PATTERNS AND PREDICTORS OF ECONOMIC DEVELOPMENT POWER IN LOCAL GOVERNMENT: A POLICY PERSPECTIVE ON ISSUES IN ONE STATE

The purpose of this paper is to examine patterns and predictors of local government economic development in one state. The approach uses data from local governments and various statistical analyses to derive common dimensions of local government power and examine predictors of these dimensions. The results suggest that state policies on development strat-egies have to be developed and effectively exercised to increase the power of the local government in the multiple constituent network .     

THE USE OF BARGAINING GAMES IN LOCAL DEVELOPMENT POLICY

Granting location incentives is a common city policy to attract new businesses, despite the frequent belief that the benefits are too generous. Can cities do a better job determining when to agree to these concessions and when to refuse? I argue that analyzing the concession decision with a simple bargaining game illustrates: (1) that the negotiation strategy a city uses should be based on the characteristics of the firm in each case and (2) that even poor cities with few attractive location features can avoid making large concessions. Development experiences in Miami‐Dade are used to illustrate the model.     

ECONOMIC CONVERSION: INDUSTRIAL POLICY AND DEMOCRATIC VALUES

While arms control and disarmament represent efforts to respond to the military and political factors in the arms race, there has not been a com- parable effort to reduce the economic incentives. To do so military contrac- tors would have to be able to convert their production facilities to civilian manufacturing without loss of profits or workers.
