While sexual minorities have produced large and efficacious social movements in many countries, there are few systematic studies on why gays and lesbians join these movements. To address this void, this study created a unique sample of activist and non-activist listservs to identify some factors that inspired greater involvement in protests for gay and lesbian equality (n?=?285). Through the use of binary logistic regression, this study highlights the importance of several contextual, framing, and demographic variables on the protesting actions of sexual minorities. In particular, the act of protesting for gay and lesbian rights was predicted by involvement in voluntary groups, the concealment of sexual orientations, a concern over institutionalized heterosexism, and the internalizing several sorts of activist identities. Finally, racial background, but not gender, age, or economic factors, was associated with attendance at gay and lesbian rights demonstrations.  相似文献

We study basic information treatments regarding sexual orientation using randomized experiments in three countries with strong and widespread anti-gay attitudes: Serbia, Turkey, and Ukraine. Participants who received information about the economic costs to society of sexual orientation discrimination were significantly more likely than those in a control group to support equal employment opportunities based on sexual orientation. Information that the World Health Organization (WHO) does not regard homosexuality as a mental illness increased social acceptance of sexual minorities, but only for those who reported trust in the WHO. Our results have important implications for policymakers aiming to expand the rights of lesbian, gay, and bisexual people worldwide.  相似文献

A tide of oppression against sexual minorities disturbs current theories explaining the globalization of lesbian, gay, bisexual, and transgender (LGBT) rights. But unlike the turn in race theory exploring rights as an outgrowth of marginalization, research on LGBT rights still focuses on structural changes or the influence of Western LGBT forms. This article argues that a powerful new and globalizing state homophobia is a convenient tool for state actors threatened by structural adjustment mandates from above and demands for greater opportunity from below. In such contexts, state actors and allies import ready-made LGBT identities as bogeymen, but in an unintended consequence, organizing among sexual minorities refracts those identities in transformative ways. From research in France, Uganda, and Egypt, this article concludes that some contexts, where the state targets LGBT rights claims as hostile, are better served through a politics of social and political capabilities over rights and identities to allow space for sexual minorities to develop.  相似文献

Abstract.  This article examines a model of the domestic political economy of subjective employment insecurity in advanced industrial societies. Based on data on people's attitudes toward their job as well as levels of and kinds of social protection collected in 15 OECD countries, it shows that there are distinct manifestations of job insecurity that are affected differently by distinct aspects of social protection programs. While the analysis shows that social protection measures reduce employment insecurity, it also reveals that overall levels welfare state generosity do not have any systematic effect on whether workers feel secure. The article's findings suggest the need to decompose the different components of employment insecurity as well as disaggregate national systems of social protection when examining the impact of welfare states on job insecurity.  相似文献

PR systems often are credited with producing more equitable outcomes between political parties and encouraging wider social group representation than majoritarian systems. Theory suggests that this should instill greater trust, efficacy, and faith in the political system. We assume that citizens disadvantaged by majoritarian rules (political minorities) will have a relatively greater shift toward positive attitudes about democracy following a transition from a majoritarian system to proportional representation. We employ panel data from the 1993–1996 New Zealand Election Study (NZES) to test hypotheses about the effects of electoral system change on attitudes about governmental responsiveness, trust in government, and political efficacy. We find that there is a general shift in mass opinion toward more positive attitudes on some measures of efficacy and responsiveness. Political minorities display a greater shift toward feelings of efficacy than other voters.  相似文献

Examining past experiences of student activism at Berkeley this article suggests that the present storm of political correctness sweeping American universities represents more than just another of the periodic crusades that have disrupted academic life over the years. The current wave of activism is different largely because the ever-present minorities of militant faculty and student activists have gained significant reinforcements in their struggle to transform the culture and mission of higher education. Over the last several decades federal regulations and funds have created an alternative bureaucracy within universities that is devoted, not to the core academic mission of teaching and research, but to improving the social climate of university life. The legitimacy and power of the social climate bureaucracy depend on heightening the perception that academic life involves a dangerous environment, from which students need protection – a service provided through creating safe spaces, helping students to recognize micro-aggressions, training them in sexual assault prevention, conducting sensitivity training for faculty and the like. Devoted to heightening this perception of the university campus as a hostile environment, the climate bureaucracy has become a source of institutionalized discontent.  相似文献

This article examines the experience of political, social and cultural rights for Malaysia's ethnic minorities. Using a survey method, our research finds that while Malaysia has made substantial economic progress, lack of attention to political, social and cultural rights for ethnic minorities in Malaysia has meant that ethnic minorities have become increasingly dissatisfied with their experience of citizenship. Experiences of institutional and social discrimination within Malaysia's ethnically differentiated model of citizenship are common. Such experiences can lead to low levels of confidence in Malaysia's national institutions and have the capacity to undermine the kind of political support that is necessary for good governance and national stability.  相似文献

