This article examines ethnic conflict and its impacts on intramural relations within the Association of Southeast Asian Nations (ASEAN). It suggests that ethnic politics at home often propels leaders to get involved in ethnic conflict elsewhere. In the ASEAN context, regional institutions, especially the principle of non-interference, mitigate the effects of ethnic politics and preclude the possibility of coercive intervention. The third state is more likely to appeal to facilitation or mediation. On the side of the host state, when the regime faces complex legitimacy crisis, it is more likely to reject the third state's involvement. Ethnic conflict is likely to cause diplomatic tussles between the two states. In contrast, when the regime of the host state enjoys a higher level of legitimacy, it is more amenable to the third party's mediation. Cooperation on conflict management will foster inter-state trust. This article illustrates the above mechanism by examining Malaysia's role in Thailand and the Philippines’ ethnic insurgencies.  相似文献

This article explores the intelligence requirement of international mediation, a topic that is ignored in both the literature on conflict resolution and the literature on intelligence. A mediator's strategies and tactics ought to be informed by a deep understanding of the parties' internal calculations about the conflict and its resolution. Intelligence is needed to gain this understanding because the parties typically do not reveal their sensitive deliberations to outsiders. United Nations mediation teams should have a monitoring and analysis unit that endeavours to meet this need and reduce the ignorance that commonly afflicts international mediation.  相似文献

Despite the upsurge in the literature on third party intervention in recent years, particularly that relating to mediation, there is still a significant gap in the field. While some theoretical accounts content themselves with describing the qualities of an ideal mediator, other studies borrow examples from a variety of case studies to emphasise the wide range of the mediator's functions or the tactics it can use. What is missing is a systematic, case study-driven analysis that draws on the theoretical literature while generating some fresh propositions about the conditions that are propitious for successful mediation. The article aims to achieve this by proposing three hypotheses about the impact of power, impartiality and timing on the mediation process: (1) The more power (leverage) the mediator has over the disputants, the more likely it is to succeed. (2) The more impartial the mediator is, the more likely it is to succeed. (3) Mediation is more likely to succeed when the conflict has reached an escalatory stage. These hypotheses will be tested against the experience of four successful cases of third party intervention in the Arab–Israeli conflict, which over the past six decades has experienced a multitude of mediators of different types.  相似文献

ABSTRACT

The purpose of this article is to shed light on an understudied topic in public administration, namely, commitment to organizational change. Specifically, this study examines the extent to which the quality of the relationship between employees and their managers positively influences employees’ commitment to change. Further, it investigates whether this relationship varies as a function of a person's core self-evaluations, that is, the valence of a person's self-regard. Evidence from a multivariate regression analysis in a public sector organization at the local level in the UK revealed that individuals who have high-quality relationships with their managers are more likely to be accepting of change; this is especially true for individuals with lower levels of core self-evaluations. Implications for theory and practice are discussed.  相似文献

Abstract

The news media’s ability to mobilise citizens to participate politically by emphasising elite conflict in politics is not well understood. This article argues that citizens may gain knowledge when exposed to conflict news framing. It further theorises that whether they translate their knowledge into political participation is conditioned by their orientation towards conflict. Individuals who avoid conflict participate less frequently than individuals who do not. The proposed moderated mediation process was tested using a content analysis of news media coverage and a three-wave panel survey (n?=?2,061). Results show that the effect of exposure to conflict news framing on (changes in) political participation is positively mediated by knowledge. This mediation effect is moderated by conflict avoidance, where the effect is more positive among conflict non-avoiders than conflict avoiders. This study shows that understanding the news media’s mobilising effect on political participation requires attention to both news content and individual motivational factors.  相似文献

Many organization theories suggest that divergent goals can hamper an organization's pursuit of its primary mission. An earlier version of this article analyzed the effect of the pursuit of divergent goals on American public schools. This is an update of the original article that adds two years of data to the original study. Using an educational production function, this article assesses the relationships between athletic budgets and various aggregate measures of academic performance. Controlling for various known components of academic performance, athletic budgets have a significant negative relationship with academic performance. Schools that devote a large amount of resources to athletic budgets have lower levels of academic achievement. A focus on athletics seems to institutionalize goals that conflict with the schools’ academic missions.  相似文献

In this article, I analyze the conditions that promote the request, offer, and occurrence of mediation between enduring rivals. Although the mediation literature has devoted considerable attention to the form that mediation takes, the approaches that mediators use, and the conditions under which it is successful, little attention has been given to the conditions under which mediation is most likely to occur. The results of the analysis point to a disconnect among enduring rivalries between the factors that the literature highlights as promoting mediation success and those that promote the onset of mediation. This disconnect is particularly apparent in the conditions that prompt third-parties to offer mediation .  相似文献

