Objective

The objective of this study was to estimate the benefits and costs of using electronic monitoring (EM) and home detention to reduce crime committed by parolees and probationers.

Method

Data from a national survey of state prison inmates was adjusted and used to estimate the number of crimes that would have been committed by all parolees and probationers over the course of one year in the absence of EM and home detention. The data were analyzed in combination with existing analyses of the effectiveness and costs of EM and home detention and the economic costs of crime to estimate the benefit-cost ratio of nationwide implementation of EM and home detention with all parolees and probationers.

Results

EM plus home detention could avert an estimated 781,383 crimes every year. The social value of the annual reduction in crime is $481.1 billion. Society would gain $12.70 for every dollar expended on the proposed intervention.

Conclusion

EM plus home detention could be an effective deterrent to crime and could have enormous social benefits, especially if it is applied early and saves what would otherwise be habitual offenders from a life of crime.  相似文献

Objective

This state of the art review of 102 studies is a primer on ADHD and its major comorbidities for criminologists unfamiliar with the genetic, neurobiological, and evolutionary literatures.

Materials and methods

Neurological, genetic, medical, and criminal justice data bases were keyword searched for articles on ADHD and/or articles using ADHD as a major independent variable.

Results

ADHD is a disorder that is closely connected to externalizing behaviors, conduct problems, and criminal behavior across the life course.

Conclusions

To date, ADHD research has been carried out primarily by biomedical researchers and de-emphasized by criminologists whose training is overwhelmingly in the social sciences. The special expertise of criminologists in uncovering environmental correlates of antisocial behavior can benefit biomedical researchers who in turn can assist criminologists in uncovering the individual-level correlates of antisocial behavior.  相似文献

The role of dismissal as a major case disposition in criminal courts in America has been largely neglected in empirical studies to date, despite long-lasting questions about its nature and important implications for justice goals. This paper is a first attempt to fill in this gap.

Purpose

Drawing on untested assumptions about a possible dismissal-reoffending connection, the paper proposes a public safety framework for examining the nature of dismissals and their consequences for the community. Under this perspective, dismissal is a function of defendants’ risk attributes and contributes to subsequent public safety threat.

Methods

To test these hypotheses, predictive and causal analyses were conducted on an 800-case sample of criminal defendants in one large urban American jurisdiction, Philadelphia, Pennsylvania. Cases were sampled at the first judicial stage and followed as a cohort for one year to record disposition and post-disposition outcomes.

Results

The findings indicate that defendants’ risk attributes contribute to the explanation of dismissal and that dismissal in itself adds to the probability of subsequent offending.

Conclusions

The findings raise questions about the justice system goals, particularly deterrence and have important policy implications for the processing and disposition of criminal cases in American jurisdictions.  相似文献

Purpose

This article examines employment practices of criminal justice agencies within state and federal court decisions that have interpreted sex discrimination claims under Title VII of the 1964 Civil Rights Act.

Methods

After collecting and analyzing appellate court cases through the LEXIS-NEXIS and WESTLAW databases, the article examines lower state and federal court decisions that have been applied by the U.S. Supreme Court to criminal justice workplaces.

Results

The findings show that employment practices are valid if the employer can demonstrate: first, the disputed discriminatory action is based on considerations not solely dependent on the plaintiff's gender; and second, such considerations are more than mere pretext, making them justifiable under the circumstances.

Conclusions

Courts have considered a wide range of employer practices in both law enforcement and corrections agencies at various stages of the employment process, such as hiring, assignment of duties, promotion, discipline, and termination. Title VII is violated when the employers’ adverse employment action is motivated by discriminatory intent and is based on gender stereotypes. Even so, employment actions are legal when employers prove their employment actions are not based on sex stereotypes, but are either business-related or justified by “legitimate,” “important,” or “compelling” interests.  相似文献

Purpose

The current work examined the association between low resting heart rate and perceptions of the costs and benefits of criminal behavior.

Methods

Data were gathered from a sample of students in introductory criminal justice classes. Perceptions of the costs and benefits of crime were measured in response to scenarios describing assault, theft and drunk driving.

