At the end of the Second World War, British intelligence struggled to enforce strict limits imposed on Jewish immigration to Palestine. Holocaust survivors and Jews wishing to escape communism in Eastern Europe flooded the western Zones of occupation in Germany and Austria, while the Zionist movement worked to bring them to Palestine. Illegal immigration to Palestine was the key policy dispute between Britain and the Zionist movement, and a focus for British intelligence. Britain sought both overt and covert means to prevent the boarding of ships at European ports which were destined for Palestine, and even to prevent the entry of Jewish refugees into the American zones. This article highlights Britain's secret intelligence-gathering efforts as well as its covert action aimed to prevent this movement. It highlights a peculiar episode in the ‘special relationship’ between Britain and the United States, during which cooperation and partnership was lacking. British intelligence promoted a rumour that Soviet agents were using Jewish escape lines to penetrate Western Europe and the Middle East in order to persuade American authorities to prevent the movement of Jewish refugees. Instead, this article argues, American intelligence secretly cooperated with the Zionist organizers of the escape routes so to expose Soviet agents. Britain's attempt at deception backfired, and provided effective cover for the movement of hundreds of thousands of Jews during a critical period. Meanwhile its intelligence had dramatically improved, but policymakers failed to reassess Britain's ability to sustain immigration restrictions and the indefinite detention of tens of thousands of illegal migrants.  相似文献

About 330,000 of partial Jews and gentiles have moved to Israel after 1990 under the Law of Return. The article is based on interviews with middle-aged gentile spouses of Jewish immigrants, aiming to capture their perspective on integration and citizenship in the new homeland where they are ethnic minority. Slavic wives of Jewish men manifested greater malleability and adopted new lifestyles more readily than did Slavic husbands of Jewish women, particularly in relation to Israeli holidays and domestic customs. Most women considered formal conversion as a way to symbolically join the Jewish people, while no men pondered over this path to full Israeli citizenship. Women's perceptions of the IDF and military service of their children were idealistic and patriotic, while men's perceptions were more critical and pragmatic. We conclude that women have a higher stake at joining the mainstream due to their family commitments and matrilineal transmission of Jewishness to children. Men's hegemony in the family and in the social hierarchy of citizenship attenuates their drive for cultural adaptation and enables rather critical stance toward Israeli society. Cultural politics of belonging, therefore, reflect the gendered norms of inclusion in the nation-state.  相似文献

Does religious commitment have a common political impact across national frontiers? To date, that question has been explored empirically only for Roman Catholics, who might be expected to behave similarly because of centralizing resources in their tradition. This article explores the extent of transnational political attitudes among Jews in the United States and Israel, two groups with less centralized authority structures and radically different religious situations. Parallel surveys of Jews in the United States and Israel, analyzed by OLS regression with the slope dummy approach, indicate that Jewish religiosity has a common influence on most political issues but often has much sharper effects in one society than the other. Given our expectation that Jews would exhibit lower levels of transnational similarity than Roman Catholics, the findings reinforce scholars who perceive religion as a potent transnational political factor.  相似文献

Research concerning immigrant and ethnic business formation has focused almost exclusively upon the enterprises of economically motivated immigrants and long established refugees. Ignored are the businesses opened by recent refugees who, since 1975, account for 20% of the legal entrants to the United States. Because refugees have different social and demographic characteristics than economic immigrants and come to the U.S. for different reasons, they reveal distinct entrepreneurial behaviors. Relying on a sample of 67 Soviet Jewish and Vietnamese enterprises in California, this study explores the prospects for refugee self-employment. It considers the characteristics of self-employed refugees, their resources and motives for openingbusinesses, and their use of community-based sources of capital, labor, customers and information.  相似文献

In June 1967, the Soviet Union abruptly cut off diplomatic relations with Israel and withdrew its embassy staff from Tel-Aviv, including its large KGB Rezidentura. To develop new sources of intelligence in Israel, the KGB recruited under duress hundreds of Russian Jews to spy in Israel in return for allowing their families to leave the Soviet Union. Most of these ‘recruits’ abandoned their task once they reached Israel, leaving Soviet intelligence with only a small number of agents in Israel who were handled by KGB illegal case officers working out of Russian churches. These agents were able to make careers in Israel and obtain some access to confidential military information, but generally failed to reach Israel's inner circle of political and military decision makers. This inner circle was only breached in 1983 by the treachery of a highly placed former Mossad officer who offered his services to the Soviets and became the KGB's best source for secret information deep inside the Israeli government.  相似文献

