Abstract

Despite numerous advances in the last thirty years, women police officers continue to face acceptance issues in a male-dominated occupation. Qualitative accounts of policewomen have noted that many of the integration barriers stem from traditional assumptions about police work, much of which revolves around the cultural mandate to display one's coercive authority over citizens. Female officers are often perceived as unwilling (or lacking in ability) to use coercion when encountering citizens. Unfortunately, little empirical evidence is available to support this claim, as gender studies that specifically examine the use of coercion have tended to focus on excessive force. Using data collected as part of a systematic social observation study in Indianapolis, Indiana, and St. Petersburg, Florida, this research examines both verbal and physical coercion that policewomen use in day-to-day encounters with citizens. The results of this study challenge one of the most fundamental stereotypes levied against women police officers. Contrary to traditional assumptions, female police officers (compared to their male counterparts) are not reluctant to use coercive force, and examinations of both verbal and physical force reveal few differences in not only the prevalence of each behavior, but also in the commonly associated explanatory factors. We explore the effect of police strength and arrest productivity on citizens’ fear of crime and perceived risk of victimization, as well as their subjective perceptions of the police including their confidence in the police and ratings of police response time. Police strength is measured as the rate of officers per 1,000 and productivity is calculated as the average number of arrests per officer; we also controlled for the crime rate using crimes reported to the police. We use nationally representative survey data (n?=?1,005) and conduct a supplemental analysis of data drawn from a representative sample of urban counties (n?=?1,500). Police force size and productivity have limited and inconsistent effects on fear of crime, perceived risk, and ratings of response time and no apparent effects on confidence in the police. We also find a modest yet statistically significant negative effect of police confidence on fear of crime. Our findings indicate that it is questionable whether adding more police will reduce fear or perceived risk of victimization to any measurable degree. Consequently, we suggest that rather than hiring binges and increased arrests, the focus should be instead on making positive contacts with citizens.  相似文献

Women Police     
Abstract

This study investigated the use of force by and against women police officers using survey data from a large sample of female and male officers in six departments. Results suggested that female officers and same-gender female-female officer pairs used less force, and were less likely to use physical force, in police-citizen encounters when compared to their male counterparts. There was no evidence supporting the proposition that citizens used less force against female officers compared with male officers. In fact, the findings indicated that citizens used significantly more force against female officers relative to male officers in domestic calls. Although female officers were more likely to engage in underpredicted policing; that is, use less force than the situation would normally dictate, underpredicted policing was not related to an increase in the likelihood of officer injury. Implications for women officers, police use of force, and the institution of policing are discussed.  相似文献

Contemporary police practice advocates the importance of proactive policing activities. Proactive policing reforms emphasize self‐initiated tasks during unassigned patrol time and directed activities based on supervisor review of crime analysis and problem identification. Our study analyzes data from systematic social observations of police patrol officers to examine how officers spent their discretionary time. We find that, on average, over three quarters of a patrol officers’ shift is unassigned. During this time, officers primarily self‐initiate routine patrol, or back up other officers on calls to which they were not dispatched. Just 6 percent of unassigned time activities are directed by supervising officers, dispatchers, other officers or citizens. Moreover, directives provided by supervisors are vague, general in form, and do not operationalize problem‐oriented policing, community‐oriented policing, or proactive policing strategies. We conclude that first, a very significant proportion of patrol officer time is spent uncommitted that could be better utilized doing proactive, problem‐oriented policing activities, and second, supervisors need to provide patrol officers with much more detailed directives, based on sound crime analysis, to help capitalize on the under‐utilization of patrol officer time.  相似文献

Public beliefs about psychological issues relevant to the legal system have been demonstrated to often be misconceived, but the endorsement of such beliefs in law enforcement samples is largely unknown. This study was the first to compare psycho-legal beliefs between law enforcement officers and the general public in the UK. Participants were presented a 50-item questionnaire measuring five psycho-legal topics; police procedures, courts, tough on crime, mental illness, and memory and cognition. Despite direct involvement and relevant experience, law enforcement officers endorsed just as many empirically contradictory beliefs as those who were not law enforcement officers. Further, law enforcement officers were more confident in their responses. This research has implications for identifying areas of limited knowledge within police samples that can be targeted by police education.  相似文献

