自2019年年底暴发并延续至今的新冠疫情,并非偶发性的自然事件,而是内源于当代社会并造成重大全球性灾难的社会事件。时空压缩既是当代社会时空结构特征的凝练表达,也是新冠疫情发生的基本场域,准确把握新冠疫情的本质离不开时空压缩这一重要背景。一方面,新冠疫情的发生始终处于当代时空结构中,它在暴发、传播以及治理过程中表现出的社会特征,是新冠病毒的自然属性与时空压缩社会特征遭遇和碰撞的产物;另一方面,新冠疫情的社会特征不仅突显出时空压缩背景下当代社会的高风险性和脆弱性,而且打破了人们对资本逻辑支配下时空压缩破坏性后果盲目乐观的迷思。遏制新冠疫情蔓延的关键是准确界定当代时空压缩背景下新冠疫情的社会特征,并采取有针对性的治理策略。  相似文献

In this article, the authors describe and illustrate what they call a “network of networks” perspective and map the development of a lead network for the Antwerp Port Authority that governed organizations and networks in the port community before and during the COVID-19 pandemic. They find that setting a collective focus and selective integration are crucial in the creation and reproduction of an effective system to adequately deal with a wicked problem like the COVID-19 pandemic. The findings on crisis management and network governance are used to engage practitioners and public policy planners to revisit the current design and governance of organizational networks within organizational fields that have been hit by the COVID-19 pandemic.  相似文献

This research presents implications of the global pandemic for local government resiliency in the United States. The authors explore insights from local government officials and managers on the front lines of response and recovery efforts to the biological natural disaster. Findings from the latest nationwide survey of U.S. local governments regarding their preparedness for weather-related natural disasters also inform responses to the current crisis. Results indicate that local governments are innovating and taking strategic actions to fight the virus, even as COVID-19 has exposed social inequities that are exacerbated as the virus spreads. Survey findings of disaster readiness of local governments to weather-related disasters shows that small, resource-poor governments will not be able to respond well and social inequities will grow. Policy strategies at all levels of government must recognize and account for these inequities as threat of this virus subsides, to support stronger, more effective readiness for the next biological catastrophe.  相似文献

The concept of Government as a Platform (GaaP) has recently encountered setbacks in practice worldwide. While existing literature on inter-governmental collaboration has emphasized organizational restructuring and data sharing, this study argues that a pragmatic way to improve administrative efficiency in the absence of formal institutional change is to adopt an alternative model to GaaP: platform-enabled government. Enabled by innovations of the middle-tier platform, this new model of platform governance integrates the functions of distributed systems of multiple departments into a sequential workflow without the requirement of institutional reform or sharing proprietary data. To demonstrate how this model facilitates information flow across institutional boundaries and improves collaborative governance, we analyze horizontal, vertical, and public-private collaboration using a diverse case study design. We examine administrative review, law enforcement, and contact tracing during the pandemic in the context of China. Our findings suggest accommodating institutional boundaries is a practical and effective approach to advance the digital government agenda in decentralized contexts.  相似文献

COVID-19 is exposing a nexus between communities disproportionately suffering from underlying health conditions, policy-reinforced disparities, and susceptibility to the disease. As the virus spreads, policy responses will need to shift from focusing on surveillance and mitigation to recovery and prevention. Local governments, with their histories of mutual aid and familiarity with local communities, are capable of meeting these challenges. However, funding must flow in a flexible enough fashion for local governments to tailor their efforts to preserve vital services and rebuild local economies. The authors argue that the Community Development Block Grant and the Energy Efficiency and Conservation Block Grant programs are mechanisms for providing funds in a manner that is adaptable to local context while also focusing on increasing social equity. Administrators must emphasize the fourth pillar of public administration—social equity—in framing government responses to the pandemic.  相似文献

The COVID-19 pandemic provides a unique opportunity to study which factors drive compliance and how the evolving context in society –virus fluctuations and changing government measures – changes the impact of these factors. Extant literature lists many factors that drive compliance – notably enforcement, trust, legitimacy. Most of these studies, however, do not look across time: whether a changing context for citizens changes the impact of factors driving compliance. In this study, we use Lindenberg's Goal Framing Theory to explain the dynamics of these drivers of compliance during the COVID-19 pandemic. We formulate hypotheses for pro-socialness, trust in government, observed respect for rules, rule effectiveness, rule appropriateness, fear of COVID-19 (severity and proximity), opportunities for pleasure and happiness, as well as worsened income position. We test our hypotheses with data collected at three different moments during the beginning of the COVID-19 crisis in Flanders, Belgium. Findings show that over time the constellations of factors that drive compliance change and, later in the pandemic, more distinct groups of citizens with different motivations to comply are identified. The overall conclusion is that the voluntary basis for compliance becomes more fragile over time, with a more differentiated pattern of drivers of compliance emerging. Public policy and communication need to adapt to these changes over time and address different groups of citizens.  相似文献

