Trade unions have generally been neglected in the discussion of Economic and Monetary Union (EMU) and the related neo-liberal restructuring of European social relations of production. This article helps to fill this gap through a comparison of British and German unions' position on EMU and European co-operation. It is demonstrated that there is a split between British transnational production sector unions, which support EMU and Europe-wide co-operation, and British national sector unions, which criticise the deflationary implications of EMU and focus on the national level in their policy-making efforts. In Germany, by contrast, EMU is generally accepted by unions with the exception of the construction workers' union. A division between internationally oriented and nationally oriented sector unions can only be identified in relation to the issue of Europe-wide co-operation, where the former are in favour and the latter reluctant. Importantly, however, unions in both countries strongly criticise neo-liberal economics, whether they support or oppose EMU. This may become the basis for a counter, neo-liberal strategy within the European Union.  相似文献

The European Court of Human Rights (ECtHR) has so far issued six major judgments on Cyprus concerning the ongoing consequences of Turkey’s military intervention of 1974. Starting with the Loizidou case (1995, 1996), the rulings of the court on Cyprus v. Turkey (2001), Demades v. Turkey (2003), Eugenia Michaelidou v. Turkey (2003), Xenides-Arestis v. Turkey (2005), and Demopulos and others v. Turkey (2011) have mostly been criticized for their ‘politicized’ legal content, including by some of the judges of the ECtHR itself, through their dissenting opinions. This article attempts to demonstrate the – not always negative ? impact of specific political developments on the court’s rulings as well as on the attitudes of the states parties before the court, as a result of this interaction.  相似文献

In order to capture how young people in northern Cyprus see the Cyprus Question, we asked more than 300 students to ‘draw Cyprus’ and surveyed their political attitudes, as well as their identities and preferences for the future of the island. The results show that the Turkish Cypriot students, in comparison with the students from Turkey and from the other countries, are more supportive of a decentralized federative structure, identify themselves with the Cypriot and Turkish Cypriot identities, and more willing to embrace a consociational approach to the Cyprus Question.  相似文献

Abstract

Cyprus’ commitment to the European perspective of the Western Balkans is shaped by a range of factors. As well as balancing its national interests, it also aims to stand by a ‘position of principles’ on conflict issues. It equally seeks to be a reliable partner to the EU and move closer to its Western allies, while accommodating its Eastern ones. Nevertheless, over the last 10 years, Nicosia has Europeanised its policies and thinking. This has seen it reach out to Kosovo to try and build de facto relations. However, since the ‘national problem’ remains at the core of its foreign policy, relations with ‘motherland’ Greece are also key. This has in turn complicated dealings with the former Yugoslav Republic of Macedonia. Overall, Cyprus remains more firmly focused on the Middle East, making it a rather peripheral actor in the Western Balkan countries’ EU integration process.  相似文献

This paper is about contemporary national identity attitudes in the three Baltic states as ethnic democracies. It presents the results of a quantitative comparative study using data from the International Social Survey Program, collected in 2013. The parameters of comparison include the perceived importance of various national identity criteria and the pride in a nation’s achievements in various spheres. The results show that Baltic national identity focuses not on ethnic homogeneity, but on commitment and loyalty, to reflect upon the current situation more than the historical past, and to have the potential for the integration of ethnic minority members.  相似文献

Since independence in 1971, both civilian and military regimes have ruled Bangladesh. As many other military regimes did, the latter civilianised their rule through the formation of political parties and participation in general elections. When diachronically analysing political formations in Bangladesh, it is appealing to make a clear-cut distinction between autocratic and democratic regimes. However, this article argues that throughout its post-independence history, the dominant form of rule has been the party-state. Revisiting the work of Aristide Zolberg, this article develops a typology of party-states, away from its initial focus on single-party regimes. It argues that party-state formation can also be witnessed in competitive electoral settings.  相似文献

This article explores how the local party organizations of the Adalet ve Kalkinma Partisi (Justice and Development Party—AKP) interact with complex social structures in migrant-receiving cities in Turkey. Islamist movements are widely viewed as uniquely capable of appealing to working-class migrants. However, the support for Islamist parties varies across migrant-receiving cities. This article argues that local party organizations face two potential sources of discord that they have to resolve in order to build support in migrant neighbourhoods. They have to bridge the regional identity cleavages among different migrant communities while surmounting intra-party conflicts. In pursuing this argument, this article opens up the black box of local identity politics in the industrial heartland of Turkey and provides an ethnographic account of intra-party conflicts and political survival within the AKP.  相似文献

Turkey had its fourth National Assembly elections on 7 June 2015 in the twenty-first century and this time they resulted in a hung parliament. The efforts at establishing a coalition government failed and the country moved to a snap, ‘repeat’ election on 1 November 2015. This paper focuses on how the voters registered their party preferences almost 5 months apart in the same legislative general elections and why. Using the same sample and interviewing those who lived at the same addresses as those in the ISSP Citizenship survey conducted February to April 2015 and again in October 2015, a panel data-set was constructed. A theoretical framework for voting behaviour that uses party identification, political ideology, ethnic, religious, social class identities and perceptions of the performance of the economy of the respondents to understand what factors help to influence the party preferences of the same respondents 5 months apart. A multivariate (binary logistic regression) analysis of the pre-June and October 2015 data sets revealed that economic voting had been the predominant factor in the June elections, but security concerns also interacted with popular economic evaluations in the November 2015 elections to reinstall the AKP to power.  相似文献

The parliamentary elections of 2016, the first following Cyprus’ exit from the bailout programme, took place in a context of indifference on the part of the citizens. Characterised by a decline in bipartisanship, a rise in abstention and a more fragmented party system, the elections paved the way for the historical entry into parliament of the far right party, ELAM. This article sets these outcomes against the broader backdrop of the Great Recession while also paying attention to the reinvigoration of the cultural dimension of political conflict, with potentially significant constraints for future negotiations on the Cyprus problem.  相似文献

The active participation in international organisations (IOs) is an important condition for the ability of states to exert influence over the content of international norms and rules. Thus, this paper adopts a comparative perspective and examines how active African states are in more than 500 international negotiations and under what conditions they are likely to remain silent. This reveals that diplomatic staff capacities are an essential precondition for active participation, while incentive structures, such as the scope of interests, impact how often states take the floor. An alternative to voicing national interest is to negotiate on behalf of regional organisations or regional groups. This paper shows that especially weaker and smaller African states benefit from regional group membership and use references to them in order to increase their leverage in international negotiations and improve, thereby, their chances to exert influence over the international architecture of rules and norms.  相似文献
