Policy makers have long recognized the importance of achieving a representative federal bureaucracy, but the four most recent presidents have expressed divergent views about policies designed to achieve this goal. Meanwhile, there have been widespread perceptions among federal employees that the administrations' ideologies have had a direct impact on the opportunities of minorities, women, and white men for advancement. Using government-wide data from 1979 to 1996, this article examines whether such employment opportunities have varied in the manner suggested by these perceptions. We find little evidence of a correlation between the president's views on affirmative action and minority and female representation in the overall federal workforce. Moreover, the curtailment of promotion opportunities during the Reagan and Clinton administrations has affected all groups nearly equally. Potential presidential influence has been more notable in the representation of women and minorities in politically appointed and career senior executive jobs. We conclude that equal employment opportunity and affirmative action policies have remained basically intact during the 18-year period, but that recent court decisions, along with efforts to reduce the size of government, may slow progress toward achieving a representative bureaucracy.  相似文献

This article addresses perceived deficiencies in the study of representative bureaucracy by explaining and classifying the sources of passive representation's substantive effects. This classification is used to clarify existing empirical research and normative thinking on active representation. Doing so produces a more modest but more accurate interpretation of existing research findings and helps to indicate future research needs. It also reduces normative disagreement to a single source of substantive effects, namely bureaucratic partiality. Minority bureaucratic partiality is of dubious value for helping minorities, and bureaucratic partiality should generally be rejected. However, a passively representative bureaucracy increases in importance because of its other sources of substantive effects. This demonstrates the need to go beyond the passive–active distinction: It is more adequate and accurate to speak of representative bureaucracy and the sources of its substantive effects.  相似文献

Scholars of representative bureaucracy have long been interested in the linkage between passive representation in public agencies and the pursuit of specific policies designed to benefit minority groups. Research in this area suggests that the structural characteristics of those organizations, the external political environment, and the perceptions of individual bureaucrats each help to facilitate that relationship. Work to date has not, however, sufficiently investigated the impact of region on representation behavior, which is surprising given the emphasis that it receives in the broader literature on race and politics. Drawing on that literature, this study argues that, for black bureaucrats, region of residence is an important moderator of active representation because it helps to determine the salience of race as an issue and the degree of identification with racial group interests. It tests hypotheses related to that general argument in a nationally representative sample of more than 3,000 public schools. The results suggest that black teachers produce greater benefits for black students in the South, relative to other regions. A supplementary analysis also confirms the theoretical supposition that race is a more salient issue for Southern black bureaucrats, when compared with their non-Southern counterparts.  相似文献

Studies of representative bureaucracy argue that public administrators hold attitudes that are generally representative of the public and will implement policy in accordance with those attitudes. However, studies of representative bureaucracy generally have not considered the partisanship of local administrators. Many local election officials affiliate with a political party, and there is concern that partisan officials will manipulate election procedures to help their party. The authors analyze a survey of local election officials about their attitudes toward provisional voting. Findings show that Democratic local election officials have significantly more positive attitudes toward provisional voting programs in highly Democratic jurisdictions and significantly less positive attitudes in highly Republican jurisdictions. No such relationship occurs for Republican administrators. In addition, positive attitudes toward provisional voting are associated with more provisional votes being cast and counted in the 2004 presidential election. This work questions whether representative bureaucracy—when it concerns partisanship—is always a desirable outcome.  相似文献

Relying on the theory of representative bureaucracy—specifically, the notion of symbolic representation—this article examines whether varying the number of female public officials overseeing a local recycling program influences citizens’ (especially women's) willingness to cooperate with the government by recycling, thus coproducing important policy outcomes. Using a survey experiment in which the first names of public officials are manipulated, the authors find a clear pattern of increasing willingness on the part of women to coproduce when female names are more represented in the agency responsible for recycling, particularly with respect to the more difficult task of composting food waste. Overall, men in the experiment were less willing to coproduce across all measures and less responsive to the gender balance of names. These findings have important implications for the theory of representative bureaucracy and for efforts to promote the coproduction of public services.  相似文献

