This article examines the agencification of public service in Tanzania. This is discussed with reference to the New Public Management (NPM)‐inspired reforms of which the creation of executive agencies is one of its core features. The article attempts to understand the extent to which executive agencies in Tanzania display characteristic features of an ideal‐agency model as propagated by the NPM reform doctrines. Key features of the ideal‐agency model have been described as structural disaggregation, autonomy and contractualisation. It questions views held by many NPM‐minded reformers, such as the EU and World Bank that this model is universally applicable and can be emulated in different parts of the world. The article's assumption is that the NPM‐agency model is based on a weak empirical foundation and its universal applicability is questionable. To illustrate our arguments we confront the NPM‐agency model with the empirical data drawn from the agencification of public services in Tanzania. Findings indicate that agencies in Tanzania display hybrid characteristics in terms of their autonomy and control. Our conclusion is that the universality of NPM‐agency model is illusive. Research suggests that borrower ‘ownership’ of reforms is highly correlated with the success of reforms in developing countries. One of the most important components of ownership is the nature of public–private relations and consultation with interest groups. Yet participatory reform must overcome several political dilemmas, including problems of credibility, collective action, and distributive (in)justice. The characteristics of reforms also affect the possibilities for participation. Democratic governments interested in making policy reform more participatory and presumably more sustainable can draw on several strategies, including the selective use of incentives and compensation, public education and communications, capacity building in society, institutional mechanisms for consultation, and political sequencing of reforms. These strategies have implications for the foreign aid agencies who often fund reforms. They suggest that donors need to recognize the political rationality behind cross‐payments and spending to maintain important constituencies; that political sustainability may require reform sequences that are out of step with current orthodoxy; that policies ought to create winners before creating losers; that democratic consultation will require much more time in achieving consensus; and that outside actors need to refrain from intervening too directly in the political process by throwing their support behind particular interests. Abstract

The administrative‐command system that had been in full force in the Soviet Union between 1927 and 1990 had its own logic and internal consistency. It is now common knowledge that this economic system has flaws that led to a deepening secular decline over the past three decades. Because of ideological reasons, and an inadequate economic understanding of the capacity of their system to be liberalized, many reformers sought a third way between central planning and markets. The consensus today is that there is no third way. Among the former Soviet republics, Russia has just embarked on market‐oriented reforms and is facing a difficult and unstable transition because central planning mechanisms have ceased to function, but markets are not yet in place. This transition is particularly problematic for housing, which is a very severely distorted economic sector.

The international evidence on market economies that has accumulated over the past 20 years shows that, when housing sector distortions exist, they are predominantly found on the supply side. In socialist economies, however, housing is part of the compensation provided by enterprises and other employers. As a result housing suffers from demand‐side distortions in addition to the supply‐side problems caused by the absence of land markets, vague property rights, and burdensome urban regulations. The housing sector is already so large and distorted in these highly urban economies that overall economic reforms cannot succeed without housing reforms. In addition to presenting an overview of Soviet housing, this paper provides comparative evidence indicating that, among all the distorted socialist housing systems, Russia's probably is the most impaired. The basic elements of a market‐oriented strategy to improve housing are briefly presented.  相似文献

Nonprofits represent a substantial group of third-party agents that deliver public services, yet little is known about the extent to which these organizations embrace participatory governance practices. Using survey data from nonprofit social service agencies in Michigan, the author examines how these organizations provide opportunities for client participation and identifies factors that contribute to these practices. Four methods of securing client involvement are examined: participation in agency work groups, client feedback surveys, advisory boards and committees, and client service on the agency board of directors. The results indicate that government funding plays a systematic role in promoting these activities within nonprofits. These findings carry important implications for the government–nonprofit contract relationship by demonstrating that government funding shapes the practices of nonprofits in ways that promote democratic governance.  相似文献

Researchers have long recognized administrative reform as a constant feature of American public administration. The employee engagement initiative of the U.S. Office of Personnel Management (OPM) has become one of the most prominent administrative reforms underway in the federal government. Like many reforms, the veracity of claims about this reform have gone untested. This article addresses this gap by testing the relationship between the OPM's employee engagement initiative and agency performance. After establishing the psychometric validity of the OPM's Employment Engagement Index, the authors use a five‐year panel data set of federal agencies and two‐way fixed‐effects regression to test the efficacy of this prominent reform. The analysis shows that efforts to encourage employee engagement generally have the expected relationship with performance, but the relationship varies according to the components that make up the index and the organizational level at which these efforts are expended.  相似文献

