This paper takes an in-depth look at Binding, a recently theorised resource for analysing interpersonal meaning in three-dimensional space. Binding is concerned with the dialectic between affect and space. Extremes of Binding can evoke claustrophobic and agoraphobic responses to space, whereas median choices produce comfort zones of security or freedom. In considering how security and insecurity are experienced in the spatial realm, the paper also compares Binding with the resources language has for expressing similar meanings. While the examples used in this paper are drawn from the domestic sphere, Binding is relevant to spaces across an endless range of fields – the natural environment, schools, workplaces, retail sites, hospitals, museums – as well as virtual and literary spaces. It can be used to inform the design and analysis of all three-dimensional space – natural or built.  相似文献

This article argues that the public management of risk faces inherent "wicked issue" problems which are further accentuated in the context of the contemporary regulatory state. It is suggested that in order to overcome these limitations and inevitable trade-offs, there needs to be a more conscientious effort in setting out distinct components of any public management of risk, which should be considered and discussed through the lens of distinct worldviews contrasting interpretations and solutions, as well as potential "black-spots." It is only by acknowledging limitations of any one strategy and by considering plural solutions that there is less likelihood of disappointment when dealing with crises and disasters.  相似文献

Public reporting is a requirement for public affairs practitioners in public administration because of the democratic context in which government operates. By reporting to the public‐at‐large on agency activities, government agencies contributed to an informed citizenry, the essential foundation of a democracy. For public affairs in business administration and non‐profit administration, public reporting is desirable rather than mandatory. Public reporting was traditionally accomplished indirectly, through news media coverage of government. However, recent research suggests a diminution of interest by the media in fulfilling its role as an instrument of democracy. This means that the public reporting obligation of public affairs professionals in public administration needs to shift to direct reporting, through such products as annual reports, newsletters, TV programmes, Internet websites etc. Copyright © 2002 Henry Stewart Publications.  相似文献

ABSTRACT

Declining rates of public participation in the United States of America have raised questions about the sustainability and effectiveness of U.S. democracy. Some scholars have called for making democracy fun through the use of game design to make public participation more accessible. Using cultural discourse analysis, this study explores the locally situated communication practices of a civil society organization called Warm Cookies of the Revolution that seeks to (re)imagine U.S. democracy by making public participation fun. The research employs ‘fun talk’ – a specific communication practice within public participation – as an analytical unit and finds that fun talk served as a discursive hub of emotion with radiants of meaning connected to being, acting, and relating. In contrast to those who have argued fun democratic practices should employ game design to improve public administration, participants understood fun talk as a way to introduce them to civic affairs, form relationships with neighbours, and take action to improve their communities. The article discusses implications for theories of emotion and affect in civil society scholarship.  相似文献

The impact of terrorist events on attitude formation and change among mass publics has been well established in political research. Still, no individual-level study has examined the impact of terrorist attacks on political participation. This article aims to fill that gap. Drawing on theories of affect, it is predicted that fear stemming from a terrorist attack will increase motivation to seek out political information, yet will have a negative effect on actual participation. On the contrary, anger will hinder information seeking but will boost the intention to participate in political rallies. These hypotheses are tested using data from a two-wave panel study that collected one wave before and a second wave after the January 2015 Paris attacks, and from one cross-sectional study carried out soon after the November 2015 attacks.  相似文献

This article undertakes a comprehensive examination of the social-psychological theory behind the concept of partisanship and addresses how well contemporary measures, especially the ubiquitous NES/Michigan measure, accord with contemporary theories of measurement, attitudes, and group identification. A number of shortcomings with the NES measure are discovered and more recent, psychologically informed measures that address these shortcomings are explored. After a brief empirical demonstration of the utility of these newer measures, recommendations are made for using new theory and new measures to improve our understanding of the role of partisanship in influencing political behavior.  相似文献

A significant trend emerges in contemporary fantasy-what might be called 'heterocosmic fantasy', as opposed to an older but still vital tradition of 'epic' high fantasy. The narrative forms of heterocosmic fantasy accord with the defining characteristics of contemporary media (particularly the Internet and contemporary television programming, and the practice of 'surfing' both of these), but this form of fantasy also rehearses certain ideological modes of behaviour. In particular, it rehearses in textual form the illusory alterity, the management of potential social unrest, and the frenetic consumption of 'late capitalist' society.  相似文献

本旨在探讨运用混沌理论分析公共行政的必要性与可能性。公共组织的非线性、复杂性、不确定性和变动性特征表明,主流公共行政学的理论预设并不符合公共行政的实际。为此,运用主要研究系统的非线性特征的混沌理论来理解公共行政现象并解决公共行政问题,不仅可能,而且必需。混沌不仅为我们提供了研究公共行政的的视角,而且为公共行政的改革提供了理论基础。  相似文献

In 2015, the Hyogo Framework for Action on disaster risk reduction (DRR) expired, necessitating the introduction of a new international agreement. This article investigates the activities and achievements of the Japan civil society organization coalition for the 2015 UN World Conference on DRR (JCC2015) from the point of view of its involvement in the shaping of the new Sendai Framework for DRR. Although JCC2015 contributed to agenda setting and policy development processes and managed to secure recognition for its position on nuclear risk at a regional level, its participation did not translate into impact on the Sendai Framework to the extent it wished to achieve. The article’s findings testify to the on-going and active inclusion of non-governmental stakeholders in the UN-led global policy-making processes concerning reducing disaster risk, but they also illustrate difficulties that actors who aim to introduce new elements into the agenda need to tackle.  相似文献

