Social scientists offer competing theories on what explains the policymaking process. These typically include economic rationalism, political competition or power struggles, and policy imitation of the kind that diffuses across spatially proximate neighbors. In this paper, we examine the factors that have influenced a recent local policy trend in California: inclusionary zoning (IZ). IZ programs require developers to make a certain percentage of the units within their market‐rate residential developments affordable to low‐ or moderate‐income households. By 2007, 68 percent of jurisdictions in the San Francisco Bay Area had adopted some type of IZ policy. We test the relative importance of economic, political, and spatial factors in explaining the rapid diffusion of IZ, across 100 cities and towns in the Bay Area. Consistent with an economic efficiency argument, results of hazard models provide some evidence that IZ is adopted in places with less affordable housing. However, political factors, such as partisan affiliation and the strength of affordable housing nonprofits, are even more robust predictors of whether or not a local government adopts IZ. There is no evidence of spatial diffusion in the case of IZ adoption; jurisdictions are not, on average, responding to the behavior of their neighbors. © 2010 by the Association for Public Policy Analysis and Management.  相似文献

Based on two cases involving 60 interviews and secondary evidence, this paper investigated whether Ghana's policymaking approach accorded with the policy cycle. The evidence showed that the Ghana industrial policy was largely compliant with the model. But the free senior high school policy bore little resemblance to it. Factors that determined whether or not policymaking followed the policy cycle included the salience of the issue, the sponsor of the issue, the political environment at the time, and the timing of the introduction of the issue. Four conclusions can be drawn from the Ghanaian evidence. First, the rough edges of the policy cycle can be trimmed and applied as a best fit model rather than a best practice model in any jurisdiction. Second, the policy cycle like other policy process theories should not be written off as inappropriate or inefficacious simply because practice failed to adhere to one or two out of the several elements of the theory. Third, an integrated policy process model is likely to be more efficacious than a single one, but there is inattention to such an idea. Finally, drawing lessons from policy process theories is a neglected area, which needs to be emphasized.  相似文献

Since the Golden Age of the Welfare State ended, the male-breadwinner family model traditionally supported by conservative parties has been put under pressure. Familialism appears to be no longer attractive to a changing, more volatile constituency. By comparing four different European countries – namely, Denmark, Germany, Italy and the United Kingdom – this work investigates the evolution of the conservative parties’ family policy positions in the post-Fordist era (1990s–2010s). The article has two goals. First, relying on a multidimensional theoretical framework where both social consumption and social investment policy instruments are at stake, it probes whether conservatives have switched their positions by backing de-familialism and thus the dual-earner family model. Second, it explains policy position change or stability over time and cross-country differences through a multicausal analytical framework. The content analysis of party manifestos shows that, in the post-Fordist era, the conservative parties have supported ‘optional familialism’, thus upholding both familiarizing and de-familiarizing measures. However, such positions are not static. In the 1990s, support for familialism was higher while, since the 2000s, there has been a constant, increasing backing of de-familialism. While the shift is evident for all the parties, cross-country differences remain. The comparative historical analysis has pointed out that the specific ‘optional familialism’ positions taken by the conservative parties over time result from the interaction of constituency-oriented, institutional, contextual and political factors.  相似文献

Academics and practitioners are increasingly interested in deliberative minipublics and whether these can address widespread dissatisfaction with contemporary politics. While optimism seems to prevail, there is also talk that the use of minipublics may backfire. When the government disregards a minipublic's recommendations, this could lead to more dissatisfaction than not asking for its advice in the first place. Using an online survey experiment in Belgium (n = 3,102), we find that, compared to a representative decision-making process, a minipublic tends to bring about higher political support when its recommendations are fully adopted by the government, whereas it generates lower political support when its recommendations are not adopted. This study presents novel insights into whether and when the use of minipublics may alleviate or aggravate political dissatisfaction among the public at large.  相似文献

Much research within the punctuated equilibrium framework demonstrated that policy agendas are invariably punctuated, due in part to cognitive and institutional frictions that constitute barriers to change in attention. While the bulk of past scholarship explored the extent to which institutional friction varies by organizational design, little scholarly attention has been devoted to the empirical examination of the cognitive aspect of disproportionate information processing. In an attempt to close this gap, I utilize a newly available dataset that codes nearly a million Americans’ responses to the ‘most important problem’ question from 1939 to 2015 to analyze the distribution of annual changes in the policy priorities of the American public. Drawing on the punctuated equilibrium theory literature, I argue and show that punctuations in the public’s policy priorities are more severe and frequent than those in institutional agendas. These results emphasize the need for a more subtle treatment of disproportionate information processing within the public, calling for relaxing the implicit assumption that cognitive friction is constant within organizations and across issues.

