ABSTRACT

This study, using the data from the questionnaire survey of researchers working for Korean national research institutes, investigates the consequences of conflicting occupational identities. Those researchers may have two different occupational identities: as a scientist and/or a civil servant. Those with a strong scientist identity support individualist values (self-development for research capabilities, pro-incentive, and information sharing) more solidly than those with a strong civil servant identity; for public-social values (altruism, trust in other organizational members, and organizational commitment), vice versa. The study casts practical implications for balanced alignment between self-recognized occupational identities and managerial strategies (incentive, performance evaluation, and training).  相似文献

Abstract

The development of Russian civil society is linked to authoritarian government, fear of ‘colour revolutions’ and the ‘sovereign democracy’ that legitimises state control of civil society. This article acknowledges the narrowing room for manoeuvre of contemporary Russian civil society and discusses NGOs’ practices in the context of government pressures, the politicisation of transnational connections and the increasing geopolitical tension surrounding Russia. It describes the localisation and depoliticisation of Russian NGOs as well as their disruptive practices, and explains how narrowing civil society identities inform the self-governing of NGOs. Finally, it argues that seeing Russian civil society in simple dichotomies further narrows these identities.  相似文献

This article challenges the sectarian narrative of Syria’s current civil war, which relies on several false assumptions about the nature of political identity. It first questions how sectarian the uprising and civil war actually are, suggesting that the conflict is ‘semi-sectarian’, given the multiple other fault lines of contention, notably class, ideology and other non-sect, sub-state ties. It then draws on the theoretical debates between primordialists, ethno-symbolists and modernists to historicise political identity development in Syria. In doing so, it reasserts the modernist case, emphasising how political identities in Syria, both national and sectarian, have developed in a complex interrelated manner in the modern era and how the recent violent mobilisation of sectarian identity is the result of long- and short-term structural, economic, socio-cultural and political factors rather than unchanging ancient animosities. Of these, the most vital remain structural changes and elite reactions to them, with the prospect of state collapse in Syria’s future the most likely cause of a descent into further sectarian chaos.  相似文献

Abstract

In this essay, we trace the national and religious anxieties that emerge with the influx of Somali refugees and capital investments into the Nairobi suburb of Eastleigh. More specifically, we look at how the ambiguity of Somali identity [citizen/refugee] in Kenya renders ineffective the state's attempt to police the circulation of the ‘Somali body’ and capital and how this becomes part of a quest for certitude that manifests itself in security discourse on the ‘Somali threat’ on one hand and a national/religious discourse on authentic Kenyanness. Through a reading of affective and moral economies, we illustrate how ‘Somali driven development’ and presence in Eastleigh, rather than act a source of national and religious anxieties can be seen as an opportunity to re-negotiate and re-evaluate both national and urban senses of community.  相似文献

Abstract

Studies of minority ‘integration’ often focus heavily on group boundaries of ethnicity, language and identity. This essay challenges these conventional approaches in Latvia by examining individuals’ quotidian, lived experiences and how these transcend common analytical boundaries. Using the Daugavpils region as a case study, I explore Russian speaker and Latvian participation in events explicitly linked with ‘ethnic’ Latvian cultural identity. I argue, by adopting multifaceted analytical measures of identities, ethnicity and belonging, new perspectives on banal integration and minority engagement within national culture emerge. Individuals engage with each other and with ‘national’ identity and culture in complex ways. Young ‘Russian speakers’ are often more integrated with their ethnic Latvian peers than the extant literature suggests, both civically and in Latvia’s cultural sphere, as consumers and producers of Latvian ‘national’ identity.  相似文献

Abstract

Can sports—and if so how—serve as a vehicle for reconciliation and increased social cohesion in countries wrecked by civil conflict? This article analyses the case of South Africa and its experiences in the sports sector since the fall of apartheid, in an effort to explore the processes necessary to understand the potential sports may hold for peace building. By identifying initiatives in South Africa employed at the national, community and individual level of analysis, the article outlines the possible effects of sports on reconciliation in divided states. Through linking experiences from state policies, ngo activities and donor projects with social identity and reconciliation theory, the article outlines the possible positive and negative aspects of sports. Finally, important avenues for further research to uncover how to turn sports into effective political tools for post-conflict peace building are suggested.  相似文献

Abstract

Does overseas development aid necessarily translate into more generous national policies for refugees? Evidence from Jordan suggests that this is not always the case. Since the arrival of an estimated 756,000 Syrian refugees, international funding has made Jordan one of the top seven recipients of foreign aid in the world. Despite sustained international financing, however, national policies towards refugees have become increasingly restrictive, especially when it comes to healthcare. Based on fieldwork conducted between 2017 and 2019, this paper argues that Jordan’s healthcare policies towards Syrian refugees are not necessarily correlated to international financing, but are rather the product of political considerations aimed at maintaining domestic stability, increasing bargaining power in the global policymaking arena and resisting international pressures to integrate Syrian refugees. This paper contributes to filling a gap in the literature on the complex and interdependent factors which influence the evolution of national healthcare policies towards refugees in a country not only highly dependent on foreign aid, but also at the geopolitical crossroads of international interests in the Middle East.  相似文献