This study examines three central questions: Do women state agency heads establish priorities that advance women's interests more frequently than men agency heads? Among state agency heads with women‐related top priorities, are there systematic differences between women and men in the influences on their priority choices? Do the organizational and political contexts in which agency leaders work explain variation in policy priorities? Analysis of data from a national survey of women and men department heads reveals that working in a redistributive agency affects whether a leader pursues a women‐centered policy agenda, regardless of the leader's gender, other personal characteristics, or reported influences on priority choice. The authors conclude that the way representative bureaucracy actually plays out can be more fully understood if the tenets of social science theory on gendered institutions are incorporated into analyses of how representative bureaucracy works.  相似文献

The impact of racial context on white voters' support for black candidates in biracial elections has drawn considerable attention from students of racial politics. Two major theories—black threat and social interaction—use different geographic units and provide conflicting explanations. The present study seeks to contribute to the resolution of the controversy by empirically examining white crossover voting at both election unit and neighborhood levels. Twenty-nine mayoral and councilmanic district elections in New Orleans from 1977 to 1998 are investigated. The findings are not consistent with the hypotheses derived from black threat and social interaction theories. Rather than a reflection of racial tolerance or hostility, the changes in white crossover voting in different racial contexts may indicate a rational and strategic adjustment on the part of white voters when they face the prospect of black electoral success.  相似文献

This article investigates the applicability of representative bureaucracy theory in China’s education sector. Past research mainly tests the theory of representative bureaucracy in the typical Western developed countries. Rarely, however, is attention paid to developing and non-Western contexts. This study examines the influence of gender congruence on student performance in Chinese middle schools by analyzing data from a national representative survey conducted between 2013 and 2014. Empirical results indicate that the presence of female math teachers significantly increases the math scores of female students. Further examination supports the interpretation that female math teachers actively represent the interests of female students, and that the alternative mechanism, role-model effects, only partially shapes the interactions between female teachers and female students.  相似文献

Using the theory of representative bureaucracy, this paper investigates the relationship between women police officers and sexual assault reports and arrests. The theoretical contribution is to establish a case in which representation is likely to occur, even without a conscious effort on the part of the bureaucrat involved but simply because of the shared experiences of the bureaucrat and the client. Based on a pooled time series of 60 urban areas over an eight-year time frame, this study finds that the percentage of women police officers is positively associated with the number of reports of sexual assault and with the number of arrests for sexual assault.  相似文献

Scholars and practitioners have long questioned whether the race, ethnicity, and gender of public bureaucrats matter to the efficacy and legitimacy of public services. Representative bureaucracy theory and research provide a growing body of empirical evidence that it does. This article examines some of the rich scholarly work that has been generated on representative bureaucracy and its implications for practice. A significant aspect of recent research focuses on the notion of symbolic representation, whereby the mere existence of a passively represented bureaucracy can itself improve outcomes by influencing the attitudes and behaviors of clients, regardless of bureaucratic actions or results. This article is intended to help both students and public managers understand the importance of representativeness in public organizations for a broad spectrum of practices and goals, from the coproduction of services to democratic rule.  相似文献

Recent studies of the theory of representative bureaucracy have focused on active representation, whereby administrators in public organizations work to advance the interests of particular groups, achieving policy outcomes that directly address the needs of those groups. The concept of administrative discretion is central to these studies, as an administrator must have the discretion to produce results that reflect the values and beliefs of these groups. While the presence of discretion is often implied in these studies, few have examined it explicitly. Using data from the Farmer's Home Administration, we explore whether administrators who perceive themselves as having more discretion enact policy outcomes that are more representative of minority interests. The results strongly support the conclusion that administrators who perceive themselves as possessing significant discretion and who assume the role of minority representative in their agencies are more likely to enact policy outcomes that favor minority interests.  相似文献

