This article considers possible future directions for education policy and public service governance under the Conservative‐led coalition government. The article considers the extent to which Conservatives might develop a distinctive strategy for managing public services that breaks decisively with that of the New Labour era. The coalition faces a markedly different political and economic context for public service reform compared to its predecessor. This article argues that these contextual constraints make a continuation of the New Labour governing strategy less viable, but unresolved tensions in the coalition education policies enacted to date may hinder the development of a novel project for education reform. As a consequence, the New Labour education project seems likely to remain largely intact for the foreseeable future.  相似文献

This article considers some of the key issues in reforming the public sector in Central and Eastern Europe (CEE). Drawing on the experience of donor funded projects, some conclusions are drawn about the process of public sector reform with particular reference to Latvia. In particular, it is argued that the process will take time but strategic choices need to be made in the absence of obvious demands from within the country. Several constraints are noted which together constitute formidable barriers to progress. However, the results of work to date provide some optimism for pilot approaches to strategic budgeting in reformist ministries. This paper focuses on public sector management reform ‘best‐practice’ case experience from Sub‐Sahara African (SSA). Given that ‘best‐practice’ is a relative concept and often debatable, the paper uses the Ghana Civil Service Performance Improvement Programme (GCSPIP) experience as rather a ‘good‐practice’ case with the view to sharing the outcome and lessons to encourage collaborative‐learning. It seeks to share the outcome and lessons learnt by the Ghana civil service reform with future public service reformers and to contribute to the literature. The paper concludes with an adaptable three‐dimensional framework. The framework argues that successful future public service reform (PSR) should consider three broad issues: first, are the ‘critical success factors’, including wholehearted political leadership commitment; wholehearted bureaucratic leadership commitment; thoughtful synergistic planning/preparation; patience for implementation and evaluation; capacity to convince; neutralise and accommodate reform‐phobias and critics; sustainable financial and technical resource availability and conscious nurturing of general public support. Second, is the need for reformers to appreciate the concerns of the public and the civil society scepticism of public ‘institutions’ and its ‘operatives’ and finally placing any reform programme in a country‐specific context, including understanding its history, culture, politics, economy, sociology, ideology and values. As public service motivation research grows qualitatively and quantitatively, some scholars question its appropriateness for international applications. This essay sets out a strategy of convergence for international research and measurement approaches. Studies that assess commonalities in public service motivation content internationally are analyzed in order to develop a broader conceptual and more operational definition as well as consequently a more universal public service motivation construct. Public service motives, according to this review, are based on self‐sacrifice and fall into three categories: instrumental, value‐based, and identification. The dimensions of the public service motivation construct are refined along the lines of attraction to public participation, commitment to public values, compassion, and self‐sacrifice. Researchers are urged to include all of its dimensions within their empirical studies to advance contemporary public service motivation studies.  相似文献

The author draws on the Brazilian public administration literature to discuss the conflict between the need to remain open to lessons from elsewhere, while at the same time remaining grounded in a particular local context. The article begins by presenting calls by a number of Brazilian public administration scholars for what might be termed an "administrative particularism," or an assertion that universal lessons do not apply in the discipline. This is followed by a discussion of the challenges that these and other Brazilian public administration scholars identify. Further discussion will suggest these challenges, and many of the solutions most commonly offered for them, imply that, far from a uniquely Brazilian public administration, the country seeks to move closer to the model of public administration practiced elsewhere, especially in the developed world.  相似文献

To enhance the capacity of public institutions in Ethiopia and to create an ideal environment for investment and economic growth, the public sector has gone through a series of reform processes including the civil service. This article attempts to assess the outcomes of the Public Sector Capacity reform, based on a small‐scale survey conducted in two ministries. The survey, which was conducted between March and May in 2005, reveals a notable transformation of service delivery in each organisation. Very high levels of user satisfaction and spectacular improvements in performance were also recorded as a result of the introduction of business process reengineering (BPR). Although the change process in both organisations tended to be sluggish, these improvements appear to be outstanding within the context of Ethiopia's system of public administration. However, one challenge will be for the government to maintain the momentum of reform and to cascade BPR and other elements of the reform to other divisions, departments and work units in the government. Putting in place incentive schemes and an appropriate monitoring system should protect the reform from backsliding. Despite the pessimistic accounts of public sector reform in African countries, this article reveals that there are positive findings of interest to the field of development administration. This article addresses how the public service can be reformed to make it relevant to the circumstances and useful to the majority of people living and working in Ghana. In many public administration journals, reforms in sub-Saharan Africa have received scant attention. Using Ghana as a case study, this article first summarizes and evaluates that country's reform efforts and compares them to mainstream Anglo-American reform ideas. The article comments on the conceptualization of reform based on the notion of community, encompassing the unique political, social, and cultural experiences of the people of Ghana. Finally, the article discusses what a composite formulation of the notion of community might imply for a cross-cultural understanding of comparative public administration.  相似文献