This paper investigates the distribution of police protection in the United States by race and class. By examining police employment and demographic data for every general-service police jurisdiction in the US, I find that poor and heavily-nonwhite jurisdictions employ far fewer officers per crime than wealthy and white jurisdictions do. That finding contrasts with an older body of literature on the distribution of police protection, which examined the distribution of police resources across neighborhoods within individual cities and found little inequality. I also find that inequality in police protection has grown since 1970—a finding that contrasts with the increasingly equal distribution of resources for education, the other major claim on local government revenues—largely because criminal victimization became more concentrated in disadvantaged communities. (In the process, I find that contrary to widespread impressions, the crime rate fell very little in the most disadvantaged jurisdictions from 1980 to 2000, and violent crime actually increased). Finally, by examining data about federal grant programs, I find that the rise of federal contributions to local policing in the 1990s slowed the growth of inequality somewhat, suggesting that revenue-sharing has a real but modest role to play in reducing inequality in police protection. Together these findings highlight a neglected aspect of equality in criminal justice.  相似文献

Narrative theory and methods are gradually finding a place in the study of crime and its control. However vibrant narrative criminology has been to this point, narrative scholars have somewhat ignored policing, both in terms of the language and grammar of individual officers and the cultural life of the institution itself. In this article, we elaborate the importance of storytelling in the (re)production of contemporary police culture and the broader police power. While storytelling as cultural production is, of course, not the sole purview of police, they are uniquely positioned to shape the broad social, cultural and political imaginaries of crime and the realities of crime control and community interactions. Therefore, in paying close attention to the narratives of police and the cultural work accomplished through storytelling, we gain insight into the production and maintenance of police authority and culture.  相似文献

Research shows that the police subculture can be characterized by a distinct set of values and beliefs. Much of the police subculture research has focused on common characteristics and values found among a sample of police officers. Fewer studies have considered how the police, as a group, are similar to citizens. In this study, attention is given to similarities and differences in how the police and the public perceive the Miranda warnings. Attention is also given to whether type of neighborhood (low crime versus high crime) is related to attitudes about the Miranda warnings. Findings suggest that while the warnings are perceived in different ways there are similarities that could bridge the gap between the police and public. Implications are suggested.  相似文献

Measuring the Spatial and Temporal Patterns of Police Proactivity   总被引:1,自引:0,他引:1  

Objectives

To measure where officers engage in proactive, self-initiated activities, how much time they spend being proactive, and whether their proactive activities coincide with crime patterns.

Methods

This study uses Andresen’s Spatial Point Pattern Test to compare the spatial similarity between police proactivity and crime, as well as regression modeling to explore the relationship between proactivity and crime and the time spent on proactivity and crime.

Results

In the jurisdiction examined, high levels of proactivity are noted. This proactive activity is more likely to occur in places where crime is most concentrated. Additionally, the number of proactive calls and the proactive time spent per crime-and-disorder call remain high and stable across spatial scales. For each crime call received at a street block, police initiated 0.7 proactive activities and spent approximately 28 min carrying out proactive works.

Conclusions

This study develops a way of measuring proactive activity by patrol officers using calls for service data. We find that not only do officers in this jurisdiction exhibit higher levels of proactivity to prevent crime (compared to reacting to crime), but they also do so in targeted, micro-place ways. Agencies may consider using similar techniques to gauge the levels of proactivity in their agencies if proactive activity is a goal.

