Abstract

Scholarship of trust in institutions has tended to see trust and distrust as opposites on one continuum. Theoretical advances have challenged this view and now consider trust and distrust as different constructs, and thus as constructs with different characteristics and partly different determinants. Current empirical research on trust in government has so far done little to incorporate these findings, and has largely continued to rely on traditional survey items assuming a trust–distrust continuum. We rely on the literature in organization studies and political science to argue in favour of measuring citizen trust and distrust as distinct concepts and discuss future research challenges.  相似文献

This article argues that the high level of protest activity in France is, at least partly, the result of distrust between the government and the trade unions, and that such distrust is inevitable in a society where unions are sometimes strong enough to mobilise against the government but not confident in their own future strength. This trust problem can be overcome if governments are willing to make institutional changes that commit them to future policies, but such political engineering is costly and unstable, which explains why governments sometimes prefer open confrontation. The empirical part of the paper analyses four French social and labour market reform initiatives in the 1990s and 2000s, demonstrating that the ideas developed in this article help to explain important features of contemporary French policy-making.  相似文献

Abstract

Momentous events in Western democracies have brought renewed attention to how various aspects of government-controlled policy outputs and outcomes affect citizens’ trust in politics. Unlike most previous research, this study uses individual-level panel data to test the link between government performance evaluations and political trust. Moreover, it gauges performance in more policy areas than previous research, including key aspects of government-controlled social services as well as a wide range of economic risks. The study finds that evaluations of government performance affect political trust but that the evidence is stronger for evaluations of social protection than for economic risks. Crucially, the analysis suggests that the relationship between performance evaluations and distrust is reciprocal. The relationship may be described as a ‘downbound spiral’ where dissatisfied groups develop distrust, which in turn makes for a more pessimistic interpretation of economic risks and welfare state performance.  相似文献

Although trust is clearly central to human relations of all kinds, it is less clear whether there is a role for trust in democratic politics. In this article, I argue that trust is central to democratic institutions as well as to democratic political participation, and that arguments which make distrust the central element of democracy fail. First, I argue for the centrality of trust to the democratic process. The voluntary compliance that is central to democracies relies on trust, along two dimensions: citizens must trust their legislators to have the national interest in mind and citizens must trust each other to abide by democratically established laws. Second, I refute arguments that place distrust at the centre of democratic institutions. I argue, instead, that citizens must be vigilant with respect to their legislators and fellow citizens; that is, they must be willing to ensure that the institutions are working fairly and that people continue to abide by shared regulations. This vigilance – which is reflected both in a set of institutions as well as an active citizenry – is motivated by an attitude termed 'mistrust'. Mistrust is a cautious attitude that propels citizens to maintain a watchful eye on the political and social happenings within their communities. Moreover, mistrust depends on trust: we trust fellow citizens to monitor for abuses of our own rights and privileges just as we monitor for abuses of their rights and privileges. Finally, I argue that distrust is inimical to democracy. We are, consequently, right to worry about widespread reports of trust's decline. Just as distrust is harmful to human relations of all kinds, and just as trust is central to positive human relations of all kinds, so is distrust inimical to democracy and trust central to its flourishing.  相似文献

Abstract

Despite its potential policy relevance, public opinion about homelessness has received little attention from researchers. This deficiency is addressed here by bringing together data obtained in four recent surveys. The survey results indicate that many Americans accurately perceive the characteristics of homeless people, consider homelessness a serious problem with structural roots, and support a variety of measures intended to solve it. Certain segments of the public— Democrats, liberals, blacks, and residents of communities that have homeless populations—are especially likely to hold these views. The extent to which the public's thoughts on homelessness have been shaped by the media is difficult to determine. However, an analysis of the volume and content of print and broadcast news coverage of the issue hints at a plausible causal connection.  相似文献

Public and academic debates often lament a “crisis of trust” endangering democratic stability. In contrast, this article seeks to demonstrate the value of distrust in political relations, a certain form of which should be considered, such as trust, a prerequisite of democracies. To underline this thesis, this contribution discusses categories that clarify the relationality of the concept of distrust (its directedness and modalities) and that allow for a discussion of the relation of trust and distrust, which are introduced as an asymmetrical pair of opposites – with far-reaching consequences for the common discourse on trust. After presenting several historical and current arguments in favor of the value of political distrust, this article will end with a deeper look on those forms of distrust that should indeed be considered dysfunctional and dangerous for democratic orders.  相似文献

ABSTRACT

This article presents the development and validation of a psychometric scale for assessing public sector inter-agency trust. The instrument is grounded in contemporary trust theory and methodologically adapted from a measure developed for private sector alliances. Tested using four discrete studies of governance networks, each addressing transboundary environmental issues such as climate change and fisheries, the scale exhibits reasonably valid psychometric properties while also enabling visualized analysis of networked trust distributions. Based on this work, we outline further research needs with a view to stimulating greater trust research in governance networks and facilitating more collaborative and innovative policy outcomes in the public sector.  相似文献