Results

Those with low resting heart rate perceived a lower likelihood of sanction and were less likely to anticipate a sense of guilt/shame should they commit assault during a confrontation. Those with low resting heart rate were also more likely to indicate that they would commit the act described in the assault scenario. Anticipated guilt/shame mediated the relationship between low resting heart rate and intent to engage in assault.

Conclusions

Low resting heart rate was related to estimations of the costs and benefits of offending. Perceived costs (anticipated guilt/shame) mediated the relationship between resting heart rate and intent to commit assault.  相似文献

Objective

The purpose of this research note is to explore the validity of college student samples for criminology and criminal justice research. Some scholars have suggested that college populations are comprised of individuals who are different from the rest of society and that the use of college students for social research may distort our theoretical understanding of crime and criminality.

Method

The National Youth Survey is used to assess, college students’ self-reported behaviors, frequency of behaviors, and attitudes in relation to the general population.

Results

The results indicate that there is almost no statistically significant difference in behaviors and only minor differences in the frequency of behaviors and attitudes.

Conclusion

The findings from this investigation suggest that while college students may be culturally unique, this uniqueness does not seem to affect validity.  相似文献

Purpose

The taxometric method is introduced as a way of investigating the latent structure of key criminal justice constructs.

Methods

Besides describing the theory, rationale, and procedures behind taxometrics, the taxometric method is applied to Wolfgang, Figlio, and Sellin’s (1972) delinquency cohort data to illustrate how the procedure works.

Results

After defining latent structure, its relevance to criminal justice is explored and the four core principles of taxometric analysis are described: coherent cut kinetics, consistency testing, comparison curve analysis, and evidence-based procedures. Sample and indicator preconditions for taxometric analysis are discussed and empirically-verified procedures for taxometric analysis are outlined: mean above minus below a cut (MAMBAC: Meehl & Yonce, 1996), maximum covariance (MAXCOV: Meehl & Yonce, 1994), maximum eigenvalue (MAXEIG: Waller & Meehl, 1998), maximum slope (MAXSLOPE: Grove & Meehl, 1993), and latent mode factor analysis (L-Mode: Waller & Meehl, 1998).

Conclusions

The taxometric method provides an avenue by which the latent structure of important criminal justice constructs can be explored and criminal justice research can be advanced.  相似文献

Purpose

The current study examines significant variations in criminal achievement across sex offenders. To examine the “successful” sex offender, the study proposes a concept of achievement in sexual offending defined as the ability to maximise the payoffs of a crime opportunity while minimizing the costs.

Methods

The study is based on a sample of convicted adult male sex offenders using retrospective longitudinal data.

Results

The study findings show a wide variation in criminal achievement, a variation that is not correlated with the severity of sentences meted out or the actuarial risk scores obtained by these offenders. Those offenders who specialize in sex crimes were shown to be the most productive and least detected offenders. Two types of successful offenders emerge, the first relying on his conventional background in targeting a victim that can be repeatedly abused for a long period without detection. The second is a younger offender that is successful in the sense of being able to complete aggressions on multiple victims.

Conclusions

Results suggest that the successful sex offender is not “detected” once he enters the criminal justice system, nor is he handled in a way that may deter him from sexually reoffending in the future.  相似文献

Objective

In spite of the growth of forensic science services little published research exists related to the impact of forensic evidence on criminal case outcomes. The present study focused on the influence of forensic evidence on the case processing of homicide incidents.

Materials and Methods

The study utilized a prospective analysis of official record data that followed homicide cases in five jurisdictions from the time of police incident report to final criminal disposition.

Results

The results showed that most homicides went unsolved (34.5% conviction rate). Only 55.5% of the 400 homicide incidents resulted in arrest of which 77% were referred to the district attorney. On the other hand, 94% of cases referred to the district attorney were charged. Cases were more likely to have arrests, referrals, and charges when witnesses provided information to the police. Suspects who knew their victims were more likely to be arrested and referred to the district attorney. Homicides committed with firearms were less likely to be cleared. The most noteworthy finding was that none of the forensic evidence variables significantly influenced criminal justice outcomes.

