Citizen participation in government decision making, especially at the local level, has received heightened attention with regard to its promise for improved governance. The overarching administrative ethos of the administrative state creates barriers to citizen participation in governance. Developing and nurturing citizen participation in the presence of the administrative state is a significant challenge. Drawing on the literary tradition of public engagement and learning, this article models a developmental strategy of participation that offers one avenue for achieving meaningful partnerships between city agencies and neighborhood councils in a metropolitan environment. We present a model of citizen participation that brings neighborhood councils and city agencies together in a collaborative partnership. This model is based on the literature on citizen participation, which focuses on the significance of interactive processes in building trust among participants and creating mutual understanding and agreement.  相似文献

力图在实地调研的基础上,参考德国相关的法律、法规和政策,以公共品供给为线索,描述德国乡村公共品供给的决策、实施与监督的全过程,着力分析公共品供给过程中的权力分配、责任结构和融资途径,以及公共品供给过程中的监督。认为,影响德国乡村公共品供给的因素主要是明确规定不同层级政府权力、责任的法律体系,乡村治理的结构,以及政府间的财政关系。其明显的特点可以归纳为:法治化、辅助性、市场化、公共利益取向、财政主导的融资渠道、健全的监督体制,以及良好的政府间关系。中国地方治理的转型则应该更多地从制度规定、公共财政体制和转移支付制度的建立、地方自主性的发挥、普遍的参与,以及有效的监督等几个方面来思考。  相似文献

Prior research indicates that corruption hampers economic growth and imposes high social costs. From the perspective of democratic theory, corruption does not just violate the fiduciary obligations with which the public entrusts government officials; it has detrimental effects on the legitimacy of the democratic process as a whole. If citizens view their government as corrupt and dishonest, they become cynical about political life, and as a result, they are less likely to participate in democratic governance. This article examines the effect of corruption—measured through both perception and experience—on citizen participation in local government. Using data from the AmericasBarometer survey on the new democracies in Latin America, we test whether the withdrawal effects registered in terms of participation in elections hold for the participation in city administration. The results show that citizens' willingness to participate in local governance relates positively with their experience of corruption, but not with their perception of corruption.  相似文献

This article examines how, against a background of localism endorsed by the 2010 coalition government in the United Kingdom, a key component of local integrity and governance was fundamentally altered. The Localism Act 2011 abolished the English local integrity framework, which relied on the participation of local citizens in the policy making and implementation of local government standards of conduct. The article utilizes Henrik Bang's concepts of “expert citizen” and “everyday maker” to explore citizen participation in local standards committees. Using a case study approach, the article demonstrates how standards committees shaped processes and practices in the local governance of integrity. The authors argue that standards committees were crucial in promoting local participation and enhancing good governance.  相似文献

Since participatory budgeting (PB) has been advocated by both theorists and practitioners of public administration, its adoption has become a global phenomenon. As of 2017, all local governments in South Korea are legally mandated to operate a PB system as a policy for inviting citizen participation in local budget decision-making. Using an impact assessment tool completed by PB managers in local governments, this research tested two sets of independent variables—citizens' participatory capacity and the diversification of communication in the PB process—that could be associated with the dependent variables “citizens' trust in government (CTG)” and “government officials' trust in citizens (GTC).” The paper presents the three major findings on the common drivers behind CTG and GTC: (1) citizen participants' knowledge on budget and budgeting process; (2) local government's efforts in gathering citizens' inputs for PB; and (3) the mutual efforts to understand the needs and limitations of both citizens and the local government. The paper concludes by exploring the implications for the design and delivery of effective PB implementation.  相似文献

This paper is concerned with how local councils might bring about the renewal of local democracy, and in particular, to the extent to which public relations might contribute to the process of renewal. To begin, the public policy literature is reviewed to investigate the concept of participatory democracy and its application in the UK. The role of local government public relations is then discussed and to the extent to which the concepts of public relations and local public participation are linked. The paper then goes on to describe and critically evaluate one particular case where a public relations strategy was used to effect participatory democracy through local forums or ‘district assemblies’. In the case of Tameside Metropolitan Borough Council, district assemblies were found to be successful examples of deliberative forums in achieving participatory democracy. They were well publicised and encouraged participation, and people thought that they made a difference to their community. However, the research raised questions surrounding the extent of community representation at district assemblies (including the publics targeted); and inclusivity in the structure and organisation of the meetings. The New South Wales State Government announced its local government strategic reform programme Fit for the Future in 2014. At the centre of the plan was the desire to reduce the number of local government areas. Opponents mobilised various resistance strategies to challenge amalgamation. However, the initial efforts to resist amalgamation failed but opponents got success in opposing amalgamation via the legal system. As such, the New South Wales State Government was forced to abandon its plans to amalgamate some regional and metropolitan councils in response to community opposition and resistance. Despite a growing body of existing literature, to date, the analyses of local government reform fail to examine the rationale and strategies of community opposition. To examine the public participation, community opposition, and resistance, this paper draws on the research that pertains to the proposed merger of the Ryde, Lane Cove, and Hunters Hill councils.  相似文献