By mid‐2001, the Solomon Islands government was on the edge of bankruptcy after two years of unrest on Guadalcanal. Solomon Islanders' hopes that the national government can improve their living standards have been dashed, only 23 years after British colonial rule ended on these South‐West Pacific islands. The reasons for the state's limited capacity to facilitate development extend much further than the financial crisis, as a comparison between power relations typically institutionalized in Western liberal democratic states and those institutionalized in the Solomons state shows. The Solomons state is a syncretism of traditional political practices and modern structures. Many of these traditional practices are impeding development. Recent neo‐liberal reforms championed by the previous government, the Asian Development Bank and other aid agencies did little to address these practices and were terminated in the unrest in 2000. If the state is to improve the living standards of ordinary Solomon Islanders, changes in structure, such as the state governments being established following the Townsville Peace Agreement, are not the sole answer. This article focuses on the changing level of participation of voluntary organisations in the policy process between 1964 and 2009 and its implication for the role played by voluntary organisations to the state. Drawing on data from the remiss procedure – one of the most understudied parts of the Swedish policy‐making process – the results implicate a reduced role for voluntary organisations in formal arenas for policy making. While the number of participating voluntary organisations has remained stable, the relative share of participating organisations has declined and an increasing proportion of organisations have abstained from participating. In addition, the shares of conflict‐oriented and member‐benefit‐oriented organisations have decreased while consensus‐oriented and public‐benefit‐oriented organisations appear to have increased slightly. These findings are discussed in the context of changes in the coordination and implementation of public policies, implying that over time the role of voluntary organisations as arenas for deliberation and mediators of individual interests tend to have gradually lost ground in relation to the state while the share of organisations taking direct welfare responsibility has slightly increased. Although it may be premature to speak about a shifting role of voluntary organisations from input to output in the political system, the result suggest an emerging trend in that direction. Further research is needed to clarify whether this changing pattern of participation is evident in other arenas for policy making in Sweden or is an isolated feature explained from the outset of the remiss procedure.  相似文献

Amid rising criticism of aid effectiveness coupled with tight budgets in many donor countries at a time of economic crisis, donor agencies are under pressure to deliver value for money and to demonstrate development results. In response to these pressures, more and more donor agencies are adopting standard indicators, which allow for results to be aggregated across interventions and countries, in order to report agency‐wide results. This article analyses the reporting practices of eleven bilateral and multilateral donor agencies and assesses the implications of agency‐wide results measurement systems for aid effectiveness. The analysis shows that the data on aggregate results provided by donor agencies is only of limited informational value and does not provide an adequate basis for holding donor agencies to account. Moreover, reporting on agency‐wide results may have a number of adverse effects. Given the various limitations and risks identified in this article, I suggest that donor agencies should explore complementary options or alternatives to standard indicators in order to meet their reporting requirements. Donor agencies are advised to invest more in rigorous impact evaluations and to raise the transparency of individual interventions. © 2016 The Authors. Participatory approaches to sustainable development have become increasingly popular world‐wide. In Australia, participatory approaches such as landcare and regional catchment management form the basis of rural environmental policy and practice. At the same time, neoliberalist reforms such as market deregulation and withdrawal of state assistance from agriculture have been implemented. Various commentators have suggested that local participatory practices can enable neoliberal reforms by depoliticising rural environmental problems and fragmenting action. This paper explores the intersection of these participatory policy developments and neoliberal reforms through two case studies on the government of salinity in the Hunter Valley, New South Wales. From this work, it is apparent that neoliberal reforms result in competition for resources within the state, the projectisation of environmental action, and a hesistance of the state to allocate resources for broader environmental monitoring. This work demonstrates how the contradictions in these developments can create a chaotic and irrational environmental politics that can result in a repoliticisation of rural environments and opportunities for a more rational and democratic sustainable development practice.  相似文献

