Every actor who commands coercive resources plays a relevant role in the complex processes of state restructuring following regime change. The role of armies in the 2010–2011 Arab uprisings has been widely explored, but limited attention has been devoted to how different agents with coercive power have been involved in the restructuring of political order. This contribution presents the theoretical framework within which the remaining empirical contributions are situated. The central insight is that better understanding of the emerging political orders requires moving away from binary notions of hierarchy and anarchy as ordering principles and look at how, within heterarchical political orders, coercive agents behave within fluid state–society relations.  相似文献

The article offers a review of centre–periphery relations and local politics in the Afghan province of Badakhshan from the 1980s to the post-2001 era. It maps the local powerbrokers and charts the transformations that occurred during this period, with particular reference to the impact of the central government's policies on local political alignments and relations of power. The key argument is that President Karzai's and the cabinet's behaviour towards Badakhshani politics was aimed at re-establishing a patrimonial system, rather than at institution-building as claimed. Unable or unwilling to successfully deal with established local players, Kabul resorted to sponsoring new players in local politics and facilitating their rise in order to weaken more independent powerbrokers. However, a local perception of weakness in Kabul, not least due to uncertainty over the durability of the Karzai administration, led local players, old and new, to behave with very short-term horizons, as ‘roving bandits’ rather than as ‘stationary’ ones.  相似文献

The history of Israel's turbulent relations with the Eastern bloc nations during the Cold War has one exception, Romania. Unlike other Warsaw Pact members, Romania did not sever relations with Israel following the 1967 war. Central to these relations was Romanian Communist leader Nicolai Ceausescu, who managed to establish himself as an important figure among both Arabs and Israelis. This article will examine Romanian–Israeli relations during the 1970s and especially Ceausescu's role in the Egyptian–Israeli peace negotiations. Recent Israeli and some Romanian documents released from the Israeli State Archive and the Begin Centre reveal much about Israel's attitude towards Romania and Ceausescu's involvement in the Middle East, and serve to shed light on a heretofore neglected aspect of Israeli foreign policy. Some of the main issues to be addressed are Ceausescu's influence on Egyptian and Israeli decision makers, Israel's prime motives in maintaining a close relationship with Romania, the importance of Romanian Jewry's position to Israel's policy vis-à-vis Romania and the extent to which these relations represented a back channel that facilitated some contact with the Kremlin. All these will be examined against the larger backdrop of the Cold War and the Arab–Israeli conflict.  相似文献

This article examines the displacement of the majority of Crete's Muslim population after an upheaval led to the establishment of an autonomous regime on the island in 1898, following the military intervention by a coalition of European powers (Britain, France, Italy and Russia). By drawing a connection between Cretan topography and the type of intervention, I argue that the coalition's policies played a central role in Muslim emigration from the greatest Ottoman island. The article highlights the sectarian lens through which the European decision-makers regarded relations between the island's Christian and Muslim populations. In so doing, it makes a contribution to the history of European intervention in the Ottoman Empire. The final section offers a glimpse into the diminished Muslim minority under the autonomous regime, which was established after Abdülhamid II withdrew his soldiers from Crete, signifying de facto termination of Ottoman sovereignty on the island.  相似文献

This article focuses on how President Deby re-gained power after a nearly successful coup d'état against him in February 2008. The analysis points towards one major external reason for success and a divided internal strategy. The international community's little interest in Chad and the desire for political stability among the few interested states are the main external reasons for Deby's success. Internally, Deby's use of violence and co-optation explain his success. Deby defeated the Chadian military opposition by combining co-optation of adversaries in Chad's patrimonial marketplace.  相似文献

This article tries to shed light on Turco-British relations in the early Cold War era. It focuses on the two states’ cooperation in Middle Eastern defence, as well as their interactions with Egypt and Greece. Immediately after the Second World War, the Soviet Union and communism were accepted as common threats directed against Turkey, Greece, Britain, the entire Western camp and a broad range of Middle Eastern countries. Washington and London were in search of alliances with regional actors; however, due to the anti-Western attitudes of Egypt in particular, and the anti-Israeli attitudes of the Arabic realm in general, the West was not satisfied with the defence system established in the region. In regard to the relations between the four abovementioned states, while Turkey and Britain joined forces against the Egyptian cause in the Suez issue and the Greek cause on the Cyprus issue, Greece and Egypt sided with each other against the British positions.  相似文献

