零容忍政策探析

美国纽约的犯罪率自1994年之后急剧下降,许多媒体、政治家、警务工作者将其归因于零容忍政策的有效推行,从而使这一政策成为许多国家关注和讨论的热点。零容忍政策的核心意思是对各种反社会的行为和犯罪应当采取严厉打击的态度,哪怕是对轻微的违法犯罪行为,也要毫不犹豫、决不妥协地进行彻底的斗争。通过考察和探析零容忍政策的含义、理论根据、历史、实践和社会评价等方面的意义,探讨将这一政策作为当前我国社会治安工作新方向的可能性。

正THE March 1 terrorist attack in Kunming left 29 civilians dead and more than 140 injured.Four perpetrators were also killed.The brutal carnage shocked the entire country to new levels of vigilance.It is impossible to fully comprehend the horrors of a terrorist attack without experiencing it firsthand.We find it hard to imagine how easily our own families could become targets.For this reason terrorism is a public enemy to all of humanity.

正REVERBERATIONS Students take a break outside makeshift school rooms in a village in earthquake-hit Kangding County,southwest China’s Sichuan Province,on November 23.A 6.3-magnitude earthquake hit Kangding,a region with a predominantly Tibetan population,on November 22,followed by a second 5.8-magnitude quake that hit the same area three days later.As of November 26,the two quakes had killed five and injured 76.The Central Government has allocated a relief fund of 50 million yuan($8.14 million)to Kangding.

Abstract

The purposes of this article are to establish the relationships be tween prejudice or intolerance and hate-motivated school violence; to describe the aspects of school climate or culture that foster prejudice, stereotyping, and scapegoating; and, to provide examples of interventions educators might use, both individually and systemically, to create a school culture of tolerance and re spect for individual and group differences as a means for preventing bias motivated violent incidents.
