The Bush administration's “Smart Border” accords with Mexico and Canada present a number of important implications for North America's border communities and regions. As part of the plans, new security technologies have emerged as the preferred policy solution to the difficult problem of screening for weapons and terrorist incursions into the United States through its international boundaries while maintaining flows of goods and individuals, key drivers of globalization and hallmarks of the North American Free Trade Agreement (NAFTA) era. These new technological systems have various capabilities, ranging from prescreening cargo to identifying problematic travelers to detecting nuclear material in trucks. Deploying these systems in border communities, however, invokes a range of important economic, social, and political challenges, all of which are under examination in this work. Using a risk‐centered approach to United States border security, this article explores several technologically oriented border control systems: screening, biometrics, and information technology. The research is based on regional field research and a public policy analysis method that uses Birkland's “focusing event” framework, a model that provides insights into the postcrisis policy formation process. The article concludes by offering an initial appraisal of these policies within the context of risk, interdependent border communities, and an open democratic society.  相似文献

The human species is again becoming nomadic. Each year, about two billion persons move across large geographic distances (not to mention people in “virtual mobility” through information and communication technology). Many of these people have weak or unreliable identification documents—and many poorer people in developing countries do not even have these documents. In 2000, the United Nations Children's Fund (UNICEF) calculated that 50 million babies (41% of births worldwide) were not registered at birth. In this scenario, a personal identification scheme based on birth registration and state‐issued passports is less and less tenable. Biometrics appears to offer a viable technological solution. However, the technology itself is subject to popular critique, warning of dystopian futures of overwhelming surveillance and loss of privacy. The best answer to those who fear an Orwellian future is to engage with the technology and seek to ensure that biometric identification systems are developed in positive ways. We suggest that identification schemes become problematic when the reciprocity of identification goes unnoticed, forgotten, or (what is worse) is intentionally bypassed. The dynamics of identification should be reciprocal, dialogical, and involving mutual recognition. In the traditional political domain, this is the recognition by the state of a citizen and by the citizen of the state. In the digital age, identification systems must increasingly transcend geopolitical borders. A globally recognized identification scheme is therefore a necessity. However, it is merely the nature of the borders that has changed here—not the nature of identification. Our call will be: no identification without representation.  相似文献

In recent years, the European continent has witnessed a substantial number of “transboundary crises” – crises that cross geographical borders and affect multiple policy domains. Nation states find it hard to deal with such crises by themselves. International cooperation, thus, becomes increasingly important, but it is not clear what shape or form that cooperation should take. This article explores the growing role of the European Union (EU) in managing transboundary crises. More specifically, it reflects on the different ways in which the expanding contours of the EU's emerging crisis capacity can be organized. Using three “performative dimensions” – sense‐making, coordination, and legitimacy – the article discusses the possible advantages and disadvantages of a decentralized, network model and compares it with a more centralized, lead‐agency model. It concludes that the current network model is a logical outcome of the punctuated and fragmentary process through which EU crisis management capacities have been created. It also notes that the shortcomings of this model may necessitate elements of a lead‐agency model. Such “agencification” of networks for transboundary crisis management may well lead to a hybrid model that is uniquely suited for the peculiar organizational and political creature that the EU is.  相似文献

This article examines the EU Birthday Logo Competition, which was launched jointly by the major European Union (EU) institutions to celebrate the 50th anniversary of the Treaty of Rome in 2007. As the first public communication initiative by the European Commission's newly restructured Directorate General for Communication, the logo competition is a particularly rich micro-textual “site” for a critical investigation of the recontextualization of corporate communication discourses and practices into institutional approaches to the communication of EU identity. Through an analysis of policy documents, on-site observations, textual artifacts, and in-depth interviews with policy-makers and design professionals I argue that the tensions and challenges that characterized the EU Birthday Logo Competition and related EU communication policy as a site of recontextualization may have led to the communication of a much more stylized, rather than complex and nuanced, version of European identity. In particular, I argue that the dialectic between the “professional/corporate” and “institutional/political” cultures that interacted in the selection, production and implementation of the anniversary logo may have contributed to obscuring key principles of corporate branding at work in the design, and may have in fact worked to produce a highly generic, decontextualized and ultimately also bland, although certainly problematic, “vision” of EU diversity.  相似文献