This article introduces a new explanation for why citizens may fail to vote based on government performance. We argue that when politicians have limited capacity to control bureaucrats, citizens will not know whether government performance is a good signal of the incumbent's quality. We develop a selection model of elections in which policy is jointly determined by a politician and a bureaucrat. When politicians have incomplete power over policy, elections perform worse at separating good and bad types of incumbents. We test the theory's predictions using survey experiments conducted with nearly 9,000 citizens and local officials in Uganda. We find that citizens and officials allocate more responsibility to politicians when they are perceived as having more power relative to bureaucrats. The allocation of responsibility has electoral consequences: When respondents believe that bureaucrats are responsible for performance, they are less likely to expect that government performance will affect incumbent vote share.  相似文献

Issues of local governance have dominated Caribbean policy agenda for the past two decades, prompting considerable thought and action on local government reform by scholars, local government practitioners and policy makers, alike. No reforms have been as ubiquitous as those of local government. Permitted by an international reformist agenda, local government reform policy is linked positively to efforts to redress incapacities of public management and administration. This article examines conceptual and empirical issues relating to implementation of local government reform in two Caribbean countries, Jamaica and Trinidad. It analyses how the vision for local governance is articulated through specific reform taxonomies and argues that, although local government reform is normatively a policy aimed at fundamental changes in intergovernmental relations, in Jamaica and Trinidad reform has led merely to adjustments in the internal administration of local government. In the 1980s many developing and newly industrializing countries in Asia expressed great interest in administrative reform. Compelling reasons for public reform in these nations arise from causes different from those in developed nations. Among Asian developing nations, government reform is intrinsic to and inextricable from crises in governance. Within the context of developing politics, a reliable and competent government is sine qua non of national stability; and, more importantly, this largely decides the tenure of a governing group. Its ability to remain in power will be determined by the efficaciousness of public authority. Against these backgrounds, this article discusses the five conference papers of the Eastern Regional Organization of Public Administration (EROPA) of 1991. It examines both similarities and differences among four countries in their efforts to reform public administration. This review suggests that in developing Asia, the quest for administrative reform emanates from crises in governance. Reform goes beyond exploring ways to improve the quality of public management.  相似文献

Abstract

There has long been an emphasis on the importance of decentralization in providing better quality public services in the developing world. In order to assess the effectiveness of decentralization I examine here the case study of Uganda, which has seen major decentralization of power over the last quarter-century. In particular the current government has introduced a five-tiered local government structure, decentralized both fiscal and political power to local governments and introduced regular local government elections. However, initial excitement about Uganda's decentralization programme has tapered off in recent years due to a number of problems outlined here. In particular, I show that decentralization in Uganda has suffered from a lack of independence from central government control, which has led to a lack of effectiveness in the provision of high quality public goods.  相似文献

Australia's third sphere of government is local government, consisting of about 675 councils nationally, responsible for an average of 6 percent of total public sector expenditure (around $18 billion) annually. This article reviews key integrity issues confronting local government, based on experience in NSW and Queensland. Current issues confirm integrity to be a significant concern manifesting in a large variety of forms, both in council administration and in local government politics. A new generation of responses are increasingly tailored to recognising local government as a permanent, elected sphere of government, accounting directly to the public, while, supported by state regulators, individual councils also pursue better practice in the management of their own administrations.  相似文献

Despite significant growth in public participation GIS (PPGIS) literature since the 1990s, little engagement by e‐government scholars is evident in the extensive scholarly PPGIS debates. To fill this void, recent trends in PPGIS adoption by local governments are analyzed. Three waves of GIS are identified: desktop GIS, web GIS, and the Geospatial Web 2.0 platform. Such technological advancements have progressively eased GIS accessibility from expert users to ordinary citizens, accompanied by considerable growth in adopting PPGIS for traffic and transit, volunteered geographic information, and customer relationship management. However, limited use of PPGIS for higher levels of participation such as decision making is found. Barriers to PPGIS adoption for decision making seem less technological and more institutional.  相似文献

