The coal industry has provided for huge controversy since the 1970s. Much of it has focused on contraction and attempts to stop that. This article examines the efforts of two pressure groups—the National Union of Mineworkers (NUM) and the Coalfield Communities Campaign (CCC)—seeking to manipulate the political agenda in their own favor. It examines why the two groups, though both trying to affect issues on the political agenda to meet aspirations in coalfields, met a different response. It also examines why and how the CCC was able to achieve more success at political agenda manipulation at the European, rather than the national, level.  相似文献

Since the early 1970s, there have been highly sophisticated arguments and conceptual discussions put forward in relation to how Western liberal democracies might wish to manage their diverse ethnic minority populations. It is apparent, however, that in the current climate, the important principles of unity and diversity are insufficient to challenge differing forms of ethnic, racial, and religious inequality. This paper argues that because of its underlying assumptions and modus operandi in the post-September 11 climate, British multiculturalism has been ineffective, even supporting some commentators' suggestions of a return to assimilationism. There is a new era in post-September 11 political hegemony, economic determinism and structural and cultural racisms, with European government rhetoric and public policy almost exclusively aimed at Muslims—whether as existing citizens or as part of a process of limiting immigration (which has tended to be from mainly Eastern European, North African, and Middle Eastern sending regions and nations). The example of New Labour and how it has attempted to deal with multiculturalism in Britain is a case in point. The discussion explores the changing concept of multiculturalism with special reference to British Muslims and debates that emerge in relation to identity, nation and civil society. It is argued that the experience and treatment of British Muslims is important to explore and appreciate in the current climate as it provides a test case for the future of (a) British multiculturalism and (b) British Muslims in society per se.  相似文献

In particular, the essay reviewshow process tracing and systematic case comparisons can addresspath-dependent explanations. The article unpacks the conceptof path dependence and its component elements of causal possibility,contingency, closure of alternatives, and constraints to thecurrent path. The article then reviews four strengths that casestudies bring to the study of path dependence: offering a detailedand holistic analysis of sequences in historical cases, beingsuitable for the study of rare events, facilitating the searchfor omitted variables that might lie behind contingent events,and allowing for the study of interaction effects within oneor a few cases.  相似文献

This article investigates the implications of political and economic internationalization on patterns of governance from a statecentric perspective. The actual patterns of governance in internationalized environments can be related to the respective governance capacity of public and private actors, which hinges in turn on the strategic constellation underlying the provision of a public good. The specific strategic constellation varies in three dimensions: the congruence between the scope of the underlying problem and the organizational structures of the related actors, the type of problem, and the institutional context, all of which involve a number of factors. With this concept in mind, we identify four ideal-typed patterns of governance, enabled by different configurations of public and private capacities to formally or factually influence in various ways the social, economic, and political processes by which certain goods are provided.  相似文献

British multiculturalism is alleged to have buckled under various Muslim-related pressures. Indeed, some intellectuals, commentators and politicians of different political persuasions have pointed to evidence of a 'retreat' to be found in an increased governmental emphasis upon 'integration' and 'social cohesion'. One response to these developments, from defenders of diversity-related politics, has comprised a discursive reorientation of British multiculturalism to focus upon an anti-essentialist 'multiculture' that can transcend the alleged hitherto reification of British multiculturalism. This article offers an alternative appraisal of British multiculturalism. We contest the idea that British multiculturalism is subject to a wholesale 'retreat' and suggest instead that it has been, and continues to be, subject to a productive critique that is resulting in something best characterised as a 'civic re-balancing'. Simultaneously, and rather than seeking comfort in a depoliticised 'multiculture' view, we defend the ideal of a dynamic political multiculturalism, comprised of a body of discourses and policies originating from a racial equality paradigm inaugurated by the first Race Relations Act (1965). It is argued that this tradition has successfully and legislatively embedded a recognition of 'difference'– with the goal of promoting equality of access and opportunity – into Britain's self-image which has led to some significant accommodations for certain groups. Muslim minorities are currently appealing to this tradition as one means of achieving greater civic inclusion.  相似文献

This paper presents a case study of Amnesty International's relationship with the British Government. It demonstrates that Amnesty has a close working relationship with the Foreign Office over human rights violations abroad but is excluded from policy formation with regard to human rights in Britain. The differential treatment accorded to this legitimate group within different policy networks is discussed with regard to pluralist and state autonomy theories. It concludes that present accounts of pluralism cannot be empirically differentiated from reasonable theories of state autonomy.  相似文献

In this essay we discuss effects of growing interdependence and internationalization upon national political institutions. More exactly we address the question of how these processes are reflected in matters handled by the Standing Committees of the Swedish Parliament. Generally speaking, the proportion of international issues has increased continuously during the 1970s and the early 1980s. The internationalization of parliamentary work has mainly taken place outside the area of 'traditional' foreign policy. Even though internationalization is a general phenomenon in the Swedish parliament, the enhancement of international issues is particularly evident in subject areas linked to economic life in general, but issues concerning environmental policy, communications and energy policy also bear the stamp of internationalization. In spite of this internationalization of domestic politics the pattern of relations with actors on the international scene seems to be rather stable. The picture is dominated by international organizations in the Scandinavian region and Western Europe. Traditionally, the principle of consensus has governed Swedish security and defence policy. Our data support this notion. However, international issues outside the area of 'traditional' foreign policy do not bear the hallmark of consensus. The level of conflict is considerably higher and has risen, especially during the 1980s. Generally speaking, patterns of conflict in international issues do not deviate from those in 'pure' domestic policy. Thus, internationalization has also involved domestication regarding the level of conflict.  相似文献