Conclusions

The study results suggest that forensic evidence is auxiliary and non-determinative for homicide cases.  相似文献

Purpose

Many studies have lent empirical support to the procedural justice model of police legitimacy; however, there has, as yet, not been widespread consideration of the potential impact of neighborhood- and community-level factors on people's perceptions of procedural justice or police legitimacy. The present study integrates the macro-level policing literature with the psychological-based procedural justice framework to uncover what effects, if any, the sociostructural environment has on procedural justice and police legitimacy.

Methods

Hierarchical linear modeling integrates census and survey data within a single, mid-sized city.

Results

Concentrated disadvantage exerted a marginally-significant impact on procedural justice, and on police legitimacy while controlling for procedural justice. Procedural justice remained the strongest predictor of legitimacy, even when accounting for macro-level characteristics.

Conclusions

The effect of procedural justice on police legitimacy appears to be robust against the deleterious impacts of concentrated disadvantage. This has implications for procedural justice research, theory, and policing.  相似文献

Purpose

Although studies of General Strain Theory (GST) typically include measures of physical health in multi-item indices of strain, no work has investigated the independent influence of physical health on criminal offending. The current research explores the relationship between physical health and criminal offending among low-income women living in disadvantaged neighborhoods.

Methods

Using data from the Welfare, Children, and Families (WCF) project, criminal behavior is predicted over two years with measures of physical health, depression, anxiety, competing strain, and relevant background factors.

Results

Poorer physical health at baseline and declines in physical health increase the odds of offending onset among previous non-offenders and reduce the odds of decreased offending among previous offenders. In offending onset models, higher levels of anxiety and depression at baseline and increases in these symptoms partially mediate the effect of poorer baseline health and fully mediate the effect of the loss of physical health. In decreased offending models, increases in anxiety and depression fully mediate the effect of poorer baseline health and partially mediate the effect of the loss of physical health.

Conclusions

The data suggest that poor health and declines in physical health influence both offending onset and offending escalation directly and indirectly through increases in anxiety and depression.  相似文献

Background

Although prior criminal record and concurrent criminal charges constitute the main eligibility and aggravating circumstances used in capital sentencing, relatively little research has examined the criminal careers of offenders who are ultimately sentenced to death.

Materials and Methods

Using official criminal history data for 618 incarcerated male homicide offenders selected from 8 states—191 of whom were sentenced to death—the current study explored the criminal careers of offenders that received the most severe legal punishment.

Results

Poisson regression incidence rate ratio models indicated that multiple measures of prior criminal activity including contemporaneous and prior history of violence, prior incarceration, early onset of arrest, juvenile homicide offending, and juvenile child molestation were associated with subsequently being sentenced to death. Separate models for white, African American, and Hispanic males showed contrasting effects in their criminal careers and varying relationships between prior criminal career and current capital offending.

Conclusion

The current study adds to the literature on lifespan criminality by applying Poisson regression analyses and a criminal careers approach to study the most extreme offenders including those sentenced to death.  相似文献

Purpose

The criminal career paradigm is a major research focus in criminology, and the current state-of-the-art review explicates research published between 2000 and 2011.

Materials and methods

Keyword searches of Science Direct, Scopus, and the National Criminal Justice Research Service produced 364 studies on criminal careers.

Results

A narrative meta-review summarizes essential findings on the parameters of the criminal career, investigates emerging theoretical and disciplinary extensions that utilize the criminal career framework, and identifies 16 pressing research gaps.

Conclusions

Although the study of criminal careers has been a dominant research area in criminology, its presence is likely to expand as research becomes more interdisciplinary and a longitudinal, biosocial perspective takes hold in the criminological sciences.  相似文献

Purpose

Existing research on criminal justice contact data has not adequately examined the quality of self-reported timing data, has produced discrepant findings on validity as it relates to demographics, and is limited in its assessment of data quality using a life event calendar method. The study described in this article assessed the validity of self-reported contacts with the criminal justice system gathered using a life event calendar with a sample of incarcerated men.

Methods

Self-reports of criminal justice contacts (i.e., arrests, jail terms, prison terms) were obtained from over 700 incarcerated men using a structured life-event calendar method. Similarly, data were collected from the inmate's official records for the same events. These reports served as an external criterion for the self-reports.

Results

Results indicated a significant degree of reporting errors for arrests using the life event calendar approach with better reporting for jail and prison terms. Additionally, individuals with the highest number of previous arrests had the greatest recall difficulties.

