In accordance with the Privacy Act (5 U.S.C. 552a(e)), we are issuing public notice of our intent to make changes to the system of records entitled "Master Beneficiary Record (MBR), 09-60-0090." These changes are prompted by implementation of provisions of Public Law (P.L.) 98-21 (the Social Security Admendments of 1983, hereinafter referred to as the Amendments). We are amending the categories of individuals covered by the MBR to include individuals (nonclaimants) whose former spouses apply for or receive benefits based on their earnings and the categories of records in the MBR to includes data relating to the amount of tax withheld on the benefits of nonresident aliens. Additionally, we are proposing to establish new routine uses of MBR data in accordance with 5 U.S.C. 552a(b)(3). The proposed routine uses provide for disclosure to the Department of the Treasury for determining the Federal tax liability on Social Security benefits and, as necessary, to deposit in the Social Security Trust Funds the tax withheld on the benefits of nonresident aliens. We also are making minor revisions to the MBR notice. We invite public comments on this publication.  相似文献

The NIH Office of Research Services (ORS) is responsible for the first of these systems. The National Cancer Institute (NCI), a component of NIH, maintains the second and third systems of records. The NIH Clinical Center (CC) maintains the fourth system. The new routine uses will allow disclosure to contractors for routine records keeping and processing activities. The following alterations will be made to this system of records: 1. The purpose statement for the system will be revised to better reflect the system's expanded function. The new purpose of this system of records will read as follows: "to maintain unique identification of each physician, practitioner, and medical group practice requesting and/or receiving Medicare reimbursement." 2. The name of the system will be changed from the "Medicare Physician Identification and Eligibility System (MPIES)," to the "Unique Physician/Practitioner Identification Number (UPIN) System." 3. The name of the "Unique Physician Identification Number (UPIN)" will be changed to the "Unique Physician/Practitioner Identification Number." Despite this amendment, the acronym UPIN will not be changed because Federal and state agencies and private and public insurance entities are familiar with the use of this acronym. 4. The structure of the UPIN identifier is being changed from a 6-digit identifier to a 10-digit identifier so as to uniquely identify all physicians, practitioners and medical group practices, and to rectify current problems with existing individualized identification systems. 5. Tax identification numbers will be collected and added to the data fields maintained on all physicians, practitioners, and medical group practices in this system. 6.