The relationship between bureaucracy and representative government has been a subject of concern to public administration since its inception. John Stuart Mill addressed this question in an 1861 essay, in which he explained his theory of government. Mill suggests a role for public administration that is not only legitimate, but also necessary for good government. His writings contain remarkable references to the concerns addressed in current theories of public administration. Mill worked to balance the spirit of popular government with governance by the most educated, skilled, and experienced of the nation, whether they were citizens, elected representatives, or administrative officials. A substantial literature links passive bureaucratic gender representation to better outcomes for represented citizens. However, because existing studies have been carried out primarily at the organizational level, it is not known whether these effects are caused by individual‐level interaction or by organizational processes. This article investigates whether gender matching in individual relationships affects citizen outcomes. The context of the study is a program in which young job seekers without vocational training were assigned to a job counselor for one‐on‐one meetings. The article finds that gender matching has a positive effect on citizen outcomes and that this effect is partly explained by an increased level of effort on the part of the citizen. This implies that citizen outcomes can be improved by matching bureaucrats and citizens of the same gender or by providing training to bureaucrats to enable them to better serve citizens of the opposite gender.  相似文献

American policing faces a crisis of legitimacy. A key source of this crisis is a widespread police practice commonly endorsed by police leaders to fight crime. This is the investigatory stop, used to check out people who seem suspicious and to seize illegal drugs and guns and make arrests. Using data from an original scientific survey of drivers in the Kansas City metropolitan area, the authors show that racial disparities in police stops are concentrated in investigatory vehicle stops. In these stops, but not others, officers disproportionately stop African Americans and question and search them. The overwhelming majority of people stopped in this way are innocent, and the experience causes psychological harm and erodes trust in and cooperation with the police. Many of the most controversial police shootings during the past two years occurred in these stops. Reforming this practice is an essential step toward restoring trust in the police.  相似文献

We make the case for why the racial threat hypothesis should characterize the relationship between states?? racial composition, whites?? racial attitudes, and black representation in the United States Senate. Consistent with this claim, we find that senators from states with larger percentages of African-Americans among the electorate and more racially conservative preferences among whites provide worse representation of black interests in the Senate than their counterparts. We also apply theories of congressional cross-pressures in considering how senator partisanship and region moderate the effect of white racial attitudes on black representation. Finally, consistent with the racial threat hypothesis, we show that the negative effect of white racial attitudes on the quality of black representation is stronger when state unemployment rates are higher.  相似文献

This article employs archival research to examine how the segregationist order was introduced and maintained in the Federal civil service between the 1890s and 1945. In the article a racial bureaucracy is defined by two characteristics. First, one group of employees was placed in a subordinate position to others, both formally and informally, as a consequence of their race. Second, physical working conditions and daily routines were constructed around the segregation of one group of employees because of their race and, furthermore, advancement and promotion within the bureaucracy was delimited by race. This framework is used first, critically to assess two common views of the composition of the US federal government (the local race state thesis and the weak state thesis), and second, to illustrate how segregation impinged directly upon African American employees in a range of agencies and positions.  相似文献

In this study we revisit the question of black representation on city councils and school boards using a novel substantive and methodological approach and longitudinal data for a sample of over 300 boards and councils. Conceptualizing black representation as a two-stage process, we fit Mullahy's hurdle Poisson models to explain whether and to what extent blacks achieve representation in local legislatures. We find that while the size of the black population and electoral arrangements matter more than ever, especially for overcoming the representational hurdle, the extent to which the black population is concentrated is also strongly associated with black council representation. Further, whereas black resources and opportunities to build "rainbow" coalitions with Latinos or liberal whites are marginally if at all related to black legislative representation, we find that legislative size is an underappreciated mechanism by which to increase representation, particularly in at-large systems, and is perhaps the best predictor of moving towards additional representation.  相似文献
