infer characteristics of the cabinet portfolio distribution. The results suggest that many voters use party role and size heuristics to infer the number of portfolios allocated to different parties as well as an ‘importance rule’, a ‘topical affinity rule’ and a ‘historical regularity rule’ to infer which parties hold which portfolios, but also that a significant number of voters have direct knowledge (not inferred using heuristics) of which parties hold which ministries.  相似文献

What is the impact of corruption on citizens' voting behavior? There is a growing literature on an increasingly ubiquitous puzzle in many democratic countries: that corrupt officials continue to be re-elected by voters. In this study we address this issue with a novel theory and newly collected original survey data for 24 European countries. The crux of the argument is that voters' ideology is a salient factor in explaining why citizens would continue voting for their preferred party despite the fact that it has been involved in a corruption scandal. Developing a theory of supply (number of effective parties) and demand (voters must have acceptable ideological alternatives to their preferred party), we posit that there is a U-shaped relationship between the likelihood of corruption voting and where voters place themselves on the left/right spectrum. The further to the fringes, the more likely the voters are to neglect corruption charges and continue to support their party. However, as the number of viable party alternatives increases, the effect of ideology is expected to play a smaller role. In systems with a large number of effective parties, the curve is expected to be flat, as the likelihood that the fringe voters also have a clean and reasonably ideologically close alternative to switch to. The hypothesis implies a cross level interaction for which we find strong and robust empirical evidence using hierarchical modeling. In addition, we provide empirical insights about how individual level ideology and country level party systems – among other factors – impact a voter's decision to switch parties or stay home in the face of their party being involved in a corruption scandal.  相似文献

Does governing in coalitions affect how coalition parties’ policy positions are perceived by voters? In this article, the authors seek to understand the relationship between parties’ participation in coalition governments and their perception by voters. Policy positions are an important instrument through which parties compete for the support of voters. However, it is unclear to what extent voters can correctly perceive the positions of parties when they govern together with other coalition partners. It is argued here that because of the blurred lines of responsibility in multiparty cabinets, it is difficult for voters to correctly perceive the positions of coalition parties. What is more, it is expected that the internal functioning of coalition cabinets affects the extent to which coalition parties struggle to get their message out to voters. It is hypothesized in the article that intra‐cabinet conflict is negatively related to misperception. To test their theoretical expectations, the authors combine data on the left‐right policy positions of political parties from the Comparative Manifestos Project with data on how these positions are perceived by voters gathered from the Comparative Study of Electoral Systems from 1996 to 2011. The findings shed light on the relationship between party competition and coalition governments, and its implications for political representation.  相似文献

A growing body of comparative studies on partisan hostility – a phenomenon known as affective polarization – is providing evidence that partisan affective polarization is generally no greater in the United States than it is in many European multiparty systems. This article takes the comparative literature on affective polarization one step further by presenting the first comparative study on affective polarization that simultaneously uses, compares and combines a direct measure of affective polarization towards voters (using the inter‐party marriage measure) and an indirect measure of affective polarization towards parties (using the like/dislike of party measure) while accounting for the fact that multiparty systems have numerous political parties. This is done by comparing the levels of affective polarization in the United States and Norway. The results show greater affective polarization in the United States relating to parties, but the differences between these two countries are indistinguishable from chance when focusing on the affect relating to voters. This provides empirical evidence that comparative evidence of negative affect towards parties cannot necessarily be generalized to suggest that there is comparative evidence of negative affect towards voters. Yet the results also suggest that negative feelings towards out‐parties move to some extent to the personal level in terms of negative feelings towards voters of these out‐parties.  相似文献

The Italian party system largely collapsed in the early 1990s, providing us with a natural experimental situation in which voters were confronted with new parties – indeed, with an entirely new party system. How did they react? This paper develops a number of expectations on the basis of existing theory and tests these expectations using a dataset consisting of election studies conducted in Italy between 1985 and 2008. We find that a new party system causes confusion as to where parties stand in left-right terms, making it difficult for voters to make their choices on the basis of ideological cues. The confusion is greatest among older voters – those already set in their habits of voting, but only the very oldest cohorts (containing voters over 60 years old) are significantly debilitated.  相似文献

Voting Aid Applications (VAA) helping voters make their decision at the ballots have become more popular throughout Western Europe. They typically consist of a number of statements that are used to match voters with parties. Drawing on a large-scale simulation of 500,000 different configurations of 36 statements and on a random sample of Belgian voters, the paper shows that many of these combinations produce diverging information for the participants. The study establishes that the specific selection of statements has a considerable impact on the ‘voting advice’ that is produced: some configurations favour certain parties, other configurations benefit other parties.  相似文献