This article looks at the relationship between the political affiliation of local leaders and the distribution of government funds with the help of a new dataset on local elections from 18 European countries between 2000 and 2013. It finds that central governments are more likely to target regions with high density of local councils affiliated with the parties in government only under certain institutional arrangements. The relationship exists where local councils enjoy little power and thus are less able to claim credit for the funds independent of the central government. The relationship is also present where local leaders are involved in the selection of candidates for national office.  相似文献

The relationship between Thailand and China has been both long and complicated, with periods of conflict associated with, for example, the cold war. In recent years, and especially following the Asian Economic Crisis, there has been a blossoming of the relationship, built on careful diplomacy, a renewal of interest in ethnicity and expanding business dealings and rising bilateral investment. In the contemporary period, the relationship has reached a new high. Since Thailand's military junta came to power in 2014, China has been a significant diplomatic, economic and strategic partner. Part of the explanation for this has to do with the junta's inability to deal with the USA following the coup. This article suggests that the turn to China has much to do with Thailand's turbulent domestic politics. In examining this bilateral relationship, this article addresses issues related to infrastructure, business and trade, military co-operation and cultural relations.  相似文献

The UK Financial Conduct Authority has developed and implemented policies targeting individuals for regulatory non-compliance in the post-2008 crisis period. This article develops a tripartite framework that differentiates between individual–firm, regulator–individual, and regulator–firm interactions to capture the complexity of these enforcement proceedings. Drawing on interviews with stakeholders, administrative decisionmaking observations, and documentary analysis, it outlines the process of individualizing responsibility for non-compliance and finds that this approach poses evidential and investigative challenges for the regulator as a result of individual and corporate responses. The evidence shows that individuals are more likely than firms to engage in an adversarial response to an investigation rather than to settle. At the same time, through an inverse process of “corporatization” of the enforcement proceedings, firms may employ resources and strategies aimed at obscuring individual responsibility or binding together more closely the corporate and the individual case. The article concludes that the prospects of a successful outcome in investigating individuals depend not only on regulators' activities but also on corporate responses and on which managers are considered assets to the firm and which may be thrown to the wolves.  相似文献

Social enforcement, the decentralized action by organizational actors of monitoring, identifying, and reporting legal violations, is widely recognized as a key factor in ensuring good governance. This article reports on an experimental survey conducted in the US and Israel examining the behavior of individuals when confronting workplace unlawful conduct. The study provides novel insights into the relationships between state based, organization based, and employee based enforcement. It finds that the likelihood and the manner of reporting will vary depending on the type of illegality and are strongly correlated to perceptions of legitimacy, job security, and voice within the workplace. Comparing illegalities, employees prefer to report clear violations by rank and file employees rather than violations by managers. At the same time, external reporting to government or media entities is most likely when violations involve the organization as a whole or implicate top management. The study also finds cultural and gender differences in reporting patterns. Finally, the study provides support for the understanding that social norms are more predictive of social enforcement than expected organizational costs.  相似文献

This article offers a new theoretical explanation of the relationship between religion and the demand for redistribution. Previous literature shows that religious individuals are less likely to favour redistribution either because (a) religion provides a substitute for state welfare provision, or (b) it adds a salient moral dimension to an individual's calculus which induces them to act contrary to their economic interests. In this article, it is argued that the effect of religion on an individual's redistributive preferences is best explained by their partisanship, via a process of partisan motivated reasoning. In contexts where parties are able to combine religion with pro-redistribution policies, religious individuals are more likely to favour redistribution as doing so reinforces their partisan identity. In advanced democracies, religious individuals are more likely to be supporters of centre-right parties that oppose redistribution. However, in Central and Eastern Europe (CEE) the historical and political context leads to the opposite expectation. The nature of party competition in CEE has seen nationalist populist parties adopt policy platforms that combine religion and leftist economic programmes. They are able to credibly combine these two positions due to the way in which religion and the welfare state became linked to conceptions of the nation during the inter-war state-building years. Using data from 2002–2014, the study shows that religiosity is associated with pro-redistribution attitudes in CEE. Furthermore, religious supporters of nationalist populist parties are more likely to favour redistribution than religious supporters of other parties. The results of this research add greater nuance to our understanding of the relationship between religiosity and economic preferences.  相似文献

ABSTRACT

How do legislators deal with having preferences that go against those of the principals that they represent in parliament? This article analyzes the debate in the aftermath of the Brexit referendum in the House of Commons to explore the relationship between divergent preferences and legislative speeches. It finds that legislators who defy the will of their country or constituency are rather communicative, and their speeches reveal higher levels of negativity. In contrast, those defying their party refrain from speaking in parliament, but if they speak, they use a significantly less negative language. These findings suggest that legislators behave strategically in deciding whether and how to justify their positions publicly when in conflict with their various principals.  相似文献

