Abstract

Since the restoration of democracy in 1974, Greek politics have undergone a serious transformation, exemplified by the increase in political participation that strongly affected political advertising at the national and local level. The major claim of the paper is that political campaigns in major cities in Greece are “modern” while in the periphery of the country political campaigning is based more upon direct forms of interpersonal relations. Our claim is based upon an examination of the role of political advertising in the major metropolitan city of Thessaloniki (around 1.000.000 inhabitants), and the semi-peripheral city of Kastoria (around 17.000 inhabitants), both situated in Northern Greece. The primary objective of this study is to establish a strong factual foundation that can be used by policy makers, opinion leaders, and citizens in order to understand the role of political advertising in national and municipal elections in Greece.  相似文献

Although declining political engagement has been identified as a key problem for advanced liberal democracies, this article suggests that a more profound tension needs to be addressed. Specifically, it identifies interdependences between growing political pressures on national governments, and the tendency to delegate decisions away from control by elected politicians. These processes of “hyper-democracy” and “hyper-depoliticization” arguably create and re-enforce political tensions, magnifying a risk of central government “overload.” Through analyzing the arguments of prominent scholars of democracy, the article picks apart these interdependencies and argues for a more balanced approach to democratic governance.  相似文献

Liberal democracy constitutes a particularly attractive political model with its emphasis on both popular sovereignty and individual liberty. Recently several new and innovative articulations of the liberal democratic ideal have been presented. This article reviews three of these recent theories and particularly their democratic credentials. The selection includes theories emphasizing modus vivendi, Rawlsian political liberalism and liberal equality. Taken together these theories show different ways to conceptualize democracy within liberal thought. I argue that ultimately all three approaches struggle with articulating a persuasive conception of democracy, but nevertheless these theories show that liberals do think seriously about the role of democracy in their theories.  相似文献

The claim I want to make in this article is, in short, first, that democratic theory for the most part has seriously neglected the temporal preconditions of liberal democracy and, second, that it therefore fails to adequately grasp some fundamental aspects of the crisis of democratic self-determination in the contemporary global age. In its first part, the article seeks to demonstrate that the history of modernity is an ongoing process of social acceleration and that most of the phenomena we currently grasp under the concept of “globalization” can in fact best be understood as instances or consequences of the latest wave of social acceleration. In the second and main part of this article, the consequences of this acceleratory character of modernity for the plausibility, legitimacy and possibility of political democracy are systematically explored. The main argument is that the speed-up of society at first enabled and supported democratization, but beyond a certain critical threshold, the reverse effect occurs: the speed of social change and the dynamics of socioeconomic development threaten to undermine the proper functioning of democracy. Thus, it is my claim that democracy only works properly within a certain time- or “speed-frame” of social change. From this, I conclude that what is called for in the Age of Globalization is a new critical theory of acceleration, the contours of which I briefly sketch out in the third and last part of this essay.  相似文献

Mozambique and Nicaragua have each experienced a transition from a Marxist–Leninist, revolutionary state to a liberal–democratic–capitalist, multi-party state in the 1990s. However, in Mozambique, the historic party of the revolution, FRELIMO, remains the party in power, whil in Nicaragua the Sandinistas have been the opposition party since 1990. What impact have these transitions had on democracy, civil society, and the nature of women's organizing in the post-revolutionary period in each country? This article offers a critical examination of the notions of “democratization” and “civil society” by assessing the gains and losses that each country has experienced in terms of political, economic, and participatory democracy in the post-revolutionary period. Then, using the example of contemporary women's movements and current constructions of “feminism” emerging in each country, this article attempts to show the potential of autonomous women's organizing in civil society today.  相似文献

Jean Jaurès (1859–1914) forged an innovative theory of radical reform by adopting a universalistic conception of human rights from the liberal tradition and a theory of capitalism and class from Marxism. He urged the labor movement to place less emphasis on the hope of a post-revolutionary “paradise” and instead to “live always in a socialist state of grace,” understanding socialism as a regulative ideal guiding a reformist practice. This liberal socialist politics could only take shape, he suggested, to the extent that liberal norms intersected with the self-interest of existing social movements: Jaurès's socialism, thus, is highly contingent, and makes no promises about political success. Jaurès prompts us to shift the focus of left democratic theory from the polity to the social movement, from “radical democracy” to “radical reform.”  相似文献