For nearly a decade informed observers of American public opinion have vigorously debated the “crisis of confidence” question: Does the ongoing tide of political distrust ported cataclysmic change in the body politic or is the public harmlessly letting off some steam? This paper approaches the debate from a new perspective by reflecting on the manner in which researchers have sought to measure public confidence in leaders and political institutions. It is argued herein that researchers' dependence on global measures of political trust has lead to overestimation of the extent to which public confidence has eroded. Evidence is presented which suggests that survey respondents engage in a process of attitude generalization which causes them to express distrust of leaders generally when only certain specific leaders are actually seen as culpable. The methodological and theoretical significance of this sort of generalization is discussed.  相似文献

Abstract

Political misconduct is known to harm the politicians involved. Yet, we know less about how such events affect trust in political institutions. We study a real-world political malpractice affair in the European Commission, using a three-wave panel design to investigate how information about the affair influences trust in EU institutions. This enables us, first, to isolate the impact of new information on political trust, remedying endogeneity issues common in political trust research. Second, we assess which institutions are affected most (specificity) and whether effects depend upon citizens’ sophistication levels (conditionality). Finally, we assess the durability of effects over time. Our findings demonstrate that citizens obtain knowledge about EU affairs through the media, and use this knowledge in their trust evaluations. In doing so, citizens differentiate between EU and national institutions, with trust in the European Commission affected most. This suggests a sophisticated process and highlights the evaluative nature of political trust.  相似文献

Abstract

While ASEAN played the leadership role for erecting the ASEAN Regional Forum (ARF), Japan generated positive impact on the historical trajectory leading to the birth of the ARF. This paper asks the following question: On what ideational foundation was Japan's support for the ARF based? Utilizing a conceptual framework based on the theoretical literature of multilateralism, the paper analyzes three major Japanese perspectives on the ARF in the inception years (1991–95) — Idealism, Realism, and Liberalism — while paying special attention to Liberalism, the perspective underlying Japan's actual policy. Liberalism, while leaning toward Realism, still incorporated some elements of Idealism. For Liberals, centering around the Ministry of Foreign Affairs, the ARF was a vehicle to foster a sense of trust, however fragile, on the basis of providing and sharing quality information about China, Japan, and the United States, without undermining the existing security arrangements including the US‐Japanese alliance.  相似文献

As an institution, the American news media have become highly unpopular in recent decades. Yet, we do not thoroughly understand the consequences of this unpopularity for mass political behavior. While several existing studies find that media trust moderates media effects, they do not examine the consequences of this for voting. This paper explores those consequences by analyzing voting behavior in the 2004 presidential election. It finds, consistent with most theories of persuasion and with studies of media effects in other contexts, that media distrust leads voters to discount campaign news and increasingly rely on their partisan predispositions as cues. This suggests that increasing aggregate levels of media distrust are an important source of greater partisan voting.  相似文献

Abstract

The historical and political geographies of strategic areas are commonly formulated in terms of those who define them as strategic. When the Micronesian islands are considered, the routes upon which they lie are emphasised and analyses are formulated in terms of seaborne empires or with reference to the colonial histories of the powers that have contested possession of the islands. This essay frames the matter of Micronesia's location in Micronesian terms—that is, from the perspective of the Micronesians who have long sought to reclaim sovereignty over their homeland—in addition to considering strategic theories and imperial expansion of specific regimes. Micronesians cannot move the islands out of their strategic location, but they have worked to recast their political status, reducing threats to their security. The paper emphasises the interaction between strategic location and political status: for small and/or weak territories, sovereignty is a resource to be cultivated and exploited, its value largely determined by location. Sovereignty in and of itself may be of little consequence, but its pursuit can be of immeasurable significance.  相似文献

Abstract

As the countries of Eastern Europe begin to reorient their housing sectors toward the private market, many quarters are advocating selling the units in the social sector—typically about one‐fourth of the housing stock—to the tenants. Whether purchasing their units is attractive to tenants depends on the sales price, current and expected rent levels, availability and terms of financing, and the strength of tenant rights of occupancy. Drawing lessons from the experiences of three countries—China, Hungary, and the United Kingdom—in selling social sector rental units, this paper concludes that too much emphasis has been placed on lowering the sales price compared with changing other conditions. This practice results in a substantial loss of revenue to government and a questionable distribution of the nation's wealth.  相似文献

ABSTRACT

Solar radiation management (SRM) – a form of geoengineering – creates a risk of ‘termination shock’. If SRM was to be stopped abruptly then temperatures could rise very rapidly with catastrophic impacts. Two prominent geoengineering researchers have recently argued that the risk of termination shock could be minimised through the adoption of ‘relatively simple’ policies. This paper shows their arguments to be premised on heroically optimistic assumptions about the prospects for global cooperation and sustained trust in an SRM deployment scenario. The paper argues that worst-case scenarios are the right place to start in thinking about the governance of SRM.  相似文献

Abstract

Preservation of the existing assisted housing stock is likely to be a major housing issue throughout the 1990s and into the twenty‐first century. Federal legislation—the Emergency Low‐Income Housing Preservation Act and the Low‐Income Housing Preservation and Resident Homeownership Act—addresses the first wave of preservation needs and provides critically needed programs to maintain eligible units as assisted housing for the next 50 years.