This article is concerned with the ways in which border control has been reconstituted through Canada's Permanent Resident Card (PRC). Some questions examined with this paper include: how did the PRC come to exist as a technology of border control? Does it function as a symbol of the Canadian nation-state's imperative to manage transnational movement and access to the geopolitical space of the nation and, if so, how? Through what means does the PRC and the events surrounding its introduction and use facilitate processes of serialization and racialization? Does the PRC, as a technique of reason of state, do the work of producing the category “responsible immigrants”? The notions of “economies of bodies” and “bordering” are important here. “Bordering” opens up the concept of the border from a fixed place to a verb, or a process. Given this, bordering does not only occur at the territorial boundaries of the nation-state, it can also be internal to it. By examining how the category of “permanent resident” is organized, gains meaning and is maintained, this article demonstrates how the technology of the PRC and similar technologies of the regulation of mobility operate as practices of bordering and nation-making and constitute Canadian citizenship.  相似文献

Norway and Switzerland are two western Europe states that are not members of the European Union (EU), and they are among a number of small and economically open states in which reform of economic sectors is seen to be incremental and reactive. This article poses two questions about the reform of telecommunications and electricity in the two countries. First, what impact has nonmembership of the EU had on the reforms? Second, have their small and open economies and policymaking systems—conceptualized as “social corporatism” in Norway and “liberal corporatism” in Switzerland—had a decisive impact? Some influence from the EU is evident, particularly in telecommunications, but parallels with EU states indicate that nonmembership of the EU, though influential, is not decisive. Although national characteristics matter, social and liberal forms of corporatism are shown to have limited utility. The “actor‐centered institutionalism” approach, which allows a more nuanced analysis of actors and national institutions, is better at explaining the reforms.  相似文献

The Clinton administration's economic diplomacy has been more aggressive, politicized and controversial than that of any recent US administration. We examine its application to the European Union (EU) and seek to answer the question: what makes Europe different? Put another way, why has the US pursued cooperation on “behind-the-border” issues such as competition policy, standards and investment rules, and eschewed export promotion? We offer three explanations. First, the EU's market is unique: it is a mature, but lucrative one for large US-owned firms concerned more with behind-the-border issues than with market access issues. Second, American companies who have invested heavily in Europe have developed their own political links to the EU, particularly through the EU Committee of the American Chamber of Commerce. Third, these same companies have a powerful influence over US policy towards Europe as well as EU policymaking. Our analysis develops these three hypotheses, and also offers an assessment of the progress and meaning of the Transatlantic Business Dialogue.  相似文献

This paper investigates a corpus of email messages known as “419 scams”: a form of financial fraud in which huge offers of money are being made to people provided they pass on bank details and other personal information to the perpetrators. This kind of message presents us with a typical instance of “globalized” communication: they are produced in the margins of the world (the term “419 scam” is Nigerian) and sent to other places; they are electronically mediated; and they are written in varieties of “world languages”, mostly English. In the messages, authors claim particular identities and relationships, and have to do so using specific, generically regimented forms of communication. Investigating such forms yields a complex view of what it takes to communicate in a globalized environment: at least three different forms of communicative competence seem to be blended. First, authors require technological competence, the capacity to control, explore and exploit the communicative opportunities offered by global email systems. Second, they require cultural competence: they need some awareness of genres and genre expectations among their addressees in order to stand a chance of success. And thirdly, they need linguistic competence: the capacity to actually produce linguistic messages that are congruent with the projected identities and relationships in the transaction. We see that whereas the first two forms of competence appear to be well developed, the third is often problematic, yielding rich indexical signals pointing towards fraud. The genre of email fraud thus yields insights into the changing nature of communication in the age of globalization.  相似文献