In a context where states increasingly complement their physical presence with digital means, the classic idea of infrastructural state power needs reconsideration. The COVID-19 pandemic represents an unparalleled opportunity to that end, given the uniformity of one type of digital infrastructural intervention—the offer of contact tracing apps- and its highly varying performance across geographies. Against this backdrop, the article seeks to expand traditional discussions on state infrastructural power by testing a series of propositions on the explanatory factors behind tracing apps' emergence and adoption rates. The findings stemming from a pool of 150 countries show no straightforward connection between traditional and digital forms of infrastructural power. They also point at the primacy of governmental trust over financial, institutional, and technological factors—including privacy standards—when explaining high adoption, suggesting that the relational aspect of infrastructural power acquires a proportionally greater weight in the digital era.  相似文献

The debate on corporate climate accountability has become increasingly prominent in recent years. Several countries, particularly in the Global North, have adopted mandatory human rights and/or environmental due diligence legislation. At the same time, judicial and quasi-judicial proceedings are helping to shape the contours of corporate climate accountability. This article considers how litigation against corporations and due diligence legislation interact, and thereby help develop and strengthen corporate climate accountability. While the practice in this area is still limited, there is scope to reflect on early developments and how they may influence both future climate litigation as well as ongoing and future law-making on due diligence. We first review recent developments in climate litigation against corporations, focusing on the extent to which they rely on climate due diligence obligations. We then survey existing and proposed due diligence legislation, examining the extent to which it addresses corporate climate accountability. Finally, we identify scenarios of how due diligence legislation and climate litigation may interact and possibly converge to strengthen corporate climate accountability. We furthermore identify knowledge gaps and areas for further research.  相似文献

Although it is within their long‐term interest, patients often fail to follow health care recommendations made by medical experts. This failure results in the widespread occurrence of preventable health problems and a significant increase in health care costs. Taking a new approach to confronting this issue, this paper examines whether the procedural justice model, which has been useful in explaining cooperation with legal and managerial authorities, can provide a basis for increasing patients' willingness to voluntarily adhere to health care recommendations. Three studies tested and supported this proposition. Study 1 experimentally manipulated physicians' procedural fairness or unfairness to explore its influence on patients' acceptance of doctors' recommendations. Study 2 used patients' reports about the fairness of their personal physicians and linked those evaluations to their willingness to follow their doctor's recommendations. Finally, study 3 explored the role of general procedural justice judgments in promoting willingness to accept health policies when they are advocated by private doctors and government health care authorities. The results of all three studies support the argument that when health care authorities use fair procedures, patients are more likely to accept their recommendations. Importantly, this procedural justice effect is distinct from, and in some cases stronger than, the influence of competence.  相似文献

The policy change literature is contradictory about the role the media plays in policy change: a conduit for policy participants, with media accounts transmitting multiple policy beliefs of those involved in policy debates or a contributor in the policy process, with media accounts supplying consistent policy beliefs with congruent narrative framing strategies to construct a policy story. The purpose of this study is to empirically test whether the role of the media is that of a conduit or contributor in the policy change process. This study tests whether there are differences in policy beliefs and narrative framing strategies between local and national print media coverage of two contentious policy issues in the Greater Yellowstone Area between 1986 and 2006, that of snowmobile access and wolf reintroduction. In the Greater Yellowstone Area policy arena, local media accounts are believed to be aligned with the Old West Advocacy Coalition, whereas the national media accounts are thought to be part of the New West Advocacy Coalition. With a methodology informed by narrative policy analysis, one hundred seventy five local and national print newspaper accounts were content analyzed to determine whether these media accounts were policy narratives, with embedded policy beliefs and narrative framing strategies. The results indicate that there are statistical differences between local and national media coverage for five of the seven hypotheses. Media accounts are generally policy stories, suggesting that the media’s role is more of a contributor than a conduit in the policy change process.

