Placement stability is of critical importance to the well-being of children in foster care and has an impact on other key outcomes. Placement decision-making that matches children with placement resources is often cited as a practice that impacts placement stability, but little research exists to inform this practice. The focus of this research is on a child assessment tool that was developed to determine the appropriate level of care, which serves as one component of a web-based matching system that pulls together child and placement information used to inform the placement decision. The research examines the relationship between the child assessment subscale domains and placement stability for first and subsequent placement decisions and evaluates the stability of placements made in and outside of the indicated level of care.  相似文献

Abstract

The literature on environmental effects on children is pervaded by value‐laden statements. This article stresses careful examination of the factual basis of such statements. Selected research findings on children's health, play behavior, social interactions, and school behavior indicate a need for environmental policies for children. This need is further augmented by children's characteristics regarding their level of development, their decision‐making authority, and their economic position. Four approaches to child‐environment congruence are distinguished. A fable then underscores the importance of basing environmental policies for children on a certain and integral conception of how children's development over time relates to the environment. Space‐time methodology is discussed as one such framework, elucidating contexual considerations that surround research and policies regarding children's environments.  相似文献

SUMMARY

Guided by an integrated theory of parent participation, this study examines the role community characteristics play in influencing a parent's decision to use voluntary child abuse prevention programs. Multiple regression techniques were used to determine if different community characteristics, such as neighborhood distress and the community's ratio of caregivers to those in need of care, predict service utilization levels in a widely available home visiting program. Our findings suggest that certain community characteristics are significant predictors of the extent to which families utilize voluntary family supports over and above the proportion of variance explained by personal characteristics and program experiences. Contrary to our initial assumptions, however, new parents living in the most disorganized communities received more home visits than program participants living in more organized communities. The article concludes with recommendations on how community capacity building might be used to improve participant retention.  相似文献

What Happened?     
ABSTRACT

This article presents an overview and historical analysis of child welfare from its inception in the 19th century through the Social Security Act of 1935 and into the present. An argument is made that the historical de-professionalization of child welfare is reflected in changing societal values and resultant legislation framing investments in child welfare, as well as the influence of child welfare on the quality of services to children and families. De-professionalization has resulted in lowering the professional credentials of child welfare staff, increasing levels of employee turnover, the formulation of questionable policies, all affecting the quality of services to children and families. Implications of the findings for the re-professionalization of child welfare and for policy and practice are discussed.  相似文献

Despite evidence that early care and education services benefit at-risk children, they remain underutilized by families in the child welfare system. This article describes two training programs developed to educate child welfare and childcare/preschool staff about the importance of early care and education for maltreated children and how to access these services. A combined total of 274 trainees completed knowledge tests about this topic and significant pre- to post-training improvements indicate that both training programs effectively increased participants' knowledge about this important topic. In addition, improvement in self-assessed competency was observed for participants in one program, and positive changes in attitudes and anticipated practice behavior regarding childcare for foster children were observed among participants in the other.  相似文献

By using data collected via Web-based trend analysis regarding the identification of next-visited Internet sites, this article helps to identify the specific privacy issues children face while exploring child-oriented and adult-oriented Websites. As use of the Internet has escalated dramatically, the complexity, criticality, and pervasiveness of technological issues have also risen. ABSTRACT

Most literature on the education of foster youth focuses on their individual outcomes and characteristics. A small body of literature documents a lack of collaboration between the child welfare and education systems. This study explores commonalities and differences in perspectives between child welfare and education system stakeholders. It draws on findings from a multi-county exploratory study on educational services for foster youth. The findings in this study identify several systemic barriers including placement instability within the child welfare system, limited financial resources of schools, and poor inter-agency communication. In addition, differences in the perceptions of school and child welfare agency personnel regarding the needs of foster children in school, problems encountered in enrolling children in school, and the role and motives of each agency in addressing these needs and problems are identified. These differences point to both the challenges involved in improving communications and collaboration between the two systems, as well as the opportunities to improve educational services to children in foster care.  相似文献

SUMMARY

Problems experienced by families from a sample of at-risk, urban children were observed and recorded by social workers over a two year period. Four groups of families were distinguished through social worker case notes based on family problems and needs; families were grouped into stable high needs, stable low needs, change for better and change for worse categories. Children were then followed for three years, from the beginning of kindergarten to the end of second grade, and assessed on classroom competence and academic achievement outcomes. Classroom competence included the teacher's rating of both the child's social skills in the classroom, and the academic competence of the child. Academic achievement included a standardized assessment of both math and reading skills. Results indicated that children from families with stable low needs consistently perform with more competence in the classroom than children from families with stable high needs or those whose need status increased. Children from families with stable high needs score comparably to children from families with stable low needs on math, and no difference between groups were found in reading. Implications of these findings for strengthening family competence is discussed.  相似文献

Summary

The procedures for the Divorce Adjustment Project, a prevention program for children of divorce, are based on three processes: the psychological problems common to many children, aspects of the divorce which hamper child adjustment, and program evaluation data spanning ten years of operation. This fourteen session program consists of two elements: the Children's Support Group and the Kidsbook. The cognitive-behavioral CSGs teach communication, impulse control, decision making, and anger control skills. The Special Topics work to enhance children's self-esteem and provide emotionalsupport and assist children in understanding the divorce events. The Kidsbook assists children in applying the skills learned in the groups to the home, classroom and playground and to foster a productive parental involvement. Practical issues dictating the structure of the program include recruitment, program goals, and the fit between participant characteristics and program elements.  相似文献

