The article investigates how parties compete over the welfare state by emphasising specific welfare state issues. The core argument is that two issue-specific factors determine how much parties emphasise individual welfare state issues: the character of policy problems related to the policy issues and the type of social risks involved. To test the argument, a new large-N dataset is employed, with election manifestos from Belgium, Denmark, France, Germany, the Netherlands, Sweden, and the United Kingdom. The dataset contains information on how much parties have talked about health care, education, and labour market protection in national elections since 1980. With the data at hand, it is possible to provide the first systematic investigation of how parties compete for votes over the welfare state. The approach here is able to explain the empirical fact that health care is consistently receiving increased attention everywhere, while particularly labour market protection has witnessed a decline in attention.  相似文献

This paper proposes a political economic analysis of public opinion in European Union countries toward migrants from poor countries. By focusing on redistributive policy, the analysis sheds light on specific determinants of public opinion. The theoretical analysis, based on the median voter framework, shows that one of the key variables affecting public opinion is the voting rights of migrants. Where migrants do not have the right to vote, their presence negatively impacts the poorest natives. In countries where migrants enjoy voting rights, they are able to vote on redistributive policy; therefore, the impact of migration on natives’ welfare is fundamentally different. After the theoretical analysis, the paper proposes an empirical analysis of Europeans’ attitudes toward non-Western migrants in European Union countries. This empirical analysis confirms the decisive impact of migrants’ voting rights. It shows that, in EU countries, the more educated natives are significantly less favorable to migrants from poor countries when the latter have the right to vote.  相似文献

To what extent do economic concerns drive anti‐migrant attitudes? Key theoretical arguments extract two central motives: increased labour market competition and the fiscal burden linked to the influx of migrants. This article provides new evidence regarding the impact of material self‐interest on attitudes towards immigrants. It reports the results of a survey experiment embedded in representative surveys in 15 European countries before and after the European refugee crisis in 2014. As anticipated by the fiscal burden argument, it is found that rich natives prefer highly skilled over low‐skilled migration more than low‐income respondents do. Moreover, the study shows that these tax concerns among the wealthy are stronger if fiscal exposure to migration is high. No support is found for the labour market competition argument predicting that natives will be most opposed to migrants with similar skills. The results suggest that highly skilled migrants are preferred over low‐skilled migrants irrespective of natives’ skill levels.  相似文献

According to David Miller, there exists a special relationship between migrants at the border and members of a political community that the migrant hopes to join. It is the task of a political philosophy of migration to define a state’s obligations toward individuals who are vulnerable to the state’s actions without being members of the political community. I define the vulnerability in question as lacking capacity to be autonomous for lack of options to realize one’s plan of life. I then discuss Miller’s claim that what matters is sufficiency of generic options rather than access to all options. Miller wants to say that sufficiency can be achieved by assuring the protection of human rights. This claim neglects the source of the individual migrant’s vulnerability. I therefore argue that Miller neglects the specific relationship he has identified between potential host state and hopeful migrant, and advocate instead that the potential host state has to consider the vulnerability that is due to its own policies, such as migration regimes. This grounds a causal responsibility to protect the basic interest in leading autonomous lives for the migrant at the border.  相似文献

This article investigates the new party politics of welfare states with a particular focus on electoral competition. The argument is that welfare state politics are no longer just about more or less, but involve trade-offs among ‘new’ versus ‘old’ social rights, and hence social investment versus social consumption. However, party priorities on these issues are highly dependent upon their electoral situation. As electoral competition becomes more intense, parties focus more on vote maximisation than on their traditional policy goals. For left parties, this means focusing more on social investment, which appeals to their growing constituency of progressive sociocultural professionals, and less on defending the traditional income maintenance programmes favoured by their core blue-collar voters. Centre-right parties, on the other hand, should hesitate to retrench old social rights when electoral competition intensifies because they need to prioritise their appeal to culturally conservative working-class voters over their traditional fiscally conservative policy profiles. Using a new dataset and a recently published measure of electoral competitiveness, the article shows that as electoral competition intensifies, left governments are willing to prioritise social investment by reducing pension rights generosity in order to expand programmes for new social risks, while centre-right governments by contrast avoid retrenchment of pension rights and pension expenditures. The findings demonstrate that this relationship is moderated by the presence of a credible radical right challenger, which increases the electoral risk of welfare state recalibration.  相似文献

When rapid economic growth catapults a country within a few years from the margins of the global economy to middle power status, does global regulatory governance need to brace for a challenge to the status quo? To answer this question, we extend the power transition theory of global economic governance to middle powers: A rising middle power should be expected to challenge the international regulatory status quo only if increasing issue-specific strength of its regulatory state coincides with preferences that diverge from the preferences of the established powers, which are enshrined in the status quo. We examine this argument empirically, focusing on South Korea in the realm of competition law and policy. We find that South Korea, a non-participant in the international competition regime until the 1980s, developed in the 1990s substantial regulatory capacity and capability and thus “spoiler potential.” At the same time, however, its policy preferences converged upon the norms and practices established by the United States and the European Union, albeit with some distinct elements. Under these conditions, we expect a transition from rule-taker to rule-promoter. We find that South Korea has indeed in recent years begun to actively promote well-established competition law and policy norms and practices – supplemented by its distinct elements – through technical assistance programs, as well as various bilateral channels and multilateral institutions. The findings suggest that the power transition theory of global economic governance is usefully applicable to middle powers, too.  相似文献
