This article draws on several unique data sources to assess and explain racial disparity in Seattle's drug delivery arrests. Evidence regarding the racial and ethnic composition of those who deliver any of five serious drugs in that city is compared with the racial and ethnic composition of those arrested for this offense. Our findings indicate that blacks are significantly overrepresented among Seattle's drug delivery arrestees. Several organizational practices explain racial disparity in these arrests: law enforcement's focus on crack offenders, the priority placed on outdoor drug venues, and the geographic concentration of police resources in racially heterogeneous areas. The available evidence further indicates that these practices are not determined by race‐neutral factors such as crime rates or community complaints. Our findings thus indicate that race shapes perceptions of who and what constitutes Seattle's drug problem, as well as the organizational response to that problem. 相似文献

Research on factors that influence police discretion usually focuses on individual or situational characteristics (e.g., an officer or citizen's age, race or gender, or the seriousness of the incident). In contrast, this study examines whether characteristics of places influence police decisions to “upgrade” or “downgrade” their response to incidents. Earlier research is expanded in three ways: first, rather than examining an isolated decision within the series of decisions that make up an incident, a series of chronological decisions within a “decision‐making pathway” is derived and analyzed. Second, multiple categories of racial and ethnic composition of places and their influence on police decision‐making pathways are examined. Third, decision pathways of a variety of incidents at small geographic places are compared across an entire jurisdiction. Findings indicate that, even when controlling for the level of violence, places with a greater proportion of Black or wealthy residents significantly influence officers' decisions to downgrade crime classifications and actions taken on incidents reported to the police. 相似文献

Previous research examining the relationship between structural factors and drug arrest rates has neglected the role of the police organization. A central proposition of racial threat theory is that indicators of a threatening Black population will be associated with law enforcement actions as a form of social control. In order to fully test this proposition, however, organizational aspects of law enforcement beyond size of the police force must be considered. Hence, the present study examines police organizational factors as direct predictors of race‐specific drug arrest rates but also as potential moderators of the effects of structural factors on drug arrest rates. Using data from 260 cities, we find that police organizational factors matter, both directly and as moderators of the association between racial economic competition and Black drug arrest rates. Consistent with expectations derived from racial threat and organizational theory, we find that racial threat measures are associated with Black drug arrest rates under conditions of relatively low organizational control. 相似文献

NEIGHBORHOOD RACIAL CONTEXT AND PERCEPTIONS OF POLICE‐BASED RACIAL DISCRIMINATION AMONG BLACK YOUTH*
Renewed interest has occurred in the United States around racially biased policing. Unfortunately, little is known about the effects of neighborhood social context on black adolescents' experiences with racially biased policing. In the current study, we examined whether perceptions of racially biased policing against black adolescents are a function of neighborhood racial composition, net of other neighborhood‐ and individual‐level factors. Using two waves of data from 763 black adolescents, we found that black adolescents most frequently are discriminated against by the police in predominantly white neighborhoods. This effect especially is pronounced in white neighborhoods that experienced recent growth in the size of the black population. Our results lend support to the “defended” white neighborhood thesis. 相似文献

Research findings show that legal cynicism—a cultural frame in which skepticism about laws, the legal system, and police is expressed—is important in understanding neighborhood variation in engagement with the police, particularly in racially isolated African American communities. We argue that legal cynicism is also useful for understanding neighborhood variation in complaints about police misconduct. Using data on complaints filed in Chicago between 2012 and 2014, we show that grievances disproportionately came from racially segregated neighborhoods and that a measure of legal cynicism from the mid-1990s predicts complaints about abuse of police power two decades later. The association between legal cynicism and complaints is net of prior complaints, reported crime, imprisonment, and other structural factors that contribute to the frequency and nature of interactions involving police and residents. Legal cynicism also mediates the influence of racially isolated neighborhoods on complaints. The mid-1990s is the approximate midpoint of a half-century of police scandals in Chicago. Our research findings suggest that contemporary complaints about police misconduct in highly segregated Chicago neighborhoods are grounded in collectively shared historical memories of police malfeasance. They also suggest that persistent complaints about police misconduct may represent officially memorialized expressions of enduring racial protest against police abuse of power. 相似文献

In response to community demands, case settlements, and state laws concerning racial profiling, police departments across
the nation are collecting data on traffic stops. While the data collection is rapidly moving forward, there are few if any
agreed upon methods for analyzing the data. Much of the attention has been on benchmarks for the race distribution of stops
and searches. Little empirical work has advanced our understanding of the influence of race in the post-stop activities of
police. The present study proposes a propensity score technique to determine the extent to which race bias affects citation
rates, search rates, and the duration of the stop. Adjusting for confounding variables using the propensity score offers an
alternative to multivariate regression that is more interpretable, less prone to errors in model assumptions, and ultimately
easier to present to stakeholders in policing practices. An analysis of traffic stop data from the City of Oakland, California
demonstrates the process, presentation, and interpretation of the results that the methodology produces. Ultimately, the study
addresses the extent to which race plays a role in officers’ use of discretion.