Abstract

The essay focuses on Russian policy towards displaced persons from Ukraine’s war-torn territories from 2014 until mid-2019. The privileging of refugees from Ukraine relative to immigrants and refugees from other countries and, later, the granting of Russian citizenship to Ukrainian citizens from the Donetsk and Luhansk regions, were interwoven with both influence-seeking in the Russian geopolitical neighbourhood and transborder nationalism and supported via direct presidential control of immigration. Despite a series of decrees and involvement of civil society in providing support, this essay detected a lack of efficient mechanisms for responding to the needs of the displaced.  相似文献

Persistent civil warfare has created a crisis of protection for vulnerable refugees/returnees and internally displaced people ( idps ) in the African Great Lakes region. This is in the context of increasing state hostility towards refugees, intensified inter-group competition among citizens, and rising xenophobia towards African ‘foreigners’. Humanitarian solutions are often de-contextualised from struggles over entitlements, citizenship and exclusionary practices based on social hierarchies, ethnicity and indigeneity. Hence, they tend to contribute to rather than alleviate the marginality experienced by the displaced. This article argues for further exploration of the processes of identity construction that accompany displacement and humanitarianism and their problematic relationship with sovereignty and citizenship. It suggests that transcending marginality requires greater emphasis on political agency within refugee and idp communities—for their voices to be part of negotiations and conversations on repatriation and integration—in order for them to rejoin the political community.  相似文献

Abstract

This paper reflects on responses to Bangladesh’s Rohingya refugee crisis in the weeks that followed the increased numbers of Rohingya refugees who arrived from Myanmar after 24 August 2017. Drawing on literature on the local and international dimensions of humanitarianism, and the analytical lens of performance, it explores narratives of helping in relation to the shifting character of Bangladesh’s civil society, changing expressions of local and international religious sentiments, and the importance of understanding both formal and informal responses historically in the context of Bangladesh’s own experiences as a country born from a crisis in which citizens became refugees fleeing state-sponsored violence.  相似文献

Abstract

In understanding how groups overcome collective action problems of mass mobilisation in civil wars, a joint-production explanation was put forth in the civil war literature. According to this explanation, collective action can be successful when leaders at the centre tie the public good – violence towards the overall goal of the movement – inextricably to private interests of actors at the peripheral levels of the conflict. It is through this logic of joint production that we can understand the failures of the Islamic insurgencies in Southern Philippines and the spiralling levels of violence. Where other movements cohered under a common identity, the Islamist insurgency in Southern Philippines saw high degrees of fragmentation. In this paper, I argue that cleavages of regionalism created by colonial disruptions of land and social relations became a critical barrier for insurgent joint production. Furthermore, interactions between these identities and the state can pose further collective action problems. In Southern Philippines, insurgent leaders are unable to cut across these cleavages, resulting in increasingly fragmented movements and protracted conflict. Therefore, I argue that a joint-production approach to understanding civil wars can be especially promising when culturally and historically situated to explain why collective action often fails in civil war.  相似文献

Azerbaijan's complex history has weaved a tapestry of linguistic, cultural, and national identities among Azerbaijanis through centuries of political, social, and linguistic integration. In the current post-Soviet era, this identity is undergoing another period of change, with influences from intra-state ethnic, religious, and sociopolitical institutions as well as from regional and international powers. This article centers on linguistic identity among Azerbaijani youth at three types of schools: Azerbaijani-medium, Russian-medium, and English-medium. The authors seek to discover whether and to what extent the language of instruction in each type of school affects linguistic identity, which in turn has implications for national identity. The article first discusses the existing literature on language and identity in second language acquisition and socio-educational linguistics. It then examines Azerbaijan's linguistic and political history through the lens of the latter framework, as a context for an analysis of the data from surveys and focus groups. The article analyzes the relationship between medium of instruction in school and students' perceptions of language and identification with various language groups, and discusses the findings of a significant correlation between language of instruction and linguistic identity, with its implications for national identity.  相似文献

Abstract

In the Kenyan context of new resource discoveries and an ambitious devolution programme, and what is argued to be a shrinking of civic space globally, the role of civil society organisations (CSOs) working on natural resource governance is critical. The resilience, space and capacity of civil society to engage in the policy process, from community-based organisations to national non-governmental organisations, all shape outcomes in terms of legislation, policy and management of scarce resources. Drawing on interviews with CSOs from across Kenya, following the new 2010 constitution and devolution programme, this article explores how new negotiated spaces of participation around resource governance have emerged in Kenya. Using multidimensional frameworks to analyse power relations, it explores how Kenyan CSOs are cautiously redefining roles, offering expertise when devolved governments struggle, and standing up to powerful interests of corporate lobbies with varying degrees of success.  相似文献