Previous research demonstrates that opposition to immigration increases when immigrant groups are seen as economically non‐viable and burdened with distinctive and unassimilable cultural practices. However, no research to date has investigated the parallel relationship between attributes of individuals and willingness to admit these individuals as legal immigrants. This study examines Norwegians’ evaluations of individual immigrants. Using an experimental design, specific attributes of immigrants are manipulated, making them appear more or less likely to make an economic contribution and more or less likely to assimilate into Norwegian culture. It is found that the decision to admit individuals is predominantly influenced by the immigrant's economic background. Norwegians are especially supportive of highly skilled immigrants. The immigrant's race is also relevant, but the effect of racial cues varies between men and women. Immigrants with an Afrocentric appearance are more likely to be rejected by men, but accepted by women. The article recommends that immigration researchers measure public support for immigration at both the policy and individual immigrant levels.  相似文献

This article examines the patterns in the Democratic People’s Republic of Korea’s (North Korea’s) use of hostile rhetoric in its internationally-directed messaging. The article first places North Korea’s belligerent rhetoric in the context of that country’s capacity to threaten the US and its Northeast Asian allies; indeed many analysts worry that Pyongyang’s rhetoric represents a conflict escalation risk or even a casus belli. Following this, the article discusses the common explanations – irrationality/incompetence, lack of audience costs, inter alia – for why the North Korean regime employs such hostile rhetoric, and finds these explanations wrong or misleading. The main analysis section describes the results of a study of 10 years of English-language propaganda published by the KCNA (North Korea’s state news agency). A multiple regression model is used to test the relationship between North Korea’s hostile rhetoric and a set of independent variables. The statistical tests indicate a mixed correlation of North Korean rhetoric to the independent variables. One major finding is that there is no correlation between hostile North Korean rhetoric and the country’s kinetic provocations. The conclusion discusses the role that North Korea’s rhetoric plays within the country’s larger adversarial relationship to the US, South Korea, and Japan.  相似文献

This article examines the relationships between the CIA and the US domestic press during the 1950s through the lens of CIA covert interventions in Guatemala and Indonesia. It disputes interpretations of the press/CIA relationship that argue for significant control exercised by the CIA, and contends that there were several types of press/CIA relationship, ranging from cooperation to hostility. The most common relationship was one of friendly confluence, rooted in Cold War considerations; even well-disposed reporters, though, tended to be careful about preserving their independence. This article concludes that while the CIA/press relationships generally resulted in reporting favorable to the CIA, there were counter-trends in the 1950s that laid the groundwork for the later collapse of the CIA's public image.  相似文献

While some scholars call for mechanisms to give citizens a greater voice in politics, others critically question the demand for more citizen participation. Rather, they find that the people do not want to be involved in politics and prefer independent experts to make political decisions. This perspective is captured by Hibbing and Theiss-Morse in their concept of stealth democracy. They describe stealth democrats as people who think that political debates are unnecessary or who naturally avoid all sorts of conflict. Especially the latter argument points to a potential psychological underpinning of stealth attitudes, which forms the starting point of the investigation here. This article evaluates the personality of stealth democrats and makes use of a well-known concept to capture personality traits, the ‘Big Five’ model. Analysing unique survey data from Switzerland, the results reveal significant relationships between personality traits such as conscientiousness, agreeableness, and neuroticism and stealth attitudes.  相似文献

The debate on volunteering has paid insufficient attention to the relationship between public spending and volunteering. The importance of this relationship is highlighted by the British government's “Big Society” plan, which asserts that an increase in volunteering will compensate for the withdrawal of public agencies and spending. This idea is based on the widely held belief that a high degree of government intervention decreases voluntary activities. This article uses a multidisciplinary approach to improve understanding of how public spending affects the decision to volunteer. A theoretical model conceptualizes this relationship in terms of time donation by employed individuals. The model is tested empirically through an econometric analysis of two survey data sets and interpretative analysis of narratives of local volunteers and public professionals. The results suggest that volunteering is likely to decline when government intervention decreases and that a collaborative approach to sustaining volunteering is needed.  相似文献

The last 20 years of research on the micro-level relationship between involvement in voluntary associations and generalized trust has been characterized by a growing theory–data gap. This gap is especially problematic in terms of including diversity across voluntary associations in empirical analyses. This article aims to bridge this gap by using a hierarchically clustered data set (active members nested in voluntary associations) and multilevel analyses to test several hypotheses drawn from prior studies about the relationship between voluntary associations' characteristics and members' level of generalized trust. Overall, the results indicate that in explaining the variability in individual generalized trust levels, differences among the associations in which individuals are involved could contribute marginally at best. Almost all variance (97.6%) in individual level of generalized trust lies between the individuals and not between the associations. Furthermore, the analyses show no correlations for most tested associational characteristics. As for membership diversity, the most pronounced result runs opposite to expectation—thus providing some support for a membership similarity hypothesis rather than for a diversity hypothesis. The article raises the question whether the search for associational differences that might explain the lack of a general relationship between membership in voluntary associations and individual level of generalized trust is in fact a dead end.  相似文献
