A Kurdish proverb says that the Kurds have ‘no friends but the mountains’. This was not what the Turkish authorities believed. Using new and previously unexploited archives both in English and Turkish, this article offers a new interpretation of Turkey's perception of the Kurds. By analyzing Kurdish activities and their alignment with Communist movements and Soviet activities, it shows how Turkey's threat perception was shaped by international contexts, especially through the Cold War. In addition, the Kurdish nationalist movement in the Middle East played a pivotal role in regional intelligence cooperation between Turkey, Iraq and Iran. This article argues that Soviet and Communist activities had an important role in shaping Turkey's threat perception of the Kurdish minority in the country. Turkey's perception of subversive threats involved an intertwining of Communists, Soviets and Kurds. This affected the Kurdish bid for independence for most of the twentieth century.  相似文献

This study focuses on the poetry of the well-known Kurdish poet Cegerxwîn (1903–84). Contextualizing Cegerxwîn's life and literary career within his specific social, political and historical circumstances, this article demonstrates the way in which Kurdish classical poetry during his madrasa education shaped Cegerxwîn's poetic creation. Furthermore, the oppression and exploitation of Kurdish peasants at the hands of tribal chiefs, sheikhs and nation-states contributed to Cegerxwîn's adoption of a Marxist and nationalist social and political standpoint. This article, attempting a closer reading of his poetry, suggests that at the essence of his poetry is found the continued use of the metaphor of awakening. Hence Cegerxwîn's poetics and politics can best be depicted as one of awakening the oppressed and subordinate social groups including the Kurds, peasants and workers from their deep sleep of oppression and exploitation. Through his Kurdish poetics and politics of awakening, it is argued, Cegerxwîn participates in the progressive political discourses of his times.  相似文献

This article explores Australian media coverage of Julia Gillard's leadership. It employs a comparative discourse analysis of the gendered nature of media reporting on her sexism and misogyny speech and eventual demise. The article places these gendered framings within two contexts: that of the more general gendered expectations of the double bind facing all women leaders; and the more specific challenge to Australia's women leaders, posed by exclusivist national identity narratives. These narratives — of mateship, the ANZAC myth, and various apparently ideal‐type masculinities — serve to further disassociate Australian women from positions of national leadership. Together, we argue that the twin constraints of gender expectations and exclusivist national identity narratives amounted to a double delegitimisation of Julia Gillard's leadership, on the basis of her being a woman leader, generally, and an Australian woman leader, specifically.  相似文献

This article focuses on the uprising in 1918–1922 of Ismail Agha of Shikak (a.k.a. Simko) in Iranian Kurdistan and how he has been portrayed in Persian historiography. Painting Simko simply as another Kurdish rebellious chief with no nationalist aspirations leaves important questions unanswered. Simko introduced a number of firsts in Kurdish political history to Iranian Kurdistan, yet his innovations have generally been overlooked. Simko was conscious of, informed by, and founded his politics upon the communal distinctions deemed to legitimize varying degrees of Kurdish self-rule. In addition to his political and military activities, Simko co-founded the first Kurdish school in Iran, published the first Kurdish–Persian newspaper, and made Kurdish the official medium of his reign. This article draws on memoirs, personal accounts, and other unexplored primary documents to show a more complex picture of Simko's resistance, problematizes some idées reçues about Simko and his ethno-nationalism, and explores inconsistencies in the existing literature on the subject.  相似文献

Abstract

Great Britain created ‘Southern Kurdistan’, an autonomous Kurdish entity with Sulaimaniya as its capital, under British political supervision in November 1918. Sulaimaniya became a political and social testing ground in the hands of British officers who participated in the process of building local identities by defining the arena in which the elites entered into competition, by defining the categories into which the political blocs were arranged, and by defining which leaders were recognized. Furthermore, the creation of ‘Southern Kurdistan’ allowed the extension of nationalist rethoric among its inhabitants culminating in the radicalization of Sulaimaniya's notables. Paradoxically, the peak of nationalist agitation in urban areas in 1930 coincided with the Kurdish mobilization shifting its centre of gravity to the countryside.  相似文献