The use of police in schools has increased dramatically in the past 12 years, largely due to increases in US Department of Justice funding. This study used data from the School Survey on Crime and Safety to assess the extent to which the addition of police in schools is associated with changes in levels of school crime and schools responses to crime. We found that as schools increase their use of police, they record more crimes involving weapon and drugs and report a higher percentage of their non-serious violent crimes to law enforcement. The possibility that placement of police officers in schools increases referrals to law enforcement for crimes of a less serious nature and increases recording of weapon and drug offenses requires that more rigorous research be carried out to assess more carefully the school climate and school safety outcomes related to this popular and costly practice.  相似文献

An unexplored explanation for police opinion about their use of unnecessary force can be framed within the research examining police behavior in the context of its geographic location. Using Klinger’s (1997) theory of social ecology as a guide, a vignette research design was employed to survey officers in four departments of varying size and structure. It was hypothesized that officers assigned to higher crime areas would more likely accept the use of unnecessary force by another officer as well as be unlikely to believe that the use of unnecessary force would be reported to a supervisor. Bivariate results and multivariate analyses show support for both hypotheses. Implications for future research and theoretical development are discussed.  相似文献

Citizen police academies (CPAs) are popular programs developed by police departments with the twin goals of educating the public about law enforcement and improving police-community relationships. Citizen police academies can help law enforcement agencies by providing them with graduates who may support police departments through volunteering, crime reporting, advocacy, and crime prevention. CPAs may aid citizens by providing them with opportunities to work with the police to make their communities safer. During the course of the citizen police academy, not only will participants have opportunities to learn more about the police depar'tment and their communities, but they may be given opportunities to patrol with police officers, solve mock crime scenes, or attend moot court. This study examines citizen police academies in Tennessee and provides an exploratory investigation of the programs and its participants. Data obtained from 31 police departments indicate CPA programs with more than a 20 year history in Tennessee. Results of a pretest and posttest of 4 citizen police academies’ participants found that attending these programs significantly and positively changed participants’ familiarity with the police chief, local law enforcement, community crime, and the criminal justice system.  相似文献

This study examines how individuals make the decision to become police officers in the context of a police legitimacy crisis and how men and women’s decision-making processes may be different. In-depth interviews were conducted with 42 criminal justice college students who want to become police officers. Prospective police officers anticipated facing challenges as a direct result of the current climate surrounding American policing, which is characterized by decreased police legitimacy. On top of this, women anticipated facing more challenges than male officers due to their gender and underrepresentation in police work. However, women were uniquely motivated to enter policing to overcome gender-specific challenges and felt that they offered special skills that would provide solutions to the police legitimacy crisis. The paper draws implications for how agencies can identify more quality candidates and increase their representation of women.  相似文献

Police officers are considered at increased risk for suicide. The objective of this study was to explore potential influences on suicide ideation among 105 randomly selected men and women urban police officers. Depression, gender, and marital status appeared to be most strongly associated with police suicidal ideation. Depressive symptoms were higher among women than men officers (12.5 percent vs. 6.2 percent). For each standard deviation increase in depressive symptoms, the prevalence ratio (PR) of suicide ideation increased 73 percent in women (PR?=?1.73, 95% CI?=?1.32–2.27) and 67 percent in men (PR?=?1.67, 95% CI?=?1.21–2.30). The association between depression and ideation was stronger among unmarried women officers (PR?=?4.43; 95% CI?=?2.19 – 8.91) than married women officers (PR?=?1.39, 95% CI?=?1.09 – 1.79). While depression has previously been associated with suicide, such results are unusual in a healthy working population such as the police.  相似文献

A nonrecursive model of the deterrent effect of police presence was formulated and tested for 26 cities. Victimization data were employed as measures of crime, unpublished FBI data on the number of police patrol units as the measure of levels of police presence, and data for 11 exogenous variables were derived from FBI and census reports. It was found that per capita, police are a positive function of rates of violent crime and that clearance rates are a positive function of police presence. However, some offenses that have traditionally been thought to be deterrable are not inversely related to clearance rates. The equations were re-estimated using official measures of crime and found to be more consistent with the deterrent hypothesis. It is suggested that official data may generate a spurious correlation. Finally, caution is suggested in consideration of alternative forms of police presence.  相似文献

