Because oceans are inherently shifting and open, all coastal countries are concerned with the effective management and rational use of. For countries that border an enclosed or semi-enclosed sea, maritime cooperation is of vital necessity. In areas of enclosed or semi-enclosed seas, the activities of a single coastal country often produce effects on the whole sea area.  相似文献

Power is not a matter of simple strength, but a complicated social relationship. The investigation of the current status and development of U.S. power must be put into a specific world political relationship. At present, the economic base of American power's first face (that of winning conflict) is fading slowly compared to that of the emerging powers. American power's second face (that of limiting alternatives) is currently facing challenges, and the Obama administration is attempting to stabilize or even expand power in this area. Finally, for a long period of time, The third face of power (that of shaping normality) will continue to be dominated by the U.S. and European countries.  相似文献

Under the background of spreading international financial crisis, it is highly necessary to enhance China-Japan cooperation, especially in the fields of energy saving.and environmental protection. Japan is a developed country and has accumulated a lot of technology and experience in energy saving and environmental protection, which can serve as references for developing countries like China. Therefore, there is great potential for China and Japan to step up cooperation in this area.  相似文献

Minerals and resources trade and investment play a pivotal role in economic and trade relations between China and Australia. In recent years, although China-Australia political relations have been at a low point,China?Australia minerals and energy cooperation has exhibited a different trend to that of political relations, and also from the engagement during previous periods.Minerals and energy trade has increased steadily, while investment is becoming more difficult, particularly for large projects. There has been a clear green transition in trade and investment in this functional area, and uncertainty has increased due to the influence of factors such as the Belt and Road Initiative(BRI),the shale gas revolution and China-US trade disputes.Because this is one of the pillars for economic growth for both countries, and for their trade and investment ties, and because of the importance of low-carbon transition, the free trade system, and global and regional governance, minerals and energy cooperation can serve as a platform for improving and promoting bilateral relations. It has been suggested that China should seize the opportunity to improve bilateral relations by deepening two-way investment, joining hands with Australia on developing more products in more areas, and with new cooperation models. This research will be significant for understanding the status quo of China-Australia cooperation in minerals and energy, and for improving bilateral relations, and even international energy governance.  相似文献

Climate change, in particular global warming, has devastating consequences. Tropical storms and other natural disasters are increasing, and the rise in sea levels is forcing the evacuation of large coastal-living populations. Climate change has become a national security issue and a matter for international cooperation and negotiation.  相似文献

The rise of multilateral defense diplomacy in Asia is an important new phenomenon. In addition to the newly established ADMM+ process and the Shangri-La Dialogue(SLD) ,ASEAN defense ministers,ASEAN chiefs of defense and ASEAN chiefs of intelligence are now all meeting on a regular basis.Such gatherings were almost unthinkable as recently as a decade ago. This paper seeks to interpret these developments and their implications for the Sino-Australian security relationship. It argues that while these recent developments appear to reflect a deepening of Asian security cooperation, they are actually a manifestation of an intensifying institutional competition, namely between the ASEAN-centered ADMM and the Western-backed SLD.This,in turn,is symptomatic of a broader institutional contestation——reflecting underlying strategic competition——which is becoming a distinctive feature of Asia’s emerging security ‘architecture.’ The paper goes on to argue that China and Australia find themselves on opposite sides of this competition and, particularly in the area of defense diplomacy, are likely to become increasingly important players in fuelling it.The paper concludes by observing why such a dynamic is potentially problematic and offers a modest set of policy recommendations designed to assist Beijing and Canberra in addressing and alleviating their competitive tendencies.  相似文献

The 7^th Sino-German Security Dialogue Seminar is focused on "China, Europe and a new world order". Our discussions should include the world order in general, as well as in-depth exchanges on specific issues in the area of international relations that both countries deem important. I want to get to the point directly by stating a basic point: although many factors in the international politics continue to change, as old challenges still exist and new challenges keep cropping up, there still remains a cornerstone for the world order, which is the Unites Nations. This is a starting point very close to the real politics: we must advance the international politics within current structure, and I would like to stress that such international politics must be international politics for peace.  相似文献