A premise of the mass–elite linkage at the heart of representative democracy is that voters notice changes in political parties’ policy positions and update their party perceptions accordingly. However, recent studies question the ability of voters accurately to perceive changes in parties’ positions. The study advances this literature with a two-wave panel survey design that measured voters’ perception of party positions before and after a major policy shift by parties in the government coalition in Denmark 2011–2013. Two key findings extend previous work. First, voters do indeed pay attention to parties when they visibly change policy position. Second, voters update their perceptions of the party positions much more accurately than would have been expected if they merely relied on a ‘coalition heuristic’ as a rule-of-thumb. These findings imply that under some conditions voters are better able to make meaningful political choices than previous work suggests.  相似文献

How can one explain the significant vote losses of mainstream parties across Europe in recent years? In this article, it is argued that mainstream party convergence is an important determinant of the recent political and electoral volatility in European party systems. More specifically, it is hypothesised that as mainstream parties converge on the left-right scale, voters will switch from supporting a mainstream party to a non-mainstream party in the next election as they look for an alternative that better represents their ideological views. To test these theoretical expectations, data is combined from the Comparative Study of Electoral Systems and the Manifestos Project for nearly 15,000 vote choices of individual voters in 30 elections in 16 West and East European countries from 2001 until 2013. The findings have important implications for understanding the recent rise of non-mainstream parties, the changing nature of party systems and the increasing complexity of cabinet formation across Europe.  相似文献

Recent scholarship in comparative political behavior has begun to address how voters in coalitional systems manage the complexity of those environments. We contribute to this emerging literature by asking how voters update their perceptions of the policy positions of political parties that participate in coalition cabinets. In contrast to previous work on the sources of voter perceptions of party ideology in parliamentary systems, which has asked how voters respond to changes in party manifestos (i.e., promises), we argue that in updating their perceptions, voters will give more weight to observable actions than to promises. Further, coalition participation is an easily observed party action that voters use as a heuristic to infer the direction of policy change in the absence of detailed information about parties’ legislative records. Specifically, we propose that all voters should perceive parties in coalition cabinets as more ideologically similar, but that this tendency will be muted for more politically interested voters (who have greater access to countervailing messages from parties). Using an individual‐level data set constructed from 54 electoral surveys in 18 European countries, we find robust support for these propositions.  相似文献

Campaigns raise public interest in politics and allow parties to convey their messages to voters. However, voters’ exposure and attention during campaigns are biased towards parties and candidates they like. This hinders parties’ ability to reach new voters. This paper theorises and empirically tests a simple way in which parties can break partisan selective attention: owning an issue. When parties own issues that are important for a voter, that voter is more likely to notice them. Using survey data collected prior to the 2009 Belgian regional elections it is shown that this effect exists independent of partisan preferences and while controlling for the absolute visibility of a party in the media. This indicates that issue ownership has an independent impact on voters’ attention to campaigns. This finding shows that owning salient issues yields (potential) advantages for parties, since getting noticed is a prerequisite for conveying electoral messages and increasing electoral success.  相似文献

The first ever simultaneous general and local elections in Denmark (November 2001) allow for a comparison of Danish voters’ inclination towards inter‐level ticket splitting with similar phenomena in Sweden and England. Inter‐level split‐ticket voting occurs when voters cast their vote on two different parties in the two different (but simultaneous) elections; this happened far more often in Denmark in 2001 than in the two other countries. One hypothesis suggests that this owes to party system differences between the three countries, since both the number of parties running in the different elections and the discrepancy between the national and the local party systems are expected to influence the level of inter‐level vote splitting. However, elec‐tion statistics and survey data based analyses (Denmark in 2001, Sweden in 2002, and England in 2001) give only limited support to the hypothesis. It appears that Danish voters did in fact split their 2001 national and local votes more than Swedish and English voters did and more than party system differences can account for.  相似文献

Does information about the consequences of proposals to change the Norwegian parliamentary electoral system influence voters' and politicians' attitudes towards the system? Is the willingness to accept change greater among voters/politicians who “lose” under the present electoral system? These questions are illuminated using empirical data from two identical survey experiments, with responses from both voters and politicians about 1) increased proportionality between parties (more seats for smaller parties) and 2) increased geographical proportionality (stronger representation for the more populous counties). The results show that being informed about the consequences of the proposals has a major effect on voters' and politicians' attitudes. This applies especially to the question of increased proportionality between parties, where feedback was particularly negative from respondents who were told that the proposal might weaken the larger parties’ representation and make it more difficult to establish viable governments. The responses to the question about increased proportionality between parties were also influenced by partisanship; politicians who belonged to or voters who voted for one of the smaller parties favour increased proportionality. We also find that there is limited support for the proposal to distribute parliamentary seats according to the number of inhabitants in the counties, and this support is further reduced when the respondents are informed that the measure will increase representation from the more populous parts of the country.  相似文献

