Although Northeast Asia typically is seen as an arena for conflict over energy supplies, complementary economic relationships would seem to make the region ripe for energy cooperation: Russia possesses major oil and gas resources, while China, Japan, South and North Korea all depend on imported energy. The four papers in this issue raise a number of important and, at times, neglected issues about the prospects for energy cooperation in Northeast Asia. While focusing on specific projects for energy supply and conservation, the authors implicitly raise broader theoretical questions about the prospects for and consequences of regional energy cooperation.

This article revisits a conventional interpretation of Sino-Japanese energy relations from geopolitical and zero-sum viewpoints. Contemporary Sino-Japanese disputes over the East China Sea and their scramble over a crude-oil pipeline from Russia have drawn global attention to the intensification of the rivalry between the two giant energy consumers. Beijing and Tokyo, however, have gradually found common interests resulting from business opportunities, environmental countermeasures, etc. Russia’s failure in driving a wedge between China and Japan, and the United States’ proactive engagement in Asia-Pacific energy issues, appear to provide new opportunities in which the East Asian powers’ energy rivalry can be reduced.

Shoichi Itoh   is an Associate Senior Researcher at the Economic Research Institute for Northeast Asia (ERINA) in Japan, and specializes in energy security, international relations in the Asia-Pacific and Russian foreign policy. Before assuming his current position, he served as a Political and Economic Attaché at the Consulate-General of Japan in Khabarovsk (2000–2003). This article explores the nature of the relations between the governors and the mayors of major cities in Argentina. The vast majority of the literature assumes that municipal governments in Argentina are weak, and that mayors therefore align with the provincial authorities. This study argues that there is more diversity in the relations between officials of both levels, and that, in some cases, these relations are openly contentious. Four ideal types of relations are identified, based on political affiliation and type of relation, through the systematisation of 43 cases of major Argentine cities.  相似文献

The war in Ukraine and the looming threat of climate change are driving the strategic need to diversify sources of energy, including renewables. Therefore, the European Union aims to develop energy relations with non-EU member states, and Morocco has become a key priority. Both Brussels and Rabat are pursuing ambitious green policies and cooperation initiatives, including on hydrogen. Drawing on theories of international institutions and political economy, this article analyzes hydrogen-related relationship patterns and explains demand and supply factors as drivers of institutionalized energy cooperation. We examine the EU's hydrogen approach and development, its relations with Morocco, and the political interests of both sides. Our analysis shows that the complex interdependencies in the evolving EU-Morocco hydrogen relations indicate that demand can be met by supply. However, challenges remain, including the need to deepen the partnership and prepare the market for commercial hydrogen production.  相似文献

While a new working class is in the process of remaking itself in China, the latest trend in labour studies has rejected the Marxist tradition which sees the social relations of production as the point of departure for analysing workplace conflict. According to the new current, influenced by post-structuralism, class is only one of the identities articulated by workers, and it can be understood only with reference to their discourses. By critically evaluating an important book by Ching Kwan Lee (Against the Law: Labor Protests in China's Rustbelt and Sunbelt), this article suggests that her approach generalising workers' protests with the notion of citizenship cannot satisfactorily explain the changing pattern of labour protests in China since 2004. By using fieldwork data and connecting the analysis of the social relations of production with the changing patterns of workers' struggle, this paper argues that migrant workers protests are a significant part of the emerging class conflict in China.  相似文献

The projects discussed in this paper, Galileo and ITER, are two contrasting experiences of Euro-Asian cooperation within Very Large (Public) Scientific Enterprises. They offer key insights into the deepening relations which have given shape to the rapidly expanding field of Euro-Asian collaborative interregional projects. Cooperative agendas within such "Big Science" endeavors heighten the question of the political considerations supporting the decision to engage specific forms of international cooperation. As the main driving force behind both projects, the EU's choices have resulted in the establishment of novel and distinct forms of Euro-Asian scientific cooperation. A better understanding of how such Euro-Asian initiatives emerge can logically be garnered by confronting the Euro-Chinese cooperation within Galileo, and the Euro-Japanese partnership within ITER. This comparison will show that the agendas and institutions of these two interregional policies vary greatly. Within the same policy field - in casu Large Scientific Projects - and in relationship to the same region - i.e. East Asia - this study shows that fundamentally different policies are practiced side-by-side. If in both cases Euro-Asian scientific cooperation has provided its participants with renewed leverage and unprecedented opportunities, the exact scope and function of these interregional collaborations range from the merely tactical in the Euro-Chinese Galileo experience, to the substantial in the Euro-Japanese ITER experience.  相似文献

