This paper explores political drivers and policy process of the reform of the framework for Artificial Intelligence regulation and governance in the European Union (EU). Since 2017, the EU has been developing an integrated policy to tighten control and to ensure consumer protection and fundamental rights. This policy reform is theoretically interesting, raising the question of which conceptual approaches better explain it, and it is also empirically relevant, addressing the link between risk regulation and digital market integration in Europe. This paper explores the policy reform mainly by using two case study methods—process tracing and congruence procedure—using a variety of primary and secondary sources. It evaluates the analytical leverage of three theoretical frameworks and a set of derived testable hypotheses concerning the co-evolution of global economic competition, institutional structure, and policy preferences of domestic actors in shaping incremental approach to AI regulation in the EU. It is argued that all three are key drivers shaping the reform and explain the various stages of the policymaking process, namely problem definition, agenda-setting, and decision-making, as well as the main features of the outcome. 相似文献

This policy evolution is theoretically interesting, raising the question of which conceptual approaches better explain it, and it is also empirically relevant because it is an area of intense EU activity. This article provides a theoretically informed and empirically grounded explanation of the policy reform by evaluating the analytical leverage of three integration theories, mainly by relying on two methods – process tracing and congruence procedure – employing a variety of primary and secondary sources. It is argued that sequencing different theoretical approaches – interdependence , supranational governance and liberal intergovernmentalism – explains the various stages of the policy-making process – namely, background-setting, agenda-setting and decision making, as well as the main features of the outcome. 相似文献

Extant models of public utility regulation assume that regulated firms make the same rate adjustment requests regardless of the political environment they will face during the rate case. Focusing on information asymmetries, the repeated interaction between the firm and the regulatory commission, and behavioral assumptions about the goals of regulators, a new model is proposed that assumes firms strategically and rationally plan their requests to respond to political and agency, as well as standard economic factors. An implication of the new model is that the effect of political factors, such as grassroots advocacy and regulator election, should be observed in request equations rather than in award equations where they are traditionally sought. This new model is tested using data from 54 telephone rate cases. The results indicate that firms do respond strategically to political factors (especially to regulator elections), and also to agency factors (such as workload), by increasing their requests. This partially explains a puzzling result in the literature and has implications for regulatory policy, interest group behavior, democratic institutions, and public management. 相似文献

Hardt and Negri's Empire has emerged as an ambitious and influential attempt to theorize some of the most pressing political concerns of our time. I examine Empire 's reach into contemporary politics—a hitherto neglected aspect of its influence—by explaining how it came to be at the center of fierce debates at the last national congress of Rifondazione Comunista, a political party of the Italian left. I then develop a critique of Empire as a failed attempt to transcend the theoretical and political horizons of Marxism. While Empire presents itself as a radically new theory, it is better understood as the latest of incarnation of spontaneity, a conspicuously old orientation. Finally, I recover Lenin's critique of spontaneity, using it to make sense of some of the most peculiar ambiguities in Empire and to critique it as neither original nor adequate to face the political challenges of our time. 相似文献

Does the economy hold the key to the ups and downs of the popularity of American presidents? This study, which is based on quarterly data from 1961 to 1980, employs stochastic models for time series (Box-Jenkins). For inflation, though not for unemployment, the findings confirm a significant effect at a lag of one quarter. The worries of political leaders about the inflation side of macroeconomic performance appear to be justified. Nevertheless, the influence of noneconomic factors such as international events, the Vietnam War, and Watergate proves even more potent. Moreover, presidential popularity is subject to a cycle whereby each president begins his service with an unearned popularity bonus that subsequently erodes. Economic performance is not found to be responsible for this inauguration-erosion cycle, but neither are rallies, wars, or scandal. 相似文献

Doubt has been cast recently on the explanatory significance of the Dutch variant of consociationalism, or verzuiling. Here it is argued that the problems arise in the main from confusions in terminology, and that verzuiling as a concept still has much to offer. Links are identified with emancipation, tolerance and national identity. The Dutch case is compared with Belgium, and put in a EU perspective. A distinction is drawn between consociation, pillarisation and corporatism; the specifically Dutch combination of these came to dominate public life in the Netherlands for much of the early twentieth century. 相似文献
