The study discussed in this paper examined the variation in felony arrest rates among patrol officers performing similar duties in the same patrol area. Data were obtained by records review, self-administered questionnaires, unstructured interviews and participant observation during a two-year field presence in a New York City Police precinct. Analysis of the data led to the conclusion that the patrol officers control their enforcement patterns through a process of role adaptation. This functional division of labor serves the individual needs of the officers as they mediate conflicting demands of police bureaucracy and community.  相似文献

The purpose of this study is to compare a specialized community-oriented policing (COP) unit to a reactive unit on officer perceptions of public contact and officer perceptions of job performance. We also compare bicycle patrol officers to motor vehicle patrol officers within these units. Using a static group comparison design, questionnaires were distributed to officers within the Toronto Police Service (n = 178). Bicycle patrol is associated with more contacts with the public and higher rates of proactive policing when compared to motor vehicle patrol and bicycle officers are more likely to rate higher on several measures of crime control. Officers with a COP mandate engage with the public for a wider variety of reasons compared to those with a reactive mandate, and are more likely to rate higher on perceptions of performing job duties in a procedurally just manner. This study demonstrates the value of a specialized COP unit that includes bicycle patrol in achieving tenets of COP. It contributes to the literature on COP and the use of bicycle patrol in law enforcement by presenting the perspective of the police officer.  相似文献

The proliferation and capability of organised crime groups (OCGs), threaten to overwhelm the finite resources of police agencies. Although proactive ‘intelligence led’ approaches are more adept in identifying the most problematic offenders, responses predominantly rely on enforcement tactics, often delivering limited outcomes at significant cost. This paper outlines a case study involving a northern English police force, working alongside community safety partners and the public, in a bid to reduce the offending opportunities of an OCG. The multi-agency disruption tactics were categorised using the five themes highlighted by Cornish and Clarke (Criminology 25:933–949, 1986) in their Rational Choice Theory framework. The impact of the operation was evaluated by comparing criminal conviction data and police intelligence immediately prior to the police operation with similar data 2 years later. This was supplemented by semi-structured interviews with police officers (including patrol, detective, middle and senior ranking officers), partner agencies and the community. The operation was effective in reducing the threat posed by the OCG and was popular with those involved in its implementation. As it was delivered with no increased resources it provides a viable and cost effective method of reducing the threat of OCGs although further research is required to test its impact in different police agencies and against different OCGs.  相似文献

In this study we examine citizens' support for aggressive traffic enforcement strategies and discuss whether the implementation of two different types of traffic enforcement decreases public support. We also examine whether citizens' perceptions of crime, quality of life, and the police are influenced by an increased police presence in their neighborhood. The public opinion data presented here are taken from two experimental target areas and one comparison area. Overall the findings suggest that citizens strongly support aggressive traffic enforcement practices and that the implementation of such strategies does not reduce their support. Residents of areas where police are using these types of tactics do not think that the police are harassing them. Citizens living in one of the experimental areas are significantly more likely to support the police, and think that the police work well with the neighborhood. Residents of the areas that experienced two types of aggressive enforcement, however, did not think that crime had decreased, nor that quality of life had improved. We discuss implications for the use of these strategies and for community policing in general.  相似文献

Objectives

The existence of bias in law enforcement can be difficult to verify or disprove, in part because of the difficulty of finding a benchmark—an objective estimate of actual offenses committed by the studied population—that can be compared with police enforcement. In the current study, we propose and test a method for examining bias in enforcement of speeding offenses.

Method

Using all speeding tickets issued in Israel in 2013–2015, we compare speeding tickets generated by stationary automatic traffic cameras, which provide an objective estimate of speed offenses, with speeding tickets issued manually by police officers, based on drivers’ ethnicity with further distribution by gender and age.

Results

Initial findings indicate that, overall, speeding tickets issued by police officers in Israel are not biased based on drivers’ ethnicity.

