Police officers are the only professionals mandated by society to use discretionary coercive physical force as a necessary component of fulfilling their duty to maintain public safety and uphold the law. If community policing is to prevail as an effective and credible style of law enforcement, the legitimate use of competent police authority will continue to be a vital issue. This article analyzes the types of officer problems and problem officers that can harm community policing efforts. These include (1) individual factors, such as attitudes, personality traits, and psychological disorders; (2) police-citizen interaction factors, such as interpersonal dynamics and community attitudes; and (3) organizational factors, such as training and supervision, departmental philosophy, and the “cop culture.” The article then offers practical strategies for improving officer performance, including (1) selection and screening of officers; (2) training and supervision; (3) fitnessfor-duty evaluations; (4) effective supervision and discipline; (5) coaching and counseling strategies; and (6) the most productive use of psychological services. Throughout this discussion, the concept of the police officer as a law enforcement professional is emphasized as essential for guiding public safety policy into the 21st century.  相似文献

Abstract

Anecdotal evidence suggests that it is unwise for a criminal defense lawyer to allow a law enforcement officer, former law enforcement officer, or relative/close friend of an officer to serve as a juror. This project examined the decisions of 2853 jurors of whom 235 reported being or having been a law enforcement officer and 1348 reported knowing a close friend or relative who is or was an officer. Participants watched a videotape of a trial of a burglary of a habitation and were asked to give individual verdicts. Results indicated that the average conviction rate was 57.6%. Past and present officers did not differ in their conviction rate from non-officer jurors. Jurors who indicated knowing a past or present law enforcement officer did not convict the defendant more than those who did not know anyone in law enforcement. Implications for this research are discussed.  相似文献

The policing profession has recently experienced events that affected officers across the nation. Several high-profile cases involving police and members of minority communities intensified the tensions among these groups. Amid public criticisms of policing, law enforcement officers have become targets of attacks. Multiple cases of officer ambushes and assassinations have further troubled the already stressful occupational position of law enforcement. This study investigates what coping strategies officers used after the deadly attacks on police in Dallas, Texas and Baton Rouge, Louisiana that occurred in July, 2016. We also investigate how the coping strategies used affects job motivation among officers. Our findings suggest officers turned to three coping strategies: support networks, stoic self-help, and self-medication. These coping strategies were found to be ineffective mechanisms for protecting officer job motivation; however, some strategies adversely affected motivation more than others. Understanding how officers are coping and why effective strategies are not being employed adequately is imperative for both the safety of officers and the public.  相似文献

The Minnesota Multiphasic Personality Inventory (MMPI) and the later revision (MMPI-2) have been two of the most frequently employed instruments in the selection of law enforcement officers (Bartol, 1996). In this study, the following three sets of data were collected and analyzed: municipal law enforcement officer candidates tested with the MMPI, municipal law enforcement officer candidates tested with the MMPI-2, and state police trooper candidates tested with the MMPI-2. These three data sets were evaluated for their effectiveness at predicting “pass/fail” status on police candidate interview using multiple linear regression. A combination of subscales were found to be associated with classification as either pass or fail on interview.  相似文献

This paper examines the influence of the state police law enforcement academy on the performance of commissioned officers in the field training officer (FTO) program in a state in the Southeastern region of the United States. The police training academy is paramount in preparing cadets for the roles, responsibilities, and activities that graduates assume independently in the field. As such, it is important to understand the value added to future performance in the field through adequate preparation in the training academy. This study analyzes a sample of officers in the Southeastern region of the United States and explores the relationship between their performance as cadets in the academy and their performance as commissioned officers in the field training officer program. Through stepwise regression, the researcher concluded that the law enforcement training academy accounts for 10% of the performance variance of newly commissioned officers in the field officer training program. The researcher recommended further analysis of the law enforcement curriculum and of the field training officer program. This research should focus on the specific goals and objectives of the FTO program to ensure that the curriculum taught in the academy is properly aligned with the performance measures of the FTO program.  相似文献

Greece is thought to suffer from weak implementation of the law, including weak legislative monitoring and enforcement, a situation that undermines confidence in the rule of law. In recent years, increasing importance has been given to better regulation, namely the improvement of the quality of legislation with regards to state functioning. The purpose of this article is to examine the contribution of better regulation in the compliance of public entities with budgetary laws and regulations. The survey was the first such study to be conducted in Greece, and distributed questionnaires to auditors of the Hellenic Court of Audit, which is the Supreme Audit Institution charged with the authority to conduct external auditing of public entities and their executives. The survey results have confirmed the sense of weakness mentioned above, as most respondents considered the existing legislative framework of public financial management to be unclear, a situation that deterred compliance. Improved law design is expected to ameliorate compliance by public sector bodies, which apparently violate the law more due to its ambiguity and complexity rather than to any deliberate intention. Therefore, non-compliance should be better addressed through simplification of regulations rather than coercive enforcement.  相似文献

