Temporal,Spatial and Functional Governance of China's Reform Stability

Governance is a hot topic in China, as well as among political scientists. Ways of thinking about it can be improved. This essay offers a ‘neo-functionalist’ method to test for successful or unsuccessful governance of reform stability in China. It takes account of the need for participation in effective governance. Steering a state (or any part of a state) requires attention to multiple sizes of polity—especially several medial sizes in a country as large as China. Governance has varied over time during the ‘reform’ era, when anti-reform conservatives have remained important in many nested political networks. The paper shows variation of governance over time, over sizes of polity and over four sample governance functions: managing the economy, maintaining orderly stability, linking ‘social’ parts of the polity to the government, and choosing cadres. It shows how these categories exhaust a logical field that is at least implicit in any analysis of governance roles, and it suggests the value of a ‘circulation of elites’ paradigm when thinking about governance success or failure.

The prospects for democratization in China: Evidence from the 1995 Beijing area study

Assessing the prospects for democratization in The People's Republic of China has been a mostly normative exercise over the past 20 years. Newer empirical work has focused on public opinion and the implications for a democratic transition but this literature is still in its infancy. This paper focuses on the distribution of public opinion in Beijing with respect to a direct, close end question about the respondent's most important value. Among the choices were political democracy and individual freedom. We hypothesize that if younger, more educated and wealthier people are more likely to select either of these options as their most important value then, over the next few decades, there would be increasing public pressure for democratization because of generational replacement and the expected increases in both wealth and average levels of education in China over the same time span. While there are some indications that in the future Chinese public opinion will be more favorable to a transition towards democracy, on balance the results of this paper provide scant evidence that the future will lead to increasing public pressure for democratization.     

How China's Political Leadership Elevates Progress

I have been coming to China for more than 30 years. I have traveled all across the country,visiting over 100 cities together with my long-term partner, Adam Zhu, for research and interviews, books and essays, television and documentaries. I have given much thought, over the years, as to what has brought about China's develop-mental miracle. The underlying principles One, a people who work hard to im-prove the lives of their families and the destiny of their country.     

The Special 'One'

One seemingly trivial issue has vexed Liu Wenyan for over 30 years. Liu only needs one shoe, but every time she goes shoe shopping she has to buy a pair. Growing up in Guizhou Province in southwest China, Liu lost one leg in a traffic accident at the age of 4. Now aged 37, she has spent over three decades searching for either a seller of single shoes, or some-one else with whom she can share the pair. Paralympic high jump star Gui Yuna, who is the same age as Liu, faces the same problem. Gui comes from Guangxi Zhuang Autonomous Region and, at 7, also lost her leg in a car ac-cident. The accident didn't discourage her from pursuing her athletic passion and in 2007 she broke the high jump world record for women amputees at China's 2007 National Games for Persons With Disabilities. One year later, she acted as a torchbearer for the Beijing 2008 Summer Olympic Games. Despite her success, Gui is still bothered by the shoe problem.

Resolving the Tibet Question: Problems and prospects

The dispute over China's territorial sovereignty in Tibet has raged for more than four decades. In 1998, following remarks by Jiang Zemin at a press conference with Bill Clinton in Beijing, the prospects for negotiations over the Tibet Question seemed bright. Within months, however, it was obvious that there had been no breakthrough. This study analyzes the likely reasons for the failure to achieve negotiations in the light of the main obstacles thrown up by the two sides. It shows that internal and international factors since 1998 have put added pressure on China and the Dalai Lama's forces to compromise and that as a result more moderate positions are gradually emerging. A role in the reconciliation process for third parties, especially the United States, is also set out.     

Shared Values Of Humanity

Global governance should be open, inclusive and fair, and forcing the rules made by a few upon the many will not work, Du Zhanyuan, President of China International Communications Group, said at a recent forum in Beijing. The event saw representatives from more than 120 countries and regions as well as 20 international organizations share their views on democracy both online and offline. This is an edited excerpt of Du's speech: In the West, many "role models of de-mocracy" have seen their institutions degrade over the recent years. At the so-called "summit for democracy" in December, U.S. President Joe Biden, the host, admitted that more than half of all "democracies" have experi-enced a decline in at least one aspect of their democracy over the last 10 years, including the United States.

Agency and fiscal dependence in central‐provincial relations in China

The incremental decentralization of economic and fiscal authority within the Chinese state has led to a debate over the extent to which the central government retains authoritative control over the provinces. Using detailed budgetary data, this paper argues that even though fiscal reforms may have given provincial governments independent sources of income, they remain dependent upon the center for budgetary subsidies and that without central subsidies provincial government would face serious budgetary shortfalls. This is true not only for provinces that receive more in central subsidies than they transfer to the center, but also for provinces that were net exporters of funds to the center prior to the 1994 fiscal reforms. Fiscal dependence is important because it gives the center a source of leverage that supplements the political leverage it gains from the nomenklatura system, allowing it to not only punish insubordinate provincial leaders as individuals, but to also punish recalcitrant provincial governments as institutions by either cutting or withholding budgetary subsidies.

The Tibet Problem in the Milieu of a Rising China: findings from a survey on Americans' attitudes toward China

The Lhasa riots in 2008 re-captured the world's attention on the Tibet problem. As China continues to grow as a rising power, it raises a concern over whether the perception of a rising China will affect how American people think about the Tibet problem. In this article, the authors apply public opinion data to evaluate this question. The results show that the perception of China's hard power or soft power has little influence on Americans' view of the Tibet problem, while factors of political values and China's policy stance matter greatly. Our findings suggest that the huge difference in political values between the PRC and the US makes it tough for both sides to agree on a resolution to the Tibet problem. In the long term, China needs to improve its human rights record and present itself as a responsible great power to win over the hearts of foreign publics rather than conduct a public relations campaign according to its own imagination.