Is a rising China good for the stability and integration of the Asia-Pacific region? The dominant point of view in the Western world is a resounding no. However, that realist point of view, based on the very different experiences of Europe, is not appropriate in the Asia-Pacific context. Area studies are a useful tool to achieve a better understanding of the Asia-Pacific situation. This paper attempts to prove that a rising China will be good for the stability and integration of the Asia-Pacific region through the lens of historical, economic and security analyses. First, history shows that once China is strong and stable, order of the Asia-Pacific region is preserved. Second, with China's economic cooperation with neighboring countries, especially after its entry into the World Trade Organization (WTO), China's economic integration with the Asia-Pacific region has been enhanced. Third, regional security has been assured by a peaceful and strong China. Finally, the paper comes to the conclusion that a stable and strong China is beneficial for the overall stability and integration of the Asia-Pacific region.  相似文献

Xinjiang is the only Chinese territory that neighbors Afghanistan. It plays a special and important role and function in sub-regional cooperation around Afghanistan. Sub-regional Cooperation around Afghanistan Afghanistan is located in the hinterland of the Eurasian continent in the China,South Asia and Central Asia region. It is not only the vital communication hub of Eurasia and the Middle East, but also the necessary route for major powers moving west and east,or travelling up and down from north to south. Its geographic location is very important.Throughout history,a series of international actions, measures, mechanisms and planning projects have combined, with little success,to attempt to complete regional cooperation around or through Afghanistan. The key issue is the lack of a unified platform for cooperation that considers the needs and interests of all parties.  相似文献

The "Silk Road" is a general term used to geographically describe ancient Chinese exchanges between Asia, Europe and Africa in the areas of politics, economics and culture. Starting on land and developing on sea, the "Silk Road" is a vehicle of historic importance for the dissemination of culture. The ancient maritime Silk Road was developed under political and economic backgrounds and was the result of cooperative efforts from ancestors of both the East and West. China's proposal to build a 21st Century Maritime Silk Road is aimed at exploring the unique values and concepts of the ancient road, enriching it with new meaning for the present era and actively developing economic partnerships with countries situated along the route. Specifically, the proposal seeks to further integrate current cooperation in order to achieve positive effects.  相似文献

Geographically,India is not a country in the region of the South China Sea,nor is it a country concerned in the issue on a geopolitical level or a US ally in the Asia-Pacific region. It has been very cautious to avoid taking sides in the South China Sea issue. However, since Modi took office in 2014,changes have taken place in the external environment that India faces,in maritime safety strategy,as well as in India's policies toward the US and China.India is becoming increasingly active in the issue of the South China Sea,voicing criticism and taking precautions against China. While India's policy on the South China Sea will not be completely the same as that of the United States and Japan, due to concerns for its own interests in the future,it is quite possible that India will take advantage of the issue of the South China Sea and will adopt more comprehensive ways to get involved in the issue.  相似文献

Following Brexit, major changes are expected in the UK, the EU, and the relationship between the two, with far-reaching strategic effects on international politics that may develop truly unexpected aspects.Beyond the near-term challenges, the UK is likely to face new developmental opportunities in the long run. The internal power balance in the EU will undergo major changes, possibly leading to progress in diplomacy and defense but with increased internal suspicions, leading to a series of new contradictions. Regardless of its success, Brexit will long trouble the EU. A troubled UK may come to resent the EU, but it is also possible that a well-developed UK will create a development model that is different from those of the EU member states, setting an example for other members considering revaluating their relationship to the EU. The resulting instability may even change it to a free trade area. The UK is an important country, with global influence. Changes in UK-EU relations will have profound geopolitical consequences, and we can expect great changes in UK-American, European-American, UK-Russian, and European-Russian relations and larger relations between East and West. The competition and cooperation among major countries will gain complexity. Due to its close relationships with the UK and the EU, China will also be extensively and profoundly affected.  相似文献

Yet another Post 9/11 historical event indicating a significant turning point in the Post-Cold War era, Russia-Georgia conflict represents a remarkable change in the international strategy of a resurgent Russia. It also signifies that former Soviet republics are still groping for a new identity and that a new round of realignment will persist in the vast Eurasia region. The conflict reveals declining U.S. global control, flawed European integration, and NATO embarrassment. To a certain extent, it exposes chaos brought about by international nonpolarity and world governance vacuum. It also highlights what serious consequences can a double standard inflict on the principles of international law. A reasonable arrangement for global security and economic growth is therefore challenging the resolve and wisdom of international strategists. Actually fierce geopolitical rivalry for energy resources is at work behind the Russia-Georgia conflict. This will further compound the international energy strategic environment.  相似文献