In public the 37th President of the United States did not express hostility or disparagement, or show any signs of religious prejudice towards Jews. But inside the White House, Richard M. Nixon's remarks were often scurrilous. His antisemitism was not casual; it was close to compulsive. And it could be coupled with other seething grievances, for example, towards liberals, radicals, the media, Blacks and Italian-Americans. Yet Nixon controlled his antisemitism. It had no adverse effect on Jewish life, either at home or abroad. The malice that he nurtured remained unmobilized. Apart from a few limited personnel instances (mostly but not completely ignored by Nixon's underlings), it is impossible to connect private resentment to public policy, probably because the barriers to the expression of antisemitism in the United States have been so high. The ugliness of his utterances in the Oval Office revealed his character, but did not extend outward to shape the processes of governance. A disconnect can therefore be discerned between what he felt and how he acted. Most American Jews voted for Nixon's Democratic opponents in 1968 and 1972. But even Jews who voted against him, even those who loathed him, have often acknowledged that Nixon's policies fortified the security of Israel; and he was proud of his support for the Jewish state during the Yom Kippur War. What betrayed Nixon, and what forced him to resign the presidency, was his decision to instal a secret taping system in the Oval Office. When the tapes were played in 1974, he showed himself to be conspiring to obstruct justice. In subsequent years, further exposure of the tapes revealed the extent and intensity of Nixon's antipathy to Jews. The expletives that had to be deleted did much to besmirch the dignity of the office. But such was the stigma the political culture attached to antisemitism that, had his bigotry become public before 1968, Nixon's career would have been over.  相似文献

After the Soviet invasion of eastern Poland in September 1939, a network of Jewish underground organizations and active conspiratorial groups was established. Its objective was to resist the violent imposition of the Soviet system, to preserve Jewish culture and religion and, for those with a Zionist orientation, to work for the establishment of a Jewish homeland. The Zionist parties and organizations among them were particularly active, especially the youth groups. The fate of the Jewish population of Eastern Europe under the Soviet occupation of 1939–41 remains understandingly overshadowed by the tragic events of the Holocaust. As a result, the activities of this Jewish underground are not widely known and have received little attention from scholars. Only in recent years have historians researching the history of Jews in eastern Poland begun to look more closely at Jewish resistance and especially at Zionist activity under Soviet occupation. These scholars have, however, relied exclusively on the eyewitness accounts of the few survivors. At the same time, Polish and Russian historians conducting intensive research on the war-time Soviet occupation of eastern Poland have published contemporary Soviet documents that confirm the existence of this Jewish underground. The material currently available shows that the Jewish underground was more widespread than previously thought, and that the Soviet authorities viewed Jewish resistance groups, and indeed any clandestine activity, as a serious threat to their rule.  相似文献

Conventional scholarly wisdom has it that most Italian Americans in the United States were loyal supporters of the policies of Fascism in the inter-war years but eventually rejected the antisemitic measures that Benito Mussolini's regime adopted in their ancestral country in 1938. Contrary to such an interpretation, Luconi argues that many Italian Americans themselves held antisemitic attitudes and, therefore, did not distance themselves from Fascism after Mussolini launched his campaign against Italian Jews. He also contends that these attitudes resulted less from an ideological commitment to Fascism than from both the strained relations between Italian Americans and Jewish Americans, and the antisemitic climate of opinion that characterized American society in the 1930s. Italian Americans and Jews were partners in the labour movement and the Democratic Party. Yet the former resented the latter's distrust in Italian Americans' labour militancy, as well as the earlier rise of Jews in the hierarchies of the unions and the Democratic Party. Furthermore, Italian Americans and Jews competed for jobs, political patronage, cheap housing and relief benefits, especially during the Depression years. Such ethnic rivalries and the appeal of right-wing organizations to Italian Americans contributed to make the latter prone to antisemitism. As a result, few Americans of Italian descent came out against the racial policy of the Fascist regime.  相似文献

This paper investigates how Eritrean refugees in Israel and civil society organisations who engage with refugee issues contest the exclusionary politics of asylum in Israel. It presents various acts of claims-making initiated by Eritrean refugees themselves or in response to hostility by others, as well as acts inaugurated by Israeli civil society organisations on behalf of or with refugee populations. Drawing on the concept of activist acts of citizenship developed by Engin Isin, the paper subsequently analyses to what degree those acts have redefined aspects of social and political membership for Eritrean refugees in Israel. In a further step, it shows the limitations of such acts in terms of developing a solidaristic refugee-citizen agenda that profoundly challenges hegemonic public discourse and political debate. The paper concludes by arguing that activist acts of citizenship are best studied in relation to the transformative power they may have on the various individuals engaging in them, but not as a strategy for a wider politics of resistance, as ultimately nation state politics continue to determine the actual realisation of concrete rights.  相似文献