Conclusions

This study highlights the importance of distinguishing between overrepresentation and bias in law enforcement, which sometimes seem to be blurred in the literature.

Using data from field observation of police patrol officers at work in two American cities, we explore similarities and differences between the tasks undertaken by generalist patrol officers and community policing specialists. As expected, community policing specialists are much more able to choose the work they do and the people they encounter. Specialists use their discretion to spend less “face time” with the public and more time “behind the scenes” than do patrol generalists, and to engage a higher-status and less problem-ridden clientele. Since the 1960s, one of the major reform efforts in law enforcement has been to increase the number of Black Americans within police agencies and on patrol in the streets. The general premise behind these efforts has been that increased diversity will improve police–community relations and will decrease biased police behavior, particularly against Black citizens. Policies seeking to reform policing through increasing the numbers of African American officers have been implemented with little empirical evidence that an officer's race (or ethnicity) is actually related to their behavior towards citizens, in particular arrest decisions. Using data from systematic social observations of police–citizen encounters in Cincinnati, OH, this study examines the influence of officer race on arrest outcomes, focusing on the behavior of Black officers. Findings suggest that officer race has direct influence on arrest outcomes and there are substantive differences between White and Black officers in the decision to arrest. In general, White officers in our study were more likely to arrest suspects than Black officers, but Black suspects were more likely to be arrested when the decision maker was a Black officer.  相似文献

ABSTRACT

This paper contains an in-depth exploration of the relation between police code of silence and police assignment. A police integrity survey was used to measure the contours of the code among Croatian patrol officers, detectives, and community-policing officers. Samples of police officers evaluated fourteen hypothetical scenarios describing various forms of police misconduct. Whereas the type of assignment was a weak predictor of the respondents’ adherence to the code of silence, the respondents’ assessments of misconduct seriousness and expected discipline, as well as perceptions whether other officers would report misconduct, were strong predictors of the respondents’ own expressed adherence to the code.  相似文献

Objectives

To experimentally evaluate the effects of attire and patrol strategy esthetics on participants’ perceptions of police officers.

Methods

Using a rigorously controlled experimental methodology, I present participants (N = 307) with images of police officers in different attire (i.e., uniform and civilian) and patrol strategies (i.e., on a bicycle, on foot, and in a vehicle) and measure their perceptions of these officers as aggressive, approachable, friendly, respectful, and accountable.

Results

Participants express relatively positive perceptions of the police; however, their perceptions vary as a function of sociodemographics, attire, and patrol strategy. Police officers are generally perceived more favorably when presented in police uniform than when presented in civilian clothing. Police officers are also generally perceived more favorably when presented on a bicycle and/or on foot than when presented in a vehicle.

Conclusions

Merely observing police officers in different attire and patrol capacities produces substantial variation in perceptions of those officers. Given that most ‘police interaction’ occurs in relatively unceremonious settings without any exchange of formal dialogue between the public and the police (e.g., observing a police officer in passing), these findings are particularly fruitful for informing both research and practice. This is the first known study to use an experimental methodology to examine how esthetic factors of different patrol strategies can impact perceptions of the police.

Police officers are afforded a high degree of discretion in the exercise of their authority, and the control of this discretion is an important issue. While it is assumed that individual officer attitudes and preferences shape their discretionary activity, these officers are also members of a paramilitary organization with leaders appointed over them. The present study explored the influence of both officer attitudes and supervisor influences to explain variation in officer traffic citation issuing rates. Hierarchical linear modeling was used with a sample of 312 patrol officers and 60 supervisors from 21 municipal police agencies. The results revealed that both officer occupational attitudes and supervisor influences (through informal rewards and behavior modeling) significantly influenced the degree to which officers issued traffic citations. The findings emphasize the need for both the supervision of officers and the shaping of officer attitudes in the control of officer discretion.  相似文献