This article investigates the politics of national identity implemented in Rijeka after World War II, when the city was integrated into socialist Yugoslavia. These national and political transitions posed various challenges to the consolidation of the Yugoslav Communists’ power. The nationalities policy embedded in the slogan “Brotherhood and Unity” was the official answer to the national question, promoting collaboration among the Croatian majority, the Italian minority, and other national communities in the city. This article focuses on the definition of postwar Rijeka’s image, investigating the relationship between Yugoslav socialism and national identities in everyday political practice. The negotiation of the representation of national identities in a socialist society led to ambivalences, contradictions, and contentions expressed in and through Rijeka’s public spaces, highlighting the different orientations of cultural and political actors. The process of building socialist Yugoslavia in this specific borderland context reveals the balance and tension between the multinational framework and the integrative tendencies pertaining to the legitimization and consolidation of the socialist system.  相似文献

Abstract

Although Islam is described as a fundamental aspect of Kyrgyz national identity, its theological aspects are generally elided in nationalist discourse. However, as Islam becomes more prominent in Kyrgyz society, anxieties about ‘Arabisation’ and the weakening of national traditions permeate popular and political discourse. These anxieties operate simultaneously in the national and religious registers, suggesting the extent to which theological beliefs inform national identity, even in secular states. Examining a recent controversy over veiling in Kyrgyzstan, this article argues that theology is both linked to nationality and also a site of contestation over the terms of nationalism itself.  相似文献

Abstract

As part of a larger community-based participatory research project exploring the postresettlement challenges of African refugees in the southern United States, our study investigated the phenomenon of financial stress and its relationship to mental health through a mediating chain of factors—financial self-efficacy and financial anxiety. Results revealed the mediating role of financial self-efficacy and financial anxiety on the relationship between financial stress and depressive symptoms. Findings provide discourses around financial stress and mental health in the migration context, critical to recognizing the unique experiences of African refugees and informing culturally responsive programs for financial inclusion and economic integration.  相似文献

Abstract

The dichotomy of Self/Other prevails in shaping identity. This article asks how and to what extent the elements of the EU’s image produced by media discourse shape the national identity of Kazakhstan. It contends that a state’s identity can be formulated not in opposition—that is, not ‘Us against Them’—but rather, ‘Us as One of Them’. It argues that, in the case of Kazakhstan, the predominantly positive media discourse about the EU ‘Other’ contributes to a positive formulation of the Self via the legitimisation of the domestic regime on the national and international levels.  相似文献

Abstract

Today, public servants in Turkey, like in many countries around the world, face major challenges, including an increasingly demanding citizenry, intensifying globalization processes, rapid developments in the use of information and communication technologies, and the rise in the number and influence of the civil society organizations. To overcome, or at least to lessen, the possible negative impacts of these and other such challenges, thoughtfully designed, and effectively implemented training activities may serve as catalyst. After a brief introduction, the article first identifies and describes the main policies and institutional players associated with training and development of civil servants in Turkey. Second, the article identifies and concisely discusses the most critical and enduring problems concerning training and development of civil servants in the country. The third section of the article evaluates prospects for developing effective training policies and practices. In doing so, the article offers ideas and arguments about the issue around the following topics: publicness, performance, proficiency and professionalism, participation, and partnerships and partnering. The article concludes with a brief summary of the issues discussed along with one specific suggestion for future research on training and development policies and practices in Turkey.  相似文献

ABSTRACT

Brazil and Argentina are hosts to two of the largest populations of Syrian descent in Latin America. While Syrian immigrants and their descendants have usually defined their identities based on broad Arab nationalistic references, creating and affiliating themselves to Syrian-Lebanese and/or Arab institutions, the ongoing civil war in Syria has triggered an unprecedented mobilization around specifically Syrian issues. Most diasporic organizations have shown an unconditional support for the Ba?thist regime. This article aims at understanding the political mobilization of the Syrian diaspora in Argentina and Brazil, as well as unveiling how Bashar al-Asad's government has tried to build on their support.  相似文献

Abstract

Why did Japan decide to admit more than 11,000 refugees from Vietnam, Laos, and Cambodia between 1975 and 2005? The conventional explanation is that Japan admitted these refugees because of pressure from foreign countries, and particularly from the United States. In this article, I argue that, in addition to foreign pressure, there was another factor that was important in causing Japan to admit these refugee populations. Japanese leaders agreed to admit Indochinese refugees because they came to believe that this would not set a precedent that would make Japan into a major destination for refugee resettlement.  相似文献