Child abuse and neglect are complex and polarizing issues in many low and middle income countries. We explore them through a situation analysis of child rights and protection in Uganda. A qualitative study, incorporating 10 focus group discussions (FGDs; N = 113) and 20 individual interviews was undertaken in Kampala, Uganda. Emerging themes were grouped into family and community-level factors; legal framework, structure and continuum of services, and human and financial resources. Violation of child rights was characterized by physical, emotional, and sexual abuse and exploitation; child neglect, homelessness, and child labor; dysfunctional families and abject poverty; and poor accommodation conditions; school drop-out due to economic hardship; early pregnancy, and social exclusion. Legal and regulatory factors included traditional harmful practices (including child sacrifice and witchcraft practices); forced marriage; and the perceived lack of the government's commitment to child protection. Without a strong legislation that protects children against abuse, promotes confidential reporting systems, and tackles domestic violence, children will still remain prone to various forms of abuses and exploitation.  相似文献

Territorial autonomy is one aspect of power-sharing in multi-ethnic societies. Nevertheless, the multi-ethnic countries of Central and Eastern Europe are still among the most centralised in the European Union. This article analyses the failure of any attempts to establish (symmetric) federalism or (asymmetric) autonomy, creating self-governed regions by the Hungarian minorities in Romania and Slovakia. The analysis focuses on the positions of the main parties of the ethnic majorities and the Hungarian minority parties in the two countries. In both cases, the parties representing the Hungarian minorities have favoured territorial autonomy along ethnic lines, but this demand has been rejected by the parties of the ethnic majority. Against the historical legacy of unstable borders, the parties of the ethnic majority argue that territorial autonomy or federalisation might be a first step for a revisionist agenda and separatism. Instead, supported by the European integration, the parties have been able to agree on decentralisation as a half-hearted compromise.  相似文献

In the midst of rising tension between China and Japan, two powerful countries in Asia, the favorable attitudes of each country's citizens toward the other country have dropped to a historical low. The Taiwan issue, historical legacy, island disputes, and maritime resource competition are major obstacles in Sino-Japanese relations, but the most fundamental issue is a deep-seated mutual distrust and suspicion between the two countries, which result in rising threat perceptions. Beyond the structural and political elite-centered approaches, this study examines the evidence related to the three approaches (face-to-face contact, cross-cultural exposure, and social identity) to reduce mutual distrust and antipathy in the two countries. With a careful analysis of the survey data, this study sheds light on the conditions under which contact (a) results in improved attitudes toward outgroup, (b) has little or no effect on intergroup relations, and (c) yields more prejudice and hostility toward the outgroup. The findings of this study not only identify factors that could facilitate mutual understanding between Chinese and Japanese people and more favorable impressions of one another, but are also relevant to planning interventions to reduce prejudice and distrust among people from different races, religions, and countries.  相似文献

Are the rather generous welfare regimes found in most European countries sustainable; that is, are they competitive in a globalizing economy? Or will they, on the contrary, be crowded out by the more austere and less expensive regimes generally found in liberal Anglo‐Saxon countries? We first discuss this issue conceptually, focusing on the notions of institutional competitiveness, social investment, and short‐term and long‐term productivity. We then briefly present the results of an empirical study of 50 social indicators of policies and outcomes in 20 Organization for Economic Co‐operation and Development (OECD) countries during the early 2000s. We conclude that welfare regimes have not been forced to converge through a “race to the bottom.” There remain three distinct ways to face the “trilemma” of job growth, income inequality, and fiscal restraint: Nordic countries achieve high labor market participation through high social investment; Anglo‐Saxon countries attain the same objective through minimal public intervention; while Continental European countries experience fiscal pressures because their social protection schemes are not promoting participation to the same extent.  相似文献

Multiculturalism as an official policy strategy has recently come in for significant criticism in a number of Western European countries. A key criticism is that multicultural policies undermine redistribution policies, since they would erode the social cohesion upon which redistribution measures are built. However, empirical research does not univocally confirm this critique. This article explains why this is the case. The first argument is called the integration‐recognition paradox. Policies that focus on recognising minority groups may lead to a greater social acceptance of those minorities, and in turn may lead to their feeling more appreciated as participants in society. In a second argument, the authors discuss how multicultural policies could easily be combined with policies that invest in national unity and social cohesion.  相似文献

France lags behind most other Western countries in its degree of ethnic representation, despite the longstanding presence of non-Western minorities in the country. French politicians and the public usually justify this situation by arguing that there are no such things as ethnic minorities in France, and therefore no particular ‘ethnic minority’ interests. Consequently, there is no need to be concerned about ethnic representation; class representation is enough. More recently, attention has centred on the presence of Islam. This frame biases political attention to religious issues related to ethnic minorities, leaving aside major problems such as racial discrimination. In contrast, this article argues that France is very similar to America when it comes to ethnic politics, particularly when analysing the political orientations of non-Western minorities. Without a proper voice to articulate their claims, ethnic minorities see their interests neglected in favour of other issues.  相似文献