This article addresses critical policy issues raised in the SB vs. DB debate. How should such a policy debate be resolved? What are the pros and cons of both patrol deployment measures? More importantly, what immediate and effective remedial steps can be taken to secure the front line police officers’ desire for safety and security without compromising the public's legitimate expectation for order and service. This article provides the HKP community — policymakers, operational managers and front line officers — with relevant research literature and pertinent empirical data to understand the issues involved and help resolve the debate in an informed and reflective manner. In the end, the article argues that education and training are more important than patrol deployment in reducing risk of injury to police officers in the line of duty. Removal of side arms and demilitarization of the HKP is also suggested.  相似文献

The theory of operant conditioning is based on the premise that people are motivated to engage in, or refrain from, certain behaviors because of the rewards and punishments they may receive (Honig 1966; Skinner 1974). While managers within law enforcement agencies frequently use both rewards and punishments to try to guide the behavior of their officers, little information exists about how police officers perceive the rewards and punishments they utilize. This study surveyed a sample of patrol officers to determine how they ranked the value of several specific rewards, and the severity of several specific punishments. The findings suggested that a hierarchy of rewards and punishments exists in the minds of law enforcement officers, the ranking seemed to be associated with how they could impact the officer’s off-duty quality of life, and significant variation existed between officer responses. Interesting differences were also found by officer gender, tenure, and education.  相似文献

In exploring the relationship between narcotics investigators and job burnout in the United States, a sample of 115 East San Francisco Bay police officers from five law enforcement departments was drawn. Three subgroups (current narcotics investigators, former narcotics investigators, and patrol officers) were used in the survey. The findings indicate that current narcotics investigators had significantly higher burnout scores than the comparison groups on most dimensions of burnout. Both former narcotics officers and patrol officers had similar burnout scores. Conclusions reached were that: (1) narcotics officers experienced a greater degree of job burnout while in the assignment; (2) this burnout was directly attributed to the working environments of the narcotics officers; and (3) burnout decreased once an officer left the assignment. Administrative and managerial implications for dealing with job burnout are discussed along with suggested techniques for dealing with, and minimizing, job burnout among narcotics officers. Future research issues are identified.  相似文献

The study compared pre-employment and current MMPI/MMPI-2 Basic Scale scores of small- and mid-size city Texas municipal police officers to assess longitudinal personality change. Participants had at least five years continuous, “street level” police experience. Twenty-three veteran police officers from a mid-size city and 19 small-city police officers volunteered to participate. Pre-employment MMPI/MMPI-2 information was obtained from police department records. Current MMPI-2 data was collected in small group or individual administrations. Significant increases in K-corrected T-Scores occurred on Scale F and eight of the Basic Scales; L and K decreased significantly. Mean scores remained within the normal range. Mid-size city officers produced higher K and 5 scores than small-city officers. Authors' Note: We gratefully acknowledge the assistance of Rick Bradstreet, Ph.D., and E. S. Over the past 20 years, police departments across America have adopted a community—or problem-oriented—policing philosophy. Community policing has not been implemented wholesale, however. Most departments have assigned some officers to community policing roles but kept the majority in traditional motorized patrol assignments. Pertinent literature suggests that these two groups do not see eye to eye on their respective roles and duties. In this study, work-redesign theory is used as a conceptual framework to explain officer functioning in both community policing and traditional motorized policing settings. Findings indicate key similarities between community policing officers and officers assigned to traditional motorized patrol, despite differences in job satisfaction, perception of impact, and policing style.  相似文献

While the proportion of female officers in law enforcement is increasing, upper level administrative positions continue to be held overwhelmingly by male officers. This paper attempts to provide a fuller depiction of the barriers women may encounter within police departments resulting from the dynamics associated with the ‘tokenism’ phenomenon. It is concluded that tokenism-combined with factors such as family commitments and organizational structures-plays a large role in determining upward mobility, serving to reduce the frequency of the promotion of women to higher rank/supervisory positions in police departments.  相似文献

