In countries like Russia, where legal institutions providing political accountability and protection of property rights are weak, some elite actors accept the use of violence as a tool in political and economic competition. The intensity of this violent exposure may vary depending on the position the province had had in the Soviet administrative hierarchy. The higher the province's position before 1991, the greater the intensity of business violence one is likely to observe there in post-communist times, because the Soviet collapse left a more gaping power vacuum and lack of working informal rules in regions with limited presence of traditional criminal organizations. Post-Soviet entrepreneurs also often find it worthwhile to run for office or financially back certain candidates in order to secure a privileged status and the ability to interpret the law in their favor. Businessmen-candidates themselves and their financial backers behind the scenes may become exposed to competitive pressures resulting in violence during election years, because their competitors may find it hard to secure their position in power through the existing legal or informal non-violent means. To test whether Soviet legacies and Provincial elections indeed cause spikes in commerce-motivated violence, this project relies on an original dataset of more than 6000 attacks involving business interests in 74 regions of Russia, in 1991–2010. The results show that only legislative elections cause increases in violence while there is no firm evidence that executive polls have a similar effect.  相似文献

This article traces the creation, experiences and success of Karelia's food supply detachments during the Russian Civil War and focuses on three target provinces: Kursk, Simbirsk and Saratov. It emphasises the early political and economic stumbling blocks faced by the Bolsheviks in their attempts to implement the party's food supply policies in the periphery and indicates that, although the Soviet food supply system by mid-1919 was more centralised and resistance from local soviets lessened, improvements were only relative to the more chaotic conditions of the previous year.  相似文献

The aim is to present a conceptual and historical reconstruction of Gorbachev's notion of a ‘European home’, its underlying philosophy of history as well as its relation to Russian cosmism. The concept is contextualised within the convergence debate of the post-war period, in which a rapprochement between communism and capitalism was posited. The essay concludes with reflections on what the conceptualisation can tell us about the fall of communism and what impact the concept has had on today's search for a common European identity. An argument is advanced that the notion contained paradoxes that contributed to the dislocation of post-Soviet Russia from Europe.  相似文献

In 1956, a prominent faction within the leadership of Soviet Latvia, the Latvian national communists, launched two ambitious initiatives designed to redress perceived Stalinist Russification polices – a language law and residency restrictions. This article examines and evaluates these two policies and asks if they were part of a “Latvianization” program that deliberately targeted Russians for denial of residency permits and required Russians to gain Latvian-language competency within a two-year timeframe or face the threat of dismissal. In an effort to restore the primacy of the Latvian language, the national communists created a law enforcing knowledge of Latvian and Russian for Communist Party and government functionaries and service sector personnel. Using the Soviet legal system, the national communists also attempted to halt the influx of predominantly Slavic immigration to the Latvian capital, Riga. By instituting passport restrictions on settling in the city, the national communists sought to limit Slavic migration in order to maintain Riga’s Latvian character and reduce pressure on the city’s housing supply and municipal services. Existing studies deem passport restrictions in other Soviet cities a failure. The author argues, however, that the national communists’ scheme was generally successful, dramatically curbing migration to Riga during its operation.  相似文献

A very important yet little known front in the Russian Civil War existed in neighbouring Xinjiang, a region in China's northwest, that was at that time self-governing. In Xinjiang, Russian White Commanders and their troops gained sanctuary, financial assistance, food and shelter from Chinese provincial leaders, and then used those sanctuaries to launch operations against Soviet forces. However, by 1921, Red Army troops destroyed any remaining organised White forces, which then melted into the Chinese landscape. The ramifications of the Russian Civil War in Xinjiang had important impacts on the people of Xinjiang, and on Russia and China as well.  相似文献

In 2012, roughly 23 million people in sub-Saharan Africa were infected with HIV, the virus that causes AIDS. Religious responses to the disease have ranged from condemnation of people with HIV to the development of innovative AIDS-related services. This article utilises insights from the social movement literature about collective identity, framing, resources, and opportunity structures to interrogate religious mobilisation against HIV/AIDS. It demonstrates that mobilisation cannot be divorced from factors such as state–civil society relations, Africa's dependence on foreign aid, or the continent's poverty. Religious HIV/AIDS activities must be analysed in a conceptual space between a civil society/politics approach and a service-provider/anti-politics framework. That is, religious mobilisation may at times seek to engage the public realm to shape policies, while at other times it may shun politics in its provision of services. Case studies that illustrate these themes and demonstrate the multi-faceted interactions between religion and HIV/AIDS are included.  相似文献

This article uses Bosnia and Hercegovina as a prototype of an emerging subset of weak states, the passive-aggressive state. Appearing as the result of agreements ending civil strife, the general characteristics of the passive-aggressive state include complex power-sharing arrangements at the centre and local institutions that are designed for capture by parties to the conflict, which in turn creates a weak and segmented civil society. As a result, only the international community can devise and financially support policy reform, but it must rely on the state to implement the reform. Dependent on international support for its own survival, the centre rhetorically embraces reform while local institutions engage in passive resistance to block it. This article uses three examples of health care reform in Bosnia to illustrate the difficulties of reform in these types of states. The paper concludes with observations on how strengthening the powers of the central government and reorienting international aid towards civil society might alleviate some of the structural problems of passive-aggressive states.
