Is (or are) memory studies, social or otherwise, a field? If so, does anything hold it together beyond the mere use of the phrase “collective memory”? Memory studies is simultaneously still in its charismatic phase, though it no longer has a right to be, as well as highly resistant to efforts to escape from it, though it clearly needs to do so. The “sociological imagination” that connects personal troubles to public issues is an idea that was in the air when C. Wright Mills gave it a name and advanced it in a way to make it part of the intellectual armament of the New Left. Later, journalistic practice would turn it into a cliché while sociology would assume prematurely that it was a weapon for the left rather than a tool that could be used from and for different political positions. This paper discusses the background to the Palestinian elections and highlights the fact that they are the first democratic elections since 1996. It discusses the reasons for Hamas's participation and the problems it faced. It also examines what issues the electoral candidates needed to touch on in order to win the election. The paper highlights the fact that Fatah's days are over because of widespread corruption. It touches on how Hamas now needs to deal with the international community and how it can compromise with Israel. The paper emphasises that Hamas is the people's choice and that, because it has many obstacles ahead of it, the international community needs to allow it time and to monitor its progress, watching how it deals with being in the real political realm.  相似文献

BUREAUCRACIES REMEMBER,POST‐BUREAUCRATIC ORGANIZATIONS FORGET?   总被引:1,自引:0,他引:1  
The paper examines the hypothesis that post-bureaucratic forms of organization perform less well than traditional bureaucracies with respect both to organizational memory and learning from experience. First, the paper discusses the meanings of the main terms and concepts to be used in the argument, and delimits its domain. Second, it identifies a series of mechanisms that are likely to bring about memory loss. Third, it examines the empirical literature in search of evidence to confirm or disconfirm the existence and effects of these mechanisms. Fourth, it reflects on its own limitations. Finally, it sets out some broad conclusions concerning the state of organizational memories in the public sector. The aim is to develop new theory, identify relevant generative mechanisms, set this model alongside such evidence as is available, and suggest lines for further research.

This article examines the administration of Britain's overseas arms trade through a consideration of the role of the main government departments concerned with its control and regulation - the Department of Trade and Industry, the Foreign and Commonwealth Office and the Ministry of Defence. Additionally it examines the activities of 'arms-length' public agencies such as the Defence Export Services Organisation and International Military Services whose job it is to promote arms sales. It concludes that while the promotion function may (but does not have to) run counter to that of control, the latter is comprehensively and competently administered. If it fails - and it has done so recently - it is because of political intervention and not administrative shortcomings.  相似文献

The International Criminal Court ( icc ) aims to promote not only justice, but also peace. It has been widely criticised for doing neither, yet it has to contend with some severe structural and political difficulties: it has limited resources, it faces institutional restrictions, it is manipulated by states, and it is criticised for an alleged selectivity in the way it dispenses justice. However, the icc could contribute significantly to the promotion of international justice and peace, and have a major impact on the prevention of crime, since its prosecutions represent a clear threat to highly placed individuals who commit serious crimes. While this article concentrates on the work of the icc in Africa, the only continent where it has issued indictments against suspected criminals, it also looks at its efforts on other continents. It argues that, in the larger international context, the contribution of the icc to international justice and peace depends on its institutional power and the support it receives from states, on its own impartial work, and on the way it is perceived by potential criminals and victims in the world.  相似文献

This articale argues that agency, the normative theory associated with the “acting for” relationship in society, has had a profound, but often unrecognized affect on ethics in public administration. Accordingly, it seeks to provide a brief review of agency theory as it applies to contemporary American public adminis- tration. The review provides an overview of agency theory, gives an example of how deeply it influences American public administration, shows how it facilitates ethical action in administration and reviews some of the major obstacles to employing agency theory in the modern American administrative state.  相似文献