The premise of this paper is that the drug war cannot be won without the public's full commitment. Based on a random sample of households (n=532) in Belize City, public attitudes are analyzed to assess the degree of support for drug enforcement. The findings show strong support for drug education as well as for increasing criminal sanctions and the size of the police force. Support fades, however, as drug enforcement is militarized. The significant determinants of public support are education, gender, attitudes toward the police, fear of property crime, and neighborhood crime prevalence. The purpose of this study is to compare a specialized community-oriented policing (COP) unit to a reactive unit on officer perceptions of public contact and officer perceptions of job performance. We also compare bicycle patrol officers to motor vehicle patrol officers within these units. Using a static group comparison design, questionnaires were distributed to officers within the Toronto Police Service (n = 178). Bicycle patrol is associated with more contacts with the public and higher rates of proactive policing when compared to motor vehicle patrol and bicycle officers are more likely to rate higher on several measures of crime control. Officers with a COP mandate engage with the public for a wider variety of reasons compared to those with a reactive mandate, and are more likely to rate higher on perceptions of performing job duties in a procedurally just manner. This study demonstrates the value of a specialized COP unit that includes bicycle patrol in achieving tenets of COP. It contributes to the literature on COP and the use of bicycle patrol in law enforcement by presenting the perspective of the police officer.  相似文献

The purpose of this study was to collect data and disseminate trends in officer‐involved firearm deaths in Oklahoma from 2000 to 2015. The Oklahoma Office of the Chief Medical Examiner (OCME) database was searched for civilian decedents with gunshot wounds inflicted by law enforcement officers and officer decedents with gunshot wounds inflicted by civilians. Five decedents were law enforcement officers, while 274 decedents were civilians. The number of civilian decedents throughout the study followed a quadratic trend. Civilian decedents were most commonly males (95%) between the ages of 20 and 39 (64%), had one or two gunshot wounds (46%), and had an increasing number of gunshot wounds over time. Postmortem toxicology testing most commonly detected ethanol, methamphetamine, cocaine, and PCP. Efforts toward increased tracking by various agencies and more scientific studies like this are needed to facilitate future analysis of trends in officer‐involved firearm deaths.  相似文献

This article considers the continued relevance of law enforcement and social worker roles to probation officer practice, a central motif in community corrections scholarship. It also considers how these traditional functions are integrated into community-oriented supervision practices, increasingly emphasized in policy circles. Using Latent Class Analysis of data from a national community corrections survey, a four-class typology of probation officers was developed, based on their supervision practices. While classes vary according to the intensity of supervision, particularly in the engagement of third parties (family, community, and the police), there are no classes that correspond either to law enforcers or to social workers. Rather, officer classes are all “synthetic”—combining law enforcement and social work functions together in the same strategy. The analysis identifies a number of predictors of membership in more intensive supervision classes. These relate to ideological orientations, caseload characteristics, officer demographics, and agency progressiveness.  相似文献

An important service that police psychology can offer law enforcement administrators is assistance in the selection of future officers. Police psychologists have traditionally focused on the identification of psychopathology and exclusion of applicants who were found to be mentally ill. The introduction of the Americans with Disabilities Act (1990) has changed what had been considered appropriate exclusion criteria because of the introduction of increased civil rights protections for persons with disabilities. At the same time, increasing civil liability for law enforcement departments in regard to officer misconduct has compelled police psychologist to evaluate potential for future misconduct by non-clinical means. The scientific examination of biographical data may be one method of establishing the relationship between officer candidate variables and future misconduct. This paper examined the predictive validity of biographical information for a sample of 2965 police officer candidates. Results indicated that several biographical variables were significantly correlated with later termination. However, results of regression analyses indicated that biographical variables alone accounted for limited variance in the prediction of police officer termination. The use of biographical information as a sole determinant of police candidate suitability was not supported and the use of additional sources of data would be required for effectual forecasting purposes.  相似文献

Research Summary Scholarly research has documented repeatedly that minority citizens are disproportionately stopped, searched, and arrested relative to their baseline populations. In recent years, policymakers have brought increased attention to this issue as law‐enforcement agencies across the United States have faced allegations of racial profiling. In the 1990s, the politics generated by accounts of racially biased policing placed heightened pressure on law‐enforcement agencies. However, to date, few studies have explored whether the increased social and political scrutiny placed on police organizations influenced or changed their general pattern of enforcement among black and white citizens. Using data in the search and citation file from the North Carolina Highway Traffic Study, this research specifically examined whether the politics generated by the media coverage of racial profiling and racial profiling legislation in North Carolina influenced the search practices of officers of the North Carolina State Highway Patrol's drug interdiction team. The findings suggest that media accounts and the passage of new legislation were particularly powerful influences, which thereby reduced racial disparity in searches. Declines in the use of consent searches and an increased probability of finding contraband also were influenced by the politics of racial profiling. Policy Implications The results of this study suggest several important policy recommendations. First, law‐enforcement agencies must monitor the policing practices of their officers because such supervision can influence officer compliance with fair and unbiased policing policies. Next, supervisors need to familiarize themselves with enforcement data to identify potential problem officers and organizational practices. By doing so, police organizations will not only increase officer accountability but also will potentially improve communication with their local communities. Such communication can empower community members to file charges against officers who violate their civil rights. Next, the media and political effects documented in this study suggest that external oversight can be particularly influential on police practices. Therefore, police agencies should consider developing a citizen complaint board, which is an external oversight board that would be responsible for investigating allegations against officers who engage in racial profiling or other racially biased enforcement practices. Such a board could assist police administrators in identifying problem officers as well as in making recommendations for corrective action. Finally, external social and political pressure must continually be placed on police forces to improve equity in police behavior. These external forces can assist in creating opportunities for police to increase the overall quality and efficacy of policing.  相似文献