Among the many paradoxes of Israeli politics, there are the strategies of political inclusion used by organizations and parties representing groups that reject the universalism which Israeli democracy is heir to. This paper develops a model of ‘political inclusion Israeli-style’, illustrated by one party, Shas, which since 1984 proclaims itself the voice of the socially and culturally excluded Sephardi population of north African and Middle Eastern Jews, who represent over 40% of the Jewish population. Shas is also a movement of religious and ethnic revival which, by adopting a social strategy of self-exclusion grounded in strict religious observance, and of independence vis-à-vis established Ashkenazi ultra-Orthodox politics, has gained 11 out of 120 Knesset seats, inclusion in government, and control over a share of educational and welfare expenditure. The paper raises the issue whether such less-than-perfectly universalistic practices are not a variety of corporatism and possibly, for the parties concerned, a more effective strategy of incorporation than the classic social democratic path.  相似文献

Abstract

Tibor Eckhardt, a Hungarian émigré, was a key player in American intelligence operations regarding Hungary during World War II and the early Cold War. He worked closely with a secretive American intelligence organization headed by John Grombach, an American intelligence officer who was a vehement opponent of the CIA. Though Eckhardt and Grombach shared concerns about the CIA, they were also forced to cooperate with it. Eckhardt’s endeavors and those of the many Hungarians whose intelligence work he coordinated were ultimately futile. Hence, they were representative of the efforts of freedom-loving Hungarians to liberate their country during the Cold War.  相似文献

On average, two‐thirds of the Jews in German‐controlled territory during World War II did not survive. However, the degree of victimization varied considerably, depending on the area examined. In Poland, the Baltic States, the Protectorate of Bohemia‐Moravia, Greece, the territories of Yugoslavia and the Netherlands, more than 70 percent of Jews were killed. In Hungary and the occupied territories of the Soviet Union, the number of Jews killed was close to the average. In Belgium, Norway, France, Italy, Luxembourg, and Denmark, a majority of the Jews survived. At the same time, the structure of Nazi rule over Europe before and during World War II was characterized by a wide variety of administrative regimes. So far, research has not systematically linked different degrees of Jewish victimization to different kinds of administrative regimes. Did different forms of administrative regimes result in differing degrees of Jewish victimization during the Holocaust? The present paper presents both evidence and an operationalization for a related general hypothesis.  相似文献

This contribution examines the gendered aspect of the American response to the issue of peace in the Cold War. In 1949, the US government accused the Soviet Union of launching a ‘Peace Offensive’, designed to represent the Soviet Union as ‘peace-loving’ whilst painting the Americans as ‘warmongers.’ In recognition of the undeniable appeal of ‘peace’ as a rallying cry, the United States sought to re-define the term in such a way as to illustrate the difference between what East and West meant by their commitment to the cause of peace. American women's associations had a particularly active role in US efforts to counter the Soviet ‘Peace Offensive’. Leaders of US women's associations and policy-makers within the government were concerned that the ‘Peace Offensive’ specifically targeted women, on the basis of their special gendered interest in peace. They tried to convince women across the globe that Soviet-backed peace campaigns lacked sincerity and that women's special interest in peace was best represented by the United States.  相似文献

Since the turn of the millennium a growing number of European populist radical-right parties have taken to criticizing antisemitism and embracing Israel's cause in its conflict with the Palestinians. This development raises the question of whether, for the first time in European history, we are confronting radical-right politics that is not antisemitic. Kahmann’s article approaches this recent development on the extreme right-wing spectrum of European parties from an empirical perspective: he analyses the manner in which leading representatives of the Belgian Vlaams Belang (VB), the Sweden Democrats (SD) and the (now-defunct) German party Die Freiheit have articulated their anti-antisemitism and their solidarity with Israel, and the conclusions that are thereby suggested with regard to the underlying image of Jews and Israel. Kahmann's analysis shows that the pro-Israel and anti-antisemitic turn serves primarily as a pretext for fending off Muslim immigrants, which is claimed as a contribution to the security of the Jewish population. Furthermore, it shows that the right-wing ideal of an ethnically homogeneous nation results in the perception of Jews as members of a foreign nation and in the cultivation of stereotyped images of Jews. For these parties, the status of the Jewish population in the respective European states remains therefore precarious: Jews are merely granted the status of a tolerated minority as long as they are not considered to pose any threat to the ‘native’ culture. The conflict between Israelis and Palestinians serves in this context as a convenient screen on which to project the popular right-wing narrative of a battle between the Judaeo-Christian Occident and the Muslim world.  相似文献