An academic gathering – be it a symposium, a conference, or a round-table – to examine the work of a fellow scholar is invariably timely. At the very least it presupposes a consensus on the basic significance of the subject being addressed and a collective decision to address it. As a launch of a new book (in Ukraine a phenomenon known as prezentatsiia), it provides the welcome opportunity to discuss a new contribution and with that to fill in and redraw our map of the field. If more than one work or project is involved, it provides a still greater opportunity, and indeed poses a scholarly obligation, to see the larger picture and to engage in stock-taking and rethinking. By contextualizing, problematizing, and where need be, deconstructing, we recalibrate our understanding and thus revive the field and our commitment to it. Clearly, the process of laudatio, of paying homage to achievements spanning a whole career, also contributes to this.  相似文献

Why is there so little graffiti in Northern Ireland compared to cities in North America and Europe – including Great Britain, to which it is constitutionally connected, and Ireland, with which it is geographically connected? This question is particularly perplexing given the highly developed political mural tradition on both sides of the sectarian divide in the North, and the almost 15 years that have passed since the signing of the Peace Agreement ending some three decades of militarized conflict. This paper explores the connections between the absence of graffiti, and the street-level structures and processes of reconciliation or conflict – with a specific focus on the geopolitics of paramilitary control within communities throughout Northern Ireland. The contributions of the paper are three-fold: (1) it highlights the importance of graffiti as a (usually neglected) lens for assessing the degree to which the expected benefits of a peace agreement are experienced at the street level; (2) it addresses the methodological challenge of how to examine something that is not there (specifically, it studies the absence of graffiti in Northern Ireland by comparing it to the logic, mechanics and meanings of graffiti elsewhere); and (3) it questions the well-marketed representation of Northern Ireland as a unqualified case of successful post-agreement peace.  相似文献

To understand the Islamic State's strategy, we have to look at the way the group twins Maoist and post-Maoist strategies, previously considered strategically incompatible. By establishing a state that it claims to embody the Caliphate, it not only gains revenue and resources, but also generates a seductive “brand” with a compelling message that it “sells” via the Internet. This brand, based on Propaganda of the Deed, synergizes its physical and digital activities to create a virtuous circle that is very close to being self-sustaining. As such it represents a new insurgent model that corroborates the News Wars thesis.  相似文献

As “public–private partnership” (PPP) is becoming a popular model among states, the debate concerning how to make it more successful is accelerating. Based on insights from contemporary organization theory (OT), the present article suggests that instead of taking PPP as “partnership” between private and public sector partners, it is rather more beneficial to construe it as inter-dependent form (I-Form) organization. Subsequently, it identifies three types of interdependencies, faced by PPP-based I-Form organizations, and furnishes a model—comprising of initial and external conditions, and interplay of internal factors—that could enable smooth functioning and performance of I-Form organization.  相似文献

This article extends the study of regulatory enforcement on three levels. First, it separates enforcement style elements during inspections and sanction decision‐making work, creating a more realistic measurement. Second, it focuses on how these elements function in a context where it is hard in practice to achieve deterrence. Third, it assesses how agents view the effectiveness of combinations of style elements in such a context. To do so, it uses survey and interview data with street‐level environmental officials in Guangzhou, China. It finds that the agents studied practise enforcement that goes beyond deterrence and uses education and persuasion more effectively. It finds that the behavioural assumptions of these agents are to a large extent in line with the available regulatory literature, although agents are very unlikely to have consulted such studies. Therefore, the article concludes that law enforcement agents can develop nuanced and appropriate behavioural intuitions through their everyday work experiences.  相似文献

Deterring Al Qaeda from using a nuclear weapon, should it acquire one, is a harder challenge than analysts have argued. Suggestions for “deterrence based on punishment” have severe limitations. Al Qaeda is not a state, has no clear command authority, and has no clear nuclear weapons–employment doctrine. Most analysts also ignore the dynamic of “crisis instability” (“use it or lose it”): should the West believe Al Qaeda has an improvised nuclear devise, it is unlikely (regardless of whether Al Qaeda leadership claimed the weapon would be held as a deterrent only) that the West would accept a mutually-assured-destruction relationship with the group. The West would hunt the weapon down, forcing Al Qaeda's hand. The best counter–Weapons of Mass Destruction–Nuclear Terrorism defense, therefore, is good counterinsurgency policy to starve it of recruits until the group dies.  相似文献

