Relying on the theory of representative bureaucracy—specifically, the notion of symbolic representation—this article examines whether varying the number of female public officials overseeing a local recycling program influences citizens’ (especially women's) willingness to cooperate with the government by recycling, thus coproducing important policy outcomes. Using a survey experiment in which the first names of public officials are manipulated, the authors find a clear pattern of increasing willingness on the part of women to coproduce when female names are more represented in the agency responsible for recycling, particularly with respect to the more difficult task of composting food waste. Overall, men in the experiment were less willing to coproduce across all measures and less responsive to the gender balance of names. These findings have important implications for the theory of representative bureaucracy and for efforts to promote the coproduction of public services.  相似文献

What does women's presence in political decision‐making bodies signal to citizens? Do these signals differ based on the body's policy decisions? And do women and men respond to women's presence similarly? Though scholars have demonstrated the substantive and symbolic benefits of women's representation, little work has examined how women's presence affects citizens' perceptions of democratic legitimacy. We test the relationship between representation and legitimacy beliefs through survey experiments on a nationally representative sample of U.S. citizens. First, we find that women's equal presence legitimizes decisions that go against women's interests. We show suggestive evidence that this effect is particularly pronounced among men, who tend to hold less certain views on women's rights. Second, across decision outcomes and issue areas, women's equal presence legitimizes decision‐making processes and confers institutional trust and acquiescence. These findings add new theoretical insights into how, when, and for whom inclusive representation increases perceptions of democratic legitimacy.  相似文献

Do men and women manage differently? Do their efforts have different impacts on public program performance? Building from a formal treatment of public management and performance, this study investigates how the interaction of gender and management strategies influences organizational performance. Focusing on several hundred public organizations and their top managers over a three‐year period, the analysis maps the gender question onto Mark Moore's distinction among managing upward toward political principals, downward toward organizational agents, and outward toward the networked environment. Findings indicate that women and men as top managers have different performance impacts, and these impacts vary by managerial function as well.  相似文献

The theory of representative bureaucracy concerns whether bureaucracy mirrors the origins and values of the population and, if so, whether such representation makes any difference. This article extends Hindera's examination of active bureaucratic representation within the Equal Employment Opportunity Commission (EEOC) to determine the effect of introducing new goals (disability discrimination) and priorities (sexual harassment) on the EEOC's representational patterns. Using data from the late 1980s and late 1990s, we find the extent of active representation of African Americans declined. Although the EEOC is now pursuing more cases of sex discrimination, no evidence of active representation exists for women in EEOC district offices.  相似文献

Abstract

The federal-local cooperative immigration removal program Secure Communities (S-Comm) has resulted in wide variation into how aggressively national interior immigration policy has been implemented locally. Some communities have removed thousands, but others have removed few if any. Community composition explains much of the variation, but representative bureaucracy tells us agency diversity also influences implementation. Focusing on county sheriff offices, a vital local partner in S-Comm, this study finds that agency personnel diversity (specifically, offices with larger percentages of Hispanics and African Americans) produce fewer removals and submissions to ICE for immigration background checks. Other agency-specific factors are also important. Both the agency’s total budget and whether it has a 287(g) agreement with federal immigration authorities increase removals. Despite recent efforts to blur the distinction between immigration and criminal justice policy, this study finds no relationship between local removals and local crime.  相似文献

This study investigates the counterintuitive emergence of self‐regulation in the Russian construction sector. Despite its proclivity for centralizing political authority, the government acted as the catalyst for the delegation of regulatory powers to private industry groups. The article argues that a factor little considered in extant literature—namely, a weak and corrupt bureaucracy—is key to explaining why the normally control‐oriented executive branch began to promote private governance despite industry's preference for continued state regulation. The article's signal contribution is to theoretically explain and empirically demonstrate how a government's prior inability to establish intrastate control over an ineffective and bribable public bureaucracy creates incentives for political authorities to search for alternative means for policy implementation outside of existing state agencies. These findings are important for understanding the impetus and logic behind particular regulatory shifts in countries where the state apparatus is both deficient and corrupt.  相似文献