This paper presents a brief review of federal preservation requirements and argues for state participation in the implementation of preservation programs. Seven areas are identified for state action, and leading state preservation programs are reviewed. Each state needs to ensure that a foundation is established to preserve these units over their useful life as decent, affordable housing. What the states learn from participating in the implementation of the federal preservation program will help them address future preservation needs and develop the capacity to manage the interdependent provision of assisted housing by the public, for‐profit, and nonprofit sectors.  相似文献

Voter distrust of the national government is an ongoing theoretical concern for scholars who study voting behavior in the United States. Previous research demonstrates that distrustful voters are less likely to vote for major party candidates than their more trusting counterparts. Using the American National Election Survey, we explore the relationship between citizen distrust and voting for three major third-party challengers (Wallace, Anderson, and Perot) and the use of trust levels as predictors of third- party voting. We find citizen trust levels are significant and strong predictors of third-party voting, independent of other common explanatory variables of vote choice. We also find trust levels are stable over time, and we find little evidence to support the argument that trust levels measure trust of incumbent political figures.  相似文献

Abstract

Two separate literatures suggest that corruption and social trust, respectively, are related to economic growth, although the strengths of the relationships, and the direction of causality, are still debated. This paper reviews these literatures and evaluates the evidence for causal effects of corruption and trust on economic growth, and discusses how corruption and trust are interrelated. The reviews show that absence of corruption and high levels of social trust foster economic growth. The literatures also indicate that corruption has a causal effect on social trust, while the opposite effect is more uncertain. The conclusion offers the suggestion that fighting corruption may yield a “double dividend”, as reduced corruption is likely to have both direct and indirect effects on growth.  相似文献

Inequality is a central explanation of political distrust in democracies, but has so far rarely been considered a cause of (dis-)trust towards supranational governance. Moreover, while political scientists have extensively engaged with income inequality, other salient forms of inequality, such as the regional wealth distribution, have been sidelined. These issues point to a more general shortcoming in the literature. Determinants of trust in national and European institutions are often theorized independently, even though empirical studies have demonstrated large interdependence in citizens’ evaluations of national and supranational governance levels. In this paper, we argue that inequality has two salient dimensions: (1) income inequality and (2) regional inequality. Both dimensions are important antecedent causes of European Union (EU) trust, the effects of which are mediated by evaluations of national institutions. On the micro-level, we suggest that inequality decreases a person's trust in national institutions and thereby diminishes the positive effect of national trust on EU trust. On the macro-level, inequality decreases country averages of trust in national institutions. This, however, informs an individual's trust in the EU positively, compensating for the seemingly untrustworthiness of national institutions. Finally, we propose that residing in an economically declining region can depress institutional trust. We find empirical support for our arguments by analysing regional temporal change over four waves of the European Social Survey 2010–2016 with a sample of 209 regions nested in 24 EU member states. We show that changes in a member state's regional inequality have similarly strong effects on trust as changes in the Gini coefficient of income inequality. Applying causal mediation techniques, we can show that the effects of inequality on EU trust are largely mediated through citizens’ evaluations of national institutions. In contrast, residing in an economically declining region directly depresses EU trust, with economically lagging areas turning their back on European governance and resorting to the national level instead. Our findings highlight the relevance of regional inequality for refining our understanding of citizens’ support for Europe's multi-level governance system and the advantages of causal modelling for the analysis of political preferences in a multi-level governance system.  相似文献

Abstract

In March 1990, Secretary Jack Kemp of the U.S. Department of Housing and Urban Development (HUD) appointed a 22‐member commission to investigate the nature and extent of regulatory barriers to affordable housing, as well as what to do about them. Chaired by Thomas Keane, ex‐Republican governor of New Jersey, the Advisory Commission on Regulatory Barriers to Affordable Housing grappled with this issue for over a year, releasing its final report in early July 1991.1 As a commission member, I had an unusual opportunity to observe just how the commission worked and what it accomplished. This paper tries to put those two subjects in perspective. It has been written from the viewpoint of a longtime specialist on housing, who also served on the very first urban commission—the Douglas commission—23 years ago.2  相似文献

Abstract

Using data from the European Values Study, this article examines the mechanisms through which social capital facilitates volunteering in Nordic countries. Three specific mechanisms are examined as drivers of volunteering: Generalized trust, subjective well-being, and religious activity. We find that trust bridges social capital and that people volunteer more as their level of generalized and institutional trust increases. Our results also indicate that individuals with higher levels of well-being and those who attend religious services regularly are more likely to volunteer.  相似文献