This article maintains that the Kurdish identity is determinant in almost all areas of Turkey's foreign policy. It discusses this significance by using in general the instruments of constructivism and in particular the instruments of rule-oriented constructivism of Nicholas Onuf. In this context, it puts forward three claims. First, Kurdish identity leads to the construction of a collective identity which determines Turkey's relations with its neighbours and near environment. Second, as the subject of a human rights question it causes a negative identification regarding Turkey and thus affects its relations with western states and institutions. And finally, involving the construction process of the Turkish national identity, it excites Turkish nationalism and hence inserts the foreign policy decisions and behaviours in a nationalist framework.  相似文献

ABSTRACT

The pro-Kurdish nationalist mobilization in Turkey was mostly built on the right to self-determination aligned with the Marxist-Leninist ideology for the insurgent Kurdistan Workers’ Party (PKK) in the early 1980s and ethnic minority rights for the secular-leftist pro-Kurdish legal parties in the 1990s. The Turkish state mostly framed the legal and illegal pro-Kurdish mobilization as ‘the enemy of the state’ and ‘the enemy of Islam’ in its counter-insurgency efforts. However, in the 2000s, the PKK and the pro-Kurdish legal parties became more tolerant and inclusive toward Islamic Kurdish identity by mobilizing their sympathizers in events such as ‘Civic Friday Prayers’ and a ‘Democratic Islamic Congress’. This move aimed to function as an antidote to the rising popularity of the ruling conservative Justice and Development Party (AKP) and the Kurdish Hizbullah in the early 2000s. In other words, Islam and pious Muslim identity has increasingly become contested among Turkish Islamists, Kurdish Islamists, and the secular Kurdish nationalists. This article seeks to unpack why, how, and under what conditions such competing actors and mechanisms shape the discursive and power relationships in the Kurdish-Turkish public sphere.  相似文献

German feminist scholars have recently come to argue that female involvement in right‐extremist causes is grounded in gender‐specific motives. They have also begun to uncover a troubling link between new patterns of female political engagement (ranging from electoral mobilisation to violent streetfighting) and their own efforts to promote an independent women's consciousness since the 1960s. This article develops a typology of New Right women, characterised here as Femi‐Nazis, evincing different levels of sympathy for, identification with, and participation in radical and extremist movements. It then explores five issue orientations distinguishing New Right women of the 1990s from the Old and New Right men of the 1940s and 1990s, suggesting that these women have developed an independent, self‐assertive political consciousness without internalising feminism's broader aims of diversity and inclusion. The article concludes with reflections on the interplay of ‘feminist’ consciousness and ultra‐nationalist qua xenophobic attitudes, and on the dilemmas Femi‐Nazi thinking poses for feminist identity in united Germany.  相似文献

The educational curriculum produced by the Fatah-led Palestinian Authority (PA) is said to be situated on the intellectual basis of faith in Allah. The curriculum presents Islam as one of three essential components of the Palestinian identity. The place given to Islam in the educational philosophy and curriculum of the PA signifies a departure from the place given to Islam in the PLO's earlier documents and Fatah's earlier discourse; in fact, owing to the elevated position of Islam, the discourse in the curriculum more closely resembles that of the PLO's Islamist opposition, namely Hamas. This article compares the Palestinian identity discourse as it is presented in the PA educational philosophy (1998) and school curriculum (2000–2006) with the identity discourse in the PLO's earlier philosophy of education as well as Hamas' philosophy of education. The explanation for this change in the discourse of the Palestinian nationalist movement takes into account Fatah's bid to maintain legitimacy in a deeply divided society and Hamas' challenge to Fatah in the Palestinian arena as well as the background of the Islamic revival across the greater Muslim world.  相似文献

Citizenship is generally perceived as a political practice that falls within the historical domain of the nation-state. At least, this is the claim of many nation-states themselves, which disavow the possibility of citizenship outside of their own structures. Rather than concentrate on the organization of citizenship, this article, instead, concentrates on the experience of individual citizens. It explores a wide-ranging sample of Turkish youth's perceptions and practices of citizenship, focusing on three dimensions: citizenship as legal status; citizenship as identity; and citizenship as civic virtue. It argues that individuals' perceptions and experiences of citizenship can be mapped out according to these three dimensions, and, additionally, political affiliation or commitment is the key to young people's preference for any one of these dimensions. Thus the legal status aspect of citizenship was emphasized by liberal and republican young people; nationalist, Islamist and Kurdish youth were concerned for its identity aspects; and the civic virtue aspect was stressed by republican and leftist respondents. However the article also demonstrates that similarly to the experiences of young people themselves, these three aspects of citizenship are not clearly demarcated theoretical domains but are both deeply interrelated and conflicted with each other. The reasons for this lie in the practice and understanding of citizenship facilitated and propagated by the Turkish state.  相似文献