This article addresses a long‐standing question in public budgeting: What factors influence bureau/agency budget request decisions? Empirical results confirm the complexity of variables that explain different levels of budget requests by over 1,000 state administrative agencies. The expected significant influence of administrator (agency head) aspirations was clearly present. But other important sources enter into the decision of agencies to satisfy rather than maximize. These include the strategic roles, activities, and priorities of governors, legislatures, and interest groups. These political principals' influence operates to constrain, discipline, or even augment agency budget requests.  相似文献

If there is a clear bottom line to the literature on political control of the bureaucracy, it is that control is never complete. Principals can be multiple, priorities diverse, preferences for policy incomplete and not articulated, and intentional choice lost in the muddle. Yet as long as bureaucratic studies remain focused upon outside political actors, or at best, the political appointee at the helm of an agency, we will not make many advances in our understanding of important organizational dynamics that act as an independent force upon the phenomenon of bureaucratic behavior. This article suggests a politically cognizant return to the bureaucracy by examining the distinct management efforts of the Fed, the Office of the Comptroller of the Currency, and the FDIC to supervise the consumer and civil rights obligations of banks, known collectively as “compliance” obligations. The same mandates, issued and overseen by the same political principals, and implemented within common professional cultures, have been managed in ways that vary in the context of each agency's organizational mission. It is argued that organizational mission provides an empirical link between the priorities and mandates imposed from a system of “overhead democracy,” and the influential priorities of a common professional group (bank examiners) in each of the agencies.  相似文献

Can prominent female politicians inspire other women to enter politics? A woman occupying a high‐profile office directly impacts women's substantive representation through her policy actions. Here, we consider whether these female leaders also facilitate a mobilization effect by motivating other women to run for office. We posit that prominent women in politics serve as role models for other women interested in political careers, causing an increase in female candidates. We test this theory with data from the American states, which exhibit considerable variation in the sex of state legislative candidates and the high‐profile offices of governor and U.S. senator. Using a weighting method and data spanning 1978–2012, we demonstrate that high‐profile women exert substantively large positive effects on female candidates. We conclude that women in major offices are crucial for women's representation. Beyond their direct policy impact, they amplify women's political voice by motivating more women to enter politics.  相似文献

Do redundant bureaucratic arrangements represent wasteful duplication or a hedge against political uncertainty? Previous attempts at addressing this question have treated agency actions as exogenous, thus avoiding strategic issues such as collective action problems or competition. I develop a game‐theoretic model of bureaucratic policy making in which a political principal chooses the number of agents to handle a given task. Importantly, agents have policy preferences that may be opposed to the principal's, and furthermore may choose their policy or effort levels. Among the results are that redundancy can help a principal achieve her policy goals when her preferences are not aligned with the agents'. But redundancy is less helpful if even a single agent has preferences relatively close to the principal's. In this environment collective action problems may cause multiple agents to be less effective than a single agent. Redundancy can also be unnecessary to the principal if the agent's jurisdiction can be terminated.  相似文献

Trends of female access to and presence in responsible governmental positions have gained substantial attention. The research reported here assesses and seeks convergence on several issues associated with gender representation. It extends the research by focusing on top executive posts in American state governments. In particular, the presence of women agency heads in all 50 states is examined from 1970 through 2000 using the lenses of passive representativeness and active representation. The authors find, first, that women face fewer blockages in securing top posts—the glass ceilings are cracking. Second, women's access to peak executive positions springs from more solid educational, career, and organizational foundations or "floors." Third, lateral career movements are penetrating the "walls" surrounding traditionally male-dominated agency types. The essay concludes with a framework for understanding relationships involving passive representativeness, active representation, and representative results. That framework assists in shifting attention toward the consequences of both passive and active representation.  相似文献