The European Union’s 2030 climate and energy package introduced fundamental changes compared to its 2020 predecessor. These changes included a stronger focus on the internal market and an increased emphasis on technology-neutral decarbonization while simultaneously de-emphasizing the renewables target. This article investigates whether changes in domestic policy strategies of leading member states in European climate policy preceded the observed changes in EU policy. Disaggregating strategic change into changes in different elements (goals, objectives, instrumental logic), allows us to go beyond analyzing the relative prioritization of different goals, and to analyze how policy requirements for reaching those goals were dynamically redefined over time. To this end, we introduce a new method, which based on insights from social network analysis, enables us to systematically trace those strategic chances. We find that shifts in national strategies of the investigated member states preceded the shift in EU policy. In particular, countries reframed their understanding of supply security, and pushed for the internal electricity market also as a security measure to balance fluctuating renewables. Hence, the increasing focus on markets and market integration in the European 2030 package echoed the increasingly central role of the internal market for electricity supply security in national strategies. These findings also highlight that countries dynamically redefined their goals relative to the different phases of the energy transition.

The first Council of Representatives elected under the new Iraqi Constitution was unable to pass legislation required to achieve the political benchmarks set by the government. We argue that the exercise of a qualified veto by the three-member Presidency Council essentially required near unanimity among the nine parties of the governing coalition. Given the policy positions of these parties, unanimity was not possible. Our analysis makes use of a fuzzy veto players model. The placement of the government parties along a single dimension based on fuzzy preference measures derived from party text data reveals no common area of agreement.  相似文献

The dataset of the Comparative Manifesto Project (CMP) is one the best known and often used datasets in comparative studies of Western Europe. However, the Danish part of the data is very problematic. On average, nearly a third of the content of the Danish manifestos is deemed impossible to code. A close examination of the Danish data reveals large variations in the number of coded sentences across time and parties. An analysis of the manifestos on which the coding is based sets all the warning lights flashing. First, not all manifestos are in fact manifestos; a number consist of other political texts (i.e. speeches, drafts) or even stem from different elections (e.g. municipal manifestos masquerading as national manifestos). Second, the large variation in the length of the manifestos across time suggests that the information derived from them is not readily comparable. This leads to a distorted picture of the positions of the Danish parties. The conclusion of this article is that in order for the Danish part of the CMP dataset to become more trustworthy, it is necessary to search the archives, find the actual manifestos and recode them.  相似文献

Despite a wealth of literature on the determinants of electoral turnout, little is known about the cost of voting. Some studies suggest that facilitating voting slightly increases turnout, but what ultimately matters is people's subjective perceptions of how costly voting is. This paper offers a first comprehensive analysis of the subjective cost of voting and its impact on voter turnout. We use data from an original survey conducted in Canada and data from the Making Electoral Democracy Work project which covers 23 elections among 5 different countries. We distinguish direct and information/decision voting costs. That is, the direct costs that are related to the act of voting and the costs that are related to the efforts to make (an informed) choice. We find that the cost of voting is generally perceived to be very small but that those who find voting more difficult are indeed less prone to vote, controlling for a host of other considerations. That impact, however, is relatively small, and the direct cost matters more than the information/decision cost.  相似文献

Many scholars have convincingly shown that policies diffuse between national and sub-national entities for several different reasons. Although diffusion processes are empirically proven, we witness two shortcomings in the discussion: First, there is a lack of comparative research across policy areas. Second, the question of why diffusion might not occur in a certain domain is under-theorized and lacks an empirical test. By comparing the rationale behind diffusion processes in two policy domains??energy policy and locational policy??this paper shows that two aspects matter for diffusion processes: First is the observability of policy measures, that is, how easily things can be observed by others; second is the competitiveness of the policy domain. If policy measures can be hidden easily and the policy domain is highly competitive, policy diffusion is very unlikely to happen. Therefore, we seek the integration of these two aspects in prospective diffusion research.  相似文献

Although it is widely accepted that a decentralised system can enhance policy learning and the spread of best practices, an under‐researched question is where that learning process takes place. Using data on the diffusion of health care policies in Switzerland, this article analyses the role of institutionalised intergovernmental cooperation and its impact on the spread of successful policies. The results show that joint membership of policy makers in health policy specific intergovernmental bodies is related to the diffusion of best practices.  相似文献