Developmental correlates of children's after school arrangements were examined with suburban seventh graders and their mothers. Self-care children identified as unsupervised and “hanging out” had more difficulties than supervised children or unsupervised self-care children “at home” in terms of school achievement, susceptibility to peer pressure, self-reported behavior problems, and experimentation with alcohol. The study failed to identify any benefits of leaving children unsupervised after school in terms of adaptive behavior or competence. The findings have implications for providing more supportive services to working families as a means of increasing family competence.  相似文献

承诺升级是决策者在进行投资决策的过程中产生的非理性行为,而传统的风险控制理论并未给予足够的重视。通过运用情景模拟实验方法,比较不同决策机制下中美两国决策者所表现出来的"承诺升级"的倾向和程度。研究发现:在个体决策情境下,美国的决策者比中国的决策者更容易做出承诺升级的行为,而在群体决策中,则正好相反。这对于拓展传统的风险控制理论,指导跨文化管理下的决策管理具有重要的价值。  相似文献

ABSTRACT

This mixed methods study describes attributions for improvement following reductions in victimization for children who were bullied at school. It also tests hypotheses from attribution theory about attributions associated with improvements. The sample was a subset of families who participated in an RCT of a family cognitive-behavioral program to reduce victimization; to be included, both the parent and child needed to report reductions in child victimization at 9 months. Attributions were compared across conditions, respondents (parents versus children) and time. Both parents and children attributed improvements most often to actions by the target child. Intervention families were more likely than control families to attribute changes to their own efforts than to external factors. The relevance of internal attributions for the success of interventions is discussed.  相似文献

Gay, lesbian, bisexual, transgender, questioning and inter-sex (GLBTQI) youth, and those perceived to be GLBTQI, face extensive verbal and physical bullying in schools. Although increasing attention has been made at examining the safety concerns of sexual minority (GLBTQI) youth, there remain important gaps in the literature as well as significant sampling limitations. This article seeks to identify and respond to research gaps by: (a) reviewing existing literature about the causes and risk factors associated with homophobic bullying; (b) reviewing existing literature about the consequences associated with the victims of sexual minority bullying; (c) identifying the limitations to research procedures and methodologies that have been used to investigate this topic; and (d) proposing a research agenda for future investigations of homophobic bullying in schools.  相似文献

Each year, a significant number of adolescents become pregnant in the United States, with more than half of these pregnancies resulting in live births. Adolescent parenting is associated with poor outcomes, including increased risk of child maltreatment. Youth “aging out” of the foster care system may be at greater risk of maltreating their children due to their experiences of child maltreatment, a lack of social support, and little preparation for parenthood. This article examines current programs and policies targeting pregnant and parenting youth aging out and presents a research agenda that focuses on pregnancy prevention and positive parenting.  相似文献

Background: Parents with intellectual disability and Aboriginal and Torres Strait Islander parents are overrepresented in child removal but research has not explored the intersection of Aboriginality and intellectual disability in child protection.

Methods: A case file review of 45 parents with intellectual disability (n = 14 Aboriginal and n = 31 non-Aboriginal) engaged in care proceedings in New South Wales was undertaken. Parent and child demographics and investigation triggers and outcomes were compared.

Results: Aboriginal parents were significantly younger than non-Aboriginal parents at initiation of an investigation, twice as likely to be investigated due to concerns about parenting capacity, and more likely to have children removed than non-Aboriginal parents.

Conclusion: The intersection of Aboriginality and intellectual disability appears to increase the risk of negative encounters with child protection systems. Targeted support for young Aboriginal parents and greater disability awareness and cultural sensitivity by child welfare workers are needed.  相似文献

Using data from the National Survey of Child and Adolescent Well-being (NSCAW), this study explores the characteristics of child welfare involvement for children (N = 639; aged 3–17.5 years) with at least one developmental disability. In addition, a central focus of this exploration was to examine respective differences in how caregivers and caseworkers initiated referrals for services for children with disabilities. The sample was divided into three exclusive groups based on type of developmental disability: learning disability (weighted percentage 70.3%); Mental Retardation (now referred to as Intellectual Disability), Downs Syndrome, or; developmental delay (weighted percentage 1.8%); and presence of multiple types of disabilities, including autism (weighted percentage 27.9%). Results from the logistic regression analyses indicate children in this population who are placed in out-of-home care receive more referrals than those residing in-home with biological caregivers; older children and children with multiple disabilities are also more apt to obtain referrals to formal assessments. On the other hand, children who were considered in the “other” race category (includes children who identify as: multi-racial; Asian; Pacific Islander; Native American) were significantly less likely to be referred for a formal assessment. Regarding the association between specific maltreatment type and assessment referrals, children with reports of emotional maltreatment had significantly higher odds of being referred for formal assessments.  相似文献

ABSTRACT

Federal Title IV-E Adoption Assistance is an essential resource for states moving children from foster care to adoption. Secondary analyses indicate that federal funds support nearly half the costs of all adoption subsidies. Due to variations in eligibility, federal matching rates, and states' use of the program, the proportion of total subsidy costs supported by Title IV-E funds ranges from 25 to 72 percent among states. Multivariate analyses of recent adoptions demonstrate the importance of Title IV-E utilization for adopted children and their families, in that Title IV-E-eligible children are more likely to receive subsidies and to receive larger subsidies, compared to children who are not Title IV-E eligible. Variations in Title IV-E utilization have potential impacts on children, adoptive families and state child welfare agencies.  相似文献