Competency can be considered a central theme in contemporary public service reforms. This article analyzes the development of competency frameworks for senior public servants at the national–government level in three countries (the U.S., the U.K., and Germany). By tracing the development of competency as an idea, it is shown that competency reforms drew selectively on management ideas, and by tracing the nature and time-patterns of competency reform developments in the three countries, it is shown that competency came onto the reform agenda at different times and by various routes rather than by a simple pattern of international policy transfer or business-to-government transfer. It is argued that the adoption of competency frameworks took place at critical junctures for preexisting public service bargains or agreements in each case and that they were shaped by the particularities of institutional context. However, although competency is arguably central to public service reform, it is far from clear that the competency frameworks in these three cases contributed to the declared aims of many contemporary public service reformers.  相似文献

The term 'contract state' can capture three different types of contractual arrangements:
*employment contracts
*intra public sector service contracts (often used in the health and education fields)
*public-private service contracts or outsourcing.
Victoria, since the election of the Kennett government in 1992, has engaged in all three, but in particular, public sector change has been characterised by significant outsourcing. This article outlines the extent of outsourcing in Victorian state and local government, the managerial challenges of a contract state, and the need for continuous reflection on, and improvement of, the reform process.  相似文献

This article illustrates the degree to which new areas of consensus are emerging in the implementation of civil service reforms. A crucial development in Commonwealth countries has been the change in the strategies being pursued by most governments in achieving economic growth and developmental objectives. The need to change the role of the State for improved economic efficiency is finding greater acceptance in most countries. The article highlights several common themes emerging in the introduction of civil service reform programmes with remarkable similarity about the concerns and changes taking place in very different settings. The article also identifies a set of key strategies that have emerged as major instruments for the implementation of the reform process, such as securing leadership for change, enhancing policy development capacity, improved human resource and financial management systems, establishing efficiency and quality management programmes, harnessing information technology and mobilizing external and internal advice. The article concludes that there is no unique solution and each country would need to identify key strategies drawing on experiences of other countries and keeping in view national priorities. The article hence provides a useful framework for sharing of experiences and cooperation among Commonwealth countries.  相似文献

The Blair governments deployed several public service reform strategies. Although many have been effective, they have had limited traction at the 'hard end' of disadvantage: entrenched deprivation remains a stubborn feature of the social landscape. Reforms have had limited impact on this deprivation because they expect users to behave either as eager recipients or as informed consumers. But disadvantaged groups rarely emulate the active middle class; instead, they are distrustful of public institutions—even hostile. We need a different reform strategy that does not presuppose these behaviours and which generates new ideas. This 'venture state' approach would go beyond commissioning and invest in services that demonstrate the greatest social returns with disadvantaged groups. Like the eponymous capitalist, it would identify a portfolio of high-impact providers that can be scaled or sustained; and it would provide the resources required to do so. Rather than seeking to target its own services with ever greater precision, the venture state would focus on structuring innovation in those services most important for the hard end of disadvantage.  相似文献

In recent years, there has been a radical reinterpretation of the role of policy making and service delivery in the public domain. Policy making is no longer seen as a purely top-down process but rather as a negotiation among many interacting policy systems. Similarly, services are no longer simply delivered by professional and managerial staff in public agencies but are coproduced by users and their communities. This article presents a conceptual framework for understanding the emerging role of user and community coproduction and presents several case studies that illustrate how different forms of coproduction have played out in practice. Traditional conceptions of service planning and management are now outdated and need to be revised to account for coproduction as an integrating mechanism and an incentive for resource mobilization—a potential that is still greatly underestimated. However, coproduction in the context of multipurpose, multistakeholder networks raises important public governance issues that have implications for public services reform.  相似文献