One of the biggest recent advances in the study of political advertising has been the availability of systematic sources of data on when and where ads air—and their content. In this piece, we review the various data sources that scholars have used to study political advertising, focusing on their strengths and weaknesses. We then discuss recent studies that have employed data on political advertising to examine the effects of ad exposure on citizens' attitudes and political behaviors, how the content of advertising varies, and how ads have been targeted in recent political campaigns. We follow that with our own empirical contribution—an analysis of trends in advertising content, including negativity and policy focus—over the past 16 years.  相似文献

Scholars employ various methods to measure exposure to televised political advertising but often arrive at conflicting conclusions about its impact on the thoughts and actions of citizens. We attempt to clarify one of these debates while validating a parsimonious measure of political advertising exposure. To do so, we assess the predictive power of six different measurement approaches—from the simple to the complex—on learning about political candidates. Two datasets are used in this inquiry: (1) geo-coded political advertising time-buy data, and (2) a national panel study concerning patterns of media consumption and levels of political knowledge. We conclude that many traditional methods of assessing exposure are flawed. Fortunately, there is a relatively simple measure that predicts knowledge about information featured in ads. This measure involves combining a tally of the volume of advertisements aired in a market with a small number of survey questions about the television viewing habits of geo-coded respondents.  相似文献

Abstract

Recently debates about the worth of “ideal theory” have directed attention to the functions that an account of a perfectly just society can serve. One function is that of “reconciliation”: learning that a seemingly undesirable feature of the social world would exist even in the perfectly just society can show us the value that it has in the present as well. John Rawls has emphasized reconciliation as among the roles of political philosophy. For instance, Rawls claims that his theory of justice can reconcile us to the pluralism of liberal democracies. In this essay, I argue that Rawls’s political theory also can reconcile the inhabitants of liberal democratic societies to the fact that such societies may be cognitively confusing on account of their complexity. Then I contend that Rawls’s work offers valuable theoretical resources for analysing a society’s transparency or lack thereof.  相似文献

Abstract

This paper examines the use made by political parties of branding, as a means of establishing party values and winning political support. It looks in particular at the way in which political parties use communication to create, build and maintain political brands.

The paper involves an examination of the recent history of the British Labour Party. After a long period in the political wilderness, the party re-branded itself as “New Labour” in the mid-1990s, and-as New Labour-swept to power in a landslide election victory in 1997, under their new leader, Tony Blair.

Using media coverage and material written by some of the architects of New Labour, the paper will describe the creation of the “New Labour” brand, and look at how it was developed and used to generate political support. The paper will also consider the evolution and development of the brand, as the substance underlying the stated brand values has come to be questioned, not least by so-called “Old Labour” supporters of the party.

The paper will draw conclusions regarding the successful management of a political brand, pointing in particular at the need to ensure that the performance of a party espousing a particular brand supports and reinforces communicated brand values and the brand itself.  相似文献

This article presents an empirical investigation of young partisan first-time voter attitudes toward the use of negative attack advertising in a British general election. Partisanship, particularly in relation to negative advertising and third-party effects, is significantly under-researched, yet it advances understanding of youth electoral interaction. Our study confirms that young British partisans are not passive recipients of information, but are actively involved in information processing, interpretation, and counter arguing. Our findings also highlight a third-party effect among young partisans in their evaluation of the attack advertising. Overall our young partisans broadly reject image-attack election ads, which raises a “health warning” on its use in future election campaigning. The findings of this study are of significant interest to election campaign strategists in their planning for future elections and to political researchers striving to advance understanding within the field of political marketing.  相似文献

Liberty to speak free of government interference and political equality are both essential to democracy. Yet political equality requires governmental regulation of resources needed for political speech. Analysis of Supreme Court cases, supplemented by considerations from democratic theory, suggest that this apparent paradox is better understood as a tension within the idea of free speech itself: between liberty to speak and the need for government to oversee fair distribution of resources necessary for politically effective speech. Although it is a tension worth negotiating with care, democracy simply requires fairness in distribution of politically relevant resources. The Supreme Court has erred in not reading the Constitution as mandating political equality as a fundamental right, and also in not incorporating real political equality as a compelling state interest. Therefore, the public should seek a 28th Amendment that would mandate political equality regardless of economic circumstance as a fundamental right, and inscribe into the document, for the first time, the word “democracy.”  相似文献