Undercover (UC) assignments are among the most stressful faced by law enforcement officers. Undercover work features isolation from colleagues and family, the necessity to adopt behaviors and false personal characteristics frequently opposite to the given officer’s beliefs and personality, and negative attention from members of the public and even from fellow officers while in the undercover role. Because of all of these factors, undercover work is frequently associated with problems in mental and physical health, and with difficulties in post-assignment social adjustment with family, community, and department. Undercover work is inherently difficult to research, but as the present review indicates, there is significant overlap between the symptomatology typical of undercover work and of that typical of non-UC police work, normally an area of greater research accessibility. These issues will be addressed below. In addition, this review identifies current best psychological practices in dealing with the undercover officer client; these include reliable, supportive, frequent contact with officer clients, psychoeducation in the areas of coping mechanisms, reframing of undercover work in terms of the overall corpus of the given officer’s career, and mechanisms of reintegration of the undercover officer into the realm of more typical, and frequently more mundane, regular police duties.  相似文献

Despite the dramatic rise in use of militarized weapons, equipment, and tactics by police departments across the nation, no study has examined the opinions of those responsible for designing, funding, and implementing police militarization in the United States. Therefore this study collected and analyzed opinion data from 465 key stakeholders from the 114th Congress U.S. House of Representatives, law enforcement executives, and local police officers regarding police militarization. Results suggest that while most practitioners and policymakers favor police militarization, Congress and law enforcement differ in support of critical issues such as oversight of military procurement programs, use of surplus military weapons and vehicles, and overall support for the militarization of policing in the United States.  相似文献

Many law enforcement agencies are currently responding to the problem of online crime by establishing proactive investigative units that track criminals on the Internet. Not only do these specialized teams face problems in the area of emerging technology, they are also faced with handling emerging legal issues. The current research examined the issue of the entrapment defense, and how previously established physical realm doctrine could be applied to the investigation of online crimes such as child pornography. Relying on previous case law it would appear that entrapment claims related to online sting operations involve consideration of: a) did the law enforcement officer continuously contact the suspect with the intention of trying to convince the individual to engage in a particular type of behavior, b) how long was the relationship between the undercover officer and the suspect, and c) how much, if any, reluctance to commit the criminal act did the suspect provide evidence of?  相似文献

This study cross-validates a 13-question version of the Marlowe-Crowne Social Desirability Scale proposed by Reynolds (1982), using law enforcement professionals (n?=?241). A rational is offered for the importance of scales of this nature being used to assess honesty, social desirability and self-deception. External validity indicators including concurrent measures of aggression and prejudice as well as prehire MMPI scales K and L on a subset of this sample (n?=?70) are reviewed. Correlations between the 13-question version of the Marlowe-Crowne and external measures demonstrate robust effect sizes and statistical significance. Comparisons are also examined between officer scores and students from another cross-validation study of the 13-question short form of the Marlowe-Crowne (Zook & Sipps, 1984). Conclusions are made in consideration of the importance of honesty in law enforcement testing as well as the need for better means of accounting for variance due to social desirability in testing. Future directions for research are suggested.  相似文献

In today's law enforcement community, one of the most vital tools an officer can possess is personal body armor. However, a recent Department of Justice investigation has raised important questions regarding the protection actually afforded officers through the use of personal body armor, and the current test methods used to assess the armor. Test results show that most Zylon-containing vests showed deformations in excess of the 0101.04 Standard's 44 mm backface signature limit. Such increased deformation can lead to serious injuries, including backface signature injuries, which have occurred in the field. Although the vest is successful in containing the round, it is not effectively dissipating the energy enough to prevent large amounts of vest deformation at the area of impact. Therefore, open, penetrating wounds occur even though the bullet did not penetrate the vest. The objective of the current study was to further define the backface signature injury through the use of case studies and laboratory experiments. Following the case study investigation, backface signature testing was conducted using a clay medium based on the NIJ 0101.04 Standard. The final component of this research involved the use of post-mortem human specimens (PMHS) for further investigation of the backface signature injury. Although the underlying cause of backface signature injuries is unknown, energy density is likely to play a role in the mechanism. Energy density (E/a) is defined as the energy per unit area and has been previously used in less lethal skin penetration research. Further research into the underlying causes of backface signature injuries is necessary. In addition to armor testing, the study of law enforcement personnel who have been shot while wearing soft body armor is also a valuable tool for determining the effectiveness of certification standards. Finally, it is important for medical personnel to recognize the backface signature injury and document this as a type of injury separate from blunt trauma or penetrating trauma behind armor injuries. Detailed knowledge of the injury, including the depth of the wound, would be beneficial to the scientific community.  相似文献