The article addresses how South African non‐governmental organisations (NGOs) approach the management of their development activities and the influences upon their approaches. Based on interviews, field visits and programme documents from 40 organisations working in South Africa, the article explores the extent to which NGO programme priorities and adopted management practices arise out of donor conditions, succeed in their stated aims and generate other unintended consequences. Four aspects of contemporary NGO management dynamics are explored: logical frameworks, participatory processes, impact enhancement and financial probity. While donor requirements in these four areas generally impose heavy costs on South African NGOs and poorly achieve their stated aims, the research documents cases, in which local managers were able to work effectively and learn within these constraints, found ways around the more intrusive requirements, or challenged donors to change their policies to permit more equitable donor‐recipient relationships and better development practice. However, an unintended impact of tighter funding requirements is an observable differentiation within the South African NGO sector, with smaller community‐based organisations excluded as larger professional organisations establish more enduring links with international development organisations. The emerging literature on public procurement policy suggests that public procurement may be leveraged to advance several public policy agenda. Hence, many countries have reformed their public procurement process towards social and environmental outcomes termed sustainable public procurement. These reforms have often been launched in response to international initiatives such as the global 10‐year framework for action on sustainable consumption and production by the Johannesburg implementation plan in 2002 and the Sustainable Development Goals. Yet, empirical evidence on the drivers and benefits of SPP in developing countries is still scarce. This gap is addressed with a qualitative case study of six public sector institutions in Ghana. On the basis of elite interviews, this paper highlights barriers to mainstreaming SPP in Ghana's public sector. We further advance the scanty principal–agency literature by establishing a double‐agency relationship in the context of SPP, which depicts limited agency cases where principals lack the capacity to defend their own interests.  相似文献

Debates on Scottish constitutional reform go hand in hand with discussions of political reform. Its reformers use the image of ‘old Westminster’ to describe ‘control freakery’ within government and an adversarial political system. Many thought that the Scottish political system could diverge from the UK, to strengthen the parliamentary system, introduce consensus politics and further Scotland's alleged social and democratic tradition. Yet the experience of devolution suggests that Holyrood and Westminster politics share key features. Both systems are driven by government, making policy in ‘communities’ involving interest groups and governing bodies, with parliaments performing a limited role and public participation limited largely to elections. The Scottish government's style of policy‐making is distinctive, but new reforms are in their infancy and their effects have not been examined in depth. In this context, the article identifies Scotland's ability to make and implement policy in a new way, based on its current trajectory rather than the hopes of reformers.  相似文献

In this article we focus on the dynamic interplay between increase in autonomy of regulatory agencies and political control of those agencies. The general research issues are the weak empirical foundations of regulatory reforms, the complex trade‐off between political control and agency autonomy, the dual process of deregulation and reregulation, the problems of role‐specialization and coordination, and the questions of “smart practice” in regulatory policy and practice. The theoretical basis is agency theories and a broad institutional approach that blend national political strategies, historical‐cultural context, and external pressures to understand regulatory agencies and regulatory reform. This approach is contrasted with a practitioner model of agencies. Empirically the article is based on regulatory reform in Norway, giving a brief introduction to the reform and agency context followed by an analysis of the radical regulatory reform policy introduced recently by the current Norwegian government. We illustrate how regulatory reforms and agencies work in practice by focusing on two specific cases on homeland security and telecommunications.  相似文献

This article presents the results of research designed to test participatory democracy assertions that high-quality public participation can affect participants' beliefs in desirable ways. It examines the relationships between exposure to quality participation and participant beliefs about the trustworthiness and responsiveness of a public agency and the value of including different viewpoints in public meetings. After participation in quality project meetings, participants were significantly more likely to believe the agency was responsive to public concerns. The results indicate that some specific aspects of quality participation are positively associated with expectations about the agency's responsiveness and performance. Positive associations were also found with tolerance for differences of opinion. These results have important implications for public administrators and theorists of participatory democracy.  相似文献

Abstract: Australian rural research and development underwent a period of sustained organisational and managerial change during the 1980s and early 1990s. The transition from a scattered and disparate research effort prior to 1985, to one which is today highly structured, commodity-specific and strategically oriented, raises a number of issues concerning the processes used, the motivation for the change, and the manner in which that change has been accomplished. This article reviews the reforms that have been made in the sector, and seeks to assess their impact on the stakeholders involved. In so doing it highlights the changing nature of the expectations placed upon the rural research and development community, and raises questions concerning the appropriateness of the reforms and the methods by which they were implemented.  相似文献