This article explains why dissatisfaction with the performance of individual politicians in new democracies often turns into disillusionment with democracy as a political system. The demands on elections as an instrument of political accountability are much greater in new than established democracies: politicians have yet to form reputations, a condition that facilitates the entry into politics of undesirable candidates who view this period as their “one‐time opportunity to get rich.” After a repeatedly disappointing government performance, voters may rationally conclude that “all politicians are crooks” and stop discriminating among them, to which all politicians rationally respond by “acting like crooks,” even if most may be willing to perform well in office if given appropriate incentives. Such an expectation‐driven failure of accountability, which I call the “trap of pessimistic expectations,” may precipitate the breakdown of democracy. Once politicians establish reputations for good performance, however, these act as barriers to the entry into politics of low‐quality politicians. The resulting improvement in government performance reinforces voters’ belief that democracy can deliver accountability, a process that I associate with democratic consolidation. These arguments provide theoretical microfoundations for several prominent empirical associations between the economic performance of new democracies, public attitudes toward democracy, and democratic stability.  相似文献

Satisfaction with democracy (SWD) is a commonly used indicator, and its determinants have been analysed extensively. But what does dissatisfaction with democracy substantially mean? This paper tests if satisfaction is actually a coherent consequence of citizens considering democratic supply and demand. It starts from the simple idea that satisfaction can be explained by the distance between what “should be” and what “is”; between democratic expectations and reality. I capture this idea in a spatial model of democratic support, where size and direction of the gap between citizens’ expectations and evaluations of democracy determine levels of satisfaction. I use data for 26 countries from the European Social Survey. Taking into account both expectation-surplus and evaluations-surplus gaps, I find that satisfaction is affected by both the size and the direction of the distance between expectations and evaluations. The main finding is that liberal criteria of democratic quality are generally agreed upon amongst citizens, and that a perceived lack of their realization is the strongest predictor of dissatisfaction. Democratic input dimensions like direct participation and output criteria like social justice are more disputed, and create dissatisfaction amongst those wanting more of them as well as those wanting less.  相似文献

In this essay I argue that neoliberalism is both an economic and a political doctrine and that its historical trajectory, both conceptual and political, especially in the United States, is better understood in relation to its complex relationship of affinity with liberal democracy. The intersection between liberal democracy and neoliberalism is thus better apprehended from the perspective of the separation of the economic and the political in capitalism and the relative autonomy that it structurally grants to each field of power. Liberal democracy has provided a depoliticized framework that nurtures neoliberalism, while providing it with a cloak of legitimacy. Stated somewhat differently, the historical trajectory of liberal democracy, as a theory and as a practice of power, betrays an anti-democratic tendency that leads to depoliticization and has quelled the democratic politics that once gave credence to it, thus paving the way for the rise of neoliberalism.  相似文献

To identify what is needed to sustain local democracy we need a model of democratic government and an idea of the kind of social and economic context that is supportive of democracy. Local democracy requires a combination of a liberal democratic model of local government and the prerequisites of democratic stability: economic development, equality, political culture and the development of civil society. However, a number of factors, non-local as well as local, may undermine local government and local democracy, especially centralization, economic decisions, external conflicts, dependency on civil servants, the dilution of elected representation, formalistic participation, skewed representation, class conflict and official attitudes. However, democratic local government can contribute to economic development, the reduction of inequality, a democratic political culture and the development of civil society, thereby strengthening local democracy.  相似文献

This paper casts a look on media aspects of the anti-war-on-terror struggle in western countries. A peculiar warfare, the “war on terror” that officially begun in 2001, is a low-density global warfare, fought in different internal and external fronts . Within a liberal, increasingly post-political social terrain, where social affairs are objects of expert management lacking public accountability and legitimacy, the role, status and the identity of the contemporary citizen is in decline. New media “affordances” offer critical possibilities for challenging hegemonic political discourses, and addressing political alternatives for a broad range of social problems; a re-invention of citizenship through the construct of a new (collective) political subject is central in the reinvention of democracy today. Discourse analysis, drawing reflexively on post-structuralist discourse theory and critical discourse analysis, is deployed in the study of counter-war-on-terror discourses in different documentaries critical to the “war on terror”. Analysis looks at different constructions of “us” and “them” in the context of counter-hegemonic discourses today. Identity is central in the engagement, participation and orientation of citizens today. Identity is central in organising a collective centre and in initiating subjectivity to fragmented liberal, postmodern individuals.  相似文献