This article examines the nature and type of women’s activism before, during, and after Uruguay’s dictatorship, arguing that advocacy during the latter part of the country’s military rule paved the way for an increased role for women in society after democracy was restored. Focusing on the female-led movement to place the 1986 Ley de Caducidad (Law of Expiry or amnesty law) before a national referendum, it analyzes how women marshaled a gendered identity that had been effective in campaigning against the military. Through examining connections between earlier women’s movements and the 1980s, the article explores how challenging a key piece of legislation in the recently restored democratic environment ultimately forged a new era of activism for women in post-authoritarian Uruguay. The article ultimately rethinks the process of Uruguay’s transition, the continual negotiations over what is included in human rights discourse, and the importance of gendered activism in transitional societies.  相似文献

Abstract

Political parties are important political actors, but they are seldom studied in relation to human rights. This article examines the human rights discourse of political parties in Turkey by focusing on women’s rights. The content analysis of party programmes issued by major political parties between 1923 and 2007 reveals significant differences and changes in parties’ approach to women, ranging from no mentioning of women to addressing women’s issues from a feminist perspective. Women’s rights and issues, once neglected practically by all political parties, have gained attention during the last few decades, largely due to women’s activism. While conservative, religious, and Turkish nationalist parties started to display a dualist approach that combines traditionalism with gender equality, social democrat, socialist, and pro-Kurdish parties increasingly employ feminist terminology and analysis.  相似文献

Despite the return to violence and state repression in the Kurdish conflict, the ruling Adalet ve Kalk?nma Partisi (Justice and Development Party – AKP) has remained the only alternative to the Kurdish National Movement (KNM) for Turkey's Kurdish citizens. What local-level strategies did the AKP employ in Kurdish areas to reinforce its national-level appeal to Islamic values? Under what conditions did local vote-seeking strategies help the AKP to overcome its pro-Kurdish rivals at the ballot box? This article examines the politics of local coalition building in the periphery of the Kurdish landscape – Bingöl and Mu?. Despite their many similarities, the two cities voted for different political parties in national elections. This article examines how the AKP's local party organizations interacted with local authority structures, recruited influential local elites, and pursued new voters. The vitality of clan networks in parts of Bingöl enabled the AKP to build a reliable local coalition. The gradual weakening of clan networks in Mu? and their permeation by the KNM prevented a similar coalition. Instead, the parties of the KNM were able to take advantage of divided clan networks to win national electoral contests in the province.  相似文献

The renowned Egyptian journalist and commentator Mohamed Hassanein Heikal (b. 1923) is arguably the doyen of Arab writers critical of the United States. Heikal's career as an author spans more than half a century and his access to regional and international audiences has been greatly enhanced in recent years by his regular appearances on the al-Jazeera television station. Drawing on Heikal's extensive published work, this paper offers a detailed treatment of his views on US politics, society and especially foreign policy in order to highlight the elements constituting the image of the United States that he projects. The article argues that Heikal’'s critical representation of the United States has been central to the discourse of Arab nationalists since the late 1950s and their reconstruction of Arab nationalist ideology along anti-American lines. It further argues that Arab nationalists and Islamists subscribe to essentially the same critical reading of the United States and its foreign policy, especially towards the Middle East. Because intellectuals help shape public opinion, this convergence of views between nationalists and Islamists represents a principal source of the negative image of the United States among Arab publics. Understanding the discourse of Arab intellectuals is thus instrumental for comprehending Arab views of the United States. The Arab Spring, with its tribulations and promises of change, brings an urgent need to properly understand and contextualize the discourse of Arab intellectuals, both nationalists and Islamists.  相似文献