Participatory governance in developing countries is broadly viewed as an essential prerequisite for successful implementation of public projects. However, it poses many challenges for public bureaucrats in terms of their skills and willingness to engage citizens. Despite the growing evidence of the pervasiveness of participatory governance, research to date has not explored bureaucratic readiness to adopt participatory practices. This research presents findings of a bureaucratic readiness assessment for participatory governance in Bangladesh by exploring how public bureaucrats perceive the value of participation; how they are educated to collaborate with stakeholders; and the extent to which their attitudes are amenable to enhancing participatory governance. Our findings suggest that we can classify readiness in terms of both motivational and educational factors. The study has implications for how readiness can be developed in public officials that may assist in fostering participatory governance in Bangladesh and be informative to other countries experiencing similar issues.  相似文献

Abstract

This article addresses the Norwegian government’s meaning-making, crises communication and reputation management during the Corona pandemic crisis. It argues that reputation management can be seen as a combination of governance capacity and legitimacy reflected in a well performing crisis communication and meaning-making. Under the slogan “working together” the government emphasized the need for a supportive and cohesive culture in order to to balance efforts at increasing governance capacity as well as governance legitimacy, through shaping a common understanding and broad consensus on what the crisis was about and what needed to be done to deal with it. A main lesson learned from the Norwegian case is that the effectiveness of the government in controlling the pandemic was enhanced by successful meaning-making and communication with the public, and to the high level of citizens’ trust in government.  相似文献

Soft law, or non‐legislative modes of policy making, is becoming increasingly common today. The Nordic countries have a long tradition soft law, not least in central–local relations, where non‐binding agreements are frequently used to coordinate policies. A key question springing from soft law theory is that of compliance. Why do independent actors comply if they are not formally obliged to do so, and what happens if they do not comply? This article addresses the question of how compliance can be achieved during policy conflict between actors at different governing levels by investigating a case of health care reform in Sweden. An important finding in the study is that compliance was reached ‘in the shadow of hierarchy’. The central government resorted to the threat of regular legislation to force the county councils to comply. This finding points to the fact that sanctions and the presence of a hierarchical order may play an important role even in soft law governance. The study also shows that an additional important reason that the voluntary agreement between the county councils and central government was honoured in the end by both parties can be attributed to the efforts of a mediating actor: the organization representing the county councils in their negotiations with the government. Finally, the study also illustrates how various forms of informal social pressures such as shaming, peer pressure and moral responsibility can help enforce local compliance in a case of open policy conflict. Arguably, all these compliance mechanisms also have relevance outside the Nordic setting.  相似文献

Contemporary public policy increasingly emphasises a focus on outcomes, the difference that occurs in the lives of citizens from policy and activity of government. Other contemporary imperatives for effective planning include: recognition of the values of the community whom plans serve, direction towards goals and objectives, utilisation of evidence, articulation of theories of change that underpin planning and responsiveness to evaluation. This article reports a desk‐based research project to assess how local government planning documents meet these imperatives. Two documents are examined for 67 councils across Australia: the major strategic document, council plan or other‐named document and the cultural development plan (CDP) or other‐named document that directs staff and investment aimed at cultural enrichment of the LGA. Findings indicate that the majority of councils’ documents appeared only concordant with one or two of these planning imperatives. No plan addressed more than three. Overall, council plans and cultural development plans did not clearly indicate their responsiveness to values of their communities, nor include objectives that formed measurable steps towards goals or formally refer to the use of evidence in decision‐making. No plans included theories of change to underpin decision‐making. This analysis indicates clear areas of improvement for planning for local governance.  相似文献

Growing dissatisfaction with representative democracy and concomitantly, the increasing expectation that citizens assert more influence over public policy have seen the emergence of more participatory and deliberative forms of governance in public management practice. This article explores the attempt of the state government of Victoria, Australia to legislate for mandatory deliberative engagement as part of its local government strategic planning instruments. The ambition of the reform was significant; however, it was almost unanimously rejected by the local government sector. Based on analysis of the key themes that emerged from the submissions made during the 3-year Victorian Local Government Act Review process, we explore the limitations and barriers to implementing deliberative engagement practice at a local government level. We demonstrate that whilst the promise of participatory democracy might have been compelling, in the case of Victoria there were a series of contextual and capacity considerations that needed to be taken into account before the implementation of such reforms were pursued.  相似文献