The purpose of this article is to review the above incident: what happened, how it happened and who did it and why. Also, to place it in the context of the current "peace process," Irish history and the history of Irish Republican violence. In looking at who carried out the bombing there is also an attempt to explain the split between the Provisional and Real IRA, their motives and ideas, the complex relationship between the two and what they hope to achieve. This is then followed by an analysis of the actual bombing, the tactics involved in carrying it out and what went wrong. And finally to look at the after effects of the bombing. In many ways the bombing was not as unusual as portrayed by the media, just a continuation of what had been happening for the last 30 years; thus, it is instructive in itself as an "ideal" terrorist operation.  相似文献

This article reviews the existing literature on young disadvantaged fathers' involvement with children. It first outlines the predominant theoretical perspectives regarding father involvement among resident (married and cohabiting) biological fathers, resident social fathers (unrelated romantic partners of children's mothers), and nonresident biological fathers. Second, it presents a brief discussion of the ways in which fathers contribute to childrearing. Third, it describes the socioeconomic characteristics of men who enter fatherhood at a young age, highlighting that they tend to be socioeconomically disadvantaged. Fourth, it reviews the empirical research on both antecedents of father involvement and patterns of involvement across father types. Finally, it describes the limitations of existing research and provides suggestions for future research and policy.  相似文献

What does it cost to do business under a dictator? In 1949 the Soviet state had entered its most secretive phase. One of the Gulag's most important secrets was the location of its labour camps. As this secret was guarded more closely, camps found it increasingly difficult to do business without disclosing a state secret: their own location. For months and then years Gulag officials worked around this dilemma, expending considerable efforts. Rather than resolve it, they eventually normalised it. This study of the transaction costs of an autocratic regime raises basic questions about how Soviet secrecy was calibrated.  相似文献

The ‘80s were the decade in which scholars in such diverse fields as ethical philosophy, political science, and public administration rediscovered the importance of character in public life: what another generation called civic virtue. The ‘90s, I hope, will be the decade in which this insight passes from academic journals into the legislative and administrative arenas. Why is the subject so urgent? Reason one. As even James Madison, the theorist of “pitting ambition against ambition,” knew and admitted - and as recent ethical disasters in public life have reminded us - it is simply impossible to design an administrative system that will run both justly and efficiently without any need for civic virtue on the part of the people who run it. Reason two. It is one thing to talk about civic virtue; it is another to do something about it. The practical difficulties are enormous, and need to be both deeply studied and widely discussed. After all, civic virtue is a scarce commodity. To what extent can it be cultivated? And to what extent can it be supplemented with such administrative devices as “pitting ambition against ambition” without, in the end, undermining it? This article addresses both questions, but especially the second, giving particular attention to the unanticipated consequences of state intervention in the development of civic virtue.  相似文献

奥巴马政府上台后,通过政策宣示和实际操作逐渐形成了一套综合而务实的"阿富巴"战略。然而,"阿富巴"战略的推行不会一帆风顺。一方面,它会受到来自国家行为体和地区国际体系层次的制衡。另一方面,它还面临着来自非国家行为体和社会层次的反击。从前者来看,"阿富巴"特殊的地缘战略位置决定着美国会面临来自俄罗斯和中国的权力对抗,尤其体现在阿富汗运输通道的争夺上。从后者来看,塔利班和"基地"组织等极端势力将给"阿富巴"战略的推行带来持久的威胁,这与"阿富巴"边境地区尤其是巴基斯坦西北普什图部落区的社会形态有着密切联系。由于面临复杂的周边环境和对手的极力反击,"阿富巴"战略的实施效果并不显著。退出战略的执行并不意味着美国真正放弃既定的战略目标,也攸关"阿富巴"战略的最终成败。  相似文献
