The Justice and Development Party (or AKP) era in Turkey has witnessed the emergence of a new welfare regime resting on voluntary public and private transfers. This system has been replacing the former welfare system in which the right to social welfare benefits was constitutionally guaranteed. The new welfare system has tended to distribute transfers on a selective and unequal basis. This article analyses the size and effects of this system using a social class-based analytical framework. In explaining class structure in Turkey, we use the official Household Budget Survey database. The results indicate a massive process of proletarianisation has taken place. Our results indicate that the working classes have constituted the majority of the poor. In this environment, the shares of voluntary public and private transfers in the incomes of households have been rising. For some classes, like rural unemployed, urban unemployed and agricultural labourers, these transfers have captured a very high share of the incomes. These transfers have also been distributed very unequally. Their share in the central budget has also been rising. All these point to the emergence of a new neo-liberal welfare (poverty) regime as part of a new labour control regime.  相似文献

Abstract

In recent years, concerns over whether the humanitarian regime as we know it will survive a many-pronged challenge have spurred humanitarian organisations to embark on processes of soul-searching and innovation. With a steadily increasing aid budget and its more active and vocal role in development and humanitarian politics—and in global politics more generally—India has acquired the label of ‘emerging’ humanitarian actor. This article, however, shows that in many ways India has been a humanitarian pioneer, and connects the norms and values of the international humanitarian regime with India’s own philosophical, religious and democratic traditions. It also discusses how Indian policy-makers have critiqued the current United Nations-led international humanitarian regime and investigates how the government of an increasingly powerful and influential Commonwealth country from the South interacts with an international regime created in Europe. For many Indian policy-makers, current humanitarian practices are tainted by what they see as North American and European interventionist and highly political agendas in the South. The article concludes that while there is still a lot to be said for a global, multilateral humanitarian regime led by the United Nations, it need not be Western-biased, either in theory or in practice.  相似文献

Both reform and revolutionary movements in the Arab world have called on institutions of state to follow through on the cries for dignity, bread and social justice emanating from the street. These movements are not necessarily mutually exclusive, and may demonstrate overlapping commonalities of practice. Asef Bayat has designated this phenomenon an example of ‘refo-lution’, the amalgamation of a revolutionary agenda with a reform process. This paper will argue that 2011/2012 demonstrations in Jordan fall into this category, and that they elucidate that the relationship between the Hashemite monarchy and Jordanian society needs to be reframed for political stability. The theoretical frame of this article, grounded in the selectorate theory of Bruce Bueno de Mesquita in conjunction with insights from Nazih Ayubi, suggests that this stability requires a more defined separation of powers and functions of the monarchy and the parliament, making the latter an autonomous legislative body.  相似文献

Unlike the eponymous hero of the Kyrgyz epic, Manas, who united the Kyrgyz people, the American air base situated at Kyrgyzstan's Manas International Airport became a source of fracture in Kyrgyz politics after its establishment in late 2001 to support the US-led war in Afghanistan. Whilst international attention focuses on the geopolitics of a so-called New Great Game over basing rights in Central Asia, a more significant political and economic struggle concerning the Manas Air Base is related to its fuel supplies. The air base became a source of rent for the ruling elites and an object of controversy between the government and opposition in two successful uprisings, which removed presidents Askar Akayev and Kurmanbek Bakiyev from power (in 2005 and 2010, respectively). The air base's secret fuel contractors, with their unknown beneficiaries, offshore registration and low visibility, built close links to the regimes of the two ousted presidents. The lucrative and illicit contracts and subcontracts were purportedly used by both presidents and their entourages for personal enrichment and to strengthen their regimes but were ultimately a factor in their downfall. Drawing on the results of recent congressional and non-governmental investigations and interviews with representatives of the fuel-supply companies and members of the former regime, this work assesses the role of the US Manas Air Base in regime security and rent-seeking schemes during the Akayev and Bakiyev tenures. Thus, this article will contribute to the growing literature on rent-seeking in Eurasia's hybrid regimes and the external dimensions of regime security.  相似文献

The Iranian Revolution, through Khomeini's consolidation measures, quickly morphed into an ‘Islamic Revolution’. Khomeini's regime abrogated popular legislation such as the Family Protection Laws of 1967 and 1975, which protected the rights of females, as the clerics sought to institute Shariah (Islamic) laws in an ‘Islamic Republic’. The historical record reveals that the precipitous legal transformation from secular to Shariah law under Ayatollah Khomeini's personal tutelage placed females in a dangerous predicament. Regressive gender policies, however, served to mobilize females to push back against the new social paradigm which had emerged under the rubric of Velayat-e-Fiqh. This article examines this misogynistic trajectory during Khomeini's rule and how it served to galvanize many Iranian women to ‘gender activism’.  相似文献

It is almost a conventional wisdom now that the centre of gravity of global politics has shifted from Europe to the Asia–Pacific in recent years with the rise of China and India, gradual assertion by Japan of its military profile, and a significant shift in the US global force posture in favour of Asia–Pacific. The debate now is whether Asia–Pacific will witness rising tensions and conflicts in the coming years with various powers jockeying for influence in the region or whether the forces of economic globalization and multilateralism will lead to peace and stability. View all notes It is, of course, difficult to answer this question as of now when major powers in Asia–Pacific such as China, India and Japan are still rising and grappling with a plethora of issues that confront any rising power in the international system. But what is clear is that all major powers are now re-evaluating their policy options vis-à-vis the Pacific.