Stress and fear are inevitable aspects of the police job and may have a large impact on police officers’ decision-making process. Many studies have explored how stress and fear may influence assessments of police officers, especially with regard to the use of force. This article aims to contribute to this research domain by reporting the findings from two empirical studies among Belgian police officers: a quantitative study of police officers’ attitudes towards and experiences with the use of force and a qualitative study on the influence of stress and emotions on officers’ decision-making and assessment abilities and accuracy of shooting. Both studies confirmed that stress and fear are often present in Belgian police practice. One of the main findings is that Belgian police officers are anxious about the consequences of their actions because they know they will be held accountable for them. The pressure that results from this accountability can make it even more difficult for police officers to react to stressful situations. Therefore, we need to look for the right balance in this difficult position, by providing tools that support police officers in making daily decisions, and help them do their job as effectively as possible.  相似文献

What factors do police officers point to in explaining offending and victimization? A limited amount of prior research has addressed this question, despite the possibility that such theories impact police practice. Moreover, the findings that do exist are based solely on municipal police; yet a different socio-environmental context could lead officers to adopt different explanations. In the present paper, we draw on qualitative data obtained in interviews with campus police officers to explore how they explain common crimes on campus. They theorized petty larceny, underage drinking, and drug possession to result from a variety of factors, including opportunity, social learning, supervision, culture, peer pressure, the psychopharmacological effect of alcohol on crime, and deterrence; as a collective, these ideas form officers’ rational choice theories. After presenting our findings, we suggest how officers’ explanations of crime may be shaped by working in particular contexts and also affect how they police; implications for future research and police practice are discussed.  相似文献

Drawing from the concepts of optimal foraging theory, this paper presents and tests the assumptions of a foraging theory of police behavior during hot spots patrols. The theory explains why, over time, officers involved in hot spots policing interventions would leave the hot spots they are assigned to police and begin working within other locations. We test what factors influence the amounts of activity that officers undertake outside of their assigned hot spots and at nearby streets using data gathered as part of the Philadelphia Foot Patrol Experiment. Officers performed more activity outside of their beats as the experiment progressed. Several theoretically relevant variables predict the level of activity that officers perform outside their beats, including the size of the target area and the amounts of crime occurring within and outside of the target area. “Dosage diffusion” might be one reason why hot spot interventions have diminishing effects over time. From an optimal foraging theory perspective, hot spots requiring police officers to constrain their actions to pre-defined areas can be perceived as counter-intuitive by the officers, especially over extended periods of time. The results of this study support the suggestion that hot spots patrols should be short-term and randomly rotated across hot spots.  相似文献

This article examines the participation of police officers in structured felony plea negotiations. The data were collected during the testing of pretrial settlement conferences conducted in Dade County, Florida. The police officers were relatively active in the plea discussions, and their presence affected both the structure of the discussion and the relative influence of the various parties. The data also indicate that police participation and influence were affected by the presence of either the victim or the defendant.While the presence of the police did not affect the processing (settlement/trial rate) or the disposition (sentence severity, use of incarceration or restitution), the officers who attended the conference were more satisfied with both the court process and the disposition. This finding is significant in the light of the demoralizing effects of traditional plea negotiations on police attitudes and the spill over of these negative attitudes into the criminal justice system.  相似文献

Viewing police as important cultural producers, we ask how police power fashions structures of feeling and social imaginaries of the “war on drugs” in small towns of the rural Midwest. Drawing on ethnographic fieldwork and a collection of interviews focusing on police officers’ beliefs about the causes of crime and drug use, we locate a narrative of rural decline attributed to the producers and users of methamphetamine. We argue this narrative supports punitive and authoritarian sensibilities and broader narcopolitical projects more generally and ignores long-standing social inequalities observed in rural communities. As such, the cultural work of rural police provides important insight to the shape and direction of late-modern crime control beyond the familiar terrains of the city and its “ghetto.”  相似文献