The funding of global public goods, such as climate mitigation, presents a complex strategic problem. Potential recipients demand side payments for implementing projects that furnish global public goods, and donors can cooperate to provide the funding. We offer a game‐theoretic analysis of this problem. In our model, a recipient demands project funding. Donors can form a multilateral program to jointly fund the project. If no program is formed, bilateral funding remains a possibility. We find that donors rely on multilateralism if their preferences are relatively symmetric and domestic political constraints on funding are lax. In this case, the recipient secures large rents from project implementation. Thus, even donors with strong interests in global public good provision have incentives to oppose institutional arrangements that promote multilateral funding. These incentives have played an important role in multilateral negotiations on climate finance, especially in Cancun (2010) and Durban (2011).  相似文献

A growing body of scholarship analyzes the emergence and resilience of forced labor in developing countries within global value chains. However, little is known about how forced labor arises within domestic supply chains concentrated within national borders, producing products for domestic consumption. We conduct one of the first studies of forced labor in domestic supply chains, through a cross‐industry comparison of the regulatory gaps surrounding forced labor in the United Kingdom. We find that understanding the dynamics of forced labor in domestic supply chains requires us to conceptually modify the global value chain framework to understand similarities and differences across these contexts. We conclude that addressing the governance gaps that surround forced labor will require scholars and policymakers to carefully refine their thinking about how we might design operative governance that effectively engages with local variation.  相似文献

SUMMARY

How does public opinion respond when faced with the tragic death of a political candidate in the midst of an election campaign? The concept of the sympathy vote suggests that media coverage of the tragedy and the unification of public opinion carry the party of the deceased to victory on Election Day. Yet, the emotional dynamics of public opinion may not be so simple. This study argues that the relationship between emotion and candidate support hinges largely on behavioral expectations and media coverage. If messages violate expectations, media will focus on controversy leading to a dissipation of the sympathy effect in public opinion. This investigation elaborates on the mechanisms governing the relationship between campaigns and public opinion by emphasizing the significant link of media coverage in the process, and by defining boundaries of the concept of the sympathy vote for further theoretical consideration.  相似文献

The banking crisis and the recession it induced provide a salient backdrop to domestic and international politics. 2 The International Monetary Fund (IMF 2010) estimates that total banking losses between 2008 and 2010 exceeded US$2.3 trillion. This article uses grid‐group theory to review the existing literature on the causes of the banking crisis and, in doing so, distinguishes between hierarchical, individualist, egalitarian and fatalist accounts of what went wrong and of what needs to be done to prevent another crisis from occurring. It is argued that the existing reform agenda is underpinned by a hierarchical analysis of the causes of the crisis and that this risks narrowing the support base for the reform process.  相似文献

在灾害治理过程中“无(未)知”现象层出不穷,“离灾优于防灾、防灾优于救灾”这一反思性理念应运而生。离灾以“与灾害共存”、“和自然共生”及“共生共荣”为基本理念,提倡人类在灾害经验反思基础上运用最新科学技术和非结构措施建构社会系统良性运转策略。离灾政策主要包括离灾城镇建设、离灾建筑品质、离灾用品及机制评分制度、离灾人员认证制度、离灾意识培养和非结构式措施运用等,主张将不合理、不必要的防灾费用用于离灾建设,同时以“山、路、桥、河”为共治对象,并落实灾后重建生态保育复育理念、制定“离灾不离村、离村不离乡”和永续社区发展等策略以最大限度减少灾害带来的冲击。离灾政策尽管存在着短时期内效益难以显现、成本高、实际运行效果不确定和不同政策目标难以取舍等局限,但无庸置疑,它对于我国灾害治理具有极为重要的启示意义。  相似文献

The use of outcome-based performance management as a means of coordinating and monitoring the production of decentralized public services has been growing. At the same time, it has been associated with significant problems, notably difficulty in controlling opportunistic behavior. However, alternative service delivery models based on open collaboration and coproduction, which can control opportunism, require initial trust between partners, and are often vulnerable to corruption, complacency, and rent-seeking. Thus, open collaboration models appear to need additional mechanisms that would promote trust building between partners even where trust is initially low, together with ensuring accountability and reducing opportunism. Based on a review of the recent business literature on networked production, the paper puts forward a service delivery model based on benchmarking, iterative planning and design, and error detection and correction mechanisms.  相似文献

The purpose of this study is to investigate the relationship between social media usage for work purposes and employee job satisfaction in the public sector. Because social media is a relatively recent phenomenon, the ways in which it affects employee attitudes such as job satisfaction are not well-known. Using self-determination theory (SDT) as a framework, this study tests whether perceived competence, relatedness, and autonomy mediate the relationship between social media usage for work purposes and employee job satisfaction. Data were obtained from the Australian Public Service Commission (APSC). Overall, results generated from the structural equation models support SDT, suggesting that employees using social media for work purposes have higher self-determination and higher self-determination increases their job satisfaction. In particular, the effect of competence to job satisfaction is very high. However, while social media usage for work purposes can enhance employees’ need for autonomy and competence, it does not have any statistical effect to employees need for relatedness. In addition, social media does not have any statistical and direct effect to job satisfaction. The results suggest that social media has an indirect effect to job satisfaction.
