The Cabinet, in a word, is a board of control chosen by the legislature, out of persons whom it trusts and knows, to rule. the nation…A Cabinet is a combining committee—a hyphen which joins, a buckle which fastens, the legislative part of the State to the. executwe part of the State. In its origin it belongs to the one, in its funcuons it belongs to the other…The real power is not in the sovereign, it is in the Prune Minister and in the Cabinet—that is, in the hands of a committee appointed by Parliament, and of the chairman of that committee. The creation of an Australian Government Department of the Environment and Conservation represents, I believe, a major step at the national government level towards bringing a new dimension into the decision-making process. The significance of this step remains to be seen. It will depend on continuing acceptance by all levels of government of the need to have regard to environment and conservation matters in making decisions, and it is too soon yet to predict to what extent it will be accepted. 相似文献

The Department of Administrative Services of the Commonwealth government (DAS) was created in its present form as part of the July 1987 restructuring of Commonwealth departments. Functions came from nine hitherto separate departments, with the bulk of them transferring from Local Government and Administrative Services, Housing and Construction, and Science. The number of affected staff totalled 18,600: they were previously organised into 19 quite distinct groups with very little in common except that they were providing a service of some kind, predominantly to Commonwealth organisations. 相似文献