The Internet has become a major source and vehicle for technological transfer and project development during the 1990s. Three Pacific Island countries—Fiji, Samoa and Vanuatu—were connected through Pactok, an inexpensive computer‐mediated communication (CMC) system originally developed for non‐government organizations (NGOs) through the Pacific Sustainable Development Networking Project (PSDNP). The PSDNP was established by the United Nations Development Programme (UNDP) in 1993 and funded by the UNDP until December 1996. Content analysis of the Project Document indicated that although the PSDNP aimed to improve access by these countries to scientific and technical information, an important underlying theme was to ensure these Pacific Island countries were connected to the Internet. It also appeared that the agency was keen for organizations in these countries to increase access to international information, with little regard for local and regional sources. Subsequent analysis of Pactok sites early in 1997 showed that the PSDNP had encouraged the project's primary stakeholders—regional organizations and NGOs—to join Pactok. However, international agencies such as the UNDP and other foreign assistance also have access to Pactok and are able to disseminate agency ideologies, objectives and priorities directly to users in Pacific Island countries. This article is developed from data gathered through the analysis of a survey of ‘agencies’ at Commonwealth and Australian Capital Territory (ACT) levels of government, undertaken as the Australian component of a cross‐national empirical study of autonomy and control in non‐departmental public sector organisations. It presents preliminary findings from one part of what is potentially a very important enterprise in comparative research, along with discussion of methodological issues which need to be confronted in many such comparative exercises. The data reveal that Australia agencies have been granted more autonomy than agencies in other countries contributing to this survey, though that autonomy varies markedly across functions such as personnel management and financial management. While the article represents just a snapshot in time in agency autonomy, we believe it provides a robust baseline for future changes in the way agencies are managed in the Australian public sector.  相似文献

The administration of President Barack Obama, like those of his immediate predecessors, is focused on trying to improve the quality of, and use of, performance data. The federal government has been pursuing performance‐informed budget reforms for more than 50 years. Most recently, the Bush administration reforms included the President’s Management Agenda and the Program Assessment Rating Tool (PART). The Obama administration reforms include: measuring the effects of the American Recovery and Reinvestment Act; reducing or eliminating poorly‐performing programs; setting a limited number of short‐term, high‐priority performance goals; and funding detailed program evaluations. The administration is taking a more agency‐driven approach than the Bush administration, but continues to find it challenging to move beyond production of performance data to its use. There should be opportunities to show how performance information can be used for decision making, given the change in the political climate and the needs to reduce spending and the deficit. Historically, there has been little appetite in the Congress for evidence‐based decision making. The administration, however, can continue to demonstrate how federal agencies can use performance information to more effectively manage programs.  相似文献

Allocation of public resources is an area in which considerations of both economic efficiency and democratic legitimacy are likely to be present. Public administrators are often blamed for being too devoted to the norms of bureaucratic ethos, such as efficiency, effectiveness, and top‐down control, and less so to the norms of democratic ethos, such as inclusiveness and bottom‐up decision making. This article examines whether managers in agencies with greater budget autonomy are more likely to include the public when allocating resources. Because participation offers an opportunity for agencies to enhance the legitimacy of their decisions, it is expected that the value of citizen input will increase with the degree of agency autonomy. Using data on the practices of citizen participation in budgeting in two state departments—transportation and environment—this study finds that agencies with a higher degree of autonomy tend to be more open to public comment than agencies with more centralized budget processes.  相似文献

Abstract

Structural reforms such as the creation of autonomous agencies are a widely heralded solution for a multitude of problems in the public sector. These reforms have effects on public employees. This article shows how the structural disaggregation of ministries into autonomous agencies affects staff satisfaction with the organization. The article discusses three cases, where Dutch public organizations were either disaggregated from a ministry or reaggregated to the ministry. These structural reforms constitute a quasiexperimental setting where effects on agency staff and parent ministry staff are compared. In one case, creating the agency led to a decrease in staff satisfaction with the organization as compared to the staff that remained within the ministry. A second case showed that these negative effects linger and can last for more than eight years. An inverse organizational change—reaggregation—caused inverse effects: increasing satisfaction with the organization.  相似文献