The new 2010 Kenya Constitution introduced a devolved system of government that has radically transformed the Kenyan polity. The political elite which operated primarily at the national level now encounters a new competitive political arena with the introduction of county governments under devolution. In particular, a new post of County Governor has surpassed in power calculations both the traditional MP and the new position of senator. In 2003, Iraq was invaded, ostensibly to remove a nuclear threat, by a coalition led by George W. Bush. At the same time select allies were invitited to participate in Bush's Global Nuclear Energy Partnership which aimed to limit the spread of nuclear enrichment and reprocessing. This came as climate change gave emphasis to the development of nuclear energy, especially in Asia. With an abundant supply of uranium and strict nuclear safeguards, Australia was well placed to provide a site for the full suite of nuclear services. The recent AUKUS nuclear submarine agreement has underscored its failure to do so. This article makes the case for the adoption of nuclear power as a necessary step in the development of advanced manufacturing; the provision of a domestic capability to fuel nuclear attack submarines and other naval craft; and as a contribution to global nuclear non-proliferation.  相似文献

The electoral success of the post‐communist PDS has surprised politicians and academics alike. The PDS has been able to find a niche for itself within the German polity by articulating territorially salient political difference. The PDS has expanded its voter base beyond merely the politically disaffected and the former ‘Dienstklasse’ of the GDR, as it has developed into an effective articulator of eastern German interests. Western German parties have been unable to incorporate differences in eastern German attitudes and perceptions into their political platforms — leaving space for a regionally concentrated political party (the PDS) to establish itself.  相似文献

This article examines European policy-making in the Berlin Republic. The basic puzzle explored is whether the policy machinery is able to facilitate the projection of a ‘new European policy’, characterised by greater emphasis upon national interests. In order to suggest answers, the article reviews the origins of the policy machinery and the changes made in the pre-unification period. It then explores the current situation in the Berlin Republic. It argues that the legacies of the past – institutional pluralism and the post-war adoption of a European identity – are not easily cast off. Although the machinery has been reorganised since 1990, notably under the Schröder/Fischer coalition, and there have been some adjustments to bilateral relations, a new European policy has not yet emerged, although it is a possible future scenario.  相似文献

This paper is concerned with the theoretical analysis of the legitimacy challenges faced by the federalist structure of the Somali state, as established with the 2012 constitution. Understanding federalism in Somalia, I argue, is not a simple question of political power distribution: there is also a dichotomy between a predominant European-based conceptualisation of the state and the bulk of often-neglected Somali notions of communitarian organisation, to which the clan is a part. If the decentralised structure of clans in Somali tradition seems to realise a certain convergence with the current federalist project, the dichotomy is rather evident when it comes to the definition of ‘(civil) society’ in Somalia. Thus, in order to assess both the progression of the federalist project, more than four years after its launch, and the factual legitimacy it holds among the Somali population, this paper will focus on the complex relation between state and citizens.  相似文献

With a special focus on social services, the article discusses the topic of convergence versus path dependency of state welfare arrangements in the US and Germany. In both countries, social services cover a broad spectrum of activities. In the US as well as in Germany, these services are to a large extent provided by non-profit organisations, although the two countries belong to very different welfare regimes. With a special eye on social services, the article provides an overview of the history of the two welfare states; it refers to current developments, of which the shift towards private commercial social service provision is most prominent. Against this background, the article comes to the conclusion that there is no simple answer to the question of path-dependency versus convergence. Indeed, in both countries commercial provision of social services is on the increase; however, current developments in Germany and the US do not reflect thoroughly the path-dependent or the convergence approach of depicting change.  相似文献

With the end of the cold war and the weakening of the security bond between Europe and the United States, economic relations assume increasing importance. As Europe's dominant economic power, Germany has a central role in the management of the trans‐Atlantic economy. This analysis of economic relations between Germany and the United States shows that whilst investment flows between the two economies suggest common interests and mutual dependence, the structure of German and American trade reveals a strong potential for conflict. Moreover, the experience of the 1980s suggests that economic ties between Germany and the United States are not sufficiently intense to guarantee unconditional cooperation in the management of the Atlantic economy. Divergence in macroeconomic policy has inevitably led to tensions over trade, exchange rates and interest rates. Unless this tendency is checked, the result will be the emergence of ‘Fortress Europe’ with a heightened potential for conflict with the United States.  相似文献

ABSTRACT

Botswana is a key tourism destination in Southern Africa mainly because of the rich wildlife resources and scenic beauty it sustains. Since the 1990s, the growth of wildlife-based tourism in Botswana has stimulated the development of a variety of tourism infrastructure and facilities. This paper asks if these qualify as sustainable tourism. Using both primary and secondary data sources, the study reveals that foreign-owned safari companies and investors dominate Botswana’s tourism industry, leading to the repatriation of tourism revenue, domination of management positions by expatriates and lower salaries for citizen workers. Tourism also fails to significantly contribute to rural development in Botswana due to its weak linkages with the domestic economy. Promoting more inclusive and beneficial policies and strategies would allow tourism to become more sustainable, making a significant contribution to local development, and allowing citizens to finally see real benefits from an industry which is sustained by their local environment.  相似文献