Israel's Palestinian citizens have historically enjoyed limited individual rights, but no collective rights. Their status as rights-bearing citizens was highlighted in 1967, with the imposition of Israel's military rule on the non-citizen Palestinians living in the occupied territories. It was the citizenship status of its Palestinian citizens that qualified Israel, a self-defined “Jewish and democratic state”, as an “ethnic democracy”. In October 2000 Israeli police killed 13 citizen Palestinians who participated in violent but unarmed demonstrations to protest the killing of non-citizen Palestinians in the occupied territories. Both the citizen Palestinian demonstrators and the police were engaged in acts of citizenship: the former were asserting their right as Israeli citizens to protest the actions of their government in the occupied territories, while the latter attempted to deny them that right and erase the difference between citizen and non-citizen Palestinians. Significantly, no Jewish demonstrator has ever been killed by police in Israel, no matter how violent his or her behavior. In November 2000 a commission of inquiry was appointed to investigate the killings. Its report, published in September 2003, is yet another act of citizenship: it seeks to restore the civil status of the citizen Palestinians to where it was before October 2000, that is, to the status of second-class citizens in an ethnic democracy. The Commission sought to achieve this end by undertaking a dual move: while relating the continuous violation of the Palestinians' citizenship rights by the state, it demanded that they adhere to their obligation to protest this violation within the narrow limits of the law. This article's key question is: could the Commission, by viewing the behavior of the Palestinian protestors as legitimate civil disobedience, have encouraged the evolution of Israel from an ethnic to a liberal democracy?  相似文献

Whitfield's essay seeks to identify and explain a tendency that emerged in the United States in the 1940s and extended through the 1950s. It was then that a notion became commonplace, especially among liberals, that the victims of prejudice were interchangeable and that bigotry was undifferentiated. Before the 1940s, the problem of prejudice was not widely believed to be urgent; but the war against the Third Reich heightened awareness of the price of an irrational hostility to minorities. American liberals in particular came to the understanding that bigotry was indivisible; and, for its objects, the cards of identity could easily be shuffled. Whether the victims were Jews or Negroes or homosexuals, the hatred that they elicited appeared to be formed without making any distinctions among them. Evidence can be found in the culture of those two decades, in novels, plays and films. The unitary view of the character of prejudice had some support in social science, including in the authoritative volume The Authoritarian Personality. The theory would also be reflected in a major shift in the agenda of Jewish civil rights organizations, which redefined their mission as promoting the democratic rights of all minorities rather than the particular interests of American Jews. This distinctive tendency vanished in the 1960s, however. One reason for the change was a fuller appreciation of the hostility that minorities could harbour towards other minorities. The realization also deepened of the singular vulnerability of black Americans under the pressure of racism, which demonstrated a tenacity as well as a proclivity for violence that had been largely absent from other forms of bigotry. Finally, a broader legitimation of difference itself emerged in the 1960s to bury the notion that minorities were fungible.  相似文献

Much that has been written on evangelicals in the United States concerns their impact on domestic politics. But the election of George W. Bush has resulted in a new importance for the relationship between evangelicals and US foreign policy. This has become particularly clear following the 11 September 2001 attacks on the World Trade Center and the Pentagon. Three issues deserve further study. One is evangelicals’ attitude to Islam. The second involves the relationship between evangelicals and Israel. The third concerns the stance of evangelicals towards war with Iraq. Through an examination of these three issues, Durham explores a number of important ­questions, ranging from the relationship of evangelicals’ theology and their politics to their partly supportive, partly critical attitude towards an administration itself led by an evangelical. Many evangelicals see the ‘war against terror’ as a war against Islam and unreservedly approve of Israeli policy, and many supported the launch of war in Iraq. Yet evangelicalism is not a monolith and, with regard to its disputes over how to respond to the ‘threat’ of Islam or what view to take of the Israel–Palestine conflict, Durham offers new insights into a powerful voting bloc and source of pressure within US politics.  相似文献

In a series of cross-cultural experiments, we explore whether mentioning President Obama’s middle name facilitates or impedes his delicate position as a peace broker. Our results show that including Obama’s middle name affects perceptions of Obama and his proposals for the Middle East among Israeli Jews and Israeli Arabs. We examine whether the use of Obama’s middle name inspires the same reactions in the United States by replicating the study among those who sympathize with Israelis and those who sympathize with Palestinians. Results show that the effect of Obama’s middle name differs in the United States. This study has important implications, not only for the President Obama’s standing in the Arab world and for the conflict between Israelis and Palestinians, but also for our understanding of subtle ethnic cues and biases across cultural contexts.  相似文献