This article examines mass perceptions of political parties in Norway, Sweden, Denmark, West Germany, the Netherlands and France. For each country we construct a map in which the parties, voters, and demographic groups are located to provide a visual and spatial overview of the structure of electoral competition. Two dimensions are adequate for displaying the main ideological cleavages in each of the countries. In each case there is a strong left-right dimension combined with a more culturally defined and usually weaker second competitive dimension. In general, we find that no parties occupy the center areas of the space, which are usually dense with voters. This leads us to question the adequacy of the traditional spatial model of elections for describing competition in multiparty systems.  相似文献

Which parties use simple language in their campaign messages, and do simple campaign messages resonate with voters’ information about parties? This study introduces a novel link between the language applied during election campaigns and citizens’ ability to position parties in the ideological space. To this end, how complexity of campaign messages varies across parties as well as how it affects voters’ knowledge about party positions is investigated. Theoretically, it is suggested that populist parties are more likely to simplify their campaign messages to demarcate themselves from mainstream competitors. In turn, voters should perceive and process simpler campaign messages better and, therefore, have more knowledge about the position of parties that communicate simpler campaign messages. The article presents and validates a measure of complexity and uses it to assess the language of manifestos in Austria and Germany in the period 1945–2013. It shows that political parties, in general, use barely comprehensible language to communicate their policy positions. However, differences between parties exist and support is found for the conjecture about populist parties as they employ significantly less complex language in their manifestos. Second, evidence is found that individuals are better able to place parties in the ideological space if parties use less complex campaign messages. The findings lead to greater understanding of mass‐elite linkages during election campaigns and have important consequences for the future analysis of manifesto data.  相似文献

The left-right self-placement scale is often used in political science as a proxy for the policy positions of voters and parties. Yet studies have suggested that, for voters, this relation is dependent on education level. These studies were, however, hampered by data limitations and restricted statistical analyses. In addition, the extent to which the relation between the left-right self-placement scale and policy positions differs for parties and voters has not been explored. This article looks at the differential relation between left-right self-placement and policy positions for voters with different education levels on an integrated dataset containing over 50 voter and party policy positions. It is found that the left-right self-placement scale is a much better predictor for the policy positions of parties than it is for the policy preferences of voters. Robustness checks show that neither the saliency of the policy positions nor their complexity moderates these findings.  相似文献

Scholars have investigated the characteristics of volatile voters ever since the first voter surveys were carried out and they have paid specific attention to the role of political sophistication on vote switching. Nevertheless, the exact nature of this relationship is still unclear. With increasing volatility over the past decades this question has furthermore grown in relevance. Is the growing unpredictability of elections mostly driven by sophisticated voters making well‐considered choices or is the balance of power in the hands of unsophisticated ‘floating voters’? Several scholars have argued that even under conditions of increasing volatility switching is still mostly confined to changes to ideologically close parties. Most researchers, however, have used rather crude measures to investigate this ‘leap’ between parties. To advance research in this field, this article directly models the ideological distance bridged by volatile voters when investigating the link between political sophistication and volatility. This is done using Comparative Study of Electoral systems (CSES) data that encompass a broad sample of recent parliamentary elections worldwide. Results indicate that voters with an intermediate level of political knowledge are most likely to switch overall. When taking into account the ideological distance of party switching, however, the confining impact of political knowledge on the vote choices made is clearly dominant, resulting in a linear decrease of the distance bridged as voters become more knowledgeable.  相似文献

Abstract.  There is more to strategic voting than simply avoiding wasting one's vote if one is liberated from the corset of studying voting behavior in plurality systems. Mixed electoral systems provide different voters with diverse incentives to cast a strategic vote. They not only determine the degree of strategic voting, but also the kind of strategies voters employ. Strategic voters employ either a wasted-vote or a coalition insurance strategy , but do not automatically cast their vote for large parties as the current literature suggest. This has important implications for the consolidation of party systems. Moreover, even when facing the same institutional incentives, voters vary in their proclivity to vote strategically.  相似文献

This article contributes to the literature on representation by examining how the ideological polarisation of the electorate affects parties’ programmatic positions in multiparty systems. The main argument is that parties face incentives to adopt more extreme positions when the electorate becomes more ideologically polarised and the share of non-moderate voters is higher. The reason is that by adopting moderate positions parties will prompt their non-moderate core constituents to sit out the election. This risk is conditioned by voters’ propensity to abstain. A higher (lower) propensity to abstain means that parties alienate a larger (smaller) share of their core constituents when adopting a moderate position. Parties therefore respond to greater voter polarisation by adopting more extreme positions, but the effect declines as voters’ propensity to abstain decreases. An empirical analysis of parties’ programmatic positions in 11 Western European countries between 1977 and 2016 strongly supports this expectation.  相似文献
