US voter registration reform

Voter registration in the United States changed after the 2000 election with a requirement that states adopt statewide voter registries. However, these registries vary in design in practice, with some states having state managed “top–down” registries and other states having more decentralized “bottom–up” registries. I compare the effect of moving to a top–down registry with the adoption of Election Day registration – where voters can register to vote the day of the election – on voters saying that they are not registered because of election management problems or not voting because of a voter registration issue. EDR had a pronounced effect on reducing voter registration problems but the adoption of new voter registries had minimal effect on the same problems.     

Putting Electronic Voting under the Microscope

Electronic voting entered the political arena some years ago, with some countries advocating its use, some countries trialling and then abandoning it and yet others preferring to preserve the status quo of paper‐and‐pencil voting within a voting booth. In this paper we present the pros and cons of electronic voting and propose a set of characteristics we think electronic voting systems should exhibit. We then briefly review some pertinent concerns, issues and worries. We conclude by introducing the Handivote system, an electronic voting system that supports voting by means of SMS messaging, and explain how it measures up in terms of our own specified characteristics.     

Remote Electronic Voting: Free,Fair and Secret?

Most of the debate surrounding remote electronic voting has focused on technical issues such as security and feasibility. This article examines the equally important issue of whether voting outside the context of the supervised polling place meets the legal and normative standards required of democratic elections. Our conclusion is that if voting that takes place in an unsupervised context, it is virtually impossible to guarantee that it will be carried out in secret, and that lack of secrecy constitutes a serious violation of the principles of freeness and fairness that govern elections in democratic states. This argument also has implications for postal voting, which are discussed in brief.