Conclusions

Recall of arrest presents a difficult recall task. The life event calendar method should either be modified to improve recall of specific events for criminological samples or used instead to capture information on more general and extended events.  相似文献

Purpose

This study links General Strain Theory, criminal justice models of inmate adaptation, and life course stress models to examine (1) the influence of importation and deprivation strains on maternal health while imprisoned; and (2) the intergenerational consequences of maternal strains for child outcomes.

Methods

Qualitative and quantitative data were gathered from an incarcerated sample of mothers in a Federal prison (n = 120). Qualitative data were used to identify strains in mothers' lives. Multivariate quantitative analyses were also conducted to test the associations of maternal importation and deprivation strains with maternal health problems and child subjective weathering, or a sense of growing up faster than one's peers.

Results

The deprivation strain of a lack of contact with the mother's minor child is positively associated with her mental and physical health problems and children's subjective weathering. Maternal importation strains in the form of childhood traumas also increase mental health problems and subjective weathering.

Conclusions

This study finds that maternal deprivation and importation strains are associated with mother and child adjustment. Reducing strains mothers face while imprisoned may benefit both inmates and families. Furthermore, deprivation strains are influential net of pre-imprisonment stressors.  相似文献

Purpose

Despite the surge in scholarly activity investigating the criminal career, relatively less attention has been devoted to the issue of criminal desistance versus persistence (until recently). The present study contributed to our understanding of this process by exploring the suitability of General Strain Theory (GST) for predicting changes in criminal activity across time.

Methods

Data from a longitudinal study of males in South Florida are examined using robust regression analyses.

Results

The core GST relationship, that changes in strain should predict changes in criminal activity, was supported, even after controlling for important adult social roles such as marriage, labor force participation, and education. While no support for the proposition that changes in self-esteem and social support moderate the strain-criminal desistance association was evinced, evidence was found that angry disposition, a measure of negative emotionality, moderated the association between change in chronic stressors and change in criminal activity.

Conclusions

While exploratory in nature, these findings demonstrate the utility of employing GST principles in studies of criminal desistance.  相似文献

Purpose

Parenthood may play a pivotal role in the criminal desistance process, but few studies have examined the conditions under which becoming a mother or father is most likely to lead to reductions in criminal behavior.

Methods

The current longitudinal study draws on four waves of adolescent and young adult interview data (N = 1,066) and HLM regression models to examine the impact of parenthood on criminal trajectories, as well as the degree to which the prosocial potential of parenthood is modified by socioeconomic factors, the nature of the relationship between the biological parents, and pregnancy wantedness. The analysis also draws on narrative life history accounts elicited from a subset of these respondents (N = 22).

Results

SES and the wantedness of the pregnancy condition the relationship between parenthood and criminal involvement, however some gender differences emerged. Status of the relationship (married or cohabiting and single) was in general not a strong predictor.

Conclusions

Highly disadvantaged young men and women are not as likely as more advantaged young adults to evidence lower levels of criminal behavior after becoming parents, however wanted pregnancies may reduce female involvement in crime regardless of socioeconomic status. In-depth qualitative data further elucidate the conditional nature of the parenthood-crime relationship.  相似文献

Purpose

Legislative mandates that require GPS monitoring of offenders add to the existing logistical complexities of community supervision. Challenges in implementing GPS policies and practices are heightened by the lack of sound empirical research. Studies examining the relationships between GPS monitoring of sex offenders in the community and the legislative goals of public safety, deterrence, and cost effectiveness are virtually nonexistent. To begin to address this gap in the literature, this study examines the impact of a statutorily-based GPS monitoring program for adult sex offenders convicted of dangerous crimes against children and placed under community supervision.

Method

Official offender generated alert data for DCAC Sex Offenders in Maricopa County, AZ are examined from the time of legislative mandate for a subsequent two year period.

Results

Analyses highlight the significant number of equipment related alerts triggered by a loss of satellite signal for offenders under GPS monitoring as a key concern as well as a significant increase in officer workload as a result.

Conclusions

A divergence between legislative goals and practical application of mandated GPS monitoring programs exists. GPS technology is far more limited than anticipated and should be viewed as a tool rather than depended upon as a control mechanism.  相似文献