This article assesses Russia's post-Soviet efforts to reform its public service in order to meet the challenges of social and economic transition and describes both obstacles to the creation of a modern public service and efforts to overcome them. First, the authors provide a snapshot of the public service in Russia since 1991. Second, they describe aspects of the Soviet legacy that have impeded efforts to modernize the public service. Third, they identify some of the traumas of transition experienced in the 1990s that have circumscribed efforts at reform. Finally, the authors identify gaps between the legislation enacted by the Duma and the limited implementation of that legislation to date. The article concludes with an assessment of the current status of public service reform in Russia.  相似文献

This article compares recent public service reforms in Britain, France and Germany in terms of reform origins, the trade‐off between managerial and administrative values in the overall reform orientation and the balance within managerial reform between public choice and business management strands. An explanation is advanced of variations in national reform profiles which draws on elements of both political economy and historical institutionalist approaches. Particular importance is attributed to the composition of French and German administrative reform policy communities, and to the resilience of collectivist ideals of public service within the respective memberships, as compared with Britain.  相似文献

This papers brings together several strains of thought around an outline suggestion for reform of education administration and finance in the Southern Sudan. Administration has to be seen in terms of incentives and disincentives to action. The administration of the Southern Sudan constitutes the largest part of the elite of that part of the country and consumes most public funds as salaries. In political interactions with sections of the public there is a more pressing need to respond to the demands of educated youth for salaries than to make adequate provision for non-salary expenses of services to the public. But the system is not in a stable state and the full contradictions of the situation, for politicians, bureaucrats and public, are revealed by the financial restrictions enforced as a result of national debt and international recession. Politically leaders in government service and disaffected leaders in military opposition in the bush both continue to demand a fairer distribution of central resources. But the possibility of generating, at the grass-roots, both the resources necessary for non-salary costs and the necessary influence to demand services, is something which could be further explored in the interests of all parties. October 1996 marked the beginning of a new era in New Zealand politics, with the advent of a system of proportional representation based on the German model. This article explores the impact of electoral reform on the public service. First, it summarises the extensive public sector reforms during the mid-to-late 1980s and considers the preparations undertaken by the public service for proportional representation. Second, it outlines the concerns and expectations about the likely consequences of the new electoral system on the bureaucracy. Third, against this background, the article examines the extent to which the public service has been affected by electoral reform. It is argued that despite some notable changes to the political environment within which officials operate, the overall impact of proportional representation on the public service to date has been modest. The analysis presented here is based on a series of interviews conducted during 1997 with ministers, senior public servants, ministerial advisers and parliamentary officials, along with a range of secondary sources.  相似文献

This chapter considers three paradoxes or apparent contradictions in contemporary public management reform–paradoxes of globalization or internationalization, malade imaginaire (or successful failure) paradoxes, and paradoxes of half-hearted managerialism. It suggests that these three paradoxes can be explained by a comparative historical institutionalism linked to a motive-and-opportunity analysis of what makes some public service systems more susceptible to reform than others. It further argues that such explanations can be usefully linked together by exploring public service reform from the perspective of ‘public service bargains’ or PSBs (that is, explicit or implicit bargains between public servants and other actors in the society). Accordingly, it seeks to account for the three paradoxes of public management reform by looking at the effect of different PSB starting-points on reform experience, and at the way politician calculations over institutional arrangements could account for PSB shifts in some circumstances but not others.  相似文献

This article seeks to demonstrate the way in which labor market choices are shaped by institutional arrangements devised by the state. Since these arrangements differ markedly from country to country, much that is distinctive about national labor market outcomes is a function of diverse encounters with the state. This argument is illustrated by an account that explains why Australia, a country which apparently devotes little in the way of public resources to the old, manifests an exceptionally high level of early retirement. This account shows that, in contrast to the standard European welfare state strategy of public pensions, the Australian state has over many decades tackled the need for provision for the old by encouraging retirement strategies that are not subsidized directly from the public purse. These strategies include the encouragement of widely dispersed home ownership and occupational pensions. Read broadly, the article suggests that the extremity of contrasts frequently made between the advanced welfare states of Western Europe and the miserable social policy outcomes in the democracies of the New World have been far too extreme. The article experiments with novel presentational techniques designed to focus attention on individual choices and on policy outcomes for the individual rather than policy outputs by governments.  相似文献
