This essay is a brief introductory survey of some fundamental aspects of Islam in Southeast Asia, particularly, within the maritime Malay-Muslim world. Ethnic, linguistic and cultural variation is the norm in the region. In addition, the region is heir to Hindu and Buddhist traditions and also to three European colonial systems of government and administration (Portuguese, Dutch and British). Islam is but one amongst all these. In some aspects of life it has been considerably reformulated by them. Thus to understand Islam in Southeast Asia one must begin with data from the area than with some Middle-Eastern and theological formulation of Islam. But we have to recognize that Islam is a universalistic theology originating from the Arabic Middle East. Therefore, a more informed analysis and understanding of Islam and Muslims in Southeast Asia and their contemporary articulations must be ‘embedded’ in the historical reality of both the plurality and plural society templates that become the ‘moulds’ of social life in the region. Similarly, to understand contemporary Islam and Muslims in Europe, its ‘embedization processes’, both breadth and depth, have to be understood historically and sociologically.  相似文献

This article aims to delineate several issues raised by an historically based approach to understanding the present and the future. Beginning with a discussion of the profound impact that drastic changes have had on the international environment, the article then outlines what history suggests about human nature's influence on the course of future events; the future of war; the nature of governance and the United States. This essay does not attempt to provide answers, but rather suggests how policy makers, strategists, and military leaders might think through the complex political and cultural questions they need to be asking in the making of strategy. This is the essential first step for Americans. If they fail to ask the right questions, most answers will prove irrelevant to the challenges of the future.  相似文献

This article establishes the broader framework for the rest of the volume by addressing the contemporary context of transatlantic relations and secondly by establishing strategic culture as the conceptual tool for the collection. The article takes issue with realist/material explanations of recent transatlantic disputes, as posited, for example, by Rober Kagan, which tend to portray the transatlantic divide as the US on one side and Europe on the other. In fact Europe itself was very much divided over Iraq and the conduct of US foreign policy. Moreover, the sources of this division, manifest vividly in the notion of Old and New Europe, were based on cultural, historical as well as material factors and as such are best understood by invoking the concept of strategic culture.

Thoughtful Europeans know that Europe must unite in some form if it is to play a major role in the long run. They are aware, too, that Europe does not make even approximately the defense effort of which it is capable. But European unity is stymied and domestic politics has almost everywhere dominated security policy. ABSTRACT

This article analyzes the relationship between religion and Israeli approaches to the conflict with the Palestinians. It seeks to explain why religion has become closely correlated with hawkishness since 1967. While the Jewish religion advocates no single approach to the conflict with the Palestinians, the religious have been significantly more hawkish than the nonreligious in Israel. This is because religion in Israel has reinforced ethnocentricity among the Jewish public, which in turn is highly correlated with hawkishness. Yet the correlation between religion and hawkishness only became politically prominent after 1967. This prominence is a function of the way religion has interacted with changes in Israeli political culture that were driven by the process of postmodernization. Whereas mainstream Israeli political culture has become less ethnocentric and more liberal, and consequently more dovish, the religious community has moved in the opposite direction. In this vein, religion has served to shield its adherents from most of the effects of postmodernization while simultaneously encouraging countervailing trends, which accounts for the polarization referred to above. In other words, it is the way religion has interacted with postmodernization that has made it the most effective incubator for hawkishness in Israel since 1967.  相似文献

ABSTRACT

This article investigates two ways in which state involvement in religion—minority and majority restriction—generates terrorism. Using a time-series, cross-national negative binomial analysis of 174 countries from 1991–2009, this study finds that when religiously devout people find themselves marginalized through either form of religious restriction, they are more likely to pursue their aims through violence. The article concludes with recommendations for policymakers.  相似文献

To optimize security investment for the future, the Department of Defense (DoD) should adopt an approach that rewards the services for developing innovative methods to attain national security objectives with the least risk in both blood and treasure. To accomplish this, the DoD may have to re-visit its former practice of providing each service with relatively equal slices of the military budget. Under such an approach, the services are motivated to make incremental changes to the concepts and weapons of the previous war and have little reason to take risks to increase productivity of man and machine alike. What is needed—particularly in these times of increasingly complex national security challenges, rising costs, and shrinking budgets—is a plan for going forward that is centered on a shared vision of the variety of threat conditions we are likely to face, an honest evaluation of their significance, and a mature appraisal of what will be required to deal with them. We should dedicate ourselves to crafting an overall defense strategy that will allow us to shape the environment and act flexibly across the entire range of operations, and that will also provide a framework upon which to base our jointly focused resource and investment decisions.1  相似文献

Populists argue that Islamic immigrants are fundamentally different from Europeans. As evidence, they point to notions of religious and cultural identity. Such arguments have popular resonance. As more mainstream politicians pick up on these themes, they begin to take on an air of common sense. Nevertheless, they are mistaken. Europe has a long track record of reconciling competing identities. This has happened by focusing on patterns of interaction (solidarity) rather than obvious indicators of distinctiveness. Using the examples of the Netherlands and Turkey, this article illustrates the wide spectrum of European approaches to the challenge of getting different groups to share the same geographic space.  相似文献

Contemporary economic globalization differs from past increases in global commerce, especially because modern foreign direct investment and systems integration techniques allow factories in different countries to specialize in the design and production of parts rather than complete products. Stephen Brooks has argued, based on both liberal and realist logics, that this new form of globalization might bring a “commercial peace,” at least among the great powers. But economic globalization did not simply appear by itself. Firms and governments made conscious decisions through a process of systems integration and strategic planning that led to a wide variety of international economic relationships. That diversity of economic connections combines with the variety of strategic situations in the international environment—variations in geography, national intentions, policy history, etc.—to suggest a range of possible constraints on countries' offensive capability and on the prospects for economic gains from conquest. As has always been the case, conquest in the future will sometimes prove valuable and other times will not. Globalization does not imply the dawn of an era of commercial peace.  相似文献

Despite ample anecdotal evidence, previous research on violent conflict has found little evidence that religion is an important factor in organized violence. Quantitative work in this area has been largely confined to the interreligious character of conflict and measures of religious diversity, and has strongly neglected the peace aspect of religion. The Religion and Conflict in Developing Countries (RCDC) dataset helps to fill this gap with innovative and fine-grained data for 130 developing countries between 1990 and 2010. RCDC includes four types of religious violence (assaults on religious targets, attacks by religious actors, clashes between religious communities, and clashes with the state). In addition, RCDC contains data on interreligious networks and peace initiatives. This article demonstrates the usefulness of RCDC by applying our data to a preliminary analysis. The results indicate that interreligious networks are a reaction to identity overlaps and previous interreligious conflict.  相似文献

Britain's entry into the European Community in 1973 coincided with an American initiative aimed at redefining relations between the United States and Western Europe. This confronted British diplomats with a serious dilemma. They wished to maintain close collaboration with Washington and, for the sake of European unity, to expand on their recently achieved reconciliation with France, a country whose Gaullist elite rejected any further institutionalization of transatlantic relations. French reluctance to engage in a constructive dialogue with the Americans resulted in a fractious debate over the drafting of two seemingly innocuous declarations, and this was exacerbated by the mixed response of the Europeans to the outbreak of the fourth Arab–Israeli war and the ensuing energy crisis. Finally, at the Washington energy conference of February 1974, the British chose to work with the Americans, rather than the French, in seeking to mitigate the economic impact of OPEC's oil policies.  相似文献