Many respondents to opinion surveys say that the citizen's race influences how police officers treat the public, yet recent expert social‐science panels have declared that research findings are too contradictory to form a conclusion on whether American police are biased against racial minorities. We perform a meta‐analysis of quantitative research that estimates the effect of race on the police decision to arrest. Screening nearly 4,500 potential sources, we analyze the results based on 27 independent data sets that generated 40 research reports (both published and unpublished) that permitted an estimate of the effect size of the suspect's race on the probability of arrest. The meta‐analysis shows with strong consistency that minority suspects are more likely to be arrested than White suspects. Depending on the method of estimation, the effect size of race varied between 1.32 and 1.52. Converting the race effect size to probabilities shows that compared with the average probability in these studies of a White being arrested (.20), the average probability for a non‐White was calculated at .26. The significant race effect persists when taking into account the studies’ variations in research methods and the nature of explanatory models used in the studies. A hierarchical logistic model is used to analyze data on Three Strikes-eligible offenders in California and the counties in which they are sentenced. The analysis finds that discretion is widely exercised by elected prosecutors and judges in the administration of Three Strikes. Discretion functions as a “safety valve” and preserves some sentencing proportionality, but may also allow political concerns to influence sentencing decisions. A more conservative political environment is strongly associated with stricter application of the law. Consistent with racial threat theory, eligible felons are more likely to receive Three Strikes sentences in counties with larger Latino populations. However, the size of the black population has no significant effect. Higher unemployment rates are associated with more stringent application of the law. Prosecutorial and judicial discretion benefits offenders unequally. Controlling for legally relevant factors, black offenders are more likely to receive Three Strikes sentences, while younger ones are less likely. 相似文献

The veil of darkness (VOD) is a practical and rigorous methodology for examining racial disparities in police traffic stop behavior. Past research, however, has been littered with methodological inconsistencies inhibiting cross-study comparison and decisions regarding policy. Accordingly, we clarify four aspects of its implementation: 1) coding daylight, our treatment condition; 2) constructing an intertwilight period; 3) accounting for seasonal differences in driving or patrol patterns; and 4) modeling VOD multivariable regression equations. We discuss the theoretical and practical implications of methodological decisions as they pertain to the method's functionality as a natural experiment. Furthermore, we propose a novel weighting procedure to account for seasonal driving population differences. We examined more than 50,000 traffic stops conducted by Michigan State Police during 2021 to demonstrate our suggested framework for future analyses. 相似文献

ABSTRACTDue to new legislation passed in 2011, Finnish police have been legally obligated to record and investigate all assaults, including petty assaults, occurring in close relationships. Referred to as domestic violence (DV), these assaults can be prosecuted even without victim consent. Much like pro- and mandatory arrest policies, this reform was aimed at decreasing victim and police discretion, based on the assumption that recording and preliminary investigation of every DV incident would help prevent further violence. Comparison between police call outs and the number of offences indicate that in reality not every DV incident is recorded. Using Police and Emergency Call Database data merged with 410 police officer survey responses, the current study presents the first empirical results on legal and extra-legal factors associated with recording DV as an offence in Finland. Factors explaining non-recording are discussed based on police officers’ free-text comments, and implications for policy and practice are presented. 相似文献

In this paper we argue that the meaning of race in criminal justice decision making will vary depending on other offender and offense characteristics, and that differences in treatment within races may therefore be as large as differences between races. We find that, among adult drug offenders from Washington State, those white offenders who most closely resemble the stereotype of a dangerous drug offender receive significantly harsher treatment than other white offending groups, while among black offenders, it is the defendants who least resemble a dangerous drug offender who receive substantially different—in this case, less punitive—treatment than other black offenders. That is, the exceptions are made for the most serious and the least serious offenders. We discuss the implications of these findings. 相似文献

