ABSTRACT

This article argues that the growth of authoritarian forms of politics in India should be seen in the context of a long-term crisis of the state as successive governments have been unable to establish legitimacy for the policies of neoliberalisation that have been pursued since the 1990s. These policies contributed to the fracturing of dominant modes of political incorporation. The previous Congress Party-led government’s mode of crisis management – which it dubbed, inclusive growth – failed to create new forms of political incorporation by addressing long-term structural problems in India’s political economy, such as jobless growth, and gave rise to new problems, such as large-scale corruption scandals. Subsequently, it increasingly developed what Nicos Poulantzas called, “authoritarian statist” tendencies to marginalise dissent within a framework of constitutional democracy. The current Bharatiya Janata Party-led government’s mode of crisis management builds on these authoritarian statist tendencies but has sought to build legitimacy for these tendencies and neoliberalisation through an appeal to authoritarian populism. This seeks to harness popular discontent against elite corruption with majoritarianism to create an antagonism between the “Hindu people” and a “corrupt elite” that panders to minorities.  相似文献

Population projections for nine Sub-Saharan African countries (excluding southern Africa) are reviewed for the period to the year 2020. Consideration is given to the determinants of fertility and to the consequences of rapid population growth. A major debate among scholars studying Central Asian societies concerns the structure of social and political networks in the region. Still unresolved is the issue of whether to define such networks in terms of ‘clans’, ‘regionalism’, or personal networks. This article, based on data collected during fieldwork in Tajikistan and Uzbekistan, attempts to understand these social and political networks. It suggests that networks are very complex. The networks in Tajikistan and Uzbekistan draw on various loyalties including ties of family, friendship, work, education, and patron-client relationships. They are neither purely regional nor purely clan-based. Personal networks, factions, and self-interest play important roles. At the elite level, networks more closely resemble patron-client networks, which may or may not include regional or kinship ties. Among ordinary people, such ties tend to be based on localism, kinship, and/or patronage relationships.  相似文献

Abstract

A common theme in historical and contemporary warfare is the role of militias. Militias, both pro-government and rebel, act beyond their sponsors or else they would be understood as part of the armies that go to war. We think of militias as paramilitaries, approximate but not collocated with the military. Paramilitaries are ordinarily recruited and resourced differently. They are also ordinarily tactically different, playing a role in front line warfare where the intensity may be high, but where the position is fast changing or distributed in local areas. As the conflict literature will show, militias, or paramilitaries, are a common feature of any conflict and thus it is no surprise that we see their use in Ukraine. For the conflict in Ukraine, we use the term paramilitaries to indicate those forces that are fighting at the front line for both the Kyiv government and rebels in Donetsk and Luhansk, with these being considered ‘pro-Russian’ and even include Russian citizens. Relying on the pro-government militias literature, we show how militias on both sides play an important role in the conflict but also pose the biggest threat to a sustainable peace.  相似文献