In the existing literature on welfare state typologies, the concept of the universal welfare state is not defined precisely enough to allow for comparisons of universality over time and between countries. In this paper, I discuss some problems with the way the term 'the universal welfare state' has been used and I suggest possible solutions. Among other things, I propose that the term 'universality' be used to describe the provision of a specific welfare benefit independently of individual income and/or other individual characteristics. It should also be used to describe the coverage of welfare benefits rather than their size. Based on the theoretical discussion, a number of possible indicators of universality are applied to the case of Sweden in the 1990s. The conclusion is that, despite its economic crisis, universality in Sweden did not decrease.  相似文献

Few anticipated the radical program of public sector reform introduced by the Kennett government. A commitment to downsizing, markets and privatisation has transformed employment relations in the Victorian public sector. Familiar institutions have disappeared, major employment areas have been restructured, and jurisdiction for much public sector industrial relations has been transferred to the Commonwealth. Despite some industrial unrest, and occasional successes, public sector unions have been unable to fend off this ideological assault on traditional patterns of public sector employment.  相似文献

转型期中国乡村基层村庄民主选举备受学界关注,学界分别从乡村治理、制度变迁、政治民主等角度考察这一问题。然而这些考察忽略了一个重要维度:乡村公共性主题。笔者认为这一主题才是乡村选举的实质和意涵。通过Y村选举及修路等涉及村落公共事务的个案,笔者考察当前村落选举与村庄公共性生产、村落公意和共识的关系,文章认为当前基层乡村依然延续了差序式的公共性生产模式。这种公共性生产模式与通过选举运作生产公共性的模式之间具有内在张力,正是这种张力导致试图透过西式选举达成村落公意和民众共识的设想在重建当代乡村公共性实践中遇到问题。  相似文献

What have been the effects of coalition government on the British regulatory state? This article argues that the politics of regulation have been largely about a continuation of existing patterns, namely volatile stability rather than more far‐reaching change. The British regulatory state continues to be defined by boundary conflicts between the world of ‘politics’ and ‘regulation’, by conflicting calls for centralisation and decentralised autonomy, and by tensions between the wish to ‘reduce’ regulation and the realisation of inherent complexities.  相似文献

The importance of the concept of state in British political thought has recently been re-assessed, and Dyson's contrast between a continental 'state tradition' and an Anglo-American 'stateless tradition' has been put into question. Yet this paper argues that there remain crucial differences in the way in which French and British political thinkers have understood the concept of state. Focusing on a critical moment in the crystallization of the meaning of 'state', the turn of the twentieth century, and in particular on the anti-statist pluralist school, it analyses how state critics were influenced by national intellectual traditions. French thought has been permeated by the idea of the autonomy of the state vis-à-vis society at large, while British thought has remained committed to an ideal of fluidity between state and society.  相似文献

It is always misleading, and sometimes dangerous, to suppose that the current problems represent no more than a recapitulation of earlier and intractable difficulties. An inhibiting sense of déjà vu numbs the mind and distracts attention from the essential novelty of deceptively familiar issues. The contemporary interaction of religion and politics in Western societies is as different from nineteenth–century contests between traditional faiths and their critics as it is distant from medieval versions of the church and state question. These truisms are well illustrated by the attempt made in this article to apply some of the harder lessons of historical and of cross–national studies to current debates on changing relations between organised religion and public education.  相似文献

The enactment of national environmental management programswas prompted, in large part, by the perceived failure of stateand local government officials to deal adequately with pollutioncontrol and resource management problems. Paradoxically, theimplementation of several important environmental managementprograms relies heavily on these same state and local officials.Congress has sought to resolve this paradox by requiring federalevaluation of state and local environmental planning and managementactivities. Many of these evaluations are little more than routinefiscal audits. However one agency, the Office of Coastal ZoneManagement, has sought to develop a systematic evaluation processfocusing on all aspects of state coastal zone programs. Theseevaluative efforts have led to intergovernmental tensions, mostnotably with regard to the purposes and methods of evaluation,the appropriate roles of federal and state officials, and theresources available for evaluation. Since the passage of the Indian Gaming Regulatory Act in 1988,gambling on reservations has become a multibillion dollar industry.The act, however, has led to jurisdictional conflicts betweentribes and states. These conflicts are redefining the positionand role of Indian tribes in American federalism. As the tribeshave gained autonomy, states have lost jurisdictional powerand control. This paper presents three ways in which Crown forest administration in British Columbia at the turn of the 20th century helped to facilitate effective provincial control of territory. First, officials discursively constructed timbered spaces as a shared trust for British Columbia's citizens. Secondly, they produced useful geographical knowledge and a spatial architecture that would facilitate on-going surveillance. Finally, officials constructed resource spaces of sustained production, monitored and controlled by trained experts. Thus, Crown forest administration solidified provincial claims to vast swaths of territory. The analysis highlights the importance of considering the on-going geographies of land and resource management as a fundamental part of processes of dispossession and reterritorialisation.  相似文献
