This paper considers the results of a gender review of Oxfam/Great Britain's work in Uganda that sought to determine what gender approaches had been adopted (theoretically and actually) and how they could be improved. After a desk review in the UK, a team conducted a field visit to Uganda where an initial conventional approach that "targeted" women had given way to efforts to conduct an in-depth gender analysis of programs. The team noted that the post of Gender and Development Program Officer in Uganda had been eliminated so that the entire staff would be responsible for addressing gender concerns. The review revealed that the staff exhibited a poor understanding of key concepts, was unwilling to challenge traditional roles and attitudes, deployed ad hoc initiatives, and failed to interact with appropriate local organizations. This situation occurred because of a lack of systematic procedures for planning and evaluation. Also, the fact that there was no extra compensation for staff living in harsh and insecure conditions discouraged female staff from seeking or maintaining positions in the field. Oxfam needs to develop a clear and binding strategy that will spell out the type of social change the Uganda program is seeking, integrate gender concerns, and implement monitoring and evaluation mechanisms. There is also a need to adopt a more political approach to gender concerns by taking advantage of opportunities and confronting attendant risks.  相似文献

What are the implications for NGOs of the increasingly unpredictable environment in which they work? This article highlights lessons from the natural sciences and from private-sector management. If development is about the process of change, then we need a more refined analysis of what change is. Food crises and conflicts are about struggles over power and rights and are, therefore, but moments in continuing processes of change. Strategic intervention demands an understanding of such change if it is to trigger wider transformations. It also demands a different style of management and an increased degree of collaboration with other agencies.  相似文献

Current mainstream development thinking, with the exception of a few areas like microcredit, tends to favour size over substance. This article aims to challenge the belief that large-scale companies, markets, and institutions are the most effective means of ‘delivering development’. We argue that, by designing institutions to meet different needs at different scales, long-term sustainable development outcomes are more likely. Through an analysis of ‘new economics’ thinking, we look specifically at how the concept of subsidiarity could be applied to development thinking at the community and business levels, and we draw on some examples of where the concept is already manifest in practice, such as energy and commodity production.  相似文献

The challenges posed by economic globalisation make it imperative that civil society organisations break down the barriers that have traditionally divided them, in order to ensure that the rights of those who are marginalised or vulnerable are kept firmly on the international agenda. In particular, globalisation brings fresh impetus to the need to forge alliances between the trade union movement and NGOs concerned with social and economic development. While there is plenty of evidence of successful cooperation, major problems, fears, suspicions, and at times hostilities remain between them. Some of these are substantial and sharp policy differences, but others are the consequence of colliding political or organisational cultures, prejudices, financial competition, and a mutual lack of understanding of respective roles and objectives. Debates surrounding the organisation of workers in the informal economy, including the ILO discussion in June 2002, provide a useful case study.  相似文献

On February 2, 1990 the media emergency regulations were rescinded by the state president, mr. F.W. de Klerk. This has lead to the idea in some quarters that the media in South Africa are now totally free. Contrary to this belief the author shows that at the start of 1991 a plethora of restrictions are still being placed on the media in South Africa. These restrictions are indicative of National Party media policy that has been formulated since 1948. In view of this, the general objections of the African National Congress (ANC) with regards to the present media system in South Africa are spelt out from a media policy perspective. The merits of these objections are evaluated, after which the Manoim-debate concerning future policy formulation is briefly dealt with. This debate was mainly conducted in the print media in 1990. The possible lessons that a future independent black press could learn from the demise of the Daily Mail are set out. To conclude, the idea is put forward that the media in South Africa should immediately start to agitate for positive media policy stipulations (a broad media policy framework). Some of the media policy issues that governments of the future will have to address, are also identified.  相似文献

This article on women's role in water resource management is based on a paper delivered at a seminar organized at the Water and Land Management Institute in Anand, India, in 1994. The article reflects Family Planning International's (FPI) experience in community-based water resource development. Most analyses of village and household water management data exclude women's role. The reasons are identified as the lack of inclusion of women's thinking in land-development research and planning, the dominance of males in planning and consequent male assumptions made about women's work and use of water, the lack of valuation of the nonmonetary nature of women's relationship to water, and the ease of ignoring women. Women's roles that are obstacles to inclusion in research and planning are identified as the lack of effective women's lobbies, the undervaluation by women of their work, and the lack of professional recognition of women as potential users of water or spokespersons for more than their own self-interests as women. National water policies are shifting to community-based management because local authorities are in daily contact with users, of whom about 50% are women. Historically national policy shifted from attention to distribution of investments in the water sector to reorganization of water agencies and to building up the capacity of private or voluntary agencies. The local context allows for more efficient and effective responses to local conditions. Local institutions and groups are better equipped to solicit local participation. One primary lesson learned by FPI is that local water resource planning is very important in strengthening the economic and individual capacity of poor people in underdeveloped areas. FPI's experience in Mahesana, Banaskantha, and Sabarkantha in Gujarat state supports this lesson learned. Water resource development policies resulted in mixed outcomes, and national control has been inefficient and disrespectful to local authorities. Another obstacle in Gujarat to water resource development is identified as increased demand for public water services and inadequate provision of services due to remoteness of the area and financial limitations of central agencies. Abstract

Numerous studies about the Internet have already been conducted or are in the process of being conducted. However, after several years there still is no clear understanding of what form Web-based or on-line communication should take to make it really valuable to the consumer.

