The Politics of Governance in Higher Education: the Case of Quality Assurance

The politics of governance in higher education is dominated by a discourse of quality assurance which assumes the external regulation of academic activity to be the natural state of affairs. This article analyses the ideological origins of that discourse and its resonance with more general trends in the public management of welfare, the nature of the opposition from traditional university values, the stages in the translation of ideological advantage into specific forms of regulation, and the consequent shifts in the balance of power between the major players in higher education. Underlying this analysis is a framework which views the governance of higher education as an arena in which there is a continuing struggle for the control of high status knowledge through the functions of standard setting, evaluation and intervention.

Fraud in For-Profit Higher Education

The rising prominence of for-profit higher education in recent years has been impressive, as these organizations have come to play a more prominent role in American higher education. Nonetheless, for-profits continue to be troubled by allegations of fraud and other questionable practices, usually involving federal student-aid and the recruitment of students, which have triggered new regulations by the Department of Education. This article examines the criminogenic nature of the behavior in the for-profit sector, both from an historical and a more contemporary perspective. The analysis indicates that market structures and government policies play crucial roles in facilitating crime in these organizations and that such behavior is likely to continue despite tougher regulations, since the same elements will continue to influence for-profit colleges.

The Rationality Crisis in US Higher Education

Over the course of the last century, many of the stresses and contradictions of advanced capitalism have been displaced onto colleges and universities, which are now directly attached to the state—whether legally, politically, or financially—as an important component of the ideological and economic state apparatuses. As a component of the ideological and economic state apparatuses, the university is implicated in the state's ongoing fiscal crisis as both a cause of the crisis and a solution to the crisis. The author argues that the possibilities for crisis management within the existing corporate model of higher education have been exhausted in a rationality crisis that threatens to implode the administrative apparatus in higher education. The author calls for a radical reconstruction of power relationships within the university and in its relationships to capital and the state.

Education Reform and Accountability Issues in an Intergovernmental Context

Since the early 1980s, widespread expressions of concern aboutpublic education in the United States have been accompaniedby various proposals for improving public school performance.This article develops a conceptual framework for analyzing educationreform and accountability issues in an intergovernmental context.The writers then identify and discuss common themes in fiveprominent education reform efforts in the United States: (1)the promulgation of specific goals and requirements for publicschools; (2) the introduction of open-enrollment plans; (3)the establishment of charter schools; (4) the encouragementof private contracting for the delivery of school services;and (5) the development of public and private voucher programs.While diverse, each of these efforts involves a deliberate attemptto change the accountability mechanisms in the delivery of education,and all have been affected by intergovernmental politics.