The literature of domestic violence is critical of police service dlivery in dmnestic disputes. Yet, little has been systematically documented regarding dispatch procedures, citizen-police interactions, or the special circumstances surrounding domestic investigations. This article describes the actions of investigating officers with family or intimately related persons during police encounters. It wmpares these with like investigations of non-related disputants. Among the major findings are that (1)dispatch tend to underreport the nature of domestic assaults; (2) patrol officers face mme agitated persons in domestic en- ccuunters; (3) police arrest suspects more often in domestic cases, but circumstances would appear to warrant even higher rates of arrest; (4) misis intervention appears to take precedence over arrest in some domestic assaults; and (5) police almost never refer citizens to social service agencies. Overall, the findings point to ule need for police service delivery in domestic disputes that is w e geared to law enforcement in cases of violent family Conflict.  相似文献

Public beliefs about psychological issues relevant to the legal system have been demonstrated to often be misconceived, but the endorsement of such beliefs in law enforcement samples is largely unknown. This study was the first to compare psycho-legal beliefs between law enforcement officers and the general public in the UK. Participants were presented a 50-item questionnaire measuring five psycho-legal topics; police procedures, courts, tough on crime, mental illness, and memory and cognition. Despite direct involvement and relevant experience, law enforcement officers endorsed just as many empirically contradictory beliefs as those who were not law enforcement officers. Further, law enforcement officers were more confident in their responses. This research has implications for identifying areas of limited knowledge within police samples that can be targeted by police education.  相似文献

Originating with the Newark, NJ, foot patrol experiment, research has found police foot patrols improve community perception of the police and reduce fear of crime, but they are generally unable to reduce the incidence of crime. Previous tests of foot patrol have, however, suffered from statistical and measurement issues and have not fully explored the potential dynamics of deterrence within microspatial settings. In this article, we report on the efforts of more than 200 foot patrol officers during the summer of 2009 in Philadelphia. Geographic information systems (GIS) analysis was the basis for a randomized controlled trial of police effectiveness across 60 violent crime hotspots. The results identified a significant reduction in the level of treatment area violent crime after 12 weeks. A linear regression model with separate slopes fitted for treatment and control groups clarified the relationship even more. Even after accounting for natural regression to the mean, target areas in the top 40 percent on pretreatment violent crime counts had significantly less violent crime during the operational period. Target areas outperformed the control sites by 23 percent, resulting in a total net effect (once displacement was considered) of 53 violent crimes prevented. The results suggest that targeted foot patrols in violent crime hotspots can significantly reduce violent crime levels as long as a threshold level of violence exists initially. The findings contribute to a growing body of evidence on the contribution of hotspots and place‐based policing to the reduction of crime, and especially violent crime, which is a significant public health threat in the United States. We suggest that intensive foot patrol efforts in violent hotspots may achieve deterrence at a microspatial level, primarily by increasing the certainty of disruption, apprehension, and arrest. The theoretical and practical implications for violence reduction are discussed.  相似文献

Increased professionalization of U.S. police patrol forces has yielded not only higher salaries but, through heightened citizen expectations, greater pressures to provide both more crime-fighting and more call-for-service answering activities. Service calls in particular, requiring diversified skills, have added to patrol workloads. Coming at a time of severe budget constraints, alternatives must be identified and evaluated that focus police skills on police matters and provide for non-law-enforcement services in other ways. Recent experience on one promising alternative resource-police service aides-is summarized here. These paraprofessionals are unarmed but uniformed civilians in marked vehicles who perform non-crime-related activities traditionally assigned to sworn officers. Included is an analysis of their effectiveness in freeing time for sworn officers to pursue crime-fighting activities; their capacity to perform different duties; and their impact on and acceptance by the sworn officers and the community. As in other professions, the introduction of police paraprofessionals will have a major impact on urban services in general and on policing in particular.  相似文献