Our paper presents the results of a meta-analytical review of street level drug law enforcement. We conducted a series of
meta-analyses to compare and contrast the effectiveness of four types of drug law enforcement approaches, including community-wide
policing, problem-oriented/partnership approaches that were geographically focused, hotspots policing and standard, unfocused
law enforcement efforts. We examined the relative impact of these different crime control tactics on street-level drug problems
as well as associated problems such as property crime, disorder and violent crime. The results of the meta-analyses, together
with examination of forest plots, reveal that problem-oriented policing and geographically-focused interventions involving
cooperative partnerships between police and third parties tend to be more effective at controlling drug problems than community-wide
policing efforts that are unfocused and spread out across a community. But geographically focused and community-wide drug
law enforcement interventions that leverage partnerships are more effective at dealing with drug problems than traditional,
law enforcement-only interventions. Our results suggest that the key to successful drug law enforcement lies in the capacity
of the police to forge productive partnerships with third parties rather than simply increasing police presence or intervention
(e.g., arrests) at drug hotspots.

AbstractThis study examines race, space, perceptions of disorder, and nuisance crime prosecution in Miami-Dade County, Florida. Research has examined nuisance policing, yet little attention has been devoted to nuisance crime prosecutions, especially at the neighborhood level. Aggregating data on defendants arrested for nuisance offenses from 2012 to 2015 up to the neighborhood level, we estimate count models for pretrial detention, case acceptance, conviction, and sentencing outcomes in neighborhoods. We find two patterns of nuisance crime prosecution. Drug disorder prosecutions are concentrated in economically disadvantaged neighborhoods with large Black defendant populations, suggesting a more suppressive treatment of these “marginalized” spaces. In contrast, greater enforcement of homelessness and alcohol nuisance crimes in White non-Hispanic neighborhoods suggests disorder prosecutions are also used to impose order and containment in more economically “prime” spaces. These countervailing patterns highlight the spatial contingency of nuisance enforcement, whereby prosecutors differentially enforce nuisance crimes in prime and marginalized spaces. 相似文献

Campus law enforcement agencies (CLEs) are critical components of the criminal justice system; thus, how they organize is of special interest. CLEs are thought ideal for community policing, a strategy requiring organizational change, yet little research exists on CLE organizations or their use of community policing. This study examines community policing within CLEs and how it impacts organizational structures. The data were gathered in a national BJS survey of CLEs. Results indicated that community policing was only significantly related to formalization. Contrary to community policing mandates, community policing was related to more written policies. This study explores the attitudes and behaviors of Taiwanese police officers regarding community oriented policing (COP) by
comparing their attitudes and behaviors with those of officers in Washington State. Data used in the study were collected
from 375 Taiwanese line officers assigned to the city of Tainan and 167 American line officers from various police and sheriffs’
departments in Washington State. The study finds that (1) Taiwanese and American officers hold similar opinions of COP’s potential
to reduce crime; (2) both groups are similarly involved in implementing the various strategies of COP; yet (3) American officers
are more involved in formulating (planning/devising) COP strategies; and (4) are more receptive to citizen involvement in
COP; while (5) Taiwanese officers are more receptive to civilian oversight, and (6) are more amenable to applying COP outcomes
for evaluative purposes than are their American counterparts. Policy implications and areas for future research are discussed.

This study examines how individuals make the decision to become police officers in the context of a police legitimacy crisis and how men and women’s decision-making processes may be different. In-depth interviews were conducted with 42 criminal justice college students who want to become police officers. Prospective police officers anticipated facing challenges as a direct result of the current climate surrounding American policing, which is characterized by decreased police legitimacy. On top of this, women anticipated facing more challenges than male officers due to their gender and underrepresentation in police work. However, women were uniquely motivated to enter policing to overcome gender-specific challenges and felt that they offered special skills that would provide solutions to the police legitimacy crisis. The paper draws implications for how agencies can identify more quality candidates and increase their representation of women. 相似文献

This study examines the microlevel process of housing turnover between Blacks and Whites to assess whether crime plays an important role in the racial transition of neighborhoods. The study uses a unique, longitudinal version of the National Crime Survey in which each dwelling's close neighbors are identified. After controlling for household characteristics and the characteristics of their close neighbors, crime occurring in nearby areas is found to increase the chances of White-to-Black turnover while decreasing the chances of Black-to-White turnover. This change occurs even though the directly victimized houses do not necessarily have a probability of racial turnover different than that of other houses nearby. The findings suggest the presence of structural constraints that limit the housing opportunities for Blacks and constrain their choice of residence to comparatively unsafe neighborhoods. They also indicate that “White avoidance,” in which Whites systematically bypass high-crime neighborhoods, is important in maintaining the relationship between race and crime. 相似文献