Since 1999, women have democratically won the presidency eight times in Latin America and have named hundreds of ministers. This study argues that under certain conditions, presidentas are more likely than male presidents to improve women's cabinet representation. Two mechanisms, presidenta mandates and gendered networks, appear to drive the relationship. Furthermore, because the pool of ministerial candidates is shallower for women than for men, presidentas are most likely to advance women's representation in cabinets at the beginning of their term and for “feminine” ministries. A case study of Michelle Bachelet's 2006 ministerial appointments reveals initial evidence for the argument. Empirical implications are then tested with an original dataset of 1,908 ministers of all democratically elected Latin American presidents since 1999. Model results are consistent with the theory that presidentas are most likely to “make a difference” when they are least constrained by the supply of female ministerial candidates.  相似文献

Abstract

The Singapore state, in response to demographic trends of later marriage and lower fertility, has put in place numerous institutions aimed at “protecting” the family as a unit. In their effects, many of the policies place disproportionate burdens on women, particularly insofar as the policies reproduce “traditional” gendered divisions of labor within the household at the same time that they encourage women to participate in the formal workforce. We might expect the contradictory demands placed on women and the gender inequalities embedded within the state's policies to lead to resistance and/or expressions of displeasure — in ways that could undermine the state's legitimacy — but the policies seem instead to be integral to and enhancing of the state's capacity for rule. This article shows that gendered family policies reproduce state power through three interconnected mechanisms: they establish regular relationships between state and society; articulate particular identities and interests of Singaporeans as members of families, thereby undercutting gender and ethnic identities; and give content to notions of “tradition” and “modernity” that solidify the state's claim to being the only agent able to balance the twin tensions that are at the core of the nation's survival.  相似文献

The history of the women's movement in Iraq, during the first half of the twentieth century, has received little attention in scholarly work. This essay enlarges upon the topic using common features characteristic of more central women's movements in the Middle East. The emergence of intellectual debate on women's status, establishment of a myriad of women's organizations, evolution of a women's press, women's participation in the nationalist struggle, the adoption of nationalism as a liberating discourse and development of pan-Arab feminism, are shared characteristics which shed light on developments that occurred in Iraq. The essay suggests that the study of seemingly peripheral movements not only confirms similar patterns of development within the region but might also reveal new insights that transcend regional boundaries.  相似文献

Gender inequality in Russia's rural formal economy is examined using quantitative and qualitative data. Rural women continue to be underrepresented in farm managerial positions, and gendered income differences remain the norm. Rural women are underrepresented because they continue to have responsibility for most of the housework and child care. The traditional division of labor inside the household continues to dominate, thereby affecting women's career trajectories and earning potential. Value change about gendered roles in the formal economy has been minimal.  相似文献

This article evaluates theories of nationalism by examining the formation of Kurdish nationalism in Turkey. It deals particularly with the various manifestations of the contemporary Kurdish minority question and provides an account of the late development of Kurdish nationalism in Turkey. It situates the Kurdish experience within the broader experience of the post-Ottoman world and analyzes the awakening of Kurdish national identity among broader segments of the population. It provides an alternative to Ernest Gellner's functionalist account of nationalism and industrialization by stressing the link between state policies and minority nationalism. It considers the political, social and other implications of state repression as well as the opportunities created in the diaspora or through external intervention. It argues that state policies in Turkey did not prevent and even contributed to the rise of Kurdish minority nationalism. Finally, the article raises two interrelated questions: what types of nationalism have Kurds developed under conditions of limited expression and what options for conflict resolution are present particularly in light of Turkey's democratization and EU accession process.  相似文献

The 1960s were undoubtedly the most culturally productive period in the contemporary history of Iran. During these years, artistic trends as well as art historical practices attempted to present the idea of national art, while the intellectual atmosphere was charged with the conflicting ideologies of the Cold War. The Pahlavi state's cultural policies, based on its pro-Western and at the same time nationalist visions, were in contrast with most intellectuals' attitudes towards art, which mainly followed leftist ideologies. Within such an ideologically charged space, the idea of combining Euro-American modernism and traditional views formed the dominant discourse of modern Iranian art. This article maps the interconnections among artists, art historians and cultural custodians in 1960s Iran, and explores the ways in which nationalist, nativist, modernist and communist-Marxist ideologies influenced the artistic trends as well as art historical narratives. After focusing on the ways art history was introduced through Orientalist viewpoints in Iran, the article will shed light on the role of visual artists within the intellectual community of the 1960s. The idea of ‘national art’, epitomised in the movements of Saqqa khanih and Talar-i Iran, will then be analysed. Finally, the article will evaluate these artistic activities within their ideological framework.  相似文献