This paper examines India's foreign policy in the Pacific as it has emerged on the last few years. First, the emerging balance of power in Asia–Pacific will be examined in light of the theoretical debate on the issue followed by a broad assessment of the role that India envisages for itself in the region. Subsequently, India's relationship with the three major powers in Asia–Pacific—China, Japan, and the US is analysed. Finally, some observations will be made about the future trajectory of Indian foreign policy in the region.  相似文献

Abstract

From the beginning of the First World War, atrocity stories about German depredations against Belgian civilians circulated throughout the Allied world. Caricatures of German soldiers rapidly degenerated into depictions of monstrous ‘Huns’ who were subhuman beasts, prone to acts of rapine and banditry. The most prominent producer of ‘Hun’ cartoons in Australia was artist Norman Lindsay, who published extensively throughout the war. Through an analysis of the antecedents of Lindsay’s monstrous ‘Hun’, this article will demonstrate that the rapid creation of the ‘Hun’ in Australia was made possible by the pre-existing racial caricatures of non-European people that were popular during this period. Chinese and Japanese people who were excluded from Australia by the White Australia policy were the previous targets of Norman Lindsay’s racial caricatures; as stories of German atrocities filtered into Australia, Lindsay transferred traits of Asians on to the German ‘Hun’, thus transforming him into the enemy ‘Other’. These traits were products of British imperial propaganda, and part of an ideology that asserted it was the job of the white man to civilise the barbaric coloured man. By ‘Asianising’ the German, Lindsay used a well understood language of racial caricature to reduce the German to the status of a barbarian. Race was therefore one of the central paradigms through which Australian propaganda operated.  相似文献

Beginning in the mid 1990s, public criticism of the Communist Party government in Vietnam spread to the point that by 2014 it had become a prominent feature of the country's political scene. This article emphasizes critics who want to replace, nonviolently, the present regime with a democratic political system. Drawing primarily on the writings and actions of Vietnamese critics themselves, the analysis shows that they differ over how to displace the current system. Some regime critics think the Communist Party leadership itself can and should lead the way; others form organizations to openly and directly challenge the regime; still others urge remaking the current system by actively engaging it; and some favor expanding civil society in order to democratize the nation. Underlying the four approaches are different understandings of what democratization entails and how it relates to social and economic development.  相似文献

The United States–India nuclear agreement, announced in 2005, was a first step in the process to normalise India's international nuclear relations despite the fact that India is not a party to the Treaty on the Non-Proliferation of Nuclear Weapons. Africa is largely seen as a uranium supplier rather than nuclear power producer in the world nuclear order. The position that African states take towards Africa–India nuclear cooperation, uranium supply to India in particular, is informed by two seemingly contrasting factors, namely economic and political pragmatism on the one hand, and non-proliferation imperatives and norms on the other. The African Nuclear Weapons Free Zone Treaty, also referred to as the Pelindaba Treaty, prohibits uranium and nuclear-related exports to states without comprehensive safeguards of their nuclear facilities, but the case of India is still open for interpretation. Africa and India's shared post-colonial consciousness, manifesting in their historical ties, membership of the Non-Aligned Movement and South–South cooperation, is often regarded as another factor facilitating Africa–India nuclear relations. A more critical view points to the different notions of post-coloniality in Africa and India, resulting in different approaches to nuclear non-proliferation that constrain their nuclear relations.  相似文献

One of the gravest outcomes of the period of the Arab revolt was the heavy economic damage caused to the Arab community. Jaffa, which suffered greatly in the years 1936–1939, sought to rebuild and restore the city to its status as a leading economic center in Palestine. This need intensified still more with the outbreak of the Second World War. Hence, it was in Jaffa's evident interest to bring about an improvement in relations with Tel Aviv and with Jews generally. Problems regarding the proper management of economic life in wartime exercised the Jewish settlement also; therefore, Jewish–Arab cooperation steadily grew in this period. The article gauges the measure of this cooperation and the nature of the ties that consolidated between Arabs and Jews during the war. The situation of Jaffa and Tel Aviv serves as a test case well exemplifying the force of the subsequent change in relations between Jews and Arabs in Palestine.  相似文献

More women MPs than ever before were elected to the lower house of the national parliament of India in the 2009 general election. Yet, the increase in women's presence in the Lok Sabha cannot necessarily be attributed to the increased willingness of political parties to field more women candidates, despite rhetorical party political support for increasing women's participation in political institutions. This article analyses party political nomination of women as candidates in the 2009 election, and finds significant variations in levels of nomination across parties and across India's states. The article also examines in detail the nomination of female candidates by the two largest political parties, the Indian National Congress party and the Bharatiya Janata Party, both of which support proposals for introducing reserved seats for women in national and state legislatures. The findings reject the proposition that parties only nominate women in unwinnable seats, but finds support for the proposition that parties are risk averse when it comes to nominating women, and that this can restrict the number of women nominated for election. The article concludes with some further questions for future research on gender and political recruitment in India.  相似文献