The contribution of this article is its attempt to address the current contents of Web-based communication and to provide some ideas with regard to the shortcomings in this regard. It addresses the impact of the Internet on the South African society, the Internet as a new communication medium as well as its effect on organisational communication. It also argues that an on-line presence is no longer enough and that online customers want more value in terms of their online experience.

Although Web-based communication has become an integral part of many organisational practices, traditional communication channels or media will not necessarily become obsolete. The Internet is a new communication medium with much potential and can eliminate problems associated with traditional media and channels.

Web-based communication has become a powerful new means of communication in South Africa. Information has become more accessible, more affordable as well as more manageable to both individuals and organisations and has in the process also empowered South African society with more knowledge. However, new technologies are not only concerned with the availability of new communication channels, but also with the development of new credible communication messages for successful communication.

Web-based communication is a more complex task and requires a much more skillful approach to be successful than is the general belief among communication practitioners. After the initial rush to obtain an on-line organisational presence, organisations are currently concerned with the effective integration of the Internet into their traditional marketing communication mix. Marketers, public relations practitioners and advertisers today benefit from the advantages of Web-based communication in conjunction with traditional media. However, even though it is clear that the Internet has an impact on organisational communication (integration), it is less obvious what form on-line information should take to make it really valuable to the consumer.  相似文献

On 25 April 2015, a 7.8 magnitude earthquake struck Nepal, causing huge damage. Many countries and international organisations such as the United Nations started monitoring the situation and offered support to the Nepali government. This article raises points that must be examined by decision-makers before implementing delegations; these include cost effectiveness, whether it improves morale and resilience, international relations, and experience, and promotes good relationships between the two countries, and assisting their own citizens who were affected by the disaster.  相似文献

This article argues that if children were the focus of more deliberate attention on the part of donors, it could result in more effective use of the resources available for poverty reduction. Instead, development assistance neglects some of children's most pressing needs, and fails to take advantage of the long-term benefits to be gained by ensuring their physical and psychosocial welfare. The article focuses especially on the living environments of children in poverty, an area which receives little attention, but which is integral to poverty reduction.  相似文献

Traditional approaches to fighting poverty have yielded unsatisfactory results in some African countries, and have been positively damaging in others. Economic growth and social expenditure on the part of both national governments and international donors have been ineffective in some countries, while in others they have exacerbated poverty. The author considers that this is due to the absence of participatory governance. From a theoretical perspective, support for participatory governance stems from Amartya Sen's approach to understanding poverty, which conceptualises poverty as a lack of capabilities, leading to social exclusion. The lack of such governance has led to the failure of traditional approaches in the fight against poverty in sub-Saharan Africa. Finally, the author proposes a tool for assessing the quality of governance, and its application in Cameroon.  相似文献

Contemporary Marxist students of international relations, like their mainstream counterparts, disagree over whether geopolitics has a future. Many believe that it has none, either because globalized capitalism has overcome the nation-state or because the ‘informal empire’ of the United States has overridden inter-state conflict. This article supports those who argue that significant economic and political conflicts persist among the main capitalist states. It does so by exploring the question of whether, in Marxist theory, the capitalist economic system and the international system of states are necessarily or contingently related. Marx's method in Capital offers, it is argued, a way of non-reductively incorporating the state system within the capitalist mode of production. This argument provides the basis for a partial reconciliation of Marxism and realism. More importantly, it offers a theoretical framework in which to explore the scope for inter-state conflict in the 21st century.  相似文献

Abstract

In this article it is argued that should the South African public service broadcaster, the South African Broadcasting Corporation (SABC), be expected to play a development and nation-building role in the South African society, as it is mandated to do, then policy makers should return to the basic principles underlying the philosophy of public service broadcasting. This needs to be done in a changed media environment characterised by privatisation, internationalisation and digitisation, all leading to increased competition and commercialisation. The argument is developed against the background of a discussion on (1) the reasons for the decline of public service broadcasting, (2) the ways in which public service broadcasters are responding, (3) an overview of the state of public service broadcasting in South Africa at the time of writing (April 2003), (4) a motivation for why South Africa needs a strong public service broadcaster and (5) what can be done to secure the future of public service broadcasting in South Africa. A return to the basic principles of public service broadcasting as the only way out, is suggested. This would require a complete revision of South African broadcasting policy.  相似文献

Non-governmental organisations are experiencing a crisis of legitimacy, over their neutrality, independence, politicisation and subordination to their donors and the international media. Seemingly they are unable or unwilling to address structural problems related to their present shape and functioning. They need to invest in a radical agenda of change to address the important issues of donor relations, funding, independence and the place of advocacy, standards, rules and operational solidarity. Only by undergoing a process of genuine self-reflection, focused on their own shortcomings, will NGOs be able to harmonise their praxis and ethos in humanitarian action.  相似文献