Scholars have engaged in an ongoing dialogue about the relationships among management, politics, and law in public administration. Collaborative governance presents new challenges to this dynamic. While scholars have made substantial contributions to our understanding of the design and practice of collaborative governance, others suggest that we lack theory for this emerging body of research. Law is often omitted as a variable. Scholarship generally does not explicitly include collaboration as a public value. This article addresses the dialogue on management, politics, and law with regard to collaborative governance. It provides an overview of the current legal framework for collaborative governance in the United States at the federal, state, and local levels of government and identifies gaps. The institutional analysis and development framework provides a body of theory that incorporates rules and law into research design. The article concludes that future research on collaborative governance should incorporate the legal framework as an important variable and collaboration as a public value.  相似文献

This Viewpoint essay understands China's COVID-19 responses through the lens of six paradoxes, focusing on normal and non-normal governance, competing values, expertise and politics, centralization and decentralization, public and private, and technology and institutions. Preliminary lessons are drawn regarding pandemic governance: embedding resilience into all aspects of governance; developing a public value framework for pandemic governance and improving individuals' ethical capacity; institutionalizing policy capacity on pandemic governance and requiring expertise in relevant positions; balancing centralized coordination and decentralized responses with a stable and ready-to-work commanding center; enabling businesses and nonprofits for pandemic governance but regulating them appropriately; and enacting technologies to revolutionize pandemic governance with proper institutional safeguards.  相似文献

We use a natural experiment to study how the announcement of the UK COVID-19 lockdown affected citizens' attitudes towards the pandemic and the government's response to it. On the day of the lockdown announcement, YouGov ran a survey that captured responses before and after the announcement. Comparison of these responses suggests that the lockdown announcement made people more supportive of the government's response to the crisis but also (perhaps surprisingly) more concerned about the pandemic. Analysis of heterogeneous treatment effects suggests that the announcement narrowed gaps in perceptions of the crisis, increasing support for the government's response especially among those who had been least supportive and increasing concern about the pandemic especially among those who had been least concerned. Overall, the findings highlight a tension inherent in governing during times of crisis: actions that increase people's confidence in government and induce compliance with government directives may also tend to increase anxiety among the population.  相似文献

The COVID-19 pandemic has created a crisis that is challenging national and local governments to innovate in their responses to novel problems. Despite similarities to the challenges confronted in developed countries, for Latin American governments, these problems are amplified by structural obstacles such as social inequalities. These countries must respond with capacities and resources that are often limited by spoils systems and by social and political polarization. This essay provides an overview of some innovative practices in Argentina, Brazil, Chile, Colombia, and Mexico. In particular, this essay concentrates on some salient collaborative efforts in the region. To draw lessons from these practices, the authors focus on the formal and informal institutions that facilitate or obstruct collaboration across jurisdictions. The findings are discussed in terms of the transaction costs of collaboration identified in these experiences.  相似文献

The COVID-19 pandemic has plunged the world into a crisis. To contain this crisis, it is essential to build full cooperation between the government and the public. However, it is unclear which governmental and individual factors are determinants and how they interact with protective behaviors against COVID-19. To resolve this issue, this study builds a multiple mediation model. Findings show that government emergency public information such as detailed pandemic information and positive risk communication had greater impact on protective behaviors than rumor refutation and supplies. Moreover, governmental factors may indirectly affect protective behaviors through individual factors such as perceived efficacy, positive emotions, and risk perception. These findings suggest that systematic intervention programs for governmental factors need to be integrated with individual factors to achieve effective prevention and control of COVID-19 among the public.  相似文献

As COVID-19 rapidly spread across the globe, every government in the world has been forced to enact policies to slow the spread of the virus. While leaders often claim responses are based on the best available advice from scientists and public health experts, recent policy diffusion research suggests that countries are emulating the COVID-19 policies of their neighbors instead of responding to domestic conditions. Political and geographic considerations play a role in determining which countries imitate one another, but even among countries that are politically or geographically distant, nationalist regimes seem to favor certain approaches towards the pandemic. We investigate why this is the case by examining whether countries that embrace a nationalist ideology are more likely to emulate the COVID-19 policies of similarly nationalist regimes. We demonstrate that, even after controlling for domestic circumstances and linguistic, trade, geographic, and political connections, nationalist countries are emulating each other’s responses. These results are robust and shed light not only on new mechanisms of policy diffusion but also on the growing international cooperation of nationalist regimes and leaders.