Government agencies service interest groups, advocate policies, provide advice to elected officials, and create and implement public policy. Scholars have advanced theories to explain the role of agencies in American politics, but efforts to test these theories are hampered by the inability to systematically measure agency preferences. We present a method for measuring agency ideology that yields ideal point estimates of individual bureaucrats and agencies that are directly comparable with those of other political actors. These estimates produce insights into the nature of the bureaucratic state and provide traction on a host of questions about American politics. We discuss what these estimates reveal about the political environment of bureaucracy and their potential for testing theories of political institutions. We demonstrate their utility by testing key propositions from Gailmard and Patty's (2007) influential model of political control and endogenous expertise development.  相似文献

To what degree and under what conditions can a young democracy build a competent, politically neutral public bureaucracy? A crucial component of the transition from communist party rule to democracy is the creation of a professional civil service. Success along this dimension of state‐building generates administrative capacity: non‐elected public officials ensure the implementation of reforms initiated by political leaders. In the communist party‐led regimes of Eastern Europe, forging this new administrative class from its highly politicised predecessor took place as new democracies sought to overcome historical legacies and integrate with the European Union. A case study of administrative reform in Romania during the post‐1989 period suggests the importance of external influences in forming a civil service more closely adhering to the Weberian ideal of an expert, rules‐based bureaucracy. Through analysis of survey data from a nationally representative sample of the Romanian civil servants, the public bureaucracy has professionalised insofar as educational and training credentials rather than political affiliation are significant predictors of salary levels. This article analyzes the policy framework for and the implementation of equal employment policy in France. After presenting the equal employment policy framework and the role of state feminist women's policy offices in its development, the author discusses the limited support for positive action strategies among French firms and unions. The implementation of equal employment policy has had a mixed record, often limited to symbolic gestures rather than concrete change. Contributing to this symbolic dynamic are the effects of reconciliation policy and the impact of the development of part‐time work on women employment. The analysis argues that reconciliation policy has not for its part always privileged an egalitarian set of measures that facilitates the sharing of family and domestic work between men and women. The article asserts that the development of part‐time work has contradicted equal employment policy efforts and has effectively contributed to maintaining women's positions in low‐paying and marginal jobs. The article concludes that despite an apparently comprehensive policy framework for equal employment policy in France, the situation of women workers appears to be followin two tracks: a top‐tier track of qualified, relatively well‐paid women who are able to have a career and to reconcile family and work, and a lower‐tier track of less‐skilled, lower‐paid women workers who continue to be marginalized on the labor market.  相似文献

In studies of innovation, policy entrepreneurs recognize latent demand for new policies and then expend resources to promote them. But studies of policy entrepreneurs have generally focused on the demand for innovation, while neglecting the supply side of policy entrepreneurship. This article argues that bureaucratic labor markets affect the emergence of policy entrepreneurs, and so affect the diffusion of policy innovations across local governments in the United States. Analysis of a survey of municipal police chiefs and water utility managers relates governments' hiring and promotion policies to their adoption of professionally fashionable innovations. Agency heads who advanced to their current positions diagonally (arriving from another organization) are more likely to initiate these innovations than are agency heads who were promoted from within. Bureaucratic policy entrepreneurs emerge where government demand for innovation meets a supply of mobile administrators, who carry the priorities of their professions into the agencies that they serve.  相似文献

Welfare policy in the American states has been shaped profoundly by race, ethnicity, and representation. Does gender matter as well? Focusing on state welfare reform in the mid‐1990s, we test hypotheses derived from two alternative approaches to incorporating gender into the study of representation and welfare policymaking. An additive approach, which assumes gender and race/ethnicity are distinct and independent, suggests that female state legislators—regardless of race/ethnicity—will mitigate the more restrictive and punitive aspects of welfare reform, much like their African American and Latino counterparts do. In contrast, an intersectional approach, which highlights the overlapping and interdependent nature of gender and race/ethnicity, suggests that legislative women of color will have the strongest countervailing effect on state welfare reform—stronger than that of other women or men of color. Our empirical analyses suggest an intersectional approach yields a more accurate understanding of gender, race/ethnicity, and welfare politics in the states.  相似文献