The manner in which President Karimov's roles were recognized in the global arena affected how Uzbekistan's international relations developed – a perspective that highlights both the form and the content of bilateral relationships. While mutual interests are crucial to beginning a relationship, it is also important to understand how those relations were recognized in public and dealt with in private. If partners managed to recognize Karimov's agenda publicly, or at least act with discretion, this tended to create an atmosphere favouring cooperation. As such, recognition and discretion reveal much about Karimov's concerns with international equality and self-reliance, pointing to the reasons why Uzbekistan's relations fluctuated more with some actors than others. The United States and Germany are ideal examples of that ambivalent situation: Washington often cooperated with Uzbekistan on security matters, but then saw its military personnel excluded from Qarshi-Qanabad after the 2005 Andijan crisis; whereas Berlin witnessed little change in its relationship with Uzbekistan and continued to lease a base in Termez after 2005. This difference in outcomes can be explained in part by a dynamic of recognition and discretion.  相似文献

Abstract

The diversification of allegiances with several more powerful states is seen as a way for minor actors to improve their strategic position in the international system. The result, however, could become less than desirable when these relations are both essential and contradictory. This article intends to examine the challenges for Transnistrian foreign policy through the concepts of bandwagoning and balancing. It uses alternative neorealist perspectives to identify various types of alignment and then examines how this landlocked territorial entity attempts to use relations with Russia and Ukraine to protect its statehood and identity in the context of the ongoing threat from Moldova. This article identifies that twice in the last decade (after the Orange Revolution and Euromaidan), the strategy of ‘dual alignment’ failed. It claims that recent attempts by both the EU and Ukraine to weaken Russia’s position in the region by isolating Transnistria has led to a further strengthening of ties between this actor and Moscow.  相似文献

One of the gravest outcomes of the period of the Arab revolt was the heavy economic damage caused to the Arab community. Jaffa, which suffered greatly in the years 1936–1939, sought to rebuild and restore the city to its status as a leading economic center in Palestine. This need intensified still more with the outbreak of the Second World War. Hence, it was in Jaffa's evident interest to bring about an improvement in relations with Tel Aviv and with Jews generally. Problems regarding the proper management of economic life in wartime exercised the Jewish settlement also; therefore, Jewish–Arab cooperation steadily grew in this period. The article gauges the measure of this cooperation and the nature of the ties that consolidated between Arabs and Jews during the war. The situation of Jaffa and Tel Aviv serves as a test case well exemplifying the force of the subsequent change in relations between Jews and Arabs in Palestine.  相似文献

Economic grievances that marginalized rural citizens and eroded the Syrian government’s political base are widely considered to have sparked the 2011 uprising. Although the country’s 1980–1982 protests were also blamed on economic factors, commentators to date have largely resisted comparing the events. This article draws parallels between Hama in the lead-up to 1980–1982 and Homs pre-2011, arguing that while there are differences between the uprisings—including the socioeconomic group involved—the root causes of grievance were remarkably similar. Both uprisings followed a redrawing of Syria’s social contract that marginalized a group that had previously had a stake in the Syrian state. In both cases, a new underclass was formed that became the backbone of the political unrest. Although economic factors cannot explain the 2011 uprising in its entirety, this article argues that some of the seed dynamics in 2011 were remarkably similar to 1980–1982.  相似文献

ABSTRACT

This paper uses an analytical framework drawn from organisational studies to unpack and evaluate climate change relations under the EU–South Africa Strategic Partnership. The article finds that, while the EU and South Africa share a common purpose and high-level climate goals, many of the formal organisational structures set up under the partnership to tackle climate change and the environment are weak and have fallen into disuse. At the same time several factors outside of the strategic partnership, such as South Africa's hosting of the Durban climate change meeting, have played a significant role in promoting climate cooperation between the two partners. Therefore, while the strategic partnership creates an additional opportunity for climate cooperation, it is by no means the only or even the most important instrument in the EU's foreign policy tool box for negotiation and dialogue.  相似文献

Abstract

One of the many challenges that Estonia faced when it gained independence was the minority question. The history of certain minorities, above all that of the Baltic Germans, has already been studied fairly intensively. Nevertheless, the scope of all previous studies has been rather narrow (the position of a single minority). This article traces the history of all ethnic minorities in Estonia and views them from a broader perspective. Answers are sought to the following questions: What were the ethnic relations like in Estonia in 1918–1925? Why were they so? Did they change in the course of time? The article is based on the systematic study of Estonian press and archival sources. It constitutes an expanded version of the conclusion of the author's Finnish-language monograph Ajan ihanteiden ja historian rasitteiden ristipaineissa: Viron etniset suhteet vuosina 1918–1925.  相似文献

Party division in Peru is a constant event and has become an expected feature of Peruvian parliamentary politics. For instance, in 2016, the elected Congress was composed of six parliamentary groups, and at the moment of its dissolution, that number doubled. This article explores the factors that produce such rapid division in the Peruvian Congress during two parliamentary periods (2011–2016, 2016–2019). It argues, through quantitative analysis, that there is a direct and negative relationship between the fragmentation of parliamentary groups and party discipline due to party affiliation and the dynamics of subnational party competition.  相似文献