This paper attempts to go beyond actor‐centered explanations of the European Union's (EU) presence in regulatory politics by examining the role of the EU in the diffusion of regulatory norms and practices. We explore the international diffusion of public procurement policy, to which multiple organizations and especially the EU and the World Trade Organization have made an active contribution. Using the “opportunity‐presence‐capability” scheme, we argue that the EU is actively co‐shaping the global agenda on public procurement, mainly as a result of the “opportunity” and “presence” dimensions of its global actorness and its role in the horizontal diffusion of public procurement regulations between international organizations. For “EU as a global actor” literature to offer valuable explanations, an in‐depth analysis of its relationship with other international organizations, such as the World Trade Organization, reveals significant interactions and the co‐shaping of policy agendas.  相似文献

The expanding use of guest work is the wave of the future global neoliberal capitalism, but is a recurring theme in capitalism. The trade in global labor was pervasive during the Victorian age, second only to trade in finance. As the United States lost manufacturing to the global South, service and professional workers and their unions found it reassuring that that their jobs could not sent abroad. In the last decade, importing service workers from the global South is a dominant trend. As the United States is closing doors to traditional forms of immigration, it promotes migrant labor as a means to fill job shortages created by capital to lower wages. Guest work destabilizes the working class through turning “good jobs” into “bad jobs.” If comprehensive immigration reform includes guest work, borders will close and free migrant labor will become indentured labor. The World Bank and WTO view these programs as the new development model for the global South. Promoting export of skilled and unskilled labor benefits a bare few while driving most workers and peasants into abject poverty while heightening exploitation of labor worldwide.  相似文献

Residential mobility policies are in part premised on the assumption that place and not race explains blacks' joblessness in central cities. The article investigates the potential effects of residential mobility programs by analyzing a “natural” black residential mobility process in the Washington, DC area, where black suburbanization has coincided with suburban job growth. Using data from the 1990 Public Use Microdata Sample (PUMS), this article examines the relative contribution of place and race in explaining racial differences in employment for young men with a high school diploma or less. The results show that having a suburban residential location improves young males' spatial access to jobs, but that the employment benefits are greater for white than comparable black youth. Simulations point to racial discrimination in suburban labor markets being as important as having a suburban residential location as an explanation of white‐black employment rate differences in the Washington, DC area. Thus, if residential mobility programs are to be fully effective in improving central city minorities' employment prospects, antidiscrimination enforcement efforts in suburban labor markets must be included in the policy package.© 1998 by the Association for Public Policy Analysis and Management  相似文献

Philosophers tend to think of them as “conventions.” Economists and some biologists conceive of them as “spontaneous orders,” a concept discussed at some length in other papers in this issue. Perhaps the most general conception is “systems” theory, with roots in many disciplines. Many scholars in the sciences have tried to advance their research agendas by bringing systems theory to the study of human civilization. The concept and definition of borders has evolved significantly over time. In Europe the twentieth century alone has seen remarkable changes. At the beginning of the century borders represented the clear end of the sovereignty of one state and the beginning of another while the second half of the same century brought revolutionary concepts of state borders. This article aims to contribute towards the conceptual discussion of borders, tracing some of the journey of this concept, from centuries ago when they were perceived as more ”sensed”, to more recent interpretations of ”solid” and “liquid” borders to today's “complex” borders.  相似文献

At a time of mounting concern about how traditional welfare states will react to globalization, there has been increasing interest in specifying how global economic forces affect welfare policies in industrialized states. Building on theories from the political economy and comparative institutional literatures, we analyze the influence of an important aspect of globalization—the flow of immigration. Focusing on states in the European Union, we present a theoretical model that illustrates the interactive relationships between immigration, EU labor market integration, and domestic institutions. Our findings highlight how immigration in conjunction with domestic political institutions affects unemployment provisions, while labor market integrative forces remain in the background. The story of immigration and unemployment compensation in the EU is less about the opening of borders and the market forces of integration and more about the domestic political pressures.  相似文献