After the economic rise of China with the improvement in their standard of living, there have been many changes in the rights of citizens in China. This paper provides a broad survey of rights to see how China compares with the West and some countries in the Far East. This comparison assesses citizenship theory as it might apply to China, and then assesses a number of measures of rights. First, in order to make comparisons, the very different conceptions and theories of citizenship in China must be considered. Chinese citizenship is based on more of a communitarian model than a liberal or social democratic approach mainly due to Confucianism. Despite considerable improvement in citizenship rights, China’s reliance on a more communitarian citizenship theory (rather than liberal or social democratic theories) tends to emphasize obligations over rights. Second, in assessing the level of rights in China in the 21st century, T. H. Marshall provides the classification of legal, political and social rights. Using Freedom House, Fraser Institute and other data, I make cross-national comparisons between China and Western countries (e.g., the US, Canada and select European countries) and East Asian countries or regions (e.g., Japan, Indonesia, South Korea, Hong Kong and Taiwan). I also include Russia since it has made a similar transition from communist rule. The paper argues that citizenship rights for Chinese citizens have improved for many legal and social rights but not so much for political rights. However, all of these rights in China are much lower than in the West and much of East Asia, though in a few instances the levels are quite similar to Russia. I conclude with an estimate of the possible pathways toward greater political rights in China over the next few decades.  相似文献

Abstract. This paper posits that countries with a constitutional right to social security that can be enforced by courts via judicial review will show patterns of spending on social security that are distinct from countries with other constitutional and judicial arrangements. Governments in countries with enforceable rights will be constrained to spend more on transfer programs to avoid censure from the courts. The hypotheses are tested using data from 22 OECD countries using time–series cross–section analysis. The results show that enforceable rights are associated with higher growth rates in social security spending and lower fluctuation in expenditures on social programs, although the amount of GDP spent on social transfers is unaffected by rights. These results are consistent with the idea that governments' spending habits are constrained by positive rights, but rebut the argument that rights lead to economic distortions.  相似文献

One of the key reasons for the scholarly and policy concern about the rising levels of ethnic diversity is its apparently detrimental effect on the production of public goods. Although numerous studies have tackled that issue, there is still much ambiguity as to the precise micro-level mechanisms underpinning this relationship. In this article, a novel theoretical explanation for this relationship is proposed, building on the social resistance framework. This proposition is tested using a new cross-sectional public opinion survey covering 14,536 respondents in 817 neighbourhoods across 11 Central Eastern European countries. Analysing national minorities defined by postwar border changes means one can overcome the endogeneity problem faced by research based on immigrant groups. The findings show that it is the combination of a minority group's discrimination and its spatial clustering that makes minorities reluctant to contribute to public goods. The article constitutes a novel theoretical and methodological contribution to the research on the effects of diversity on public goods provision.  相似文献

Since the 1990s many OECD countries have adopted fiscal rules. After the adoption of these rules, the ratio of social transfers to government consumption substantially declined, and it recovered following the global economic crisis. Using a sample of 22 OECD countries, we found a negative effect of fiscal rules on the ratio of social transfers to government consumption. This finding implies that fiscal rules are effective, but not necessarily binding. Our examination reveals that the negative effect of fiscal rules on the social transfers to government consumption ratio is particularly evident in countries with relatively weak legal protection to social rights.  相似文献

Many studies highlight constitutional asymmetry as a desirablefeature of federal systems in multinational countries. Thisarticle looks at India which, mainly because of the specialprovisions for Kashmir in the 1950 constitution and the statusof newer small states in the north-east, is generally describedas asymmetrically federal. I show that, while India exhibitsconsiderable de facto asymmetry, asymmetry in the constitutionalpowers granted to individual states has (i) not been importantfor India's ability to ‘hold together’ as oftenassumed and (ii) not entailed special protection of culturalor national minorities. The conventional sovereignty that has prevailed for the past several centuries restricts the options open to ethnic minorities in multiethnic populations that are subject to a single sovereign authority. Minorities will either trend toward integration with majority populations or else the direction of change will be toward separation and the establishment of new, smaller sovereign states. There are serious problems with both options. The present proposal is for a form of diluted or “attenuated” sovereignty whereby, in its most basic form, a particular ethnic minority would be afforded limited sovereignty in a specified area within an existing sovereign state’s overall territory. An attenuated-sovereignty government established in the specified area would be answerable to—and have authority over—only those persons of the designated ethnic minority who have opted to affiliate themselves with it. Distinctive to this proposal, all other persons, irrespective of their ethnicity, could remain in the delimited area and remain subject to the pre-existing, conventionally sovereign authority. This proposal includes various strategies to make attenuated sovereignty a practical, workable option. The notion of attenuated sovereignty is not as fantastical as it may seem at first glance. Re this assertion, the conventionally sovereign state is everywhere at bay. Its best days are behind it. Under the circumstances, in some situations, attenuated sovereignty could prove advantageous to both ethnic minorities and majority populations willing to accommodate them in the creative manner here proposed.  相似文献

The purpose of this paper is to empirically analyze the effects of political instability, social polarization and the quality of institutions on inflation volatility over time and across countries. Using the system-GMM estimator for linear dynamic panel data models on a sample covering 160 countries, analyzed in the period from 1960 to 1999, this paper finds that higher degrees of political instability and social polarization, less democracy, and lower de facto central bank independence are associated with more volatile inflation rates. Furthermore, political instability has greater effects on inflation volatility in developing countries with lower degrees of central bank independence and economic freedom.  相似文献