Emerging statistics demonstrate that COVID-19 disproportionately affects African Americans. The effects of COVID-19 for this population are inextricably linked to areas of systemic oppression and disenfranchisement, which are exacerbated by COVID-19: (1) health care inequality; (2) segregation, overall health, and food insecurity; (3) underrepresentation in government and the medical profession; and (4) inequalities in participatory democracy and public engagement. Following a discussion of these issues, this essay shares early and preliminary lessons and strategies on how public administration scholars and practitioners can lead in crafting equitable responses to this global pandemic to uplift the African American community.  相似文献

The present study aims to explore the perceived role of the government during this pandemic situation. The study, through the perception of general masses examine the government's role during the COVID-19 pandemic. It is believed that this is the first empirical study conducted on this issue. The study was conducted on general masses in the northern part of India. The data was collected from two states, namely, Punjab and Himachal Pradesh having different geographical and cultural base. It confirms preventive and supportive role of the government during this pandemic. The study provides a validated scale for future research on the issue under investigation. The results of this study obtained through newly validated scale can be generalised for evaluating the real performance of the government during this pandemic. The COVID-19 pandemic is seen as the biggest crisis since World War II. What started out as a public health issue has quickly morphed into a political, economic, and societal crisis of epic proportions. Administrative capacity is a major factor in determining whether societies will emerge from this unprecedented situation with resilience and optimism or despair and disconnectedness, and whether trust in government will increase or decrease. Autonomous and competent public managers are key producers of such administrative capacity. This essay addresses those public managers, the unsung administrative heroes leading us through times of crisis from behind the scenes. Translating the state of the art in public administration literature, with a particular emphasis on publications in this journal, into accessible practitioner recommendations, it identifies three key competencies paramount to public managers in times of crisis: managing stakeholders, political masters, and collaborative networks.  相似文献

This millennium began with widespread acceptance of a governing paradigm emphasizing small government, free markets, and open borders. Three crises—the 9/11 attacks, the 2008 financial crisis, and the 2020 COVID-19 pandemic—forced American policy makers to diverge from this paradigm. At the time, these divergences were described as temporary departures from normalcy. In retrospect, it would be more accurate to regard the millennial paradigm itself as the abnormality: a model of governance designed for rare moments of calm. In the last two decades, a different paradigm has emerged. American government has become the ultimate bearer of societal risks. Repeatedly, it has adopted extraordinary measures to protect public safety and the economy. However, the American state lacks the capacity to anticipate and manage these massive risks competently. New capabilities are required, along with a new mentality about governing. Domestic politics will complicate the task of building these capabilities.  相似文献

This essay addresses how the Norwegian government has handled the coronavirus pandemic. Compared with many other countries, Norway has performed well in handling the crisis. This must be understood in the context of competent politicians, a high-trust society with a reliable and professional bureaucracy, a strong state, a good economic situation, a big welfare state, and low population density. The Norwegian government managed to control the pandemic rather quickly by adopting a suppression strategy, followed by a control strategy, based on a collaborative and pragmatic decision-making style, successful communication with the public, a lot of resources, and a high level of citizen trust in government. The alleged success of the Norwegian case is about the relationship between crisis management capacity and legitimacy. Crisis management is most successful when it is able to combine democratic legitimacy with government capacity.  相似文献

Leaders in public affairs identify tools and instruments for the new governance through networks of public, private, and nonprofit organizations. We argue the new governance also involves people—the tool makers and tool users—and the processes through which they participate in the work of government. Practitioners are using new quasi-legislative and quasi-judicial governance processes, including deliberative democracy, e-democracy, public conversations, participatory budgeting, citizen juries, study circles, collaborative policy making, and alternative dispute resolution, to permit citizens and stakeholders to actively participate in the work of government. We assess the existing legal infrastructure authorizing public managers to use new governance processes and discuss a selection of quasi-legislative and quasi-judicial new governance processes in international, federal, state, and local public institutions. We conclude that public administration needs to address these processes in teaching and research to help the public sector develop and use informed best practices.  相似文献

At this point, little is known about local government responses to the economic crisis caused by COVID-19. This crisis is happening on Main Streets around the nation. This article examines how some local governments are taking collective action in partnership with other governments as well as with organizations at the local and regional levels. What is unique is that collective action is rare as it relates to traditional economic development practices, yet it is occurring and leading to offerings of multi-institutional grants and low-interest loans. However, some newer supply- and demand-side actions are the result of a lack of resources and need for expediency. Practitioners can learn about the collaborative economic development actions that governments are taking and how these partnerships can stabilize their local economies.  相似文献

What is the current state of research on business improvement districts (BIDs)? What is an appropriate framework for analysis? What are key questions for advancing future BID research? BIDs can be understood best within a network governance framework. The research shows, first, a blurring of the line between the public and private spheres as a result of BIDs; second, BIDs are increasingly important actors in urban governance; third, BIDs engage in collaborative, conflictual, and co‐optative relations with local and state governments; and fourth, difficult accountability and management problems are created by their interdependent relationships with local governments. Future research needs to focus on understanding the role of BIDs in urban governance and assessing their impacts on metropolitan areas, as well as their inherently complicated public accountability and management challenges.  相似文献