While the European Convention was working on the Draft Treaty, similar bodies for reforming the national state organisation were installed in Germany and Austria. The paper analyses this new form of “Europeanisation” by answering two questions: Why was the Convention considered an attractive model only in these member states of the European Union? And how can obvious differences between the relevant reform procedures be explained? Challenging the well-known thesis that a “misfit” between the national and EU levels poses a necessary condition for “Europeanisation”, it is argued that the isomorphic contexts of the EU and Germany as well as Austria explain the domestic attractiveness of the Convention model; the different ways of its translation are caused by case-specific factors.  相似文献

Information and communications technologies (ICTs) include old technologies—such as the radio and the television—as well as newer technologies—such as the Internet and wireless telephony. This study considers the process that the government of Uganda has used to adopt and implement ICT policy. This study also considers the techniques which the government of Uganda has used to distribute ICTS in public locations such as government offices, schools, and hospitals. In particular, this study attempts to consider the political motivations for distribution. The Ugandan government's attempt to distribute this technology reflects strengths in the area of distribution of artefacts, particularly to rural areas. Information and communications technologies are an important part of the Ugandan economy. In addition, ICTs strengthen the ability of citizens to communicate with each other across regional and language borders through shared access points. Methodologically, this paper uses the case study method. Semi‐structured interviews were conducted with politicians, policy makers, civil society activists, citizens, academics, medical personnel, regional government officials, and business people. This paper argues that politicians use ICTs as a component of a basket of goods and services that they can distribute to witnessing publics. This paper argues that ICT should be viewed as a type of infrastructure, and that as a public good, it can be used as a “club” good or “pork.” Although several authors discuss the potential of ICTs as democratizing, this paper documents that the Ugandan government has employed ICTs in oppressive ways, including for the surveillance of opposition leaders, and for social control.  相似文献

Smart electric grids add digital technologies to the grid. While some suggest that they offer many environmental and social benefits, others remain critical and call them a neoliberal project. Considering smart grids a boundary object [Star, Susan L., and James R. Griesemer. 1989. “Institutional Ecology, Translations and Boundary Objects: Amateurs and Professionals in Berkeley’s Museum of Vertebrate Zoology, 1907–39.” Social Studies of Science 19 (3): 387–420], I examine how multiple social groups come together in cooperation and conflict in the installation of one smart grid. In what follows, I first argue that participation is Gramscian common sense (1971), a taken-for-granted good in producing a smart grid. Gramsci points out that common sense can be used to reinforce oppressive ideologies of a hegemonic status quo, but that it also contains “good sense” that can be developed into counter-hegemonic narratives and movements. Second, I argue that in the course of cooperation and conflict, the smart grid indeed becomes more neoliberal, and this occurs through participation. While the utility often seeks or accepts public participation, the meaning of participation gradually becomes limited to individualistic and financially motivated “choice.” In the discussed case, many of the (less neoliberal) social and environmental benefits of the grid and more collectivist forms of participation were precluded. This article offers a grounded examination of a smart grid and a sympathetic critique of common-sense participation.  相似文献

Policymakers in the Dominican Republic have responded to foreign pressure by rewriting their labor laws and revitalizing their labor ministry. What are the likely consequences? Is aggressive labor law enforcement more likely to protect vulnerable workers from abuse and exploitation or to undermine their ability to compete for labor‐intensive employment in an unforgiving world economy? And what are the broader implications of the answer? I address these questions by analyzing qualitative as well as quantitative data on workplace regulators empowered by the Dominican Republic in response to trade‐related labor standards imposed by the United States and find that they reconcile social protection with economic adjustment by simultaneously discouraging “low road” employment practices like informality, union‐busting, and the exploitation of child labor, and encouraging “high road” alternatives that link firms, farms, and families, on the one hand, to public educational, training, and financial institutions, on the other. The result is a potentially inclusive alternative to the repressive industrial relations regime that fueled export‐led development – and the East Asian “miracle” in particular – in the late twentieth century.  相似文献
